From August to October is the southwest monsoon (habagat). The weather during this season is not very predictable, with weeks of calm weather alternating with rainy days. It can rain any day of the year, but a higher chance of heavy showers occurs from November to January.

The Integrated Bus Terminal (IBT) located in the city district of Dao serves as the terminal point for public transport vehicles serving the inter-city routes within the province and also serves as the embarkation point for passengers taking the Pan-Philippine Highway (AH26) bus route from Tagbilaran to Metro Manila. There is also a long-distance bus station within Cogon market.

The city is linked by sea to the major port cities in the Visayas Islands and Mindanao, which of major commercial importance is its link to the regional capital of Cebu City. The route is served by Ocean Jet, Weesam Express and SuperCat several times daily.

Tagbilaran Airport serves as the principal gateway airport to the city and to the rest of the province. Airlines using the airport serve only the Tagbilaran-Manila route. The route is served by Cebu Pacific Air, PAL Express, AirAsia Zest and Tigerair Philippines using Airbus A319 and Airbus A320 planes.

Telecommunication

Bohol is wired with telephone facilities that provide domestic and international linkages, supplied by three service providers: PLDT, Cruztelco and Globelines. Mobile phone firms,Globe, Smart, and Sun Cellular have also established in the province.

Loon lies halfway between Tagbilaran and Tubigon, Bohol's major ports of entry, each of which is only forty minutes away by public utility buses, jeepneys and vans-for-hire that frequently ply the North-South route. Loon has one provincial secondary port and six fishing ports. The secondary port is being converted into the Loon Bohol International Cruise Ship Port. Currently it serves the Loon-Argao (Cebu) route.

The rest of the upland barangays are served by Level II communal water systems. The border barangay of Punta Cruz, Maribojoc also avails of water from LWS.

Weather Condition:

The climate of Cebu is tropical. There are 2 seasons in Cebu − the dry and wet season. It is dry and sunny most of the year with some occasional rains during the months of June to December. The province of Cebu normally gets typhoons once a year or none.

Northern Cebu gets more rainfall and typhoons than Southern Cebu because it has a different climate. Typhoon Haiyan hit Northern Cebu in 2013 killing 73 people and injuring 348 others. Though most typhoons hit Northern Cebu, the urban areas in Central Cebu are sometimes hit, such as when Typhoon Mike (PAGASA name: Ruping), one of the worst to hit Cebu, lashed the Central Cebu area in 1990.

Cebu's temperatures can reach a high of 36 °C (97 °F) from March to May, and as low as 18 °C (64 °F) in the mountains during the wet season. The average temperature is around 24 to 34 °C (75 to 93 °F), and does not fluctuate much except during the month of May, which is the hottest month. Cebu averages 70–80 percent humidity.

Metro Cebu's Port of Cebu is the busiest domestic seaport in the Philippines. Along with the

ports areas of Mandaue and Lapu-Lapu, Cebu's "seaport complex" is considered as the busiest

port in the Philippines in terms of number of annual passengers. It is also the main port of entry

in the province of Cebu and Central Visayas Region. The port is located at the center of the

province's east coast. It is nestled in a natural harbor in the narrow strait between Cebu

City and Mactan Island, the latter providing a natural cover and breakwater, making the port one

of the safest and operational the whole year round.

Cebu International Port and Cebu Domestic Port serves container vessels and passenger ships

with destinations around the country and the world. The Cebu Baseport — Domestic Zone is the

area for the domestic transactions of different business coming from and going to the different

island of the archipelago. It is dedicated to coastwise shipping with 3.5 kilometers of berthing

space, 3 finger piers and 3 passenger terminals.

Telecommunication

Philippine Long Distance Telephone Company (PLDT) is the major phone carrier in the metropolis and the entire province. Globelines Innove and Islacom, both subsidiaries of Globe Telecom came in after the passage of the Telecommunications Act of 1995.

There are three wireless telecommunication companies serving Metro Cebu as well as the rest of the Philippines. These are:

Power/Water Supply

Metro Cebu's electricity is mostly supplied from Leyte Geothermal Power Plants operated by PNOC-EDC which is interconnected across Cebu through electrical submarine cables operated by TransCo. It is transmitted by the state-owned National Transmission Corporation(TransCo) through several high tension wires. It is stored and distributed by the Visayan Electric Company (VECO). They put out 220VAC 50 Hz (VECO).

In 1974 the Metropolitan Cebu Water District (MCWD) took over in distributing potable water to the whole metropolis after the Osmena Waterworks System suffered financial losses. MCWD supplies potable water to the cities of Cebu, Mandaue, Lapu-lapu and Talisay and the

Central Negros Electric Cooperative, Inc (CENECO) distributes the power supply in Bacolod and in neighboring City as well. Bacolod City Water (BACIWA) supplies the water needs of the city residents. Other main sources of drinking water include Boro-Boro and Bocal Springs, deepweels, artesian, pipelines and appurtenances.

Communications:

Bacolod has extensive communication facilities, among the best in southern Philippines. Amenities include telephone stations and toll services, mobile phones, internet service providers, telex, facsimile, and reliable messengerial services, including internationally known companies and government postal services. It has ISPs, telephone companies, radio stations, TV stations, cellular phone companies, and cable services for its communication facilities. Furthermore, it has well-within the ICT highway with two landing stations and gateway to the world, both utilizing fiber optic and microwave with three major telecommunications companies that can provide redundancy via Manila and Cebu.Globelines and PLDT are the two companies that provide landline and telephone in Bacolod. On the other hand, there are four companies that provide mobile network and these are SMART Telecommunications, Mobiline-Piltel, Extelcom and ISLACOM-GLOBE telecom. Lastly, PT&T and RCPI are the two local internet service providers.

Weather Conditions:

Don Salvador Benedicto, Negros Occidental has two pronounced seasons, wet and dry. The rainy season starts from May to January with heavy rains occurring during the months of August and September. Dry season starts from the month of February until the last week of April. The climate of Salvador Benedicto is neither windy, nor too cold with even rainfall distribution. The coldest month is from December to February. Typhoon occurrences are rare same with floods except during season when too heavy rains cause the over flooding of the rivers. However, occurrences of these natural calamities are infrequent.

The second relay station is approximately an hour’s drive from Bacolod City by public utility vehicles and about 45 minutes by private car.From the base station, Araneta road, a main road in Bacolod, may be used. The municipality of Salvador Benedicto is situated at the mid-center of the hinterland of the entire North of the Province of Negros Occidental. There are 22 units PUJ traversing vice-versa from Bacolod City to the Municipality of Salvador Benedicto. 4 units of PUJ plying vice-versa from Municipality of Salvador Benedicto to San Carlos City. There are tricycles during market day and cargo trucks occasionaly. Also there is a Vallacar – transit from Bacolod City to San Carlos City vice versa – every 45 minutes.
