This is your forum for voicing your opinions and getting involved in what takes place in your community. To add an item to the Agenda, submit a written request to General Manager Alisa Woolsey seven days prior to the Board meeting. To address the Board about a matter that is not on the Agenda, complete and submit a “Request to Address the Board” form before 7:00 p.m. on the meeting date. The Board Meeting Agenda is posted several days in advance at www.lf2.org, and at the Clubhouse. Agenda backup material and copies of the Agenda are also available at the Front Desk several days in advance of the meeting.

It’s Our Budget2018 Budget Packet Approved & On Its Way to You
2018 Monthly Assessment Rates Established The Board has approved the 2018 Budget Packet, and the Homeowner Monthly Assessments for Master Operations plus Reserve Assessments for 2018 for all LFII separate interest properties has been established at $65.50. This is a $1 per month per property increase over the 2017 rate. For the 10 Departments, there has been no increase to your 2018 Depart-ment in-tract operational and reserve assessments from the rates you paid in 2017. Therefore, the total monthly assessments for the 10 Department neighborhoods will be per the table below:
Your monthly payment is due and payable on the first (1st) day of each month and you have up to and including the 20th day of each month to be on time. Payments made ON or AFTER the 21st day of each month are considered late and need to include the $10 late fee. Payments can be dropped off at the Clubhouse in the payment slot located by the front door or given to a Staff member at the Front Desk. The Association does not send monthly invoices for your monthly assessment payments; instead, we use COUPON BOOKLETS as they are far more economical. You should receive your assessment coupon booklet (they are RED for 2018) with return envelopes about mid-December. If you pay your assessment by ACH (automatic withdrawal) you will receive a notification letter informing you of your 2018 assessment amount instead of a coupon booklet. No action is required by you as your monthly withdrawal amount will be automatically updated to reflect your new billing amount for 2018. If you would like to sign up for ACH please contact us at: 949-586-0860, Ext. 19. If you like to pay your assessment by CREDIT/DEBIT CARD you can use the link located on our website: www.lf2.org. See Online Bill Payment now available on the home page. If you pay your assessments through an ON-LINE-BILL- SERVICE through your bank, please be sure that it reflects your LFII 7-digit account number or the property address. PLEASE UPDATE YOUR ASSESSMENT AMOUNT FOR 2018 SO YOU ARE PAYING THE CORRECT AMOUNT. These types of pay-ments can either be mailed to the Clubhouse at 24752 TOLEDO WAY, LAKE FOREST, CA 92630-2399, or our lockbox at PO BOX 52361, PHOENIX, AZ 85072-2361. All of these changes must be completed to ensure timely posting to your account. If you are receiving statements regarding CC&R non- compliance fines being assessed to your account, contact Jenny Mucha, Community Service Manager, at 586-0860 Ext.13 to remedy this situation as quickly as possible. Please note that if your account is not in good standing, either for unpaid assessments or fines, an “Administrative Hold” will be put on your account and all privileges, including use of the Clubhouse, will be suspended until the matter is cleared up. Delinquent accounts are reported to RecoverHoaDues.com. This service will send out letters, do a skip trace and credit reporting. We offer payment plans to homeowners who might need assistance with getting caught up. We are here to help you before the situation becomes too difficult to manage or extra fees are added. Eucalyptus Moratorium is OVER for the Season!
As of November 1st, the City’s Eucalyptus Moratorium is over for the season. You may now trim or remove your euca-lyptus tree, if necessary, from that date through March 31st of next year. Remember that prior MAC approval is necessary for any tree removal! Removal of any variety of tree that is over 6 feet in height requires prior approval from the Master Architectural Committee (MAC). MAC Applications are available at the Club, and online at www.lf2.org (click on Resource Center, and then the Architectural Improvements file). Reasons for Taking Photos of Homes Residents of our community are sometimes concerned when they observe the CC&R Inspectors taking photos of their homes and property, or photos of vehicles on or near their property. Accordingly, the Inspectors take numerous photos on a routine basis. Following are some examples: The inspectors routinely walk and drive through the Association’s neighborhoods for close-up views of the condi-tion of homes and yards. Photos are a routine part of the inspection process and are required by the Association Master Board of Directors. When violations are noted during an inspection, the CC&R Inspector may follow-up by sending out a formal violation letter to the homeowner. The violation letter provides a detailed description of each noted violation, and includes photos of the areas in question for clarification. Additional photos are taken at various stages of the CC&R enforcement process. Vehicles that are in violation of the Association’s Vehicle Rules may be photographed as well. The cameras used by the Inspectors use a zoom lens to provide closer detail and additional clarification for the noted violation. As the CC&R Inspectors walk or drive through the LFII community, they also take photos of many attractive homes that catch their eye. Each month the Inspectors sort through the possible candidates and select photos of three exceptionally beautiful homes. The selected homes are published in The Mainsheet as the “Most Beautiful Home of the Month”. At a later time, these homes are candidates for the “Most Beautiful Home of the Quarter”, and ultimately for the “Most Beautiful Home of the Year”. Please be assured that the photos are a very useful and vital aspect of our established CC&R enforcement process and other operational responsibilities. Also, please note that at no time do the Inspectors go onto private property to take a picture. All pictures are taken from the car, street, sidewalk or common area.

CITY SETS JAN 2ND FOR RECALL ELECTION A municipal recall petition is the power of the voters, provided in the State constitution, to remove elected officials from office before their term expires. The recall has been used by voters to express their dissatisfaction with their elected officials. In March of this year, a second recall petition was initiated against sitting City of Lake Forest Councilmember Andrew Hamilton (the first recall attempt, in June of 2016, failed due to a lack of sufficient numbers of valid signatures). On Sept. 6, 2017, the OC Registrar of Voters certified that enough valid petition signatures had been gathered to require a special election to submit the recall election to the Lake Forest voters. Mr. Hamilton, a LF II resident, was first elected in November of 2014. His term expires in December, 2018. Per the California Elections Code, with the required number of signatures of the recall petition validated by Registrar of Voters, the City of Lake Forest must act on this matter. They must set a date for the recall election within the required time frame, establish the election calendar, and open nominations for candidates seeking to succeed Mr. Hamilton for the balance of his term. The Registrar’s office estimates that the cost to taxpayers for the special election is $210,000 – $240,000. On Oct. 3, 2017, the Lake Forest City Council adopted a Resolution calling for a special election to be held on Tuesday, Jan. 2, 2018. The election has two parts. The first is to address the question of whether Mr. Hamilton should be recalled or not – yes or no. A simple majority vote of those who voted will determine the outcome. If the majority of the vote is against the recall, the recall fails and Mr. Hamilton retains his seat on the Council until his term expires. If the majority vote is in support of the recall, Mr. Hamilton will be re-moved from office. This is the second part of the ballot – the question being, if Mr. Hamilton is removed from office, who shall fill the remainder of his term. Six candidates have filed papers to run to fill the seat if the recall is successful. They are Tom Cagley, David E. Glick, Neeki Moatazedi, Mark Tettemer, Frank Wagoner and Stan Yombo (to know more, visit: http://lakeforestca.gov/312/Elections). The person who receives the most votes will be the replacement. The polls will be open 7:00 am – 8:00 pm on Jan 2nd. All Lake Forest registered voters are eligible to vote. You can either vote-by-mail or at your polling location. CITY GOING TO DISTRICT-BASED ELECTIONS Lake Forest currently uses an “at-large” election system in which voters from the entire City choose each of the 5 Council-members. In a district-based system, the City is divided into separate mapped districts, each with one Councilmember who resides in that district and is chosen only by the voters living in that district. Beginning with the November 2018 election, Lake Forest will elect members of the City Council from individual districts, instead of by City-wide vote. The City is doing this to comply with the California Voting Rights Act of 2001 (Elections Code §14025 et seq.) in conjunction with Govt. Code §34886 setting forth the transition process from at-large to district-based elections: 2 public hearings; drafting district maps; 2 more public hearings; selection of the final map; establishing the sequencing process by which the district elections will be staggered; final adoption of the ordinance codifying the district-based elections. Drawing of district maps must adhere to “traditional redis-tricting principles”: 1) population balanced (1 person, 1 vote); 2) maintaining communities of interest; 3) creating compact, contiguous districts (no gerrymandering); 4) using visible natural or manmade boundaries. The City initiated the process to transition to district-based elections in May of this year. Two early public hearings were held to gather community-based input as to how the district map should be drawn. Initially, 26 differing versions of the district map were presented. From these, the Council selected 4 “focus” maps and directed a 5th map be drawn. At their Nov. 7th meeting, the Council considered these 5 maps for final selec-tion. To view these maps, go to http://drawlf.org/draft-maps/. The five final maps are numbered as Maps 109, 110, 115, 116 & 128. Even though “maintaining communities of interest” is a listed criterion of determining district map boundaries, not one version of the maps maintains LF II as a whole community, it is splintered up in all district map versions. At their Nov. 7th meeting, the Council, by 3-2 vote, narrowed the choices down to Maps #116 & 128, and also including a previously unpublished map, #129. In their discussion on the matter, one issue of debate was whether or not the map should be revised to maintain LF II as a whole "community of interest" (if your are interested in viewing the City Council debate on this item, go to: http://agenda2009.city-lakeforest.com/SIREPub/mtgviewer.aspx?meetid=946&doctype=AGENDA). The Council further directed that multiple versions of each map be produced, with a focus on maintaining communities of interest and a population balance amongst the districts. These tweaked versions of the 3 finalists will again be presented to the Council at their meeting of Nov. 21st. The expected sequencing of events to completion is to select a final map on Nov. 21st, have it published for public review, and then adopt the ordinance codifying the district-based elections at the meeting of Dec. 5th. In accordance with Resolution A, the Lake Forest II Master Homeowners Association is required to publish annually in The Mainsheet a list of potential Reserve Expenditures, and hold a Public Hearing to allow the Members an opportunity to discuss the projects. Hughes Reserves & Asset Management, the company that provided our most recently approved professional Reserve Study with site inspection, has recommended that the listed capital items be repaired or replaced (R/R) in 2018. These potential expenditures are to be funded from the accumulated Restricted Reserves of the Association, subject to bids from qualified contractors. Monies for the Restricted Reserves are collected and set aside every year for the ongoing maintenance or replacement of the Association’s assets, as required by the State of California.

This matter was deferred to the next Board meeting to provide counsel the opportunity to address the still outstanding issues.MONEY MOVES None.FACILITY UPGRADE ADVISORY COMMITTEE General Manager Woolsey reported that she has only received three applications so far, and she would like to defer this matter to a future meeting to provide an opportunity to solicit further applications from qualified homeowners.REVISIONS TO GUIDELINES/RULES/POLICIES General Manager Woolsey reported that in accordance with the provisions of the California Civil Code, Article 5, §4360, a public notice was published in the October 2017 issue of THE MAINSHEET, at least 30 days prior to the date of the public hearing, such notice containing all the proposed language revisions to Association Guidelines/Rules/Policies, and at today’s regular meeting of the Board of Directors, a public hearing on this matter was held, inviting all members of LFII to provide whatever comments they may have on this matter, either verbally or in writing. At the conclusion of the public hearing, the Board, in consideration of all public testimony received, approved the proposed revisions, subject to language change to "3.19 B – Drought Tolerant Landscaping" to clarify intent as to allowed types of ground covering by eliminating use of the term "etc." to be replaced with “…including, but not necessarily limited to…”, as well as to expand the list provided of acceptable ground covers, and also subject to language change to "Common Area Wall Policy" to clarify that financial responsibility for 'in-tract" common area wall repairs and/or replacements shall be borne by the applicable Tract and not by the Master Association. President Fuentes announced that a copy of the final version of the revisions to Guidelines/Rules/Policies will be included as a part of the Budget Packet distributed to all homeowners later this month.PICKLEBALL PASS TRIAL PERIOD General Manager Woolsey reported that previously the Board approved the implementa-tion of a $10 per month pass for pickleball guests on a trial basis. As the trial period is now over, the Board’s task is to determine what to do with pickleball guest passes from this point forward. Discussion ensued amongst the Board. When the $10 guest pass was first implemented, the intent was for an interim period to allow pickleball membership and participation to build. The consensus of the Board was now that this build-up has occurred, the guest pass policy for pickleball should be more commensurate with the other established recreation programs. The Board approved raising the monthly guest pass fee to $15, but with $5 of this fee to be dedicated to the Capital Fund for the intended purpose of the future construction of additional pickleball court(s).ESCROW FEE CHANGES Assistant General Manager Christenson reported that, in conjunction with the imple-mentation of the CondoCerts escrow program recently approved by the Board, a revised escrow fee structure has been proposed reflective of the new escrow program now in operation.
The Regular Meeting of the Board of Direc-tors of the Lake Forest II Master Homeowners Association, a California non-profit, mutual benefit corporation, was held on Wednesday, November 1, 2017, at the Lake Forest Sun & Sail Club, 24752 Toledo Way, Lake Forest, CA 92630. Board members in attendance at Call to Order were President Jolene Fuentes, Vice President Jim Richert, Treasurer Thomas Ludden, and Directors Ted Brackez, Paul Coulter, Sonny Morper, and Steve Valderrama. Staff members present were General Man-ager Alisa Woolsey, Assistant General Manager Cindy Christenson, Community Services Manager Jenny Mucha and Recording Secretary Bruce Cook. Recreation Manager Argelia Jimenez and Maintenance Manager Don Rodriguez were absent. The meeting was called to order by President Fuentes at 7:00 P.M.COMMITTEE LIAISON REPORTSMASTER ARCHITECTURAL COMMITTEE Director Brackez reported that the Master Architectural Committee (MAC) reviewed 46 homeowner applications in October, 2017. These comprised 66 separate home improve-ment projects, of which 56 were approved as submitted and 10 were approved with conditions. No projects were denied. The most popular projects were painting, tree removal and solar. HEARING BOARD Director Valderrama reported there were 64 CC&R violations during the month of October, 2017, with 73%, or 47 of them, resolved by the date of the Hearing Board meeting. 25 letters were mailed out, and 17 actual cases were reviewed by the Hearing Board.LAKE FOREST KEYS SUB-ASSOCIATION Director Coulter had no report.THE MAINSHEET Vice President Richert had no report.TREASURER’S REPORT – BUDGET & FINANCE COMMITTEE Treasurer Ludden had no report as the Budget and Finance Committee did not have a regular meeting last month, instead devoting all their attention to weekly workshops regarding the 2018 budget. RESIDENTS COMMENTS Three residents submitted request forms to address the Board, but two of the three had comments concerning the Public Hearing regarding the proposed revisions to the Associa-tion's Guidelines, Rules & Policies. Therefore, at this time, President Fuentes opened the public hearing for Item IV – PROPOSED ASSOCIA-TION RULE/GUIDELINE AMENDMENTS on the agenda to take public comments on this matter. The third requested speaker left the meeting prior, and did not address the Board. PUBLIC HEARING – PROPOSED ASSOCIA-TION RULE/GUIDELINE AMENDMENTS A Woods West resident spoke that he had concerns regarding Items “Architectural Guide-lines: 3.19B Drought Tolerant Landscaping” and “Vehicle Rules: III. Parking.” With the former, a number of years ago he redid his front yard making use of drought tolerant landscaping. A major component of his design was the use of blue river rock. However, in the proposed revisions to the drought tolerant landscape guidelines,
blue river rock is not listed as an allowed ground cover. His concern is that his property will now be in violation. The Board responded that since Mr. Longo’s current yard was approved at the time of construction, any change to current standards would not affect him as his design would be “grandfathered.” Mr. Longo then questioned the Board regarding parking stan-dards where it would now state that parked cars cannot block a resident’s own driveway. The Board responded that the standard is being changed to comply with California state law. If you park your car blocking your own driveway, you will be doing so at your own risk. A Serrano Ridge resident also expressed concerns regarding the proposed revised drought tolerant landscaping standards. Her concerns were that the 25% standard for ground cover coverage was too limited for persons interested in a low-maintenance design. She believes the guidelines should allow for more creativity and flexibility. She also did not like the use of “etc.” in listing the permitted ground cover materials – just what does that mean; it is too vague. The Board concurred that the language was vague, could be better defined, and the term “etc.” should not be used. The Board did believe that the 25% was a reasonable standard and there was no need to change that. At this time President Fuentes closed the public hearing and deferred further discussion of this matter by the Board until later on the agenda when Item VI. ACTION ITEMS – D. RULES/GUIDELINE ADDITIONS & AMENDMENTS is discussed.CONSENT CALENDAR The Board approved the Consent Calendar, containing the items as follows: A) Action Items Status Report; B) Reserve Projects Status Report; C) Minutes of the October 4, 2017 Regular Board Meeting; D) Master Association Financials for September, 2017; E) Acceptance of Lake Forest Keys Association’s Financials for September, 2017; F) Investment Supplement Report as of September, 2017; G) Approval of Prospective Liens; H) Approval of Litigation Proceedings with Bender & Assoc. ACTION ITEMSFOLLOW-UP ITEMS2018 BOD Election/Ballot Configuration General Manager Woolsey reported that, at the direction of the Board, she conferred with legal counsel as to the possibility of combining the 2018 Board of Director’s Election with the By-Law Quorum Reduction Amendment. Ms. Woolsey further reported that counsel con-firmed that proxies can be used for a By-Law Amendment as the LFII governing documents specifically allow for this. However, counsel is still researching the matter of using a single proxy for both ballot questions, or using two sepa-rate proxies due to the disparate nature of the issues. The Board also questioned how would the differing quorum requirements for the two election issues (i.e., 33% with drop down for the BOD election compared to 50% + 1 for a by-law amendment) affect the matter.

Board Meeting, continued...The Board approved the revised escrow fee structure as proposed.2018 BUDGET PACKAGEProposal – Pickleball Funding In considering the 2018 budget, a Board Member proposed that the Master Base Assessment be surcharged an additional $1 per property monthly. This $1 per month per property would be allocated to the Capital Fund and dedicated specifically for the purpose of building additional pickleball court(s). The motion was made to implement his proposal, but there was no second, and the motion failed.2018 Master Association Budget Approval Assistant General Manager Christenson reported that the 2018 proposed budget was developed by management and staff and submitted to the Budget and Finance Com-mittee for review. The Budget and Finance Committee held numerous workshops and worked in collaboration with the Board of Directors. The final recommended budget has now been submitted to the Board of Directors for final approval. The adopted budget will go into effect as of January 1, 2018. The Board approved the 2018 Budget that will raise the monthly Master Association base assessment by $1.00, from $64.50 to $65.50. Of this $1 per month in-crease, 70¢ will be allocated to Capital Funds and the other 30¢ will go to Reserve Funds. The Board also approved adding Clubhouse (Dept. 68) tree trimming as a Reserve item expense.2018 Tract Budgets The Board approved the Department Tract Opera-tional and Reserve Assessment Dues for Department 70 (Forest Creek), Department 72 (Parkwood Estates), Department 73 (Indian Hills), Department 75 (Serrano Ridge), Department 77 (Lake Park West), Department 78 (The Woods), Department 82 (Prairie Ridge), Department 83 (Parkwood Estates II) and Department 100 (Park Place & Ranchwood). For each Department, there was no change to the Operational and/or Reserve Assessment Dues from the 2017 rates.LAKE FOREST KEYS 2018 BUDGET ACCEPTANCE The Board approved to accept the Lake Forest Keys 2018 budget as presented, and as recommended by the Budget and Finance Committee, which provides for a contribution by the Master Association. The Master’s con-tribution of the budget has increased by $3,000 for 2018 for a total amount of $192,000 annually, or $16,000 per month ($4.66 per month per household). This represents an 8¢ per month increase per household over the 2017 rate. The Lake Forest Keys Association will be notified by letter of the Board’s decision.CANDIDATE’S FORUM – CITY OF LAKE FOREST RECALL ELECTION Enough signatures were gathered and certified such that the City has called for a special election on January 2, 2018, to first ask the question if Councilmember Andrew Hamilton should be recalled. If the answer is no, then the recall fails and Councilmember Hamilton retains his seat. If the answer is yes, Mr. Hamilton is successfully recalled and removed from office. Then the question becomes who should replace Councilmember Hamilton to finish his term on the Council. Six candidates have filed seeking to be elected to finish the term. A LFII resident requested that the Board sponsor and hold on Clubhouse grounds a Candidate’s Forum to allow interested members of the community meet the candidates and hear a discussion of the issues. After discussion, the motion was made to hold a Candidate’s Forum at LF II. The motion failed by a 3-4 vote, with 3 votes in support of the forum, and 4 votes against.FALL TREE TRIMMING AND REMOVALDepartment 77 – Lake Park West The Board approved the fall tree trimming and re-moval budget for Department 77 – Lake Park West in the amount of $8,525.00.
Department 78 – The Woods The Board approved the fall tree trim-ming and removal budget for Department 78 – The Woods in the amount of $29,105.00.RESERVE PURCHASESSand Replenishment General Manager Woolsey reported that the sand in the volleyball court needs replenishment. The Board approved the purchase of approximately 25 tons of sand for the replenishment project from Sepul-veda Building Supplies, in the amount of $1,419.99.Front Desk Refurbishment General Manager Woolsey reported that the front desk counter needs to be
replaced as it has chipped and is peeling in several areas. The current countertop is a vinyl laminate, but staff is recommending to replace it with a quartz product. While quartz is a more expensive product, staff believes that the long-term benefits derived from its greater durability and longevity will make it a better choice. The Board approved the purchase of a quartz countertop for the front desk from J&M General Contractor, in the amount of $7,760.00

Holiday Celebrations Around the World
Between St. Nicholas Day on December 6 and Twelfth Night on January 6, the world celebrates many festivals including The Winter Solstice, Hanukkah, and Christmas. In some regions, St. Nicholas (aka Santa Claus or Father Christmas) brings gifts to children on December 6. In other regions, The Three Kings bring gifts on January 6. Lake Forest Garden Club.
The Lake Forest Garden Club’s monthly meeting for December 2017 will be our annual members only potluck luncheon and holiday program. Our kick-off program for January 2018 will be “Two Hot Petunias”. We meet at the Lake Forest Beach and Tennis Club, 22921 Ridge Route, every third Friday of the month at 9:30 AM. December brings to mind the traditional fragrance or taste of holiday spices – cinnamon, nutmeg, and even frankincense and myrrh. Speaking of cinnamon, which is a wonderful flavor addition to cookies, cakes and any number of other foods, but to gardeners, it’s so much more. This versatile spice can be used to help root cuttings, to prevent fungus from killing seedlings and even for keeping pests away from your home. Cinnamon as a rooting agent is as useful as hormone rooting powder. A single application to the stem when you plant the cutting will stimulate root growth in almost every plant variety. Cinnamon is one of the best natural fungicides. Nutmeg refers to the seed or ground spice of several species of the Myristica genus. Myristica fragrans is a dark-leaved, evergreen tree cultivated for two spices derived from its fruit, i.e., nutmeg and mace. Frankincense, also called olibanum, is an aromatic resin used in incense and perfumes, obtained from trees of the genus Boswellia. The English word is derived from Old French "franc encens" (i.e., high quality incense). Myrrh is a natural gum or resin extracted from a number of small, thorny tree species of the genus Commiphora. Myrrh resin has been used throughout history as a perfume, incense, and medicine. Myrrh mixed with wine can also be ingested. You can get frankincense and myrrh at the Savory Spice Shop, 3313 Hyland Ave, in Costa Mesa.

CorpS Unit and their FaMilieS The Support Committee is planning to make the holidays special for the Marines of the 1st Law Enforcement Battalion and their families. There are two ways you can help: Contribute monetary donations to provide traditional Christmas meals for 75 families. Donations also will support the Battalion’s Annual Christmas Dinner and associated activities. Donations can be made payable to the Lake Forest U.S.M.C. Support Committee and mailed to Lake Forest Support Committee, 22365 El Toro Road #302, Lake Forest, CA 92630. CAREFUL WHERE YOU PLACE YOUR TRASH BIN ON PICK-UP DAY
In response to a resident’s complaint about trash bins placed too close to parked cars, staff contacted our waste hauler, CR&R Environmental Services, for more information. Yes, if the bins are too close to cars, there is concern of possible damage, either from the hydraulic arm that catches and lifts the bin, or from possible falling debris as the bin is lifted. Usually, since the truck driver is on a tight schedule to complete the daily route, and does not have the time to leave the truck and move the bin, the offending bin will just be bypassed and not emptied. If you have bins that have not been emptied, it is likely because they were placed too close to a parked car. To avoid this happening, make sure all bins are placed at least 3-4’ from the nearest car. There should also be at least a 1’ space between bins to allow enough room for the hydraulic arm.
