TARGETING DEFINITION
RULE 2-43 (New)• Targeting is an act of taking aim at an
opponent to initiate contact above the shoulders.
PENALTY Rule 9-4-3(m) (New)• No player or non-player shall … Target and
initiate contact above the shoulders of an opponent with the helmet, forearm, hand, fist, elbow or shoulder.
TARGETING• LOOKING FOR INTENT• FIND THE DANGEROUS HITS TO THE
HEAD AND NECK AREA THAT ARE MEANT TO PUNISH• ACTS THAT GO BEYOND THE NORMAL

• TWO CHANGES– How many players can be on one side of kicker– How far back can Team K players start
• Resembles NCAA rules• Purpose is to reduce risk of injuries on kickoffs

LEGAL FREE KICK FORMATIONRule 6-1-3(d) (New)• No K players, with the exception of the kicker, may
be more than five yards behind the kicking team’s free kick line.
• A player satisfies this rule when one foot is on or beyond the line five yards behind K’s free kick line.
• If one player is more than five yards behind the restraining line and another player kicks the ball, it is a foul.

• Language mirrors NCAA rule.• These are LIVE ball fouls under NCAA.• Federation lists them as DEAD ball fouls.• Language in the rule is live ball wording, but
penalty is dead ball encroachment.• Have to wait till August.
TIMING AND EXTENSIONS
TIMING AND EXTENDING PERIODSRule 3-3-3• A period must be extended by an untimed
down if (accepted foul, double foul, IW, TD) occurred during a down in which time expires.
• Last year, if this happened in the last down, we would extend.
• Now, if the clock runs out while the ball is dead, we do not need to extend.
• Same exceptions 3-3-4(b)
TIMING AND EXTENSIONS
A’s ball. 3rd and 10 at B’s 25. 15 seconds left in the 1st quarter. RB A25 runs to B’s 10 where he is tackled inbounds by the face mask. The clock shows :05 remaining. After enforcement, the Referee winds the clock. The clock hits :00 before the snap.
• LAST YEAR – Period extended for an untimed down.• THIS TEAR – Period is over and will not be extended.

A’s ball. 3rd and 10 at B’s 25. Five seconds left in the 1st quarter. RB A25 runs to B’s 10 where he is tackled inbounds by the face mask. The clock expires during the down. Team A accepts the penalty.• LAST YEAR – Period extended for an untimed down.• THIS TEAR – Period extended for an untimed down.
OTHER CHANGES• Illegal kick retains same status it had prior to
being illegally kicked.• LHSAA can authorize officials to have
jurisdiction earlier than 30 minutes.• Accidental touching of a loose ball by player
blocked into the ball is ignored and is not a new force.
• Roughing the passer now includes the personal fouls listed in 9-4-3; it’s not just charging into him.
