REFEREE’S EXPENSES
Responsibility of Schools involved to reimburse the Referee for the match concerned.
GROUNDSMAN/CARETAKER
Each School, particularly when using a neutral venue, is obliged to give the groundsman/caretaker some recognition for his/her assistance. Particular attention and respect for club property and club personnel where matches are played should be a priority.
REGISTRATION
N.B.: All players MUST be registered prior to participation in any of the Competitions. Form can be downloaded from the Leinster website i.e. www.leinstergaa.ie
PERSONAL INSURANCE
Each School MUST advise Comhairle Iarbhunscoileanna Laighean in writing that all teams have adequate Player Injury Cover.

Comhairle Iarbhunscoileanna Laighean is the controlling body. The various Competitions will be run in accordance with the Treoraí Oifigiuil together with various regulations adopted by the Comhairle

Asking all schools to maximise PR opportunities for all games. Confirmed fixtures will be sent to national media outlets. Leinster Officials Tom Crotty, Martin O’Halloran and John Haughney will assist in this regard. The Post Primary Section on the Leinster GAA website will also carry fixtures and results.

REGULATIONS 2019-2020
Leinster Post Primary Schools Competition Control Committee shall be responsible for all arrangements and control of Games under the Provincial Schools Council and matters arising from same, other than those functions reserved to the Provincial Hearings Committee, the Central Competitions Control Committee, the Central Referees’ Appointment Committee and the Central Hearings Committee.It shall hear Objections and Counter Objections arising from any Game under its control. It shall investigate and process matters relating to the Enforcement of Rules and Match Regulations, other than those functions reserved to the Committees (dealing with disciplinary matters) stated above.
The composition of Group Teams was discussed / agreed at meeting of the Leinster Post Primary Schools CCC in Áras Laighean on July 16th 2019 - following on from vote at Leinster PP Schools AGM on May 9th 2019.
It shall where relevant delegate authority to other units to carry out its functions and duties.
1 CLASH OF COLOURS
(a) If game is at home venue - home team change to alternative. (b) If game is at neutral venue - toss of coin decides which team is to change to alternative. (c) Semi-Finals & Finals - Both teams change to alternative unless otherwise agreed.
2 EXTRA TIME / WINNER ON THE DAY
‘Winner on the Day’ applies for all knock-out games. In the event of teams finishing level in the Knock-Out Stages of any competition, extra time MUST be played (20 minutes, 2 x 10 min). If teams are still level after extra time, penalties determines the winner. Each team takes 5 penalties – different players – to score a goal. Should teams still be level after 5 penalties, ‘Sudden Death’ applies – with the additional penalties taken by the same five players – the order can change.
3 SECOND YEAR, JUNIOR AND SENIOR HURLING/FOOTBALL LEAGUE SECTIONS
When competitions are partly or wholly organised on a League basis the following regulations shall apply;

DETERMINING GROUP POSITIONS 3.1• (a) League results shall be credited as follows – 2 points for a win, 1 point for a
draw and 0 points for a loss.• (b) If a team is disqualified or retire during the course of the League stage, their
played games shall stand and their un-played games shall be awarded to the opposing teams
• (c) Where teams finish with equal points for qualification for the concluding stages of a competition, except where specified, the tie shall be decided by the following means and in the order specified;
• (i) Where 2 teams only are involved – the outcome of the meeting of the two teams in the previous game of the competition determines group position i.e. the ‘head to head’ (if the game was a draw or not played, toss of coin decides first and second qualifying position)
• (ii) Score Difference (Subtracting the total scores against from the total scores for) • (iii) Highest total score for• (iv) A Play Off. NOTE Leinster Post Primary Schools C.C.C. determines nature
of play off [e.g. in the event of three teams still being level after all separating steps are exhausted, the first team drawn from the hat will progress - with the two remaining teams playing off to determine the second qualifying position].
3.2If more than two teams tie for the two qualifying positions If more than two teams tie for the two qualifying positions, the results of the games between the said teams decides the placings as per 3c (ii), (iii) & (iv).
3.3In the event of two or more teams tieing for second qualifying position
• (a) If two teams tie, the result of the game between the sides decides. If the game ended a draw, score difference from the games involving the Group winners and the two teams tieing decides. If still no result then 3.1 c (iii) involving the Group winners and teams tieing decides and if necessary 3.1 c (iv)
• (b)If three or more teams tie for second position, score difference from the games between the teams concerned will decide. Should teams still be level, the results of the games against the top team in the group determines positions. If still no result, 3.1 c (iii) and (iv) applies.
3.4Only one team qualifying from Section If two teams tie, the result of the ‘head to head’ determines group winners. If that game ended in a draw, score difference for the games between the two sides and the next placed team decides. If more than two teams tie, score difference from the games between the sides concerned decides. If still no result 3.1 c (iii) and (iv) applicable.

3.5 When a walkover is conceaded a game(s) concerned will be deemed to have been played, particularly with regard to the use of 3.1 c (ii) and (iii)
3.6Additional/alternative regulations may be introduced by the relevant C.C.C. prior to the start of any competition subject to the participating schools being advised accordingly.
4 FIXTURES
• (a) All Official Post Primary Schools Notifications and Fixtures will be forwarded to your School G.A.A. email account i.e. [email protected]
• (b) The Schools C.C.C. have the discretion to move the date and time of a final - depending on the availability of suitable venue for example, or other relevant factors.
• (c) In the event of a clash of dates involving Post Primary School Players with an All Ireland Club Semi Final/Final, the Post Primary Schools Games will be played on the Sunday immediately after the relevant club Semi Final/Final unless alternative suitable date agreed between relevant teams or as otherwise determined by C.C.C.
• (d) Participating schools are responsible for the behaviour of their players, managers and supporters.
• (e) Hurling – it is the responsibility of all players to wear helmets. Football – it is the responsibility of all players to wear mouth guards.
5 FIXTURES SCHEDULE/POSTPONEMENTS
• (a) Subject to approval of the relevant C.C.C. NO deviations from dates set in the Leabhran Eolais will be accepted unless both Schools are in agreement AND that the game in question is played BEFORE the said date or before next round is scheduled and does not interfere with any other competition (Provincial/Regional/County). In the event that a school cannot fulfil a fixture they concede a walkover.
• (b) Postponements WILL NOT be considered due to Work Experience; L.C.A. Placements; CBAs; Christmas/Term Examinations; Mock Examinations; School Musicals or any other activity that is particular to a School unless by agreement with the relevant C.C.C. and schools and that there are no negative implications in the proper running of Competitions.
• (c) C.C.C. may decide to re-scheduled a fixture if it coincides with a SEC or HPAT assessment which cannot be moved to another date
• (d) Games may not be postponed due to completion dates of state examination project components or state examinations components where individual schools have the flexibility in scheduling of same to avoid class of assessment and the fixture.
• (e) Any unfulfilled games not played prior to the final round of league fixtures will be declared null and void unless the relevant Schools Officer is notified and agreement is in place.

6 PROCEDURES FOR SEEKING RE-SCHEDULING OF A GAME
• (a) Both Schools involved must agree on an alternative date which does not interfere with any other game
• (b) Proposition at (a) to be given to the relevant Schools Officer for decision on behalf of the relevant C.C.C.
Penalty: • (a) If School fails to fulfil fixture - loss of points• (b) If both Schools agree not to play game as per schedule but do not obtain
permission - game null and void
7 COMPETITION DEADLINES
Deadlines have been specified for the completion of the league section of all competitions and can only be set aside by a decision of the C.C.C.
Unless the specified deadline has been adjusted by the C.C.C., the results of games played after the relevant established deadlines cannot be considered in determining which Schools progress in the respective competition to the quarter finals or semi finals of the respective competitions.
8 VENUES
• All League Games - home venues (except where the Comhairle rules otherwise)
• If home team is unable to provide a venue the game will be played at the venue of their opponents choice. Astroturf pitches are approved pitches for the playing of school games – competition and challenge. In the event that a school cannot provide a home venue, the nearest astroturf pitch available becomes the home venue.Note – if on the day of the game a home team venue becomes unplayable, the fixture reverts to the opposition on that day if they can provide a suitable pitch. If for some reason the game does not go ahead at the opponent’s venue on the day, the re-fixture will revert to the opponent’s venue. If all pitches are generally closed during periods of extreme weather, the game is refixed for the earliest possible opportunity with the same home venue as per the original fixture.
• All venues are subject to the approval of the Comhairle
• (a) Knock-Out games - home venues extended to Semi-Finals and Finals at Regional Level (Second Year & Junior) where the participants are in the region of 60 miles or less apart. Any issues, if they arise, in terms of distances and venues will be resolved by the Schools C.C.C. (b) Knock-Out games - Use of Home Venues – Second Year, Junior and Senior Leagues. As and from 2006/2007, Home and Away arrangements are in place specific to each code and competition i.e. Home venue from the previous encounters at Knock Out stage is confirmed. Otherwise, for preliminary K.O. stages, a winner of a group will have Home Venue.

NOTE: For Semi-Finals & Finals - the “Home venue” cannot be the home team’s school pitch (unless by mutual agreement).
• From 2014-2015 Home and Away arrangements will be in place for North and South Leinster S.F. “B” competitions. The 2013-2014 School Year will be the reference year.
• For games between Group Teams, Home & Away arrangements will be in place. The 2014-2015 School Year will be the reference year.
9 APPOINTMENT OF REFEREE’SLeague Games – the appointment of referees for League Games is delegated by the relevant C.C.C. to the schools involved. C.C.C. will assist if required. When results are being sent the relevant Schools Officer, the referee’s name to accompany the result
10 KNOCK OUT GAMESC.C.C. will appoint referees for Knock out games but may delegate the authority.
11 SECOND YEAR HURLING & FOOTBALL
(a) Unlimited substitutions in all games (advise referee of same in advance of games) (b) Size 4 Football/Sliotar to be used (c) 30 Minutes per half
(d) Re Football - all kick-outs from 13m line and from the hands or off the ground
(e) All boys in second year are eligible to play (To ease the transition from “Juvenile” to “Second Year” and “First Year” competitions, it is open to schools to play First Years on their Second Year team for 2019/2020 - while at the same time encouraging schools with relatively large numbers to limit their second year team to second years only).
12 SECOND YEAR FOOTBALL - LEINSTER, NORTH & SOUTH “D” & DUBLIN “D” &“E”
A player in Possession: May play the ball twice (2 solos or 1 hop & 1 solo) prior to releasing or attempting to release the ball (unless both schools agree otherwise).
13 SECOND YEAR & JUNIOR HURLING “C” & “D” (NORTH & SOUTH LEINSTER) & DUBLIN “D” & “D1”)These grades are proposed to be 15-a-side. Should schools be unable to field 15-a-side, schools can agree on a number suitable to both schools – but the minimum is 13-a-side.
14 SENIOR HURLING “C”Proposed to be 15-a-side. Should schools be unable to field 15-a-side, schools can agree on a number suitable to both schools – but the minimum is 13-a-side.

15 USE OF SCHOOL PITCHES (a) Be full size and School No. 1 pitch to be used(b) Marked and flagged(c) Goal nets(d) Member of staff from home team to stay with visiting team and ensure that dressing rooms are secure (e) Goalposts and Crossbars correct width and height
16 STARTING TIME (a) Starting times for all League/Group Stage games during School hours is 2pm unless schools agree otherwise – or arranged by Leinster Post Primary Schools C.C.C. For all Knockout games with “Winner On The Day” the starting time is 12.30pm unless schools agree otherwise – or approved by Leinster Post Primary Schools C.C.C.
(b) Blitz Days may have an earlier start.
(c) C.C.C .may require a number of games to be played at the same Astroturf pitch on the same day.
(d) C.C.C. has the authority to deviate from the 12.00 start time for practical reasons.
17 ELIGIBILITY
(a) To be eligible for a Competition a player shall not be more than 4 years younger than the age limit of the particular Competition (Inter Schools) i.e. a player must be over 14 and 7 months to play Post Primary Schools Senior.
(b) To be eligible for Group Team participating in a Provincial Competition with an All Ireland Series, a player must not be eligible for Provincial Competition other than Senior.
(c) P.L.C. Students or Students of Further Education are NOT eligible to participate in Post Primary Schools Competition.
(d) Girls may participate only up to and including U-12 Grade, U-12 meaning the 01.01 of a given year i.e. girls cannot play boys post primary competition

1. FLOODLIGHTS Games may be played under Floodlights subject to the relevant C.C.C. being satisfied that the standard of lighting is of sufficient quality.
2. SYNTHETIC TURF PITCH Games must be played on Synthetic Turf Pitch, if so fixed, subject to the teams concerned being advised in advance to allow players to have suitable footwear.
3. DEROGATIONSClash of Colours: - Provinces and Counties may adapt their own Bye Laws Re: Clash of Colours.Notification: - Official notification to Schools to have the signature of either the relevant Rúnaí or Servicing Officer.
4. AMALGAMATIONSFor the 2013/14 Academic Year and onwards, Post Primary combination/amalgamation teams are limited to competing in Provincial Post Primary Competitions and shall not progress to the All-Ireland Post Primary Championships.If a Provincial Post Primary Championship qualifying team is ineligible, the relevant Provincial Post Primary Committee concerned shall nominate an eligible Post Primary school of the appropriate grade to represent it.
5. AGE LIMITS (2019/20) • Junior – Born on/after 1.6.2003 and before 1.7.2007 years of age (6.17 T.O. 2019) • Senior – Born on/after 1.1.2001 and before 1.7.2005 years of age (6.17 T.O. 2019)
6. MATCH REGULATIONS The CCC (CIB) shall circulate Match Regulations to schools involved in All-Ireland Post Primary Schools Championship fixtures and shall appoint a Match Monitor or Sideline Official for all fixtures to monitor compliance of schools with Match Regulations.
7. COMPLETION OF GAMES All games, except where specifically stated and authorised otherwise, shall be completed ‘on the day’ in accordance with the guidelines issued by Ard Comhairle. Games which finish level at the end of normal time will be completed as follows
Phase 1• Proceed to Extra time as provided for in T.O Cuid II (two periods of ten minutes
each way)

• If still level, a “penalty competition” to decide the outcome:
• The relevant rules in T.O. Cuid II shall apply in relation to Penalty Kicks/Pucks, unless otherwise stated.
• Penalties will be taken for goals only.
• The Referee shall choose the end at which the penalty kicks/pucks will be taken. The end may be changed by the referee if it becomes unplayable during the course of the penalties.
• The Referee will ensure two goal umpires are in place at the end in which the penalty kicks/pucks are to be taken
• Both umpires shall position themselves on the end line at opposite side of the goals facing inwards
• If a penalty is scored, the goal umpire, will wave the green flag once the referee has signalled
• If the penalty is saved or missed the point umpire will signal a wide once the referee has signalled
• Each team shall register five penalty takers, a goal keeper & a substitute goal keeper with the referee and indicate in which order the penalty takers will take their penalties. (A penalty taker can also be a goalkeeper or a substitute goalkeeper.)
• The Referee shall toss a coin in the presence of the two captains to see which team will have the option of going first.
• Only players who are on the field of play at the end of Phase 1 (i.e. end of Extra Time), shall be allowed to be registered as a penalty taker or goalkeeper. Exception: The substitute goalkeeper can come from the team panel.
• A goalkeeper who is injured while the penalty kicks/pucks are being taken and is unable to continue as a goalkeeper may be replaced* by the substitute goalkeeper who has been nominated in advance, provided the referee is notified. If in the event the substitute goalkeeper also gets injured, one of the registered penalty takers may replace* the substitute goalkeeper, provided the referee is notified. (*Once replaced, the goalkeeper/ substitute goalkeeper cannot be reintroduced as a goalkeeper at a later stage)
• Subject to the conditions below both teams will take five penalty kicks/pucks which are taken alternately by the teams. The game is awarded to whichever team scores more of their five penalty kicks/pucks

• If, before both teams have taken five penalty kicks/pucks, one team has scored more goals that the other team could score, even if they were to complete their five penalty kicks/pucks, no more penalty kicks/pucks shall be taken
• If, after both teams have taken five penalty kicks/pucks and both teams have scored the same number of goals, the penalty competition will continue but in sudden death format using the same five registered players until one team has scored a goal more than the other from the same number of kicks/pucks.
• In sudden death, the same sequence of penalty takers does not have to be followed as in the first round of penalty kicks/pucks.Each penalty kick/puck is taken by a different player. All registered players must take a penalty kick/puck before any player can take an additional penalty kick/puck
• The referee shall signal for the penalty to be taken. The penalty kick/puck is completed when the ball stops moving, goes out of play (including over the crossbar) or a goal is scored.
• Only the players involved in the penalty taking competition, as well as the Referee, Linesmen and Umpires are permitted on the pitch. With the registered penalty takers located between the 45m & 65m lines closest to the end selected by the referee. Goalkeepers to be located 20m from the goals.
• All other players (including substitute goalkeepers), managers, officials, backroom personnel etc should be at their designated sideline area, and off the field of play when the penalty-taking competition is taking place.
8. FIXTURE CHANGE REQUESTS There will be NO departures from the agreed Fixtures Schedule except in the most exceptional circumstance e.g. critical incident.School trips, or club or county fixtures do not qualify as exceptional circumstances.In the event of an exceptional circumstance as defined above, the HEADTEACHER of the affected school will email the Servicing Officer detailing the specifics of the case, and the CCC CIB will adjudicate on the matter.In the event of any such change, the game will be refixed for a date which does not interfere with the playing of the next round of the affected competition.The 2 schools involved in a fixture at quarter-final or semi-final stage may make a joint agreed submission to CCC CIB for consideration to have the date, time, or venue of their fixture adjusted. Any such proposed adjustment must not interfere with the playing of the next round of the affected competition.While travel time and distance will always be a consideration, there can be no expectation that a suitable half-way venue can be found for any fixture.Provision must be made so that all games finish ‘on the day’ as per agreed procedures.The final decision re the date, time, and venue of all fixtures at All Ireland Schools level resides with CCC CIB.Entry to, and participation in, all relevant qualifying competitions at Provincial level confirms an understanding and acceptance of these Regulations on the part of each individual school.

Give Respect – Get Respect is an awareness campaign that seeks to ensure that Gaelic Games are promoted and played in a positive, fair and enjoyable manner and where Players, Coaches, Spectators and Referees Give Respect – Get Respect from each other. The RESPECT campaign applies at all levels and amongst all players regardless of age, competition or ability. The key participants in the Give Respect – Get Respect campaign are not just the Players themselves but Coaches, Teachers, Clubs, Parents, Referees and Supporters. The Give Respect – Get Respect initiative is supported by the GAA, Ladies Gaelic Football Association, the Camogie Association, GAA Handball Ireland and the Rounders Council of Ireland.
It is the expectation that all games in our Leabhrán Eolais will be played to this principle.
THE RESPECT CAMPAIGN HIGHLIGHTS THE FOLLOWING GOOD PRACTICES:
• All players and coaches shake hands with their opponents and the referee before and after each game.
• Mark out a designated spectators’ area around the playing area. • At relevant underage categories teams should strive to achieve the maximum participation of all players in accordance with agreed playing models.
• The host Club should welcome referees and opposing teams to all games. • A merit award, based on sporting endeavour and fair play, shall be awarded to players and teams who haveupheld the RESPECT principles. • Adopt and implement the Code of Behaviour when working with underage players as the minimum level of agreement between the Club and players, coaches, parents, guardians and supporters at underage level. • Organise half time exhibition games during Club and inter County League and Championship Games that promote the principles of the RESPECT campaign in association with Schools, other Clubs and Cumann na mBunscol.

TOP OIL FIRST YEAR COMPETITIONS 2018 - 2019FOOTBALL & HURLING
13-a-side / 15-a-side
Comhairle Iarbhunscoilleanna Laighean will be in contact with all schools in early September to outline details for this year’s First Year Football and Hurling Competitions. We expect to create up to seven regions in the province with competitions ran off within these groupings. Games will be played within the regions with Cup, Shield and Plate Finals in all cases we expect - with no progression to Regional / Leinster Finals. The Groupings will give an opportunity for First Years to line out with their school in competitive fixtures, while at the same time there will not be an over emphasis of who the winners might be – rather the aim will be to get first years involved in football and hurling games early in the school year. The facility will be there for schools to enter more than one team where numbers are relatively large and this will be encouraged.
In some counties there are existing first year competitions and in many cases we will be hoping to tie in with these – but in some cases these may run independently if this suits, particularly from a dates point of view. In relation to these competitions, we will be linking closely with each County Fixtures Coordinator (See Page 6) to establish existing games programmes for first years within counties and from there to structure what might best suit on a provincial basis.
On the Competition Layout for the year – at the back of this booklet – dates are identified for first year games in yellow. Football takes preference pre Christmas with a hurling blitz week scheduled for the week of October 7th. Then in March / April running to early May, Hurling is the focus with a Football Blitz week pencilled in for the week of April 27th. This we hope will give a good opportunity for games throughout the year – allowing first years to make the transition from Cumann na mBunscol games at primary school level where numbers within schools are relatively small – to playing games at post primary level where in some cases, a new First Year could be in school with up to five first year classes and very large numbers.
