About the Charles County Department of HealthHealth Officer – The Department of Health is a state/County agency committed to the health and well-being of the citizens of Charles County. The Department provides a wide range of health, environmental and educational services with the objective of building a healthy community with healthy people.

Mental Health Services offers comprehen-sive care to people of all ages, including psy-chiatric evaluation, individual and group psy-chotherapy, and medication management.

Substance Abuse Services – The division’s services are founded on the belief that Chemical Dependency is a treatable disease that affects individuals, their families and the community. The Department provides a broad array of treatment and prevention services to Charles County residents that re-quest our help. Services are confidential and fees are based on a sliding scale.

The mission of Nursing and Community Health Services is to be proactive in identi-fying the health care needs of the commu-nity and to take a lead in responding to those needs.

The Division provides various clinical case management, care coordination, disease screening, diagnosis and treatment, health education, and surveillance services.

The Division of Disability Services provides services to individuals of all ages in accordance with the Maryland Developmental Disabilities Administration.

Public Health Preparedness and Response Services (DPHPRS) has the responsibility of assisting in the preparation of residents and institutions for environmental and man-made emergencies and disasters. The office also assists in establishing local pri-orities and protocols for emergencies that occur with or without warning. The DPHPRS

works in coordination with The Charles County Department of Emergency Services, Maryland State Department of Health and Mental Hygiene, The Department of Homeland Security, FEMA and The Centers for Disease Control.

The Environmental Health Services division provides inspections and sampling of water supplies, soil testing, and inspections and licensing of public recreation facilities and food establishments in addition to regula-tory functions.

The Core Service Agency (CSA) plans, man-ages, and monitors the Public Mental Health System. Each year, the agency serves more than 2,200 children and adults through pro-grams ranging from individual treatment to housing.

Position Qualifications

Management ServicePhysician Program Manager I – or – Program Manager Senior II

Physician Program Manager I: Licensed PhysicianMust possess a degree in medicine from an accredited college or univer-sity, a Master’s degree in public health and have two years’ experience as a licensed physician working in the field of public health. Applicants may sub-stitute “five years of experience as a licensed physician working in the field of public health” for the “Master’s degree in public health and two years as a licensed physician working in the field of public health” requirement.

Physician applicants will not be appointed until they are licensed by the Maryland Board of Physicians.

Program Manager Senior II: Non-PhysicianMust have a Bachelor’s degree and at least five years of work in the field of public health; or a Master’s degree in public health with at least two years work in public health. Must possess excellent people skills; have knowl-edge of health policy formulation; community needs assessment; health planning and financial management of public health services. Excellent verbal and written communication skills; successful collaboration, change management, and conflict management experience.

Health Officer OverviewThe Charles County Department of Health, located at 4545 Crain Highway in White Plains, Maryland, is a comprehensive local health department with a staff of 253 and an annual budget of over $14 million.

The Health Officer provides leadership, direction, and oversight to public health programs affecting the County. Programs include Community Health, Environmental Health, Behavioral Health, Clinic and School Health, and Health Information and Promotion. The Health Officer assesses commu-nity health needs, plans and develops programs, enforces County and State laws and ordinances, and acts as spokesperson on public health issues for the County in coordination with the State Department of Health and Mental Hygiene.

• Program Manager Senior II (Non-Physician): $68,692 to $100,249 with growth potential to $110,297 (max gr. 24)

In addition to the State salary, Charles County may negotiate a supplemental salary.

Charles County Department of Health is part

of the continuum of health services available

to the residents of Charles County. The Health

Department works in collaboration with the

County’s only Hospital, Civista Medical Center

to provide services. Additionally, the Health

Department works with physicians, health care

providers, and health care organizations.

To determine the current health needs of

Charles County, the Health Department and

Civista Health conduct regular Community

Health Needs Assessments. This process identi-

fies the important health issues that the County

is currently facing and provided tools for the

development of strategies to improve the

health of the community. The results of the as-

sessment will serve as a guide for future health-

care programs and services in Charles County.

Recreation & CultureParks and Recreation – 300 miles of shoreline on the Potomac and Patuxent Rivers create opportunities for boating, fishing, kayaking, picnics, jet skiing, water skiing, sailing, bird watching, and treasure hunting. The County is home to 30 County parks totaling 3,626 acres with a variety of activities including a 13-mile hiker/biker rail trail, 60-acre lake, fishing piers, swimming, skate park, tennis, picnicking and lighted athletic fields; three state parks; and four natural wildlife areas covering nearly 10,000 acres. Charles County: A Community on the “Grow”The Charles County Commissioners currently seek a Health Officer for the Charles County Department of Health. The Charles County Department of Health provides advice and assistance to the County Commissioners, who constitute the Board of Health, on all issues relating to the Public Health of the citizens of Charles County. This is accomplished by continually assessing the County’s health needs, developing and recommending policy to address those needs, and by assuring that resources are managed properly to meet the health needs of the community.

Equally important are the quality of health services provided directly to County residents. Services are grouped in five major health categories: environmental health, education and prevention programs, personal and family health, mental health, and substance abuse services.

The health department collaborates with many community partners to identify the health needs of the community and provides leadership to the local health planning coalition.

The goals of the Charles County Department of Health are to protect the public health and minimize the incidence of preventable illness, disability, and premature death in Charles County residents from environmental and health related causes.

Specific examples include Water and Sewage pro-grams, Restaurant Inspection, Air Quality Control, Education and Nutrition Services, Adult and Adolescent Mental Health Counseling, Communicable Disease Control, Maternity and Family Planning Services, and Substance Abuse Recovery Programs.
