Representatives from the Law

Enforcement Support Office

(LESO) visited Colorado during

the last week of April to con-

duct a Program Compliance

Review (PCR). As part of the

state review, 27 agencies were

visited and reviewed.

LESO conducts PCRs for each

state every two years. The pur-

pose is to ensure that state

coordinators and law enforce-

ment agencies in the state are

compliant with the terms and

conditions of the LESO 1033

Program.

Regular PCRs enhance the

accountability of the program

through oversight and review.

They provide an opportunity for

local agencies to connect with

the federal level administrators,

as well as a chance to demon-

strate how the program bene-

fits each community.

During a PCR, the LESO team

reviews each agency’s paper-

work, physically inspects 1033

equipment, and addresses

questions and issues.

The PCR provides a reminder

about the importance of keep-

ing accurate and complete

records of 1033 equipment.

What is the system that your

agency uses to track equip-

ment? How do you track equip-

ment that has been issued out

to an officer?

To track 1033 equipment, it is

recommended that agencies

use the Equipment Custody

Receipt provided by LESO. You

may download and modify

these forms to suit your needs.

We are proud to report that

each agency reviewed and the

State of Colorado overall are

compliant.

The LESO team thanked the

thorough preparation with the

availability of LESO program

equipment and documentation.

Saving Local Governments Money

The Law Enforcement Support Office (LESO)

within the Department of Defense (DoD), De-

fense Logistics Agency, facilitates the 1033

program. This program allows transfer of excess

DoD property that might otherwise be destroyed

to law enforcement agencies across the United

States.

Section 1122 of the National Defense Authori-

zation Act authorizes state and local agencies

to purchase equipment and supplies in support

of counter-drug, homeland security, and emer-

gency response activities through federal

sources of supply. Agencies can take advantage

of the volume buying power of the Federal Gov-

ernment for low prices.
