CAMPUS FACILITIES HOURS: High School class hours are 7:50 - 2:50.

MAIN OFFICE: The main office, housing the administrative offices, is the business and attendance center of the school. Visitors must report to the high school office upon entering the school building. Financial affairs are also handled through this office. ACADEMICS

ACADEMIC PROGRESS REPORTS:

An Academic Progress Report will be sent home by the subject teacher for each class in which a student is failing or not working up to his expected level of achievement. This progress report should be taken home, signed by the parent and returned to the teacher.

Academic progress reports will be sent home at the end of the fifth week of each grading period. However, they may, and should be sent home at any time during the nine week grading period when it becomes apparent that the student is in danger of failing or is not working up to his/her potential.

The teacher will indicate on the Academic Progress Report how the student can improve during the remaining weeks of the grading period. In many cases, the student will be able to correct the deficiency before the end of the grading period.

It is hard to believe that another school year is upon us; however, the opportunities that exist for each of us are exhilarating. I have high expectations for academic success for ALL students and encourage each of you to challenge yourself to reach new levels with regards to academics, character, athletics, and community involvement. I challenge each of you to come to school with a positive attitude and to handle all situations in a positive manner. Remember, your attitude will make you or break you. Let’s have an exciting year full of many accomplishments.

GUIDANCE & CAREER SERVICES Students, faculty & staff, and parents are encouraged to utilize the services of Guidance & Career Services. An appointment is not necessary, but will assure a student, teacher, or parent of seeing the Director of Guidance & Testing. The Administrative Assistant to the Director of Guidance & Testing is also available for questions as well. Guidance & Career Services is open year round from 7:30 a.m. to 4:00 p.m. Colonial Beach High School alumni students are welcome to utilize Guidance & Career Services as well. Guidance & Career Services is an integral part of Colonial Beach High School. The Director of Guidance & Testing works with students, teachers, parents, administrators, and the community at large to aid students in the process of getting to know themselves and the self-discipline necessary to attain educational, career, and personal/social development. Guidance & Career Services holds a wealth of resources such as college/university information, financial aid and scholarship news, job classifieds, occupational outlooks, military, and technical & business school information. Computers are housed within the center with databases and resources such as VirginiaMentor and Kuders, which provides guidance and information to help students make important career and educational decisions. All students are encouraged to visit Guidance and Career Services during their free time, lunch, or before or after school.

Information for upcoming workshops, college/university or military representative visits, field trips, testing dates, scholarship news, etc., will be posted on the Guidance & Career Services bulletin board in the cafeteria. Students are encouraged to visit the bulletin board during their lunch shifts.

As well as receiving career and college services, students are welcome to make an appointment with the Director of Guidance & Testing to discuss and explore study skills, communication skills, values, problem solving, decision making, stress management, alcohol and drug abuse, etc. Students are also encouraged to talk with a counselor concerning personal issues such as death/grief, thoughts of suicide, divorce, struggles with school/friends, pregnancy, etc.

The counselor plays a vital role in assisting students with their schedules. Students are encouraged to make an appointment with the counselor to discuss the Virginia state graduation requirements and to ensure students are taking the necessary courses to meet such requirements. The counselor will be able to “map” out a high school plan with students based on students educational and career goals.

VIRGINIA MENTOR VirginiaMentor is an online resource to help students and their families select a college, apply for admission, and plan to finance higher education. VirginiaMentor offers access to information and admissions applications for public and private colleges and universities within Virginia. The student is responsible for the standard fee charged by a college or university upon submitting an application for admission, but otherwise, Mentor systems are provided free of charge. Personal data entered by the user is not released to third parties without the user's express consent and direction. Students can access VirginiaMentor through the Colonial Beach High School website or by going to http://www.virginiamentor.org/ KUDER ONLINE CAREER PORTFOLIO

The Kuder Online Career Portfolio provides a gateway to lifelong career planning that allows individuals to store personal and academic information; search and save educational and occupational data; build résumés; and access assessment progress and results 24 hours a day from any Internet connection.

System features include: • Education Planner – for planning coursework and tracking

educational progress • Planning Timeline – for guiding education and career planning

with a suggested sequence of events • Note Taker – for documenting the career development process • Occupation Search and Career Comparison – for career

exploration by cluster, title, or Holland Code • College Major and Instructional Program Search – for learning

• Résumé Builder – for creating and managing multiple résumés. Research-based assessments, available in either English or Spanish, help system users discover their interests, skills, and work values and how those characteristics relate to the world of work. The assessments are designed to adapt to a variety of settings including homes, classrooms, career centers, and workforce development offices. On average, each assessment may be completed in 20 minutes or less. Individuals also have the ability to begin an assessment and complete it at a later time. REQUIREMENTS FOR GRADUATION

The requirements for a student to earn a diploma from a Virginia high school shall be those in effect when that student enters the ninth grade for the first time. Students may be awarded a diploma or certificate upon graduation from a Virginia high school. When students below the ninth grade successfully complete courses offered for credit in grades nine through twelve, credit shall be counted toward meeting the standard units required for graduation provided the courses meet SOL content requirements or are equivalent in content and academic rigor as those courses offered at the secondary level The requirements for Certificates of Program Completion have been developed by the Colonial Beach School Board in accordance with the Virginia Standards of Quality.

*For students entering the ninth grade in years 2000-2001, 2001-2002 or 2002-2003, two of the verified credits must be in English, and the remaining four may be from student-selected tests. In addition, students must take certain courses for the Standard Diploma. Courses that satisfy the mathematics requirement must be at or above the level of algebra and must include at least two course selections from among Algebra I, Geometry, Algebra II or other mathematics courses above the level of algebra and geometry. Science credits must include three credits from among at least two different science disciplines: earth science, biology, chemistry, or physics. Courses for the history and social science requirement must include Virginia and U.S. History, Virginia and U.S. Government, and one world history/geography course. The board may approve additional courses to satisfy all of these requirements. For more specific information, refer to Regulations Establishing Standards for Accrediting Public Schools in Virginia (8 VAC 20-131-50.B).

(1) Courses completed to satisfy this requirement shall be at or above the level of algebra and shall include at least three different course selections from among: Algebra I, Geometry, Algebra II, or other mathematics courses above the level of Algebra II. The Board may approve additional courses to satisfy this requirement. (2) Courses completed to satisfy this requirement shall include course selections from at least three different science disciplines from among: earth sciences, biology, chemistry, or physics or completion of the sequence of science courses required for the International Baccalaureate Diploma. The Board may approve additional courses to satisfy this requirement. (3) Courses completed to satisfy this requirement shall include U.S. and Virginia History, U.S. and Virginia Government, and two world history/geography courses. Acceptable courses to satisfy the world history/geography requirements include: (i) World History and World Geography; (ii) World History and Geography Part I, and World History and Geography Part II; or (iii) a semester course of World Geography, a semester course of World History Part I, and a year-long course of World History Part II. The Board may approve additional courses to satisfy this requirement. (4) Three years of one language or two years each of two languages (5) A student may utilize additional assessments for earning verified credit in computer science, technology, or other areas as prescribed by the Board.

MODIFIED STANDARD DIPLOMA

The Modified Standard Diploma is intended for certain students who have a disability and are unlikely to meet the credit requirements for a Standard Diploma. Eligibility and participation in the Modified Standard Diploma program shall be determined by the student's Individual Education Program (IEP) team after the student's eighth grade year.

There are no verified credit requirements for the Modified Standard Diploma. The requirements for a student to earn a diploma shall be those in effect when the student enters the ninth grade for the first time.

The student who has chosen to pursue a Modified Standard Diploma shall also be allowed to pursue the Standard or Advanced Studies Diploma at any time throughout their high school career. The student may not be excluded from courses and tests required to earn a Standard or Advanced Studies Diploma.

Beginning with the 9th grade class of 2000-01, students pursuing the Modified Standard Diploma are required to pass the 8th grade Standards of Learning (SOL) tests in both English (Reading, Literature, and Research) and mathematics to meet the literacy and numeracy requirements for this diploma.

STATE DIPLOMA SEALS

Students who complete the requirements for a Standard Diploma with an average grade of "A" will receive a Board of Education Seal on the diploma.

Students who complete the requirements for an Advanced Studies Diploma with an average grade of "B" or better and successfully complete at least one Advanced Placement or Dual Enrollment course for credit, will receive the Governor's Seal on the diploma.

The Board of Education's Career and Technical Education Seal will be awarded to students who earn a Standard or Advanced Studies Diploma and complete a prescribed sequence of courses in a career and technical education concentration or specialization that they choose and maintain a "B" or better average in those courses or • pass an examination in a career and technical education

concentration or specialization that confers certification from a recognized industry, trade or professional association, or

• acquire a professional license in that career and technical education field from the Commonwealth of Virginia.

Colonial Beach High School offers nineteen Advanced Placement courses. Enrollment is screened using the same criteria for placement as in the Honors Program. Course work is comparable to an introductory college course. Students who take Advanced Placement courses must take an exam that can offer college credit if a qualifying score is achieved. At Colonial Beach High School, the following courses will be designated Advanced Placement courses and be given an additional 1 quality point value.

VALEDICATORIAN & SALUTATORIAN:

For the purpose of representing the senior class, the determination of valedictorian and salutatorian is made based upon the weighted cumulative numeric average at the end of the first semester of the senior year. In addition, the student shall not have been enrolled in the last four years of high school for a period of more than eight consecutive semesters, beginning with the semester in which he/she was enrolled for the first time in the ninth grade. The eight consecutive semesters shall be counted continuously from that point, regardless of whether or not he/she remains continuously enrolled in school. On the student's final transcript, final class rank including valedictorian (number one in class) and salutatorian (number two in class) is calculated following graduation.

PROMOTION

In order to progress to the next grade level a student must: 8th to 9th- Pass English & Math and TWO of the three courses listed: Physical Science World Geography Health & PE AND the student must pass at least three exploratory and/or elective courses.

Students who do not meet the above requirements may be required to attend summer school. Students who meet the above requirements but do not pass the SOL associated with any of the above classes may also be required to attend summer school. Students who must attend summer school will be required to attend all four core subjects and pass a minimum of three of the four SOL assessments given at the conclusion of summer school in order to be promoted to the ninth grade.

9th to 10th- Student must have earned a minimum of 6 credits. Three credits must be in required courses.

10th to 11th- Student must have earned a minimum of 11 credits. Six credits must be in required courses.

11th to 12th- Student must have earned a minimum of 16 credits. Nine credits must be in required courses.

Career & Technical Education

Colonial Beach High School offers three Career & Technical Education programs. Students should refer to their Colonial Beach High School Course Catalog for a list of CTE programs offered through the Northern Neck Technical Center or ask their guidance counselor. Listed below are the three programs and the courses which students must complete in order to receive a CTE seal on their diploma:

STUDENT ASSISTANTS

A teacher or faculty member agreeing to let a student be an assistant for them throughout the school year is an honor and a privilege. Students who are student assistants must possess good character and be reliable; therefore, students must have a good attendance and discipline record.

A student may receive a maximum of 1 credit for being an assistant to a teacher or an office aide. Students will earn one half credit each year. A student may be an assistant without earning credit. A student should pick up an application from Guidance & Career Services. This must be completed by the end of the add/drop period each year. ELIGIBILITY TO ATTEND CBPS

A person who has not reached 20 years of age on or before August 1 of the school year is eligible for admission on a non-tuition basis if residing in the Town of Colonial Beach. A student shall be deemed to reside in the town when such student meets one of the following criteria:

1. Is living with a natural parent or parent by legal adoption or a legal guardian who resides in the town of Colonial Beach. The student may not live with the guardian for the sole purpose of obtaining Colonial Beach school privileges as determined by the cluster superintendent after full review of all related evidence.

2. Reaches the age of 18 and resides independently in the town of

Colonial Beach. A student who presents evidence that he/she is registered to vote, is living outside the parent home, is able to write his/her own absence excuses.

3. Individuals who seek to enroll a student in school as a tuition paying

student must contact Central Office (Colonial Beach School Board office) at 804-224-8080.

TRANSCRIPT REQUEST

A student and/or parent may request a transcript. In order to request a transcript:

1. Complete a Transcript Request Form 2. Attach the secondary school report form and an envelope addressed

to the college. 3. Three full weeks before the transcript is due at the college submit

your completed transcript request form to Guidance & Career Services.

4. Guidance & Career Services will prepare a packet to be sent which includes:

• a transcript • college entrance test scores (SATs, ACTs, and AP Exam Scores) • CBHS school profile • counselor's recommendation if requested STUDENT RECORDS

Student education or scholastic records are those records that are directly related to a student, and are maintained by Colonial Beach Public Schools. The content of the education record will be limited to data needed by the school to assist the student in his or her personal, social, educational, and career development. Colonial Beach Public Schools shall provide parents and eligible students the following rights regarding inspection and review of the student’s scholastic records: • The right to inspect and review the scholastic records of their

children. When a scholastic record pertains to more than one child, parents have the right to inspect and review, or be informed only on that part of the record or document that relates to their child. Eligible students also have a right to inspect and review their scholastic records. Colonial Beach Public Schools must comply with a request to inspect or review a child’s scholastic record within a reasonable time but not to exceed 45 days. Parent’s and eligible students MUST submit a request to review scholastic records in writing to Guidance & Career Services.

• The right to inspect or review scholastic records of a child with a disability without unnecessary delay and before any meeting regarding an IEP, or any hearing as required by IDEIA (Individuals with Disabilities Education Improvement Act of 2004). The IDEIA also allows the parent to have a representative inspect and review the records.

• The right to (1) a hearing to challenge the content of scholastic

records to insure they are not inaccurate, misleading, or otherwise in violation of the privacy rights of students, (2) the right to have an opportunity to correct or delete inaccurate, misleading, or otherwise inappropriate data, and (3) the right to insert a written explanation regarding the contents of the records.

• The right to annual public notice of parent rights and designated

categories of directory information and a reasonable time, or during a time period not to exceed 45 days, to refuse to allow the release of directory information without prior consent.

• The right to copies of scholastic records if circumstances effectively

prevent the parent or eligible student from exercising the right to inspect and review the student’s scholastic records, e.g., parents who live outside of the school district or parents with a serious illness. In addition, parents are entitled to receive copies, upon request, of records that are disclosed to another school that their child is attending or plans to attend. Local education agencies may need to make copies of scholastic records available to allow inspection when scholastic records are electronically maintained.

• Generally, Colonial Beach Public School System is not required to provide parents and eligible student’s copies of their scholastic records. Colonial Beach Public Schools are required to provide parents or eligible students the right to inspect and review scholastic records.

• IDEIA requires Colonial Beach Public Schools to provide parents and eligible student’s copies of their child’s IEP and evaluation reports.

• The right to a response to reasonable requests for explanations and interpretations of the scholastic records.

Parents’ and Eligible Students’ Rights Relevant to Student Scholastic Records It is the desire of the Town of Colonial Beach Public School System that you, as the student’s parent, have a clear understanding of the content of your child’s record, how the record is being handled, and your rights with regard to the record. Our School Counselor is responsible for our student records. Our Director of Special Education is responsible for special education records. Our School Counselor may be contacted at the Colonial Beach High School at 100 First Street in Colonial Beach, (804) 224-7166. Our Director of Special Education may be contacted at our School Board Office, (804) 224-8080. The content of the student’s scholastic record includes data needed by the school to assist the student in his/her post high school placement. The following information will be maintained as part of the student’s scholastic record. 1) Name and address of the student and parent or guardian 2) Date of birth 3) Scholastic work completed and level of achievement (grade,

grade-point average, standardized achievement test scores) 4) Attendance data 5) Disciplinary data 6) Special aptitudes and interests including scores on standardized

group ability, aptitude, and instruments 7) School and community activities and work experience

(employment evaluation for students in cooperative vocational programs)

8) Record of employment counseling and placement 9) Health and physical fitness data, including immunization record,

preschool physical examination report, and school physical examination report)

10) Program of studies plan 11) Results of Stanford 9, Stanford 10, Standards of Learning, and

Literacy Testing 12) Social Security Number (unless waiver is granted) 13) Report Cards

In addition, potentially useful data is gathered for some students and classified as confidential. This data, when collected, is housed in a separate file apart from the cumulative folder, which contains the information listed above. 8th—12th grade cumulative records and confidential records of a legal nature are housed at Colonial Beach High School in the Guidance and Career Services offices. The confidential data could consist of the following: 1. Social history 2. Legal psychological and medical reports 3. Records of sensitive mental or physical problems 4. SPECIFIC REGULATIONS ACADEMIC DISHONESTY/PLAGIARISM: Academic dishonesty will include cheating, plagiarism, forgery, and unethical computer use and will not be tolerated. Those students who are guilty of academic dishonesty will receive a zero (0) for the given assignment/test and a referral. This includes those who provide and those who receive the said materials/information. The student will not be allowed to make up the work. For consistency, the MLA definition of plagiarism will be used (copies of the MLA Handbook for Writers of Research Papers are in the high school library). Refer also to the discipline section of this handbook. ACTIVITIES: All students are expected to behave properly during after hours activities such as athletic contests, dances, etc. Improper behavior at activities will result in being restricted from attending these activities and may also result in suspension from school.

When school dismisses at 2:50 p.m. for bus riders (2:55 p.m. for walkers, drivers, etc.), all students must clear the premises unless they have an activity scheduled immediately after school. Students will be made to leave the campus unless they are under the immediate supervision of a teacher or a coach that is approved by the school board. If a student has a practice that begins later in the day, for example 4 p.m., the student must leave school and return at 4 p.m. ALTERNATIVE EDUCATION STUDENTS:

Alternative Education students will wait for the bus at the end of the hallway nearest the baseball field, and not come into the main part of the building for any reason. This is also in effect after school and includes using the restrooms or going to the snack area. Concurrently, regular students must stay in the central cafeteria area, not in the hallway or the foyer, from the time they arrive at school until the first bell rings at 7:50 a.m.

ASSEMBLIES:

Instructional assemblies are held for the benefit of the student body as part of the educational program. Students are expected to conduct themselves in a manner that reflects good behavior and respect for participants in assembly programs. Students are to remain with their assigned classes and sit in assigned areas as required by teachers or the administration.

ATTENDANCE REGULATIONS:

Virginia Code requires 180 days/990 hours of instruction per year for all children under the age of 18. VDOE Regulations require 150 hours of instruction before a high school student becomes eligible for earning a Carnegie unit. For these reasons, all students are expected to attend school everyday.

The following regulations serve to encourage all students to have good attendance. The specific goal is for all students to be absent less than 5% during the school year (less than 9 days absence). 1. All students are required to be present in each class every day.

Students should not be absent from school, except for medical emergencies.

2. Any student absent over 8 days from a class during a semester will be assigned a failing grade of 68, 2 points below the lowest passing grade of 70. Students scoring lower than 68 will receive the lower grade. 17 absent days for the year results in a 68 (or the lower earner score) for the year.

3. All absences count toward the maximum allowed per semester. Absences for extenuating circumstances will be reviewed on an individual basis by the principal. Parents and students are encouraged to keep accurate records and documentation of all absences.

Students may arrive to school no earlier than 7:15 a.m., unless prior arrangements have been made by faculty or staff. Upon arrival on school property, the student may not leave school grounds without approval of the principal. NOTE TO PARENTS: Students are not allowed to stay on school property after the end of the school day without direct supervision. Since bus transportation is provided, waiting for a ride is not an acceptable reason for remaining at school after hours. PERFECT ATTENDANCE: To achieve the highly valued Perfect Attendance Award, a student must be present in all classes every day for the entire school year except for approved field trips, in-school activities and college days. Students who miss one or more classes due to tardiness or leaving early will not qualify. Students are required to attend all scheduled classes. Students must report on time. This is necessary for orderly presentation of class material and is a habit necessary for the work place and expected by employers. They may not leave school grounds without being checked out by a parent, in person, through the office. Any student out of class must have a hall pass signed by a teacher listing the student’s name, date, time released from class, and destination.

ATHLETICS: Please see the Athletic Handbook. BIKES: Bikes must be secured to the bike rack outside the gym door and not parked at other locations on school property.

CELL PHONES, PAGERS, LASER POINTERS, AND OTHER ELECTRONIC EQUIPMENT:

Cell phones are NOT allowed in school. If found, the cell phone will be given to an administrator and will only be released to a parent/guardian at the end of the school day. Students who drive to school may leave their cell phone in their vehicle. Exceptions: Field trips and away ball games. The cell phones must be left with the principal who will issue the phones to the students upon departure.

Pagers, laser pointers, and other electronic equipment and/or devices are strictly prohibited at any school-sponsored activity. Electronic recording devices are prohibited unless approved by the administration. Violation will result in confiscation of the item and possible disciplinary action.

CAFETERIA: This school participates in a Federal breakfast and lunch program. The implementation requirements of this program involves both identification of those students who are eligible for free and reduced meals, and the establishment of a system for collecting money that does not unduly single out students who are receiving free or reduced meals.

At the beginning of the school year, eligibility will be based on the previous year's eligibility list. Questionnaires will be sent home to be completed by the parents. When these questionnaires are returned, they will be turned into the office in order to determine eligibility for this school year. Subsequently, a roster will be prepared based upon this year's student eligibility.

CLASS ASSIGNMENTS/MISSED WORK: Students are responsible for making up all missed work. The student must assume responsibility for meeting with each teacher and arranging times for the completion of make up work. While teachers will determine the amount of time allowed for make up work, the right to make up work will be lost after 5 days. ISS students are to see their teacher that day for make up work. OSS students are encouraged to see their teachers prior to OSS but absolutely must see their teacher the day of their return. All students are encouraged to utilize TeacherWeb and classmates when it is necessary to miss classes.

NJHS: National Junior Honor Society. Grades 8-9 by selection. NHS: National Honor Society. Grades 10-12 by selection. Peer Mediation: Open to grades 10-12. SCA: Student Council Association. Open to grades 8-12. STAR Mentoring: Open to grades 8-12. Science Club: Open to grades 8-12. DECA: Open to grades 9-12.

DANCES:

All guests are subject to the approval of the sponsor, teacher or administrator. Guests must be under the age of 21. Students must remain in the building until the dance is over unless parental consent is given for the student to leave early. Dress appropriate to the occasion will be required. The use or possession of alcoholic beverages, drugs, or tobacco on school property and/or at any school function is prohibited. No front to back dancing or sexually explicit dancing will be tolerated.

DETENTIONS: Detention is considered a valid response to inappropriate actions without disrupting student learning. If a detention is assigned, it is the student’s responsibility to bring enough schoolwork with him/her for the time in detention. If the student has no work for detention, work will be assigned by the detention proctor which will be turned in to the assigning teacher. Write-offs will be provided and required for those students serving office detention.

Athletic events and other extracurricular activities are not considered a valid excuse for missing detention. Work and other out-of-school activities are not considered valid excuses for missing detention. This policy applies to both teacher assigned and office assigned detentions.

DOORS (Classroom): The doors in the building are fire doors and may not be propped open.

DRESS CODE: Clothing worn by students shall be neat, clean, and in good repair. Immodest clothing of a type that distracts from the learning process shall not be worn. This includes clothing bearing printed slogans or mottos not in good taste, as well as advertisements for alcoholic beverages, tobacco, or drugs. The following items are not permitted: chains, tank tops, spaghetti strap tops, mesh tops, tube tops, halters, bare midriff fashions, and low cut shirts/blouses. Stretch pants, tights, or leotards are not to be worn alone as pants. Any skirts/shorts worn over these items must still meet the minimum length requirements..

Skirts (culottes, skorts, split skirts, and skirts) must not be shorter than 2 1/2” above the knee (the height of a dollar bill). Shorts are acceptable attire for both men and women. Like any other clothing worn at school, shorts must be suitable and appropriate. The maximum of 2 1/2” above the knee hem applies for shorts on both males and females.

Shoes must be worn at all times. Bedroom slippers and flip flops are NOT to be worn.

Sunglasses and pajamas may not be worn anywhere in the school building. Head coverings except those for specific religious customs will not be worn in school buildings.

Undergarments for both males and females are not to show. If necessary, a belt should be worn. If a violation of the dress code occurs, the student will be provided with clothes to wear for the remainder of the day. (See also, discipline section).

EARLY DISMISSAL FROM SCHOOL: Early dismissals are discouraged as much as absenteeism (see attendance section). Parents are encouraged to make any appointments after school hours. A student needing to leave for reasons such as illness, medical appointment, court appearance, funeral, and other extenuating circumstances must be signed out by a parent, legal guardian, or adult listed as an emergency contact. 1. Students with an excused absence must make up exams within 3 days. Excuses are obtained through the main office. If the exam is not made up in that time a grade of a zero is to be given for the exam. 2. No transportation will be provided for high school students for the return trip home during exam days. 3. Students must remain in the exam for the entire 2-hour examination period. 4. The exam counts as one-fifth of the semester grade. 5. Exams will be given at the end of each semester. Exam Exemption Policy: Exemption criteria: 1. In SOL courses, the students must earn the verified credit—both

the SOL test(s) and the course must be passed. 2. In non-SOL courses, the student must earn a 93% or above for

the semester. Students who meet the criteria for exam exemption(s) must complete the following procedure: 1. Obtain parent’s signature and date. 2. Obtain teacher’s signature. 3. Return the completed form to the office for administrative approval. 4. Return of all library books and payment of any and all fines.

Any student who meets the criteria will be eligible for final exam exemption. Students will be required to pick up an exemption form from the office one week before final exams. Students who fail to meet all requirements will not be exempt. Exam exemption forms are to be submitted to the office at least one day prior to examination date. SPECIAL NOTE ABOUT EXAMS: Students not having an exam during a given period do not have to come to school during that time. During the exam days, a student not having a morning exam needs to report to his/her class at 11:30, and a student not having an afternoon exam may leave school at 10:30. Because of the variation in each student's schedule, students will not be required to stay on school grounds during lunch break. Students on school grounds without an exam will be required to attend a supervised study hall. Students not on school grounds during the exam day are not under the supervision or authority of the school. If you wish for your son or daughter to remain on school grounds during the entire exam day, including lunch break, notify the principal's office. FOOD AND DRINK: Food and drink are allowed in classrooms at the individual teacher’s discretion. Food and drink are prohibited in the computer labs. GRADING PROCEDURE/POLICIES: REPORT CARDS

The School Board of Colonial Beach Public Schools operates on a nine-week reporting system for all students. Students will receive report cards four (4) times during the school year. Progress or interim reports will be sent home five (5) weeks into each grading period. Please refer to the school calendar for specific dates.

GRADE SCALE: The Colonial Beach School Board has adopted the following grading scale: A = 93 – 100 Superior - indicates the highest level of achievement B = 85 - 92 Very good - high record of achievement C = 77 - 84 Satisfactory Achievement D = 70 - 76 Below average achievement, meets requirements Below 70 Failure - no credit given

GUIDANCE:

Students are encouraged to visit with the counselor for personal guidance and for information on college, grades, study help, and testing programs. The counselor is available to discuss any home, school, or social concerns.

HEALTH POLICY: Colonial Beach School maintains a Student Health Advisory Committee, which monitors and sets policy, at the discretion of the School Board, in regard to health issues that affect our students and staff. If you are interested in joining this committee or would like to have a voice in their decisions, please call the School Board office at 224-0906 for additional information. HOMEWORK POLICY: 1. Homework Defined Homework is instructionally based, out-of-class tasks assigned to students as an extension of classroom work. Homework is an integral part of a student’s total learning experience. To achieve the greatest benefit from school learning experiences, students must at times finish related study and follow-up work at home. 2. Homework Rationale Homework is to be used to review and practice what the students have learned in class. It may also be used as a means of preparing for the next day’s class session.. Homework can also teach students to work independently. Finally, it can encourage and foster a love of learning. 3. Long Term Project Applications: • Use resources, such as library, reference materials, encyclopedias

success to effort IN-SCHOOL SUSPENSION PROGRAM:

ISS is an ALTERNATIVE to Out-of-School Suspension. In-School suspension is a punishment where the student is isolated from his/her fellow students for the day. The student is not considered absent from school. The student will complete ISS workbooks or write-offs as assigned. The student will also be permitted to complete quizzes and/or tests which are being administered that day in his/her regular classes. The student is responsible for getting make up work before leaving school for the day. Work that is due on the day of ISS must also be submitted before the student leaves for the day.

Absences to ISS may result in additional time assigned or more severe disciplinary actions being assigned. A student will normally be assigned to ISS for the same offense no more than three times. Continued violation of the school rule will lead to out-of-school suspension, parent conference, and other disciplinary actions. INSURANCE: Each pupil is strongly urged to participate in the optional school insurance program. Several options for insurance are available at minimal cost. Catastrophic insurance is provided by the school that covers athletics, field trips and other activities sponsored by the school. This policy has a $25,000 deductible, so we recommend purchase of one of the optional insurance plans if you do not have family health insurance.

You will receive more information and applications for these programs early in the school year. If your child has not brought this information home by the end of the first week and you are interested, please contact the school immediately. All participants in athletics must have insurance before they will be allowed to participate.

LIBRARY: The library is provided for all administrators, teachers, and students for interest and information with emphasis on user needs and continued educational growth. It is intended to enrich and supplement learning at all levels. Keep in mind there is a wealth of written information and materials in all subjects. These include books, magazines, atlases, videos, DVD’s, audio-tapes, audiovisual equipment and reference resources. The library has the following on computer: Big Chalk (which includes Brittanica, GALE, atlases, magazine research, and internet access). All reasonable print resources are to be explored prior to accessing electronic resources. Prior to using any school computer, the student and parent must review and sign the school’s computer Acceptable Use Agreement. Students in the eighth through twelfth grades are encouraged to visit the library on a regular basis. During open times, students are allowed to visit. They must have a pass from their teachers. If students are doing research and taking notes, others should be sure not to disturb the learning atmosphere. When a class is in the library and a lesson is in progress others need to be considerate of them. Interruptions are a distraction, especially in the lower grades. Loud talking and boisterous behavior will not be tolerated. These students will lose their library privileges and will be referred to the office. To promote order and protect library materials, the following rules must be followed: • All students and teachers are allowed to check out material and

books. The borrower has a distinct responsibility to return these materials/books. If the book is lost or damaged, fines must be paid to purchase a replacement. Until fines are paid, the patron's library privileges are restricted.

• Books are NEVER to be taken out of the library without proper authorization or check out procedures.

• At no time will reference books leave the premises. These books are to be used ONLY in the library.

• All library equipment must be taken care of in a responsible and capable manner, whether it's a LCD projector, library chair, VCR, computer or book.

• Absolutely no food, drink or gum is allowed in the library. • Limited photocopies may be made at a cost of 10 cents per copy.

Computer printouts may be made at a cost of 10 cents per sheet. Students should consult with the library staff prior to making copies.

• Books are to be checked out for a two-week period and can be renewed again if needed.

• It is the student’s responsibility to return books on time. A five-cent per day late fee will be charged until overdue books are returned. This includes grades 8-12. Overdue notices will be sent to the student weekly. If the book is lost or damaged, fines must be paid to purchase a replacement. Until fines are paid the patron’s library privileges are restricted. If after several notices to the student go unanswered, parent letters are sent out. If there is no response to these, other means will be taken for the student to return the books or resolve obligations.

LOCKERS: There will be a $3.00 rental fee for locks and lockers. The P.E. Department assigns gym lockers; hall lockers are assigned through homeroom. It will be the responsibility of all students to take care of their locker and see that nothing is pasted or glued on it. Any key or combination lock not belonging to the school and placed on the lockers (without administrative approval) will be cut off. Students should NOT give their locker combinations to anyone. Students should make sure that their lockers are empty on the last day of school. Material left in the locker after the last day of school becomes school property and will be removed and disposed of. Lockers remain the property of the school board and may be inspected at any time.

MARITAL OR PARENTAL STATUS OF STUDENTS: CBHS mandates that no rule concerning a student's actual or potential parental, family or marital status may be applied which treats students differently.

MEDICATIONS:

Students are not to carry with them any medications, drugs or controlled substances while they are on school grounds. If it is necessary for a student to take medication during the school day, such medication is to be kept in the main office with written permission from the parent/guardian and specific instructions from the parent and/or physician. Please limit medications to those that are absolutely necessary during the school day and in the smallest container possible. Medications will be dispensed by the school nurse or designee. Medication Administration forms can be picked up at the office.

MOTOR VEHICLES:

Parking spaces are reserved. Students wishing to drive to school and park on school property must purchase a parking pass by the 5th day of school. To purchase parking passes, see the bookkeeper. The pass must be displayed from the rear view mirror. Students are not to visit, sit in, or operate motor vehicles during the school day, except to leave the premises. Once a student arrives at school, the vehicle is to be parked and locked. Loud music is not to be played on or near school property. Being allowed to operate a motor vehicle on school property is a privilege and failure to observe all regulations and common courtesies will result in the loss of this privilege. Vehicles may be randomly searched at any time by administrator or police. The student owner/driver of the vehicle is responsible for its contents. NETWORK ACCEPTABLE USE AND RESPONSIBILITY: .Access to the school’s network and restricted access to the Internet will be available to the student within the classroom under the guidance and supervision of faculty. A Colonial Beach Schools Network Acceptable Use and Responsibility Policy Agreement will be sent home during the first week of school. Please review and discuss this policy with your child and return the signed agreement to the school as instructed. No student will be allowed access to the Colonial Beach Public Schools network unless a signed agreement is on file. This policy is reviewable at any time on our school’s website at: http://cbschools.net/technology/links/acceptusepolicy.pdf NEWS RELEASE PROCEDURES: The following are procedures used by the school in releasing any type of news or information regarding students: 1. In accordance with local, state, and federal policies on release of

student records, Freedom of Information Act, and the Family Rights and Privacy Act, no personal or confidential information concerning students will be released without written consent of the parents or guardians.

2. A student's academic achievements, honors, awards, athletic and co-curricular recognition may be published unless a parent specifically requests otherwise. Parents are requested to notify the school principal in writing prior to October 1st, if they do not want their child's achievements to be published during that year. Parents of a handicapped child will be notified prior to publication of articles or pictures.

All news releases, publications and feature stories involving school programs and students will be approved for release by the school principal or his designee or the superintendent, prior to publication.

OUT-OF-SCHOOL SUSPENSION:

Make up work will only be given if the student makes the request. Parents of suspended students will be notified and asked to return to school with their son/daughter when the student is allowed to return to school. Students suspended Out-of-School will also be referred to the School Resource Officer. A suspended student is automatically on Poor School Standing (PSS) and is not allowed on school grounds or at school activities for the duration of the suspension. PARENT CONFERENCES: Parent-Teacher Conferences are a most effective means of establishing and maintaining close cooperation between the home and the school. Three dates during the school year have been selected for Parent-Teacher conferences (please check your school calendar for dates). Conferences will be held between 4:00 and 7:00 p.m.; please call the school for an appointment. Additional conferences can be scheduled either through the teacher or the school office.

PERSONAL PROPERTY: Students are expected to look after their own possessions. The administration will make every effort to protect, and in the case of loss, recover belongings, but cannot be held responsible.

POOR SCHOOL STANDING:

Poor School Standing (PSS) means that a student is restricted to the school academic day. Such student is not allowed to be a spectator or participant at any after school activity or any activity at the school for the duration of the time PSS is assigned. Students who are suspended are automatically on PSS during the time they are suspended. Under certain circumstances it may be deemed in the interest of a student to have a restricted PSS where participation in an activity under direct supervision of a school teacher or sponsor can occur but no other school activities will be allowed. PROM:

The high school prom is designated as a Junior-Senior Prom. A sophomore may attend if invited by an upperclassman. All prom guests must be approved by the principal in advance. Each junior or senior may invite only one guest, who is to be his or her date for the prom. All rules listed under “Dances” apply.

PTA—PARENT TEACHER ASSOCIATION: Colonial Beach Public Schools is fortunate to have an active PTA at each school that supports our many efforts and activities through both volunteerism and financial contribution. All parents, grandparents, aunts, uncles, guardians, and others who have an interest in the school are encouraged to join the PTA, as it is an investment in the future of our children. The PTA publishes a monthly newsletter to inform the community of accomplishments, meetings, etc. SCHOOL SECURITY:

The school building is not to be entered by any student or visitor when no school officials are present. This is trespassing. Students needing to return to the building during non school time should check with a school official to get permission to enter for legitimate business. Classroom doors are to remain locked at all times.

STUDENT HANDBOOK/HOMEWORK JOURNAL/PASSBOOK:

Students must be in class every assigned class period. To leave the class, the student must have his or her Student Handbook which includes hall passes (back pages). It is solely up to the teacher to decide if a student is allowed to leave a class. If out of a class, the student must have a signed hall pass completed with destination, date, time, and teacher initials. Being out of class without an official pass will result in a detention being assigned without further warning.

STUDENT PICTURES: We will offer two types of pictures to the students in the Colonial Beach School System. In the fall of each year, individual student pictures are taken and in the spring, casual pictures are taken. Detailed information concerning this service is available later in the year. Digital pictures of students are included in the student database. STUDENT PREGNANCY: As soon as a licensed physician medically confirms a student is pregnant, the student shall notify the Guidance Director, principal and the superintendent . An acceptable date will be established as to when enrollment will be temporarily interrupted and for what length of time. The student will have the responsibility of making arrangements with teachers in order to keep up with class assignments. The pregnant student will attend regular classes unless there is a medical reason which requires homebound instruction. Home bound instruction requires approval from the school board.

SUBSTANCE ABUSE: Any student who is guilty of possession/use of alcohol, tobacco, and/or illegal drugs will also be enrolled in an intervention/rehabilitation program. Failure to complete this program will result in poor school standing. (Refer also to the Discipline Procedure section of this handbook and the CBHS Athletic Handbook). SUMMER SCHOOL: Summer school is typically offered for eighth grade English and math, and, in some instances, ninth and eleventh grade English. These offerings are subject to change according to need and teacher availability. Students may also attend summer school sessions at the Northern Neck Vocational Center. Applications can be obtained in the guidance office. TELEPHONE: The office phone will be used for medical emergencies or in the event of sport schedule changes. Lack of preparedness—including but not limited to forgotten homework, equipment, etc.—are not considered emergencies, and the use of the phone will not be granted. TEXTBOOKS:

At the beginning of each school year, textbooks are issued free of charge. Students should write their names in their books if their teachers have not already done so. If a book is lost or destroyed for any reason, it must be replaced at student expense.

At the end of each school year, textbooks will be collected and assessed by the teacher for changes in condition. Appropriate fines will be a levied to compensate for damages.

TRANSPORTATION: All regulations applying to students on school grounds and at school sponsored activities also apply to students traveling to and from school and to school events on school provided transportation. Colonial Beach Public Schools provide transportation to students as a privilege. All students are urged to avoid unnecessary driving and are encouraged to ride the school bus. Parents are responsible for the safety and transportation of any student who does not use the school transportation service. Inappropriate behavior will result in the loss of this privilege and/or additional disciplinary action.

T R E A T M E N T O F S U B S T I T U E T E A C H E R S , PARAPROFESSIONALS, VOLUNTEERS AND STAFF:

Colonial Beach High School is fortunate to have caring people to substitute for teachers when necessary. These people are important school visitors providing an important service to our schools. Students should impress these people by staying on the teacher assigned tasks, being polite, helpful, and considerate. Minimum consequence for mistreating substitutes will be 2 days ISS. TRUANCY: Students who are chronically truant from school may be denied access to field trips and other school activities. (Also see Promotion/Retention Policy page). Truant students will be prosecuted in a court of law. VISITORS: All visitors must report to the main office upon entering the school to sign in and obtain a visitors pass. Visitors will not be allowed to interrupt the instructional day. Requests for visitation should be made to the administration prior to the date of the anticipated visit. WORK PERMITS: Students who are 14 or 15 may apply for a work permit with the issuing officer, Mrs. Charlotte Kennedy, at the Colonial Beach Elementary School. There are 2 forms that must be completed. They are the Intent to Employ Form (completed by the employer) and the Permission for Employment Form (completed by the parent or guardian). Once completed, these forms and proof of age are taken to the issuing officer who will then issue an Employment Certificate. If a student 16, he or she will not need an Employment Certificate.

DISCIPLINE PROCEDURES: The following pages are dedicated to discipline procedures at Colonial Beach High School. These actions and “punishment” are meant to discourage students from bad behavior. Each student will be treated quickly, fairly and equally.
