In early 2018, GGGI started a Subnational Program to advance Green Growth planning and implementation at the Department level, starting off with Antioquia, Meta and Nariño. Our regional associates are embedded within our local counterparts, facilitating green growth awareness and adoption. This work has been carried out by conducting training workshops aimed to the public and private sectors on conceptual issues of Green Growth, policy formula- tion, structuring and financing of projects and sustainable landscapes, led by GGGI with the support of external experts. Throughout the execution of Green Growth potential assessments (GGPA) in the three selec- ted departments, and by technically analyzing their performance in terms of efficient use of resources, preservation of natural capital, climate-compatible growth and social inclusion, these results, expected for 2019, will serve as a technical input for the incorporation of Green Growth in territorial planning and regional investment flows. Structuring a bankable project on Non-Tim- ber Forest Products (NWFP), prioritizing the species of: cacay, asai, achote and sacha inchi, which have great potential in the cosmetic, pharmaceutical and food industries. In this exercise, various territorial allies are participating to position the department of Meta as a strong regional player in the production, processing and marketing of the mentioned products. Support the Governor´s Office in the develo- pment of Vision 2050, a public-private, multi-stakeholder effort to “rethink Antio- quia´s long-term development” across various sectors that are deemed strategic for a prosperous, inclusive and sustainable future of the Department. GGGI will integra- te national and international expertise, while ensuring that the interrelations between the economic, social and environmental realms are well understood and reflected into this vision. This exercise is of techno-political nature to build a long-term vision for Antioquia, throu- gh a mobilization of scientific, technical and conceptual thinking, fostering a new leaders- hip and development roadmap. Structuring a Strategic Plan for Nature Tourism to stimulate the mobilization of public and private investments to improve productivity, environmental sustainability, social inclusion and competitiveness in the Department. All of these, taking advantage of the vocation and potential of biodiversity in Nariño, which offers the opportunity to explore three biomes in a single department: Choco biogeo- graphic, the Andes and the Amazon. This Estrategic Plan will be prepared in a participatory and inclusive manner in order to generate a comprehensive vision for the management of nature tourism in the Department. 1.

The GGGI offers technical cooperation services in three main lines:

Strengthening institutional, planning and financial frameworks for Green Growth at the national and sub-national levels

Facilitate the exchange of knowledge in multiple direc-tions, as well as South-South and South-Nor-th-South coope-ration, between countries

Structuring projects and financial vehicles to increase green financing flows

OUR ACTIVITIES

GGGI´s approach to Green Growth offers a way of reshaping the economy to build resilient communities while making better choices in how to manage and suppor the enviroment, mee-ting both the needs of those who may be harder to reach, and society at large.

Colombia's recent growth has depended on the energy and extractives industries, increasing foreign investment and government revenues derived from these . However, dependency on these sectors, that usually present market volatility and an uncertain future associated to climate change and the urgency for GHG mitiga-tion, has promted the government and private sector to think of a diversified offer of goods and services to drive economic growth and new income-generation opportunities for the coun-try.

In this sense, the Colombian government adop-ted a long-term Green Growth Policy with the aim of promoting new sources of growth, inno-vation and job creation and at the same time chart the way for the country to achieve its NDC and SDG commitments. Specific targets of that Policy have already been included in the Development Plan 2018-2022, providing an institutional support to that long-term vision.

After the peace agreement was signed in 2016, a large influx of government expenditure is being focused on the rural sector where the vast majority of Colombia´s natural wealth resi-des. In this sense, adoption and implementation of sound policies and investments to foster new economic opportunities that are socially inclusive and environmentally sustainable in these marginal and impoverish areas isrequired. The GGGI Colombia program is committed to supporting the Colombian government, subnational governments and non-government stake-holders in this endeavor.

1. POLICY AND PLANNING

· Support in the formulation, resource mobi-lization and technical coordination of the Green Growth Taskforce (2014-2018) led by the National Planning Department (DNP).

· Approval of the Green Growth Policy (CONPES 3934 of July 2018), by the Council of Economic and Social Policy, with active accompaniment of GGGI. These involves the construction of a roadmap to 2030 with more than 150 actions, responsible actors, goals and indicators to guide the Colombian economy towards Green Growth.

· Promoting and providing a technical framework for the development of a Sustai-nable Cattle Ranching Policy that is already prioritized by the new Development Plan.

2. STRUCTURING AND FINANCING OF PROJECTS

Fund for the Financing of the Agricultural Sector (FINAGRO), since 2016:

· Design and implementation of agroenviron-mental financial instruments that contribute to Sustainable Productive Transformation of agricultural productive sectors. These promote the conversion to more efficient and sustainable livestock systems, combi-ning credit, integral rural extension, incenti-ves and other favorable conditions for the small producer, in conjunction with FINA-GRO, the Earth Innovation Institute and the Sustainable Livestock Project.

High Commissioner`s Office for Post Conflict and the Colombia Peace Fund:

· Structure a portfolio of 20 sustainable productive projects to improve the liveli-hoods of 6,038 rural families in Colombia, and 7,171 hectares under sustainable and socially inclusive productive systems. An specific portfolio of four initiatives within the value chains of avocado hass, special coffee, powdered panela and cocoa, in the departments of Cauca, Sur del Tolima, Norte de Santander and Guaviare have been struc-tured.

· Continue connecting green projects with funding sources. GGGI has been supporting the financial structuring and fund match-ma-king such as impact capital funds, govern-ment funds, development banks and other financial entities.

Ministry of Environment and Sustainable Development:

· Support the design and implementation of an innovative program at the sub-national level of payment for REDD + results, up to USD 120 millions named Amazon Vision.

Through this program financing was obtai-ned to contribute with the reduction of deforestation in the Colombian Amazon, and at the same time it promotes a vision of low carbon development and Green Growth. Up to date, the Government of Colombia has received close to USD 30 million that have been executed for the protection of the Colombian Amazon region.

· Support of the coordination of the national results-based payments program called the Joint Declaration of Intent, where the Government of Norway committed about USD 180 million to support deforestation reduction at the national level. Of these resources, USD 15 million have been already received, for which implementation should begin in 2019, along with another USD 11 million expected in this year.

3. KNOWLEDGE EXCHANGE

· "Technical tour of exchange of experiences on monitoring tools, control of deforesta-tion, environmental control and rural envi-ronmental cadastre" held in Brasilia and Sinop (Mato Grosso) with the participation of representatives of 12 public sector enti-ties from Colombia and the Ministry of Environment of Brazil, Ibama, Chico Mendes Institute, and the Brazilian Forest Service.

GGGI Colombia is committed to suppor-ting the ambitious green growth goals set under new development plan 2018-2022 “Pact for Colombia, Pact for Equality”. At the National level, GGGI will continue collaborating with the National Depart-ment of Planning (DNP), the Ministry of Environment, Ministry of Agriculture and others to implement the Long-Term Green Growth Policy (CONPES 3934), and NDS fulfillment enhancing the fiscal and financial instruments to achieve these long-term targets.

On green investments, we will work closely with prioritized sectors to advance bankable project preparation in partner-ship with government agencies, private sector and other key stakeholders and mobilize public and private finance.

At the sub-national level, the focus is in providing assessment tools for green growth planning and investment deci-sion-making, building local capacities on green growth and seeking alignment between local policies with national ones. Promoting a forest economy, bioeco-nomy, ecotourism and non-conventional renewable energies are top priorities for local implementation.

PLAN TOWARDS 2022

· Participation in the Latin American Regio-nal Meeting at the Tropical Forest Alliance 2020 in Sao Paulo, Brazil during the Sustai-nable Intensification of Cattle Grazing Forum. The country's advances in sustaina-ble livestock policy were shared as well as the design of a productive and environmen-tal reconversion program of livestock and financial instruments.

· As a member of the sustainable livestock table of Colombia, GGGI, together with WWF and Solidaridad, represented Colom-bia during the Global Roundtable for Sustai-nable Beef, with other 24 countries who shared their progress on sustainable lives-tock.
