The Board convened in Personnel Session at 7:10 p.m., adjourning at 7:50 p.m., at which time the Regular Session was reconvened.
It was moved by Mrs. Marx, seconded by Mrs. McDonald, and carried, that part-time instructors as listed, be approved for Fall 1977 Semester. (See page 2a attached)
It was moved by Mrs. Staley, seconded by Mr. Rummonds, and carried, that Dr. William Kroonen be appointed to position of Coordinator, Occupational Education, effective September 12, 1977, at Class IV, Step 8 of the Management Schedule.
It was moved by Mr. Rummonds, seconded by Mrs. Staley, and carried, that Johnnie Williams, a classified employee of the District, be dismissed effective at the close of the working day, September 9, 1977, and further, that the administration be directed to give said employee a notice of Board action at the earliest possible date.

It was moved by Mr. Rummonds, seconded by Mrs. McDonald, and carried, that Policy '6320, "Adult Education and Service Courses" be revised under the heading "Developmental Education and Continuing Education Courses" and that Administrative Regulation, '6320 be rescinded. (See Page 4a, attached)
It was moved by Mr. Rummonds, seconded by Mrs. Marx, and carried, that the Ag Mechanics (CETA) Program in Coachella be extended from October 1, 1977 to September 30, 1978, with federal financing, and
that the LVN (CETA) Project be extended from October 1, 1977, to September 30, 1978, and, that
the Medical Assisting Project (CETA - Hi Desert) be approved for a period of one year, commencing October 1, 1977.
It was moved by Mr. Rummonds, seconded by Mrs. Staley, and carried with the following vote: (Marx-No; McDonald-No; Staley-Yes; Rummonds-Yes;

DEVELOPMENTAL EDUCATION & CONTINUING EDUCATION COURSES (Policy) ,
The College will provide developmental programs and courses which will enable students to acquire learning skills necessary for the completion of an educational plan leading to the attainment of the individual's objectives. In recognition that education is a lifelong process and recognizing the dignity and wants of each individual, the College will provide courses which will enable students to explore their potential abilities. The primary objective of these courses is to provide the opportunity for students to improve the quality of their lives by enriching and broadening their horizons as well as to develop contributing, productive members of society.

that Hewlett-Packard is the sole source for supplying such upgrade, the administration be authorized to negotiate an upgrade of the central processing unit with Hewlett-Packard without advertising for bids.
It was moved by Mr. Rummonds, seconded by Mrs. McDonald, and carried, that the Board of Trustees request an adjustment of assessed valuation on account of tax losses to a redevelopment agency, and further, that such request be filed with the Riverside County Superintendent of Schools.
It was movp-'j by Mrs. McDonald, seconded by Mr. Rummonds, aud carried, that the Board of Trustees accept the Notice of Completion for the campus parking lots and roadway.
It was moved by Mrs. Staley, seconded by Mrs. McDonald, and carried, that, in accordance with Government Code Section 53051, the required information regarding the Coachella Valley Community College District be filed with the California Secretary of State and the Riverside County Clerk.
It was moved by Mrs. McDonald, seconded by Mrs. Staley, and carried, that Bid No. B-78-2, Group I of the dimmer switch system be awarded to Olesen's in the total amount of $6,095.00.
It was moved by Mr. Rummonds, seconded by Mrs. McDonald, and carried, that the administration be authorized to advertise for bids for six cathode ray tube terminals.
It was moved by Mrs. Staley, seconded by Mrs. Marx, and carried, that Dr. Ellerbroek be authorized to attend the Association of School Business Officials in San Antonio, Texas on October 23-27, 1977.
It was mov~'d by Mr. Rummonds, seconded by Mrs. Marx, and carried, that Dr. William Kroonen be approved as an authorized agent for signature purposes.

SUBJECT: October 13th Meeting Hi-Desert (Departure from Palm Desert: 3:45 P.M.)
We have made plans to have dinner at 6:00 P.M. so we can arrive at the Community Center, 57090 Twentynine palms Highway, Yucca Valley, where the meeting is scheduled to begin at 7:00 P.M. There is encouragement from community leaders to arrive at 4:45 and tour the community facilities in Yucca Valley. Therefore, I suggest that we leave the College in Palm Desert at 3:45. Should any care to be picked up, we shall be pleased to do so. You may let us know when we call next week.
If you are planning to attend the CCJCA Conference November 6 - 8 and would like us to make reservations, please let us know.

SUBJECT: PERS for Student Body Employees
The next step to initiate Public Employees Retirement benefits for our bookstore employees is to have the Board of Trustees adopt a Resolution of Intent to contract with the Public Employees Retirement System.
If the Board adopts this Resolution of Intent, the next step will be to have the Board approve a resolution authorizing the PERS contract at the November 10th meeti ng . Thi s 11i 11 ma ke it possi b 1 e for the retirement benefits to become effective, December 1, 1977.
The resolution is being prepared by the PERS personnel and should be received by October lOth.
The resolution will call for the past service benefits to be paid on a monthly basis at the rate of 2.227% of the payroll until the required $16,91B. has been paid.

It was necessary to transfer $200,000. from the Bond Interest and Redemption Fund to the General Fund to cover the September payroll.
We ran short of cash earlier than usual and this is due primarily to starting school early and having a faculty payroll due one month sooner than in the past.
These funds will be transferred back to the Bond Fund as soon as we receive the temporary transfer from the County Treasurer.

WHEREAS, the cash balance of the Coachella Valley Community Qollege

WHEREAS, I~ducation Code Section 21051 states that [l. transfer of funds
shall be requested of the County Auditor and Treasurer to meet current
expenses of operation and maintenance, and
WHEREAS, the Board of Supervisors shall order the transfer to be made
upon the request of the School Board,
THEREFORE, BE IT RESOLVED that the Board of Supervisors be requested to

The deed for the Bermuda Dunes lot that was donated to the District was recorded in the District's name on January 28, 1974.
If we could get $6,000. for the lot, I would recommend that we go ahead and sell it. The process for selling real estate is a rather lengthy one and we would have to follow the procedure as per Chapter 2, Article 4, Section 81360 of the Education Code.

Following is a proposed Hi-Desert organizational chart that was presented at the August Board Meeting for information. I would like to recommend Board consideration of this proposal.
Positions being recommended are:
1. Director of Business/Institutional Services - Owen Gillick has assumed the responsibilities of this proposed position. If this proposal is accepted Mr. Gillick's contract would be extended from a current annual 190 day contract to 210 days.
2. Director Continuing Education/Community Services - Open position to be eventually filled, but under the current operation I have assumed these responsibilities.
3. Director of Student Personnel - A1 Miller has assumed the responsibilities of the position over the last several years. This position has been designated by the Board of Trustees as a management position.

The additional cost to the District for the 1977-1978 school year would be $2,321. 20.

SUBJECT: Community Service Salary Schedule
Determination for placement on Community Service salary schedule is as follows:
Student Help: To be consistent with established procedures as set forth by the Financial Aids Office, the rate of pay for student employment will be that which is set by the College.
Exception to this .rate would be only in cases where special skills and/or licensure is required and supply and demand would warrant such deviations. Examples would be lifeguards, projectionists, photographers, etc.
~6 per hour - Major responsibility includes basic supervision of participants and/or equipment only.
An example of such would be the employment of a person working in the area of recreation. This would entail supervision of activities, checking in and out of equipment as well as scheduling the use of same.
Another example in the same category would be courses or seminars designed for up-grading of skills where an. assistant would be· working under the direction of a supervisor.
$13 per hour - Major responsibility likened to lab courses or considered recreational in nature.
Examples would be dance classes, private music lessons, etc.
$16 per hour - Classes considered lecture courses which necessitate the keeping up on current information, legislation, etc., as well as the need for support services of the College such as duplication, audio Visual, etc.
An example would be our Alcoholism Awareness Program and our Drinking & Driving Impact class.

Another example of this category would be where additional unscheduled time (therefore not necessarily being reimbursed) is expected by the instructor. A case in point is our Children's Theatre group, where performances are being scheduled at elementary schools in both the lower and upper desert.
It should be kept in mind that the bulk of our classes are self-supporting by fees. This being the case, situations can arise where the enrollment fees would not warrant the sslary and the instructor chooses to drop to a lower level rate to keep the class going. Another exception is where the enrollment in the class has continually exceeded the cost. In such cases the instructor might be placed on a higher schedule but keeping within the established procedures for part-time instructors.
