DECRG has built a research agenda with AFRCE:
• To address large knowledge gaps on how to overcome governance challenges, and inform the regional governance strategy
• Led by Stuti Khemani, a Sr. Researcher in DECRG, who provided 19 weeks of cross-support to AFRCE in FY13
• Policy experiments of budget transparency for local government accountability are being evaluated in Uganda, with the encouragement and support of the Ministry of Finance.
BUILDING DEMAND FOR GOOD GOVERNANCE
• Traditional aid approaches via technical dialogue with governments have proven insufficient, leading to newer “demand-side”, citizen engagement approaches to improve the delivery of gov’t services
• A new agenda around the Demand for Good Governance (DFGG) includes interventions like community mobilization, community participation in project mgmt, gov’t budget transparency, etc., but little is known about their effectiveness or the mechanisms at work
Studies have found rates of teacher absenteeism of 27 percent in Uganda. Teachers in attendance are actively engaged only 18 percent of the time.
A joint DECRG-AFRCE article in the Research Observer lays out key issues:

THE SERVICE DELIVERY INDICATORS PROGRAM
DECRG has provided:
• The World Development Report 2004: Making Services Work for the Poor – and the research surrounding it – laid the methodological foundations for tracking service delivery.
• Drawing partly on the technical expertise of DECRG staff, the Africa region systematized this approach with the SDI.
• Ongoing direct support by Deon Filmer (Lead Economist, DECRG Human Development team) via a 50/50 sharing arrangement with AFR; 6 weeks of cross-support by other DECRG staff in FY13; DECRG as members of the SDI technical advisory panel.
• Pilot surveys in Senegal and Tanzania have already had an impact on policy, while recently launched surveys in Kenya and Uganda have generated media buzz.
• Increased spending on health and education has failed to produce commensurate improvements in human development outcomes.
• The Service Delivery Indicators (SDI) are a new initiative to track performance and quality of service delivery in primary schools and frontline health faciliaties across countries and over time.

THE PIRATES OF SOMALIA REPORT
• Somali piracy costs the world economy an estimated $18 billion/year
• Based on a rigorous analysis of the piracy business model, the report calls for the international community to shift its focus from offshore measures to onshore interventions to combat the enablers of piracy
• Policy recommendations have been included in the Bank’s Interim Strategy Note for Somalia
DECRG provided: • 12 weeks of cross-support in FY13
• Quy-Toan Do, a senior economist on DECRG’s Poverty and Inequality team, served as lead author
• Analytical rigor informed by DECRG's extensive research programs in trade, governance, and political economy issues in fragile and post-conflict states

GENDER IN AFRICA: LEGAL RIGHTS, GENDER INNOVATION
LAB, AND WOMEN AND AGRICULTURE
• Stronger economic rights affect the share of women who expand their businesses and become employers.
• A new report on Empowering Women documents the extent to which legal capacity and property rights vary by gender across Africa.
• Co-authored by Mary Hallward-Driemeier, Lead Economist (Private Sector Development team).
• Winner of AFR’s Big Ideas award.
• Jointly produced by AFR, PREM, and DECRG.
Support to Regional Flagships, Thought Leadership, and Data
• Identifying gender disparities has been important – the next step is to rigorously assess solutions that address the causes of gender inequality.
• The Gender Innovation Lab, a joint AFR-DECRG program, is identifying solutions through 30 ongoing impact evaluations and 15 in the pipeline, conducted jointly with NGOs and government partners.
• Led by Markus Goldstein, Lead Economist (Poverty team/AFRCE), with the involvement of a large number of DECRG researchers.
• Women make up half of Africa’s agricultural labor force, but achieve yields that are nearly 20% lower than men.
• Led by Talip Kilic, Economist (Poverty/LSMS), LSMS is coordinating a research program to examine the underlying causes of these differences.
• Scheduled to be launched in March, a new report on Gender and Agricultural Productivity will present findings and policy recommendations (led by the Africa Gender Practice, in collaboration with the LSMS and Africa Agriculture teams, and the ONE Campaign)
The Challenge:
• Africa faces a “youth bulge” that sets it apart from other regions of the world.
• Tackling the youth employment problem requires actions to generate productive work in agriculture, household enterprises, and the modern wage sector.
YOUTH EMPLOYMENT IN SUB-SAHARAN AFRICA
• Even if greater economic activity creates the conditions for robust growth and economic transformation, the private modern wage sector in low and lower-middle income countries cannot absorb all new entrants. Better youth employment outcomes will require not only increasing young people’s access to wage jobs, but also increasing productivity, and earnings, in all jobs.
• Set to be launched in late January 2014, Youth Employment in Sub-Saharan Africa lays out the priority actions that SSA governments can take to address human capital and business environment constraints.
• The report provides recommendations in the areas of educational quality, agricultural productivity, household enterprises, and expanding the modern wage sector.
DECRG’s contribution:
• Deon Filmer, a Lead Economist on DECRG’s Human Development team, TTLed and co-authored the report while on DAIS to the Africa region.
• Tapped into DECRG’s cross-cutting expertise (e.g. education, service delivery, agricultural productivity, business environment, etc.) to provide a coherent approach to a complex problem.

LSMS-ISA’s Contribution to the Solution
• LSMS-ISA takes a programmatic approach, working directly with NSOs to generate data that is:
• Timely: Collected on a regular schedule, integrates with other data sources, available via open access.
• High Quality: Rigorously validated, comparable across countries, well documented, and supported via capacity building and training.
• Policy Relevant: Multi-topic, longitudinal, gender disaggregated, and a foundational input to key AAA (Fact and Myths, Ag and Nutrition, Gender and Agricultural Productivity, etc.).
• Led by Gero Carletto, Lead Economist (DECRG), who manages the (LSMS) team.
• Directly supports Bank operations on the ground – see examples on slides 10 and 11.
The Challenge • The WBG has committed itself to ending extreme
poverty by 2030, but without high-quality, high-frequency data we cannot track our progress.
• Poverty surveys have faced the challenges of inadequate timeliness, poor quality/comparability, and lack of policy relevance.
DATA FOR EVIDENCE-BASED POLICYMAKING IN ACTION:
THE LIVING STANDARDS MEASUREMENT STUDY
• The Living Standards Measurement Study – Integrated Surveys on Agriculture (LSMS–ISA) is a household survey project in the LSMS program covering 8 countries in Sub-Saharan Africa.
• Leverages support of over USD 33 million from a range of donors (Gates, USAID, DFID, FAO, IFAD, WFP, CGIAR, etc.)
• Builds in-country capacity by providing hands-on technical assistance to national statistics offices (NSOs).
In SSA agriculture is the primary source of livelihood for a very large share of people living in rural areas. Agriculture generates employment for millions.
Support to Regional Flagships, Thought Leadership, and Data
The Ethiopia FY13-16 Country Partnership Strategy focuses World Bank support around competitiveness and employment; reducing vulnerabilities by improving the delivery of social services; and good governance and state building. To support these objectives, DECRG has provided:
• 47 staff weeks of cross-support in FY13
• Cross-cutting expertise of eight DECRG staff, who worked on five projects related to Ethiopia

Selected Project Highlights
LSMS-ISA data served as a significant input in all the projects listed above. LSMS-ISA supports the design and implementation of Ethiopia’s Rural Socioeconomic Survey (ERSS) with a focus on the demand for data on household welfare and income-generating activities in Ethiopia.
The Nigeria FY10-13 Country Partnership Strategy focuses World Bank support on improving governance; maintaining non-oil growth; and promoting human development. To support these objectives, DECRG has provided:
• 24 staff weeks of cross-support in FY13
• Cross-cutting expertise of six DECRG staff, who worked on seven projects related to Nigeria

Selected Project Highlights
LSMS-ISA data served as a key input in the first four projects listed above. LSMS-ISA supports Nigeria’s General Household Survey, an annual survey of 22,000 households to produce state level estimates of health and nutrition, expenditures, education, employment, etc.
RESULTS-BASED FINANCING TO ACHIEVE MATERNAL &
CHILD HEALTH
• The Health Results Innovation Trust Fund (HRITF) has provided approximately $400 million to support the achievement of the health-related Millennium Development Goals: 1c (nutrition); 4 (child mortality); and 5 (maternal health).
• Rigorous impact evaluations are embedded into all country grants to learn what works, ensure value for money, and bolster the global knowledge base.
• As of December 2013, the HRITF was undertaking impact evaluations in 20 SSA countries.
DECRG has provided:
• Damien de Walque (Sr. Economist, DECRG Human Development team) oversees the quality of the entire Bank portfolio of HRITF Impact Evaluations, jointly with Jed Friedman, Eeshani Kandpal, and Gil Shapira.
• Analytical leadership provided as Principal Investigators for the design and analysis of impact evaluations of HRITF programs in Benin, Cameroon, CAR, Ethiopia, Lesotho, Liberia, Rwanda, Zambia, and Zimbabwe.
• 29 weeks of cross-support by DECRG staff in FY13
• According to feedback providers from the region: The DECRG support was “very effective at helping the regional team think through the practical implementation issues associated with different options” and “clearly finds the right balance between advancing the global knowledge agenda and effecting a useful policy change in the client country.”
Africa accounts for nearly half of the global incidence of maternal mortality.
THE IFC-MASTERCARD FOUNDATION PARTNERSHIP FOR
FINANCIAL INCLUSION
• Less than a quarter of adults in Sub-Saharan Africa have access to formal or semi-formal financial services
• IFC and The MasterCard Foundation launched a $37.4 million partnership to increase access to financial services
• The partnership is helping microfinance banks expand more rapidly and develop new products, and help providers to deliver low-cost mobile financial services to low-income customers.
• To ensure impact, IFC tapped DECRG to jointly develop a programmatic evaluation framework
DECRG has provided:
• 12 weeks of cross-support to IFC in FY13 and FY14 (through end October 2013)
• Robert Cull, a lead economist on DECRG’s Financial Sector Development, worked with IFC colleagues to develop the partnership’s evaluation framework, drawing on the research department’s growing knowledge base on financial inclusion
DECRG also contributes to a broader research program on finance in Africa:

DECRG has provided:
• Bilal Zia (Sr. Economist, DECRG Private Sector Development team) led the design and implementation of the impact evaluation, drawing on DECRG’s growing program on financial inclusion
• A joint AFR-DECRG working paper on “Harnessing Emotional Connections to Improve Financial Decisions” was selected as a winner of the 2013 Research Academy as one of the best new pieces of research from across the World Bank Group
USING ENTERTAINMENT EDUCATION TO IMPROVE
FINANCIAL CAPABILITY IN SOUTH AFRICA
• An estimated 9 million South Africans are unable to keep up with payments on their debt
• An Impact Evaluation examined the effect of incorporating financial capability storylines into the popular South African soap opera “Scandal!” and found significant changes in viewer behavior, e.g. greater reliance on formal credit, less gambling, and fewer hire purchase agreements.
3 million South Africans tune in daily to watch the soap opera “Scandal!”.
ENHANCING COMPETITIVENESS IN ZIMBABWE
• Following the economic collapse that peaked in 2008, Zimbabwe is focused on supporting its recent recovery by expanding trade and boosting competitiveness.
• The first ESW in Zimbabwe in 15 years will provide guidance to the government on how to reintegrate with global markets, diversify the country’s economy, and move firms into higher value-added sectors
DECRG has provided:
• 23 weeks of cross-support in FY13 – FY14 (through October 2013)
• Martha Denisse Pierola, an Economist on DECRG’s Trade and International Integration team, led the team conducting the technical analysis and co-authored the main report for the gov’t.
• DECRG staff produced the empirical analysis that assesses how higher tariffs and lack of connectivity in services hinder export competitiveness in Zimbabwe.
Mining is the main driver of exports, while agriculture, manufacturing, and services lag.
Outcome:
• The report has been reviewed internally and well received by the country team in Zimbabwe.
• A seminar between the team (including all DECRG members involved) and Directors of the Ministry of Industry and Commerce will be conducted in January 2014 at the request of the gov’t. Results from the analytical work will be presented to frame a discussion of the country’s trade strategy.

Agriculture in Africa: Myths and Facts
Foster evidence-based agricultural policy making by providing policy makers with a solid, updated, bottom-up picture of Africa’s agriculture at the dawn of the 21st century.
Ethiopia Sustainability of Growth Model
Analyzes the sustainability of the Ethiopian growth model in terms of macroeconomic vulnerability and prospects for sustained robust growth. DECRG will examine the optimal levels of public and private sector investment relative to overall available capital.
Madagascar Emergency Food Security and Social Protection Project
The lack of results for long-term nutritional outcomes led the government to consider redesigning its community-based nutrition program. DECRG, AFR HNP, and the National Nutrition Office are designing an impact evaluation of a pilot to test alternative variants of service delivery to assess cost effectiveness.
Sharing Prosperity in Nigeria: An Analytical Work Program on Jobs and Social Protection
A multi-year programmatic work program on jobs involving Social Protection, PREM, and DECRG staff. Areas for analysis include an Assessment of Jobs in Nigeria, Household Income Diversification, Characteristics of Wage Work, Sectoral Growth Patterns, etc.
The Economics of Resilience in the Dry Lands of SSA
Uses LSMS-ISA data to quantify and characterize poverty, vulnerability, and resilience in African dryland regions.

• Cross-support numbers cited in this report are based on all charges from July 2012 through November 2013 by DECRG staff and extended term consultants to project codes and internal orders managed by the Africa region.
• Cross-support numbers reported on Slide 3 do not include any charges to DEC-managed trust funds, IFC departments, or anchor departments. However, such cross-support – where relevant to the Africa region – is mentioned on later slides.
• To avoid double counting, weeks that were charged to Results-Based Financing projects are counted only towards Results-Based Financing and not to the individual countries where these projects are taking place.
• Cross-support charges are attributed to units based on the Responsible Unit field in Operations Portal (not the Requesting Unit field).
