Statement of Chief Jennifer MorrisonNovember 11th, 2014 at 1500 hoursToday is the darkest day in CPDs history. In my 24 years in law enforcement I have never been so disappointed.Last night Tyler Kinney, a 12-year veteran of this organization, was arrested by federal authorities. His arrest was the result of an investigation started by the Burlington Police Department and assisted by members of the Colchester Police Department. Assistance was sought from our federal partners and members of the FBI and ATF are continuing their investigation into Kinneys activities.I want to stress that this is an ongoing investigation. At this time I am able to release the following: This investigation began yesterday when the Burlington Police Department executed a search warrant and located a firearm that was supposed to be in the Colchester Police evidence locker. The investigation has shown that a still undetermined amount of drugs were diverted from our evidence locker by Mr. Kinney. Mr. Kinney was in charge of evidence storage and associated record keeping for the Colchester Police Department. The Colchester Police Department is cooperating fully with the federal investigation. We are also working with the VT State Police and the Chittenden County States Attorneys Office to assess the status of current investigations and prosecutions. I have ordered a comprehensive, external audit of the departments evidence room and our evidence handling procedures. All of our policies and procedures relative to this matter will be scrutinized and refined as needed. I have made arrangements for an outside entity to conduct an internal investigation. Mr. Kinney is currently on unpaid administrative leave. We anticipate that federal authorities will file a formal complaint tomorrow morning charging Kinney with crimes related to drug distribution and gun trafficking. More information will be available after the charges and filed in court tomorrow. I am unable to take questions now but will be available tomorrow, after the arrest documents become public. In closing, I recognize the magnitude of this breech in the public trust. On behalf of the other 37 hardworking men and women of CPD, I want to apologize for the negative attention this is going to create. We share your outrage and shock.We are committed to continuing to provide outstanding public safety services while we also address this administratively. Thank you.
