Interim Superintendent Goodwin will introduce Classified Employee of the Year Martha Ingves. Martha began part time in 2005 and become Secretary to the Superintendent in 2007.

Interim Superintendent Goodwin and representatives from the Alternative Education program will extend their deep appreciation to the Trustees for their investment in the facility to ensure a healthy and positive learning environment.

Principal Bennett will introduce and commend Tracy Butterick, social studies teacher, and Cindy Riordan, science teacher, (WJJMS, Omega team, grade 6) who were chosen to attend the National Geographic Inquiry Summer Institute as representatives for the state of Connecticut. Only two teachers were chosen from each state! The conference was held June 24th & 25th in Washington DC. They now hold the title of CT State Coordinator for National Geographic's new initiative that focuses on inquiry, technology, story-telling, and personalized learning. Tracy has already presented at a conference at Central Connecticut State University and both Tracy and Cindy will be presenting in the future.

Principal Peel will celebrate that Bacon Academy student and Board of Education Student Member Jenaea Duddie has been appointed to the 2017-18 State Student Advisory Council on Education (SSACE). "The Council gives CT students a voice in education planning and enables the State Board of Education, the commissioner of education, State Department of Education personnel, the governor, and state legislators to become familiar with high school students' perspectives on key issues."

To approve Laurie Lindsey’s participation in the Better Math Teaching Network. Recommendation:

The Board approves all research conducted in all schools. Interim Superintendent Goodwin and Director of Teaching and Learning Hewes strongly support Laurie’s participation in this professional network which is consistent with Policy #4156 Conducting Research in the Schools.

10.3 *2017-18 Amendment to the Colchester Professional Growth and Evaluation Plan (Enclosure)

To approve the 2017-2018 Amendment to the Colchester Professional Growth and Evaluation Plan.

Recommendation:

This amendment is a result of the Administrative Team’s action plan for the implementation of Personalized Learning. It has the support of the CT State Department of Education and has been approved by the District’s Teacher Evaluation and Professional Growth Committee and shared with the Colchester Federation of Teachers.

Background:

The amendment provides a “protected” environment in which teachers can implement innovative research-based strategies without concern for a negative impact on their formal evaluation rating. 10.4 Information Technology (IT) Department Update Background:Director Hewes will provide the Board with a brief summary of the current focus and staffing of our IT Department.

Interim Superintendent Karen Goodwin provided an overview of the work led by Dr. Charles Hewes and completed by the members of the schools’ and district’s Administrative team to advance the goal of personalized learning in Colchester.

8.1.2 Kendall Jackson, Director of Educational Operations, responded to comments and questions regarding facilities work completed on the Capital Budget Project Plan.

The Board reviewed and discussed the proposed schedule for Curriculum Presentations and Reports to the Board of Education in the 2017-18 school year. The Board requested that a report from the Office of Pupil Services and Special Education also be included on the schedule.

Dr. Kelly McNamara, Director of Pupil Services and Special Education, School Refusal Pilot Program

Joshua Vinoski, Assistant Director of Pupil Services and Special Education, and Carissa Capozzi, School Social Worker at JJIS, informed the Board about the pilot program that is being conducted to address the needs of students who exhibit school refusal behavior. A public presentation is scheduled for September 28, 2017, at Jack Jackter Intermediate School from 6:00 pm -7:00 pm in the Pupil Services Office.

10.2 Facility use fees have been updated to reflect the current labor costs.

10.3 Request for Approval of Research Survey at BA

Principal Matt Peel introduced Kris Wraight, Safe Futures Supervisor of Prevention Education & Restorative Practices. Safe Futures is requesting permission to conduct a survey of BA students to assist them in their mission of helping to eliminate violence and abuse. This survey would be administered to high school students only.

Motion by: D. Kennedy To approve a Teen Dating Violence research survey of Bacon Academy students for Safe Futures Professional & Youth Trainings Prevention Department. Second by: M. Tomasi. Vote: Unanimous.

At the request of a Board member, Interim Superintendent Goodwin and the school principals provided a verbal summary of how the district is addressing the topics of instruction about opioids at the intermediate, middle, and high school levels.

I am writing to follow up on our conversation of today wherein I indicated that I am resigning from my teaching position at Bacon Academy to teach at Berlin High School. It has been a privilege to work for the district, and I have truly enjoyed my time here. As I indicated, the sole reason for my wishing to transfer is to reduce my commute, which I will do by over one half each direction (saving over 9,000 miles per school year and about 1 1/2 hours daily).

I understand that I will be "released" in early October pursuant to the contract. Please let me know if the October 2nd date changes.

Attached is an inventory of the Eureka Books we are no longer using. I realize that they are not 10 years old as the Board of Ed. policy states however, Eureka was a brand new program when we adopted it and it has evolved over the last 4 years in the following ways:

Better Math Teaching Network (BMTN) The Better Math Teaching Network (BMTN) is a community of researchers, teachers, and instructional leaders who are using student-centered instructional techniques to increase the number of students who are deeply engaged in making sense of and understanding algebra at the high school level. We are organized as a networked improvement community (NIC), which means that we use principles of improvement science to develop, test, refine, and share promising instructional routines throughout the network. The BMTN now has more than 60 members—most of whom are high school algebra teachers—who represent a variety of districts and schools from every state in New England.

What is the network’s purpose? Far too many students are not deeply engaged in understanding and making sense of fundamental algebra content, which seriously limits their future educational and career opportunities.i Since Algebra I is the gatekeeper to advanced math and science coursework, this problem has broader consequences. The STEM workforce is growing fast—much faster than other job sectors—but the U.S. education system is not keeping up with this growing demand. For every approximately 200,000 new STEM jobs that are created each year, we as a nation are producing only about 20,000 qualified college graduates.ii

Mathematics instruction in the U.S. has been portrayed as incoherent and overly procedural or rote-based

Our network is firmly committed to creating student-centered algebra classrooms in which students are actively and deeply engaged in understanding the content. But we recognize that this work is challenging. Even many well-intentioned, well-implemented reforms that seek to move beyond rote math learning fall short in producing measurable gains in student achievement.

. This model of instruction runs counter to the kinds of problem solving and analytical skills that are fundamental to the STEM workforce and problem-solving assessments. As a network, we are trying to reverse these disturbing trends by creating algebra classrooms that are more strongly student-centered—i.e., classrooms in which students are actively making sense of mathematical content and persistently solving challenging problems.

More formally, as a NIC we are addressing this challenging problem in an organized manner and according to four characteristics of well-functioning NICs.

We speculate that one reason why these and other methods have fallen short is because the proposed solutions have been imposed from the outside, rather than driven by the perspectives of teachers and the challenges they face on a regular basis. In fact, we view the classroom as an underutilized repository for quick-cycle testing and refinement of instructional routines, continuously informed by what teachers see day-by-day, class-by-class, in close collaboration with colleagues who are working on improving that same aspect of instruction.

Teachers use Plan-Do-Study-Act (PDSA) cycles to test and refine the student-centered instructional routines to increase the number of students deeply engaged in algebra. Each PDSA cycle is expected to a span a 2-3 week time period and consists of a series of steps: (1) meet with a small group of other instructors virtually to identify the change idea and plan the test; (2) test and collect data on the change idea for a period of 2 weeks; (3) review the data and determine whether to abandon, expand, adapt, or adopt the change idea; and (4) share findings with the small group and return to step 1. To document the PDSA process, teachers use a common PDSA template.

What data are collected? Exhibit 1 illustrates which type of data will be collected from each participant. All project data and associated consent procedures have been reviewed and approved by the institutional review board (IRB) at American Institutes for Research (AIR), the organization leading all BMTN activities. The types of data collected are described below:

• Work Samples: Teachers collected student work samples, such as the classwork they would normally complete each day.

• Classroom Video Recordings: Teachers record lessons and other classroom activities.

• Brief Surveys: Short surveys (<10 minutes) are administered throughout the school year to assess how often effective teaching/learning principles are applied in the classroom.

• Plan, Do, Study, Act (PDSA) Forms: Teachers describe their change ideas for the school year or semester.

The data are used for two purposes: 1) peer-to-peer teacher learning and 2) demonstrating to the Nellie Mae Education Foundation that a NIC is an effective strategy to increase the practice of student-centered instructional techniques.

Student and school privacy are of utmost concern, and all study results and videos are kept strictly confidential. Videos will be stored on a secure server and hard copies of the surveys and work samples will be stored in a locked office of a member of the research team. Student work samples and videos will be destroyed after 10 years. Students’ name will not appear in any of the data collected. The report and any other publications from this study will only summarize findings across schools – they will not link responses with a specific school or student. We will not provide information that identifies students or schools to anyone outside the study team, except as required by law.
