A highly realistic non-combatant evacuation operation f 11'0-2 Vrie Carboni photo involving a hypothetical U.S. Consulate on Kauai was just one phase of 3/3's MCCRES, which was conducted in a variety of locations over several days. Gary Elsten in a change of command ceremony, Friday, 3 p.m. between hangars 103 and 104. Elsten serves his last day as 1st MEB's G-1 Asst. Chief of Staff, as Gage pre- pares to assume the 1st MEB Chief of Staff post. Elston graduated from Oklahoma State University with a Bachelor of Science degree in Business in 1966. Later that year, he joined the Corps, was commissioned, and assigned as a supply officer for the 3rd Marine Division in the Republic of Vietnam, where he served until 1968. Elsten picked up his wings in 1970, and returned to Viet- nam in with VM PA-115, where he flew 1.15 ,41,,,!,11111i1,11111,1;111'n:' Col. Gary Elston Col. William Gage combat missions. After serving with several squadrons throughout the Corps for the next 11 years, Elsten became the F/A-18 program coordinator at Head- quarters, Marine Corps in 1984 until, in the summer of 1986, he enrolled in the National War College. He became 1st MEB's 0-1 Asst. Chief of Staff August 1987. Gage completed boot camp at Parris Island in 1956 and was assigned to the 2nd AMTRAC Bn. at Camp Lejeune, N.C., where he remained until reporting to the Naval Academy Prep School in 1957. After attend- ing the U.S. Naval Academy, he was commissioned a sec- ond lieutenant and served as the platoon commander of G Co., 2/4, 1st Marine Brigade in 1964. After receiving his wings, Gage began his first tour with EIMM-361 in Da Nang, Repub- lic of Vietnam in September 1967, where he flew 400 com- bat missions. The amount of the proficiency pay ranges from $25 to $100 per month depending on the difficulty of the language and the level of proficiency maintained by the individual Marine. Those who qualify under MCO 7220.152 (now being distributed) may be paid retroactive to .n.pnt to, 190 r. rl'o qualify for FLPP, Marines must be assigned to and be working in a language- designated billet (one which requires profi- ciency in a foreign language), hold specific primary or secondary MOSs of 9940. In addition, they must have formally tested this proficiency within the last year. Marines with a primary MOS in the 0200 or 2600 field may be assigned outside their primary MOS and still rate proficiency pay if they meet all other requirements. ALMAR 129-88 includes a list of languages, the difficulty rating assigned to each, profi- ciency levels which qualify a Marine for payment and additional information on the FLPP program. O. Lorene Miranda The Military Police Depart- ment here recently partici- pated in the Law Enforce- ment Torch Run for Special Olympics, with other police and security agencies on the island. The Law Enforcement Torch Run is a worldwide series of runs taking place in the spring and summer. The MPs began by running in the Kahaluu area, assisting members of the Honolulu Police Department in bring- ing the torch from the North Shore to the Windward side of the island. Approximately 30 Marines finished the first day by chanting and singing as they carried the torch and the spirit of the Special Olympics into the Windward Mall. The torch was proudly car- ried through the Air Station by the MPs on the following day. A six-man team then ran one of the most grueling legs of the run, up the Pali High- way, and were then joined by a 40-man platoon on the other side. LtCol. Reid, who will leave Hawaii to attend the Industrial War College, Washington, D.C., was commissioned through the Platoon Leaders Course at Stephen F. Austin University in 1970.

After completing The Basic School, Reid attended the Army Ranger School before reporting to 1st Force Reconnaissance Co.

The Marinesof 3rd Bn., 3rd Marines (Rein) proved to themselves and the world that they are "good to go" after enduring a challenging Marine Corps Combat Read- iness Evaluation System (MCCRES) test.

The five-day test, which evaluated the battalion on all aspects of combat operations, began May 23 and took place at various training areas around. Oahu, and on. Kauai.

The evaluation included tests on offensive, defensive, and night assault tactics, helicopter insertions, amphib- ious assaults, anti-air war- fare, NBC warfare, communi- cations, live -fire of all weapons organic to the battal- ion, and fire support coordina- tion.

Other events included a noncombatant evacuation operation on Kauai, convoy escort and security, and an

evaluation of the battalion's S-2 and their ability to process and handle prisoners-of-war and captured documents, according to 1st Lt. B.W. McAndrew, 3/3's training officer.

"This was a challenging scenario for them, because they had to accomplish sev- eral missions in a very short time," said Maj. Peter Free- man, the coordinator for the Tactical Exercise Evaluation Control Group (TEECG), the organization responsible for monitoring the MCCRES.

"As the MCCRES unfolded, the battalion was faced with the problem of having to plan for the next evolution while still involved in the previous event. In other words, they were busy," said Freeman.

"Overall, they did excep- tionally well, and from the commanding officer on down to the last private, they should all be proud of themselves," he added.

Due to unforsoen budget limitations, there will be a delay in payment of damaged household effects claims.

Effective immediately, all claims received at Headquar- ters Marine Corps dated after

.Feb. 1, 1988, will not be paid until additional funds are received from tlio office of the Secretary of De f'(.ose, which is not expected until the start of FY89.

The only exception to this policy will be when the member experiences a catas- tropic loss or extreme hard- ship. In these instances, deci- sions will be made on a case- by-case basis, and emergency advances will be paid as the circumstances warrant.

All other claims will con- tinue to be processed and the claimant notified both when the claim is received and when the claiM is adjudi- cated.

The adverse impact of this action on the morale and welfare of our Marines is fully understood, but the current fiscal circumstances leave no alternative.

92-year-old helps Navy Relief help others By Sgt. W.M. Alexander

1896: Grover Cleveland was America's president; both World Wars, the Great Depression, and the Commu- nist Revolution in Russia were all yet future; and Judith Leitao was born.

Now 92 years "young," Lei- tao has spent the past two years crocheting baby blankets for the Kaneohe Bay Branch of the Navy Relief, Society. Its layette program gives essential baby items to military families in a money pinch.

The' China -born nonage- narian knits the blankets despite the fact she's blind, and lives nearly 4,000 miles away.

"I wish I could live forever to make more blankets for the little babies," said Leitao crisply while accepting her

1,000-hour volunteer pin from the Navy Relief director Sheryl Reid. The informal May 6 ceremony came during . one of Leitao's rare visits to the Islands.

Minutes before Leitao's arrival to the ceremony, the atmosphere in the tiny Navy Relief office seemed jittery; teeming with nervous activ- ity. It was as if a royal dig- nitary would soon grace the small group of volunteers.

The volunteers showered. Leitao with leis, kisses, and hugs as her personal nurse and the youngest of her four children, Virginia Lippi, ushered her into the sunlit office. An energetic 53-year- old, Lippi resides in Kaneohe's Haiku Planta.; tions.

with the many charitable organizations that have received Leitao's handiwork. Up until now, she's made nearly 200 blankets, of which Navy Relief has gotten about 60.

"I found out about Navy Relief through the Navy League where my husband is a board member," said Lippi. "I asked her if she wanted to crochet blankets for them and she was glad to do it."

"She's lost 90 percent of her sight, and has no central vision," she said. "So this is good therapy for her and keeps her busy."

Over the past two years, Lippi has brought back box- loads of the blankets during her frequent visits from her mother's Oakland, Calif. home, where she lives with her 62 year-old son. It's also been two years since Leitao's potentially fatal accident in 1986, when an epileptic lost control of his car, jumped the curb, rammed into her, and dragged her several feet before coming to a halt. It was almost Christmas.

"Oh it was terrible - terri- ble," said Leitao with an anguished look on her face. "I was standing on the sidewalk waiting for the bus. The bus was a long time coming so I wont back to a school and leaned against the wall. And all of a sudden, in come this man who got a seizure and lost control of himself. His car knocked me down and dragged me and I don't know anything more.

"When I woke up, I was MO

paralyzed - numb. For two days I didn't know anything. I say, 'Where am I?' - they say, 'In the hospital.' They say I'm very, very lucky to have just my hip broken."

Leitao was disappointed that the accident interrupted her weekly rummy games with her friends in San Fran- cisco. Until then, she rode the bus alone whenever it was necessary for her to travel.

But despite her doctor's dismal prognosis of her hip injury, Leitao looks forward to the day she no longer needs her walker. That's why she rides an exercise bike and climbs a small flight of stair 10 times for daily exercise.

"You have to force yourself, force yourself," she insists with fists balled and eyes squinting. "You have to have a strong will to get well. I want to get well - I will get well."

It was obvious that her determination to get well was born out of the many trage- dies and triumphs that has speckled her 92-year past.

Leitao was born just after China's defeat in the Sino- Japanese War; a war which ended with China grappling for its existence as an inde- pendent state, and helpless to fend off the imperialist pow- ers that scrambled for its territory.

"When I grow up, China was made of many different settlements," she said. "There was the French settlement, the English settlement, the Chinese concession, and so on."

But war continued, not only to disrupt the flow of the world's most continuous civ- ilization, but to jolt the Lei- taos' personal lives as well. When China and Japan fought in 1937, their house was bombed and everything in it destroyed.

"But mother had always told us not to worry because material things can be replaced," Lippi recalls.

From 1942-45, Japanese occupation of China caused a severe shortage of food, which resulted in a strict rationing program that spawned more hunger and fear. Leitao's home was also confiscated during these tragic years.

Then in 1949, the commu- nists took over Shanghai and the Leitao's lived under the

regime for four years. Com- munist Chinese later dis- pelled all foreigners from the country,

This included the Leitaos ily, who are of Portages° descent. They moved to Hong Kong in 1953 until, in 1957, they stopped foot on Ameri- can soil for the first time.

"Everything was so wond- erfully clean in the super- markets," said Leitao. "The very hard conditions under the communist regime and the scarcity of food made us appreciate the bounty and comfort in America."

With plenty fire for a fight still lit within her, Leitao admits that the depth of her triumphs far exceed her "inconveniences." She puts

Legal adoption is the pro- ceeding requiring court sanc- tion by which a parent-child relationship is created between two people who were o;1; related by birth or whose relationship as parent and child was not legally estab- lished prior to the proceeding. It is a process which society has accepted as proper and constructive, and which, in this century, has focused on the child.

Adoption has boon favored and encouraged as providing for the stability, legitimacy, and welfare of a child, thus promoting the best interests of, the child. Laws regulate how adoptions, particularly of unrelated persons, shall be effectuated; all intended to further a child's best inter- ests.

By far, the most common type of adoption undertaken by Marines, as indicated by legal assistance statistics, is of the stepparent variety. As family structures increas- ingly shift, with divorces and remarriage from the first- marriage nuclear family to. a family comprised of husband, wife and wife's premarital

child, more children are living with and liftett being adopted by their stepparents.

Hawaii Adoption Proceedings

There are two types of adop- tion proceedings filed in the State of Hawaii: Consent and Nonconsent Adoptions. Unless dispensed with by the court, a petition to adopt a minor child may be granted only if written consent to the proposed adoption has been executed by the following parties: the mother of the child; the child's legal father; the child's adjudicated, pre- sumed, or concerned natural father; any person or agency having legal custody of the child or legally authorized to consent to the adoption; the Court, if the child's legal guardian or custodian does not have such authority to consent; and, the child if more than 10 years of age.

A nonconsent adoption is a proceeding in which the writ- ten consent of all the required parties has not been obtained. Whether contested or not, the nonconsenting party must be given notice of the adoption

prc.weeding. This notice must include the grounds for dis- pensing with his or her con- sent, and the time and place of the hearing of the adoption proceeding.

In addition to securing the consent of all persons or enti- ties required, an individual seeking to adopt a child must also prepare a petition for adoption and certain other pleadings. It is clearly neces- sary to secure the services of an attorney to assist in the preparation of all required pleadings.

Before entering the adop- tion decree, the court nor- mally notifies the Depart- ment of Social Services and Housing (DSSII) of the pen- dency of a petition for adop- tion, and allows a reasonable amount of time for an inves- tigation as to the fitness of the party seeking to adopt a child and as to whether the best interests of the child will be served by the adoption.

After a favorable finding by the DSSH, a court hearing takes place and a legal parent- child relationship is created between the child and the adopting party.

The federal government has recently provided funds to states to subsidize the adop- tion of hard-to-place children

whose foster parents are wil- ling to adopt them but who

cannot afford to maintain these children without foster care or welfare benefits pro- vided by a state for the main- tenance of such children. According to the National Committee for Adoption, the entire adoption process can cost a family an average of $5,000 to $10,000 and can take as long as two years.

In addition, under the Fis- cal Year 1988 National Defense Authorization Act, military families may soon be able to claim government reimbursement for as much as $2,000 in expenses to adopt one unrelated child under age 18. The law sets a ceiling of $5,000 in reimbursement for adoptions of more than one child in a calender year. Fam- ilies are eligible to apply for adoption benefits if they initiate the expenses between Sept. 20, 1987 and Oct. 1, 1989.

Families may apply for reimbursement after Oct., 1989, as long as the adoption process is commenced during the above period. 'Under the law, eligibility requires a final adoption.

Thefts Six Marines were the vic-

tims of theft this past week when someone stole several pieces of civilian and military clothing. The clothes were left unattended in the laundry room of the barracks where the Marines reside.

In a separate incident one day later, a lance corporal reported that someone had stolen his uniforms and civil- ian clothes from the same barracks. These clothes were also left in the laundry room.

A private first class was asleep in his unsecured room when another private first class entered the room and attacked the man with a glass bottle and then a 3-foot piece of wood. the victim was treated for a laceration to the forehead, and the suspect was confined in the Pearl Harbor Brig.

The 1st M.ER "courtesy patrols", which began last week on a trial basis, assisted the military police by report- ing a fight at Pollock Field. Two other fights occurred, one behind Anderson Hall, and one behind the Main Exchange. A total of nine Marines were apprehended for the breaches of peace.

During the Memorial Day weekend 144 golfers easily played their way through 54 holes of golf on a course that "was in great condition," said James "Smoky" Edwards, Tournament Director of the 12th Annual Staff NCO Golf Tournament, held May 28-30 at the Kaneohe Klipper Golf Course here.

The tournament featured active duty Marines, retired military, and golf association members and an appearance by Honolulu Major Frank Fasi who was the Guest of Honor/Player during the last day of competition. Also, retired Marine Colonel Robert L. Shuford, former Chief of Staff, 1st Marine Brigade, was the Guest Speaker at the awards banquet.

"The tournament committee and I extend our appreciation to Klipper Course Pro Chuck Larson and his staff, Bill Rogers of Special Services, all of the sponsors who donated generous prizes and the Station Commanding Officer Colonel Daniell for all their support," added Edwards.

This year the Staff NCO Champion (low net) was MSgt. Wesley L. Rakes. "I just played a consistent three rounds of golf, and didn't fall apart on the last day," commented Rakes. The Staff NCO Champ won two round-trip tickets from Honolulu to anywhere in the continental United States.

Bay Klippers Womens Soccer Team finished their first season in the Novice Division on a winning note by defeating the Okika Womens Soccer Team 1.0 here June 5.

Karen Straw broke the 0-0 tie in the second- half by beating the Okika left fullback and shooting the ball past their goal keeper for the only goal of the game.

The Klippers ended the season in fourth place by defeating the Okika team that had beat the Klippers 5.1 in the beginning of the

Season. "The team showed improvement every

game," said Peter Edwards, Klipper coach. "Only four players had ever played soccer before and it was a great accomplishment to finish fourth out of nine teams - eight of which have played together for a couple .of seasons," added Edwards.

The Kli.ppers will be losing a couple of players, but intend to begin recruiting players in July for next season which begins in September.
