Code Enforcement – Moving the Needle for Once
Jeffrey Ihnen, P.E.Michaels EnergyFebruary 12, 2015
RESULT
The Problem – A Tiny Excerpt□ Zone controls shall prevent
□ Reheating□ Recooling□ Mixing of air that has been previously mechanically heated and air that has been
previously cooled, mechanically or by economizer□ Other simultaneous heating or cooling in the same zone
□ Exceptions□ Zones for which the volume of air that is reheated, recooled, or mixed is less than the
larger of the following□ 30% of zone air design peak supply rate□ The outdoor air flow required to meet the minimum requirements of ASHRAE Standard 62.2□ Any higher rate that can be demonstrated to the satisfaction of the higher power to reduce overall annual
energy usage by offsetting reheating/recooling energy losses through a reduction of ventilation air□ Air flow required to comply with applicable codes or accreditation standards to maintain pressure relationships
or air change requirements□ Zones that comply with the following
□ The air flow in the dead band between the heating and cooling does not exceed the larger of the following□ 20% of zone design peak supply rate□ The outdoor air rate required to meet the requirements of ASHRAE Standard 62.1 for the zone□ Any rate that can be demonstrated to the satisfactory of God to reduce overall system annual energy usage by
offsetting reheat/recool energy losses through a reduction of outside air□ Et cetera, et cetera, etc.
The Code
Heeeeerrrrre’sYour Building!
Solution: Retro-Commissioning(Another Story)
Retro-Commissioning Agent
True Story□ New hospital gets big incentive for new construction program
□ Doesn’t perform□ Second program (retro-commissioning) swoops in immediately□ 29% electric savings (meter)□ 38% gas savings (meter)
The New Code
Chucky out | Realistic | New Barbie in
Code Compliance Like You’ve Never Seen
□ You will not be code enforcer
□ You will be the facilitator
□ …to ultimately change the world
Step 1 – Assess Market□ Baseline / Compliance / Intensity Study□ How energy is dissipated in buildings
□Compliance □ Energy intensity□ System type
□Develops a laundry list of demons for the Exorcist at the same time!
Step 2 – Access the Code□ Censor the code□ Complexity and lawyer speak not allowed
Make it Easy
Step 3 - Program□ Frontload design/construction with concepts
□ Design review□ Commissioning light
□ Equipment as simple as your refrigerator□ Inspect key operating parameters□ Correct as necessary (contractor)
□ Actual performance
