• CoBRA offers comprehensive CBRNE decision support system for TICs/TIMs to WMD

• CoBRA was only COTS product included in the 2007 Fort Leonard Wood MANSCEN Maneuver Support Battle Lab Force Protection Vulnerability Assessment (FP VA)

– The Force Protection/Vulnerability Assessment Experiment was designed to provide analytic underpinnings for the Integrated Unit Base Installation Protection (IUBIP) Capabilities Based Assessment (CBA) and Functional Solutions Analysis (FSA) in the area of decision support tools. A list of capabilities required by a set of standardized decision support planning tools to assess and visualize unit protection (UP) capabilities across the range of military operations (ROMO) was developed. Emphasis was on the areas of barrier placement, sensor placement, terrain analysis, down wind hazard prediction, and vulnerability assessment. This capabilities list will provide a starting point for identifying a comprehensive set of standardized decision support planning tools to be used by both materiel and combat developers.

CoBRA support of Countering WMD (CWMD)

CoBRA provides a large, easily searchable CBRNE reference library, interactive tools to document the site, create reports, and establish stand-off distance and decontamination procedures.

CoBRA is essential during Hazardous Material Characterization/Weapons of Mass Destruction-Elimination. Data and tools within CoBRA are used to determine if a site poses an immediate hazard and to determine if specialized CBRN augmentation forces are required to conduct sensitive site exploitation or mitigation.

CoBRA enhances the warfighter’s ability for presumptive identification of Toxic Industrial Materials (including Chemical Biological Radiological, and Nuclear materials) to identify the appropriate precautions and avoidance measures.

During dismounted operations and sensitive site exploitation, CoBRA can support below actions:•Performing substance classifications on site•Referencing doctrine, technical manuals, and military decision processes•Accessing databases with precursors to chemical weapons•Accessing data as to how chemicals can be employed by the enemy and effects on soldiers•Assisting in planning for transporting and marking of chemical agents•Providing various units of measure and universal conversion•Providing info on personal protective equipment and break through times•Establishing minimum safe distance for explosives and hazard assessments•Providing procedures and data for emergency response, incident command and after action reporting.

Brief overview of needed capabilities that CoBRA provided to the Guardian Installation Protection Program

• CoBRA can be used as a stand alone thick client tool or used to share situational awareness between the responders and the EOC.

• Info can be pushed from many (responders) to one (EOC) or from one to many.

• A set of searchable databases that provide response, safety, first aid, and protection information on CBRN threats.

• Access to a set of Standard Operating Procedures (SOPs) and checklists that address areas including weapons of mass destruction and other hazardous threat response, evidence collection, and investigative procedures.

• CoBRA is capable of supporting customization to allow these documents to be modified and adapted to suit a specific organization or department.

• A set of emergency response guides that provide informational planning and response resources from a variety of accredited government, military, and commercial sources.

• An electronic form tool that provides the ability to complete standard format reports, such as Incident Command System forms that are pre‑loaded allowing quick electronic submission to any e-mail addressee.

• An incident reporting tool that records user actions, including miscellaneous entries, in a current status log with a time and date stamp. This tool wraps this log with any attached images, forms and other accessed information into an incident report that can be sent electronically (either wirelessly or wired, or by messenger) in order to disseminate critical information.

• An administrative tool that allows each response organization to input its own plans, checklists, maps, and other local data.

• CoBRA Supports Mil/Civ Collaboration by ensuring both military and civilian responders can communicate via CAP message and have access to the same data sources.

We have had CoBRA for at least the last 5-6 years. The system is extremely easy to figure out andoperate. It was operational in less than a day.

The ability to use the NIMS forms included in the program, the ability to insert your own checklists, and the log that is kept for each incident are some of the feature I like best. When we do have a question, the folks at CoBRA have always helped us work through the problem and figure it out. It has never been a software problem, just our folks seeing if we can add more. I am very pleased with this program and would recommend it to anybody that asks.

The Fort Detrick Fire & Emergency Services Division have been users of Cobra from version 1.1. Cobra is installed on a laptop on our Special Operations vehicle.

The Fort Detrick Fire and Emergency Services proudly protect approximately 7,900 people living and working in a two square-mile area.

This group services laboratories, administrative and office occupancies, communications facilities, barracks and family housing areas with fire protection, crash fire and rescue, emergency medical services, confined space rescue and hazardous materials incident mitigation, all undertaken from the department's headquarters station. Mutual aid response areas include portions of Frederick City for suppression activities, and Frederick County and vicinity for hazardous material incident response.

We needed a response program that incorporated the most used tools for mitigating hazardous materials incidents as well as WMD potential attacks. Our fire department supports the Department of Defense police with Cobra when needed. This allows multidivisional use of the program.

After initial installation, which was done by me in about one hour on our laptop, I was ready to use it. Our department has training time each shift and most firefighters were easily using Cobra software after a one hour individual training period. My Cobra users like the complete package they get with using Cobra. The ERG, Chem/Bio and radiation modules have pooled together most used tools we need to handle emergency incidents. The large icon buttons are easy to read in any light. The built-in checklists provide the incident commander with the tools to handle situations more quickly, safely and effectively.

The CoBRA software program provided unmeasured operational capability. We at Hunter Army Airfield, GA  were able to use the COBRA in a wide range of WMD applications. The specific emphasis of COBRA is geared to chemical, biological, radiological, nuclear, general hazard, and all explosive related events. Additionally, the product line includes very robust exercise and training features with embedded national reporting standards, which enable users to maximize their preparedness for any crisis event.

In my personal view that this is one of the better products that is currently bundled with the IMS equipment.

My Bomb Squad uses our kit on a fairly regular basis to photograph evidence on post blast scenes. We use the GPS to log exact location of evidence. We use the lap top for keeping records of call-out, and information we may need to retrieve while on scene. The printer comes in handy when we need to send info to our mobile command vehicle. We print it and have it delivered so the Bosses can deal with the Media, and have a better understanding of what's happening without them coming to our Bomb Squad vehicle and interrupting our work.  Lt. Barn Blast and FBI-ATF communications

A few years back, we had a call on some old Dynamite that was in a barn. Using the CoBRA kit, I took digital pictures of the Dynamite and was able to send those pictures to an FBI and ATF point of contact. During that same incident, we used the GPS to measure a safe standoff. Thru the emails and phone calls, it was determined that the best course of action was to burn the barn. Having a direct link to the FBI and ATF, made convincing the property owner much easier. I also used the printer to print up a permission slip for the owner to sign. That was done thru the county attorney.

Multi-jurisdictional mutual aide requests and bank robbery response

We use our systems extensively… (the kit), along with installed software, proved helpful when we were in support of multi-jurisdictional JTTF activity.  Locally, especially when responding to mutual aide requests from other jurisdictions, the cameras and CD burners allowed for the immediate dissemination of device photos to investigation personnel. This was especially helpful during a bank robbery where a hoax device was used.

Well Worn Laptop

We have all but worn out the laptop since we not only ensure that it is in the truck as we respond to incidents but we carry it to our office in between in order to use the data that we have stored on it. It has been an invaluable tool for us for years and has continued to be reliable.

We have also used the camera on many occasions as well and the connectivity is well engineered.

Although we have not used the printer much we know the process and it would be invaluable in the right situation.

So in a sense it is an every day real world piece of equipment. I commend you on a system that is easy to use and has served us well for

SUV Bomb Threat and Denied Entry

In October of 07 we at the Noblesville Fire Department responded to a bomb incident at the local hospital. A person had made a threat saying that he had a bomb in his vehicle. The vehicle was located in the parking lot. It was a SUV with dark windows. I used CoBRA to help keep track of responders and fire trucks on the scene. Also using the bomb module I put together a plan of action that included the blast radius given the size of vehicle and the type of suspected bomb material. We used the info provided by CoBRA to control access to the site and set up control at intersections. As I become more familiar with CoBRA and its capabilities I know we will have a great tool. There was no real bomb in the SUV but there were 2 large smoke bombs.

Home InvasionOn 25 AUG 05 the Cook County Sheriff's Police Dept.-Bomb Squad was requested to

assist a suburban SWAT Team reference a barricaded subject. Information received indicated the subject had robbed a bank and was involved in a police chase with shots fired. The subject abandoned his vehicle, forced entry to a residence causing the occupants to flee, and subsequently barricaded himself in the house. The Bomb Squad was requested to provide assistance with the robot as an observation and communication platform. Upon arrival, equipment was deployed as requested and the CoBRA Kit was put into operation. The computer via wireless card was connected to local news coverage (internet) providing information and aerial observation of the incident at the early stages. Images captured from the coverage and by use of the kits' camera and printer were used for planning and positioning of assets. Imagery captured through the use of the CoBRA Camera proved valuable for debriefing and future training. Having the kit readily available in the vehicle proved useful in containing this incident. The incident came to an end several hours later.

 The laptop has also been a great asset having valuable information from Janes and other reference material. It has been used extensively in compiling information for presentations and training.
