Enhanced Concentric Allowed

This parameter indicates whether the enhanced concentric circle handover is allowed in concentric cell.While the Enhanced Concentric Cell Allowed is set as "Yes", compare the receive level of the MS with OtoU HO Receive Level Threshold and UtoO HO Receive Level Threshold to decide whether to trigger an OtoU HO or a UtoO HO.While the Enhanced Concentric Cell Allowed is set as "No", compare the receive level of the MS with RX_LEV Threshold so as to decide whether to trigger an enhanced concentric cell HO. It is required to consider the load of the UL when deciding whether to trigger a UtoO HO

1. Underlaid Subcell means to assign all calls to the underlaid subcell.2. Overlaid Subcell has a risk of assigning a call beyond the converge of the overlaid subcell.3. System Optimization can achieve a loads balance between the overlaid and underlaid subcells, but needs precise adjustment of the parameters. See the relevant appendix for details.

TA for UO HO Allowed NoGenerally, 1800M has a limited coverage scope, that is, the difference between the coverage of the overlaid and underlaid subcells does not exceed 1 or 2 TAs, but the error of TA is big. It is recommended to use the default value to invalidate this parameter

RX_LEV for UO HO Allowed Yes Reception level can serve as a precise handover judgment condition.

RX_QUAL for UO HO Allowed No Reception quality can serve only as an indirect handover judgment condition.

UtoO Traffic HO Allowed Yes This parameter indicates whether the traffic in the underlaid subcell determines the underlaid <> overlaid (UL <> OL) handover.

• IUO HO Judgment – U to O To avoid UL congestion and maximize handover efficiency, only level-

based handover is recommended. The actual effect of load handover is: to keep maximum traffic on UL in

non-busy hours.
