Foreshore Services coastal guide. This

guide provides coastal users with useful

information about our frontline services and

management across the district’s 14.5 miles

of almost continuous shingle coastline.

The Canterbury district coastal boundaries

stretch from Seasalter, west of Whitstable to

Reculver, east of Herne Bay; an area which

attracts large numbers of visitors and water

sports enthusiasts year round.

Our coastal environment and wildlifeKent is host to a variety of coastal and marine habitats, all of which support important flora and fauna species. North Kent, including Canterbury’s coastal areas, is predominantly sedimentary intertidal mudflats consisting mostly of silts and clays with high organic content. These are highly productive habitats supporting large numbers of predatory birds and fish. They also provide feeding and resting areas for internationally important populations of migrant and wintering waterfowl.A joint management group combining partner local authorities and local

stakeholders aims to protect and promote the natural assets and resources of the north Kent coast.The coastline covered by this North East Kent Marine Protected Area (NEKMPA) group is internationally important for bird and marine life and therefore deserves the highest protection possible. Protected areas within the group’s remit include a Special Area of Conservation (SAC), Special Protected Areas (SPA) and various Sites of Special Scientific Interest (SSSI). These classifications offer natural environments varying degrees of protection and in some cases, the

exclusion of certain harmful activities. The most recent and highest level of marine conservation was made in December 2013, when the Thanet Coast Marine Conservation Zone (MCZ), described as an inshore site, was finally designated by government to

conserve the diversity of nationally rare, threatened and representative habitats and species found within the area. The zone boundaries stretch from the east of Herne Bay, around Thanet to the northern wall of Ramsgate harbour protecting an area of approx. 64 km2.

Other local areas designated for their biological and/or geological importance include the Reculver Country Park, Thanet Coast (Hampton and Long Rock areas), the Swale (Seasalter and Whitstable areas) and Tankerton Slopes.

Rarely seen marine mammals that live in UK waters, including areas off our local coastline can occasionally find their way onto our beaches. If you do spot a sick or stranded animal on the beach, please do not approach it, nor let others, particularly dogs, as it may defend itself and bite. Do not chase or push the animal back into the sea, as this may not be best for the animal. Instead, contact the British Divers Marine Life Rescue (BDMLR) on 01825 765 546 or inform the local Coastguard on 01255 675 518 and allow trained personnel to make a more informed assessment. Should you find the body or remains of one of these animals, please contact Foreshore Services on 01227 266 719.

We work closely with groups such as the UK Cetacean Strandings Investigations Programme who are keen to sample and research possible reasons for marine mammal deaths.

GetinvolvedBy adopting sections of local beach and conducting seasonal litter surveys, communities are showing their commitment to a healthy coastal environment and assist in lobbying for better marine and coastal management at local, national and international levels.

please get in touch with us. We can help plan, arrange and deliver tailored beach visits, helping with all aspects of your trip from risk assessments and the supply of equipment, to information regarding local facilities, tide times and weather forecasts.

Our knowledge and skills base is vast and our involvement in these projects provides coastal visitors with a much broader knowledge and understanding of our marine and coastal environment.

Volunteers gain a sound knowledge of the local wildlife and coastline, while at the same time, helping us to record important information in our fight for cleaner seas.

Marine Environment and Renewable Energy education programme.

The National Trust states that “Evidence of a long-term and dramatic decline in children’s relationship with the outdoors is overwhelming and urgent action is needed to bridge this growing gap before it is too late”.

The P1 Marine Foundation aims to create strong links with young people from any background by providing them with a unique opportunity to develop a relationship with the coastal and marine environment: its threats, offshore wind power and highlights the importance of personal responsibility.

Foreshore Services actively support and deliver a range of unique coastal environmental initiatives. In 2015, we are working in partnership with the P1 Marine Foundation and wind farm providers, Vattenfall, to offer a marine environment and renewable energy programme to students aged 11 to 13 from across Kent and London.

There is no better way to explore the delights of the coast than by bicycle. The charming and varied coastline offers some of the most scenic coastal cycle routes around. There is something for everyone, whether it’s a refreshing short break, a fun family day out or simply a challenge, cyclists (and walkers) can enjoy a refreshing and enriching experience. Kentish Flats Wind Farm was one of the early pioneers in offshore wind in the UK. At the time of its construction in 2005 it set a dual record – the wind turbines were the largest installed in the UK, and it was also the largest wind farm in the country. Since then however, Vattenfall has constructed a sister wind farm in Thanet consisting of 100 turbines which at the time of its construction, was the largest offshore wind farm in the world.

Kentish Flats is located approximately 8.5 to 13km north of Herne Bay and Whitstable and comprises 30 x 3MW Vestas turbines. At its maximum installed capacity, Kentish Flats is capable of generating 90 MW of electricity.

The wind farm is arranged in a regular grid of five east-west rows. Each row contains six turbines and it is located in an area of 10 km2 just outside the main Thames shipping lanes. The spacing between each turbine and each row is 700 meters. The export cable (which carries the electricity ashore) is fed into the UK Power Network via a sub-station at Herne Bay.

Kentish Flats Wind Farm is owned by the Swedish energy company Vattenfall and is serviced from both Whitstable and Ramsgate Harbour. As all staff live locally, it is very much a Kent based operation.

Wind power is an important cornerstone in Vattenfall’s energy mix and the company invests in both onshore and offshore wind power on a commercial basis to contribute to national and EU targets in accordance with the Vattenfall Group directives.

In 2013 Vattenfall obtained consent to extend the existing wind farm and construction will begin in May this year and run through to the end of August (subject to weather).

Extending the wind farm – what will you see from the shore?

There will be a lot of activity out on the water between May and August and different types of vessels will be used to carry out the work.

A jack up vessel (“The Neptune”) will be used throughout the project to create a stable platform from which to construct the wind farm. The jack up vessel has four legs which it will lower into the water and penetrate the sea bed. The jack up vessel will be positioned using tug boats and anchors.

Cable vessel – “BoDo Installer”(81.60 metres x 22 metres)

This vessel (above) made an appearance in our local waters in November 2014 and has multiple uses in connection with the export and array cable pre-trenching work.The BoDo Installer will be doing the mattressing and export cable installation this summer.

Crew Transfer Vessels (approx. 18 metres long)

Crew transfer vessels will be used for crew changes and commissioning activities. This type of vessel is familiar to harbour residents as it is already used to maintain the existing wind farms.

What will be happening and when?May – June

Foundations will be installed. Depending on the wind direction some noise may be heard from the shoreline. Monopiles will be driven into the sea bed using a hydraulic hammer and this will take place from the jack up vessel “Neptune”.

Mattressing. (Right) During installation concrete mattresses will be used to protect cables associated with existing wind farms. Sonar equipment will be used to ensure accuracy when lowering the mattresses onto the existing cables.

Water Safety During the construction period, in the interest of safety, a rolling exlusion zone will be put in place around any vessels working on site and around development area itself.

Temporary navigation lights and permanent identification panels and lights will be installed on all foundations prior to turbine installation. Following turbine installation, the permanent aviation lights, navigation lights and foghorns, positioned on selected turbine foundations with the agreement of Trinity

House (lighthouse,navigation and aviation authority) will be commissioned.

Notice to Mariners will be issued prior to the works and updated regularly so all water users should read these carefully. Vattenfall and their contractors will also keep in close contact with Canterbury City Council’s Foreshore Services who will also post information on their website and, where necessary, on notice boards at Hampton Pier and Neptunes Car Park.

Wind Turbine installation. The new wind turbines will be loaded in Esbjerg onto the installation vessel (BoDo Installer“Neptune”) where they will be taken to site. The turbines will be installed onto the foundation using the jack up vessel mounted crane. Cable Installation. The aim of the coastal park is to improve the 3 miles of explorable, walkable coastline of Herne Bay – forever preserved for recreational enjoyment, to energise locals and visitors, families and lone walkers and wanderers to get outdoors and have a ‘doorstep adventure’.

Supported by Canterbury City Council and Lottery funding, new picnic benches, seating areas, better beach access for the disabled, attractive murals for the Nun’s huts, educational signage and Plan Your Visit online tools will be created and supplied to all.

The park will be more accessible, enjoyable, well-maintained and safer. Helping you to make the most of our coast!

Trails and walks will be set up for nature lovers, fishing points for anglers, photo opportunities for amateurs and enthusiasts as well as picnic and play areas for families.

Coastal clubsHampton Pier Yacht Club The club is a modern and well-equipped sports facility with a keen and active membership. There are a variety of sailing disciplines available within the club along with an active social scene. New members are always welcome.

Moorings and boat storageForeshore Services manage the mooring sites inside Neptune’s Arm at Herne Bay providing sheltered anchorage for several boats all year round.

These moorings are licensed on an annual basis and the 2015 mooring fees are:

All craft - £62.55 per meter (+ VAT) Commercial craft premium - £304.45(+ VAT)

The service also manages the permit scheme for boats stored on public beaches. Although the majority of motor boats are trailered and launched from one of our public launch ramps, there are some owners who choose to level their boats on specified sections of our beaches to negate the need for towing.

With more and more people choosing to holiday at home and increasing numbers of visitors enjoying our coastal areas, the importance of presenting and retaining clean, attractive and well managed beaches is key. With around 14.5 miles of beautiful and almost fully accessible coastline, including vast sections of promenade and cycling routes, our own district has something to offer everyone.Foreshore Services promote and manage our beaches, applying annually for award status administered by the Keep Britain Tidy group. These awards signify not only that our beaches meet the highest standards of beach management but also that water quality, sampled throughout the summer season, is of a good standard.

The district has two main resort beaches; Herne Bay Central Bathing beach and Tankerton Bathing beach. These locations meet the strictest award criteria.Reculver beach achieves a rural, non-bathing award. It is a lovely, quiet, rural beach area that does not have seasonal lifeguard cover.

In addition, there are beach areas including West Beach, Whitstable and Herne Bay where water quality is sampled and publicised and beaches often appear on the Marine Conservation Society’s Good Beach Guide.

Water testing for our local beaches is carried out by the Environmental Agency. Bathing water areas are sampled weekly during the bathing season (15 May to 30 September) and the results are updated and displayed on notice boards and signage at the relevant beach.

The foreshore office is often contacted with the question “Where can I take my dog on the beach?”

There are restrictions and legislation, namely Dog Control Orders, regarding dogs on beach areas within the district.98% of our coast is dog-friendly with the outstanding 2% covered by a seasonal ban.Between 1 May and 30 September dogs are not allowed on two sections of beach. These control orders coincide with our coastal award areas for the health and safety of all beach users.

1. Tankerton bay (between first house and start of beach huts at Safety Point 14 – boundary lines are marked on the promenade).

2. Herne Bay central beach (between Lane End and the pier).

Dog Control Orders also apply to sections of the promenade in the same areas where dogs must be kept on leads.

All access points to both locations clearly display signage, often sprayed onto the promenade relating to these Dog Control Orders.

Owners must clear up after your dog in all areas and at all times. Failure to do so could result in a fine of up to £1,000.

Our lifeguardsThe seasonal lifeguard staff at Herne Bay and Tankerton are trained and assessed by the Royal Life Saving Society (RLSS) and the Surf Life Saving GB. The main duties of a beach lifeguard are:

• To supervise the activities and people on the beach.

• To identify hazards and take preventative measures.

• To endeavour to prevent accidents.

• To provide water-safety and safe sunbathing advice.

• To provide a point of contact for people on the beach.

• To provide basic first aid.Our lifeguards’ hours of duty are 10am to 5pm weekends and Bank Holidays between June and September, and seven days a week during the school summer holidays.If you are interested in becoming a lifeguard, training with our staff or simply finding out more about the service, phone the Foreshore Office on 01227 266 719.

To help keep yourself and your family safe when visiting the beach we would recommend the following:

• Wherever possible, always swim at a lifeguarded beach. Look for the red and yellow flags or go to goodbeachguide.co.uk to search for listings throughout the UK and Republic of Ireland.

• Always read and obey the safety signs, usually found at the entrance to the beach. These will help you avoid potential hazards on the beach and identify the safest areas for swimming.

• When on a lifeguarded beach, find the red and yellow flags and always swim between them as this area is patrolled by lifeguards.

• Never swim alone.• If you get into trouble stick your hand

in the air and shout for help.• If you see someone in difficulty, never

attempt a rescue. Tell a lifeguard, or, if you can’t see a lifeguard, call 999 or 112 and ask for the coastguard.

• Keep an eye on tides. Always check the tide before you enter the water. If you are not sure, ask a lifeguard.

• Be careful not to get cut off by the tide when walking along the shore.

• Always ensure your children are not in danger from the tide when playing on the beach.

• Never think it is safe to wave dodge in rough seas. The sea is unpredictable and what looks like fun could end in tragedy with large waves taking you out to sea.

Should there ever be an emergency situation at the coast a number of agencies may become involved in the incident. The process will start with an emergency 999 or 112 call. The caller would be transferred to the appropriate emergency services and in cases around coastal areas, this is the Coastguard. Operations staff at the Maritime Rescue Co-ordination Centres (MRCC) are then able to call upon or page the most appropriate response for that specific incident in their area. Coastguard units have specially trained teams for all kinds of incidents around the coast. They can also call on the services of the RNLI and rescue helicopters if needed.

Since 1963 the Canterbury district coastline from Reculver to Seasalter has greatly benefitted from being covered by an inshore lifeboat. Crewed by volunteers and based at the RNLI Lifeboat Station at Whitstable harbour, the boat has been launched over 2,500 times for rescues during that period.Emergency calls arise for anything from engine breakdowns at sea, issues caused by the tides and wind direction, to more specific and localised issues such as walkers on The Street and people getting stuck in mud.

A common emergency call locally during the summer months is in reference to inflatable boats being blown away from the shore with their occupants then needing to be rescued. Please adhere to safety advice and don’t use inflatables in offshore winds – when the orange wind stock is flying. The RNLI does offer beach and sea safety advice and welcomes visits from interested groups – young and older, local or from further afield. Foreshore Services do a lot to promote water safety along the coast to help you remain safe at all times. We would like to offer the following advice for people going out on the water:

• Keep your craft well maintained and carry sufficient safety equipment such as lifejackets for everybody, distress flares and a means of communication.

• Check the local weather forecast before going to sea.

• Let someone ashore know your itinery and when you will be returning.

• Keep well clear of, and give way to sailing craft.

• Take training in your sport from a recognised training centre.

• Insure you and your craft for public liability.

• Ensure that you take care when launching and recovering your vessel.

• Be aware of other people on or near to the launching ramps.

Coastal ByelawsWithin the Canterbury district, if a powered craft is within 300m of the shoreline it must not exceed the speed limit of eight knots (roughly 10mph). This is a year round legal restriction. Breaking this simple rule may endanger your own life and the lives of others and may also result in prosecution.

To help identify this limit, 300m is marked by a row of yellow buoys running parallel to the coast. The only exceptions to this ruling are in the designated transit lanes

• Neptune Jetty, Central Parade, Herne Bay – public launching ramp.

• Studd Hill/Hampton Avenue, Herne Bay – public launching ramp.

• Seaview Holiday Village, Swalecliffe – private launching ramp.

• Whitstable Water-ski Club, Beach Walk, Whitstable – private launching ramp.

• Seasalter Ski Club, Faversham Road, Seasalter – private launching ramp.

Powered craft must not enter the designated swimming areas at any time, located at Central Beach, Herne Bay (west of the pier), and Tankerton Beach, Tankerton Bay. These areas are clearly marked by small yellow buoys.To assist all water users to remain safe when using our public launch facilities, please adhere to the following transit lane navigational advice illustrated on the launch site maps and listen to the advice of our ramp attendants and patrol staff.

The Water Safety Committee works closely with Canterbury City Council to ensure that the 14 miles of the north Kent coast from Reculver to Seasalter remains a popular and safe area for all water users.

As this coastline has a large number of very active clubs and organisations, the Water Safety Committee looks to liaise with Canterbury City Council and together, ensure any potential conflict is avoided.

People using any coastal area for whatever reason or activity should have a basic understanding of what makes the water come and go and be aware of where to find this vital information, so here it is.

The ‘tides’ is a generic term used to define the alternating rise and fall in sea level caused by the gravitational attraction of the moon and the sun.

Each tide is a repeat cycle of sea level change in the following steps:

Over several hours the water rises or advances up a beach in the flood. The water reaches its highest level and stops at high water. Because tidal currents stop this is also called slack water or slack tide. The tide then reverses direction and is said to be turning.

Sea level then lowers or falls over several hours during the ebb tide.

The level stops falling at low water and the tidal cycle starts again.

Here on the north Kent coast we experience what are known as semidiurnal tides meaning two high waters and two low waters each day. You’ll notice this when looking at the monthly tidal predictions. The height (Ht) given is the level above Ordnance Datum (OD). Think of this as a general reference point for the whole country.

A positive height reading indicates level above OD and therefore relates to high water while a negative reading indicates height below this level and therefore refers to low water. The bigger the number, either positive or negative, the bigger the tide i.e. for a big negative height, the tide will go out further.

Additional weather conditions may also have a considerable affect on the tides. Atmospheric pressure and friction

forces of the wind on the waters well surface can affect the rate of tide as as determining sea state and wave direction.

The tidal predictions listed in this guide have been produced combining TASK 2000 software with harmonic analysis of previous years recorded data to improve the local accuracy of the predictions.

The tide times listed in this booklet are for he Herne Bay area. Please add 10 minutes for Whitstable times. Tide times for other areas around the coast can easily be found online.
