    Syracuse Received $2.8 MillionFederal Grant for Environmental ImprovementsThe Syracuse Hancock InternaonalAirport has received a $2.8 milliongrant from the Federal AviaonAdministraon for environmentalimprovements as part of the VoluntaryAirport Low Emission (VALE) Program.The new improvements are said toreduce the airports carbon footprintand lower emissions.

    The VALE Program was created in 2004to help airports meet their state-relatedair quality responsibilies under the

    Clean Air Act and reduce all sourcesof airport ground emissions. Gateelectricaon and pre-condionedair units will be installed by the cityof Syracuse at 15 aircra/passengerboarding gates at the airport.

    The project will replace fuel-poweredunits at 11 gates, and install new unitsat four addional gates. The newpre-condioned air units will run onelectricity, reducing emissions and theairports carbon footprint.

    Syracuse airport has been goingthrough several changes andrenovaons. Recently, the airportmodernized their security line andopened new concessions with a $60million expansion project. The airportwas also recently selected as a newsite for the TSA Pre-Check program,allowing pre-registered frequenttravelers to use an express securityline.

    Feds award Syracuse

    $1.5M to battle gang violenceSYRACUSE, N.Y. (AP) -- The city ofSyracuse is geng nearly $1.5 millionin federal funding to help it balegang-related violence.

    The U.S. Department of Jusce ocialssaid Monday that the grant will beused to set up a new gang intervenonprogram on the citys south side.The grant is one of just six awardednaonwide through the agencysjuvenile jusce and delinquencyprevenon program.

    Syracuses new an-gang violence

    program will focus on suppression,social intervenon, providingopportunies and mobilizingthe community. Ocials say theintervenon team members willinclude members of law enforcement,human service agencies andcommunity organizaons.

    Gang violence has been an ongoingproblem in Syracuse, where lawenforcement agencies have takendown six gangs and charged about 130gang members since 2002.

    70 Year Old Man Dies of Injuries in Suspected Knockout GameA 70-year-old man who was in thehospital in crical condion aeran unprovoked aack outside aconvenience store by a Syracuseteenager, took a turn for the worst anddied of his injuries Wednesday.

    James Giord was walking across theparking lot outside a 7-Eleven storefor his usual trip for doughnuts and anewspaper when he was aacked andbeaten twice.

    Romeo Williams, 18, hit Giord inthe face, knocking him unconscious.Williams then entered the store andcelebrated by taking o his hat andholding it up in the air and smilingbefore going back outside to beat andkick Giord.

    Four men with Williams eventuallypulled him o Giord.

    Video surveillance captured theknockout, the celebraon and thebeang.

    Williams was charged with second-degree assault aer the beang ofGiord. Any addional charges due toGiords death will be decided by theOnondaga County District Aorneysoce.

    Aorney James McGraw says he has

    represented Williams before buthasnt been contacted by him aboutthe assault charge.

    Police are invesgang if Giord wasthe vicm of a so-called knockoutgame.

    A 51-year-old man was aacked atrandom earlier this year and twoSyracuse teens were sentenced toprison.

    Ghouls and Zombies Fill City HallAtrium as Part of CRAVE Festival

    If you heard Michael Jacksons 1983classic song Thriller coming from theCity Hall Commons Atrium, on yourway in you wouldve seen dozens ofpeople dressed as ghouls and zombiesdancing in a ash mob as part of theCRAVE fesval.

    The Central New York Jazz ArtsFoundaon partnered with theSyracuse Convenon and VisitorsBureau and Syracuse University-aliated Connecve Corridor to hostthe fesval.

    Originally scheduled to take placeoutside, the ash mob was movedinside due to the rainy weather.Before the dance, parcipants weregiven a Thriller dance lesson by

    choreographer Shannon Tompkins atthe Red House Arts Center on S. WestSt. The dance lesson was followedby costumes and makeup at the RedHouse, La Dolce Vita and XL Projectswhere they were turned into zombiesand ghouls.

    The CRAVE arts interacve fesvaland conference, meaning CulvangResources in the Arts for Value inOur Economy, lasted for two daysand featured ashed mobs, poetry,music, theater, art and lm that tookplace around the Connecve Corridor,downtown Syracuse and SyracuseUniversity.

    Mulmedia arst, composer andarst-in-residence Paul Miller, or DJSpooky, headlined the event.

    Height warningsystem is working on NY bridge

    SALINA, N.Y. (AP) _ A height warningsystem installed aer a double-deckerMegabus slammed into an overpass onOnondaga Lake Parkway in suburbanSyracuse has alerted more than 400drivers since it was installed.

    The local media reports that only onevehicle has struck the bridge sincethe warning system was installed inOctober 2011. Before that, the bridgewas struck an average of twice a year.

    The Megabus crash in September2010 killed four and injured 24. In itsaermath, there was much debateover what to do about the too-lowbridge.

    The state decided to install a one-of-a-kind detector system to warndrivers their vehicle was too tall. If anoverheight vehicle is detected, ashinglights and a big sign tell the driver topull over.

    Syracuse Model Neighborhood Facility,Inc. (SMNF, Inc.) under the direconof Sharon F. Owens, held their rstAnnual Meeng Thursday.

    Owens, who was appointed CEO inMay of this year, laid out her visionfor the center including expanding ontheir current programs and diversifyingthe centers revenue streams.

    As I envision the next level ofgrowth and development for SMNF,Inc., I see potenal for our youthand family services; HIV/AIDSprogramming; community services;the Family Planning Program and its

    three reproducve health clinics andthe Southwest Community CenterCampus, Owens explained.

    Owens says she envisions a communitycampus concept that not only involvesthe South West Community Centerbut its neighborhood partners: thebusinesses, not-for-prots, communitystakeholders and the residents of thesurrounding neighborhood. Thisbuilding is more than just a building,its part of a larger neighborhood.We are a campus. We aect thelarger neighborhood and the largerneighborhood aects us.

    With annual revenue of $2.3 million,the center appears to be on solid

    nancial foong; but Owens says theysll have a lot of work to do. Almost80% of our revenues come fromhealth services we provide. No agencycan connue to sustain itself withthat kind of weight on one businessline, Owens said. Weve got to lookat other funding opportunies. Wehave some fund-raising ahead of us tohelp us get to a place where were notpigeon-holed through public funds buthave some exibility.

    Syracuse Residents Prepare for Shopping in Health MarketplaceA website, phone service as well asthe opportunity to buy in-person willbe available to the over 50,000 peoplein Central New York who do not havehealth insurance.

    The New York State of HealthMarketplace will open online forpeople to make the purchase Tuesdaywhen Obamacare, a large part of theAordable Care Act, begins.

    open enrollment which will allowpeople to shop around and comparethe prices and coverage that willbest suit their needs. There will alsobe people available that will help

    insurance shoppers navigate thewebsite, choose a plan and nd taxcredits. Some people have neverpurchased a health care plan, sothese hired paent navigators willbe in Syracuse and other locaonsthroughout the state, making surepeople have all the resources they willneed.

    Everyone is welcome to themarketplace, including small-businessowners. In addion, lower costs andnew subsidies have been created tomake it easier for low-income families,or those who make less than $46,000annually, to buy insurance.

    Previously, $360 a month was thecheapest opon through HealthyNew York, which some communitymembers said they sll found to beincredibly expensive. However, with

    the new plans available, the costs willbe conngent upon income and familysize as well as whatever subsidies aperson acquires.

    OSHA cites upstate NY manufacturer for safetySYRACUSE, N.Y. - (AP) -- Federal ocialshave cited an upstate New Yorkmanufacturer for 16 safety violaonsaer a fatal forkli accident.

    Naonal Pipe and Plascs, Inc. of Vestalhas been cited by the OccupaonalSafety and Health Administraon for

    serious violaons of workplace health

    and safety standards. OSHAs ndingscome aer a March accident involvinga truck driver working for a separatecompany who was hit by a forklidriven by a Naonal Pipe employee.

    OSHA inspectors determined that twoof the violaons found following a

    March inspecon related to the truck

    drivers death. Inspectors said theforklis backup alarm didnt workand the forkli drivers view wasobstructed.

    Company president Dave Culbertsonsaid Monday that Naonal Pipe iscontesng the ndings. He says they

    are without merit.

    Syracuse pizzeria worker fatally shot in robberySYRACUSE, N.Y. (AP) -- Police say aSyracuse pizzeria worker was fatallyshot aer trying to negoate with anarmed robber.

    Local media report that 38-year-old Shqair Shqair died in a hospitalTuesday aer being shot during anearly-morning shoong at the counter

    of Sabanos Pizza and Deli.

    demanding money when he was shot.

    President Obama Calls for End to Gun Violence in City StreetsBy Hazel Trice Edney

    (TriceEdneyWire.com) In rareremarks about his hometown ofChicago, President Obama has called

    for an end to the scourge of gunviolence that has plagued Americafor decades in Black neighborhoodsand is becoming increasingly commonin mass shoongs in unpredictableplaces such as schools, movie theatresand among civilians on military bases.

    And nally, we cant rest unl allof our children can go to school orwalk down the street free from thefear that they will be struck down bya stray bullet, the President said toapplause at the Congressional BlackCaucus Annual Phoenix Awards DinnerSaturday night. Just two days ago, inmy hometown of Chicago, 13 peoplewere shot during a pickup basketball

    game, including a 3-year-old girl.Tomorrow night Ill be meeng andmourning with families in this city whonow know the same unspeakable griefof families in Newtown, and Aurora,and Tucson, and Chicago, and NewOrleans, and all across the country- people whose loved ones weretorn from them without headlinessomemes, or public outcry. But itshappening every single day.

    The last me President Obama spokeas strongly about gun violence, itwas in his State of the Union AddressFeb. 12, only weeks aer the Jan. 29shoong death of majoree Hadiya

    Pendleton, a 15-year-old Chicago teen,who had parcipated in his inauguralparade. That was also only two monthsfollowing the mass shoong of 20children and six adult sta members atthe Sandy Hook Elementary School inNewtown, Conn.

    We fought a good ght earlier thisyear, but we came up short. And thatmeans weve got to get back up andgo back at it. Because as long as thereare those who ght to make it as easyas possible for dangerous people toget their hands on a gun, then wevegot to work as hard as possible for thesake of our children. Weve got to beones who are willing to do more work

    to make it harder, he said to applause.

    The President also indicated hisunderstanding that gun controlalone is not the answer. Among thehardest hit neighborhoods around thecountry, including Chicago, Balmore,Detroit, St. Louis, Philadelphia; andNew Orleans are places that are alsoplagued by gross poverty, drugs, gangsand hopelessness topics that thePresident also rarely address, but,

    vaguely alluded to on Saturday.

    So weve got to do more to rebuildneighborhoods, help some of thehardest-hit towns in America get back

    on their feet, he said. Weve got toraise the minimum wage. Nobodywho works full-me in the wealthiestnaon on Earth should have to raisetheir children in poverty. Those areghts we need to win.

    In Chicago, the 3-year-old boy, amongthe 13 shot Sept. 19, remains incrical condion aer he was shotin the cheek. No one was killed inthat parcular shoong, but at leasttwo other minors were also injured.Deaths by homicide have become aregular occurrence in American cies.Last year, more than 500 were killed inChicago,

    Talks of gun control legislaon zzledout early this year as Republicans andDemocrats remain polar opposites onthe polical issue. As Black newspapersand media have long reported on thestruggle to end the carnage basedon the need to address deep socialissues, the debate over guns and gunlaws was thrust back into the naonalmedia last week aer 12 people werekilled by a mass shooter at the NavyYard in Washington. The shooter wasthen killed by police.

    The morning aer the CBCF dinner,President Obama spoke at a memorialfor the vicms. His remarks recalledjust how common violence really has

    become in America.

    On the night that we lost Marn LutherKing Jr. to a gunmans bullet, RobertKennedy stood before a stunned andangry crowd in Indianapolis and hebroke the terrible news. And in theanguish of that moment, he turnedto the words of an ancient Greekpoet, Aeschylus: Even in our sleep,pain which cannot forget falls dropby drop upon the heart unl, in ourown despair, against our will, comeswisdom through the awful grace ofGod.

    Robert Kennedy himself would be

    felled by an assassins bullet only twomonths later. His brother, PresidentJohn F. Kennedy, was assassinated veyears earlier.

    Despite the increasing commonnessof Americas gun violence, the press toend it has been mainly by those whorefuse to accept it. President Obamahas promised to be one of those driven by the quest to end the humansuering.

    The tragedy and the pain that bringsus here today is extraordinary. It isunique. The lives that were taken fromus were unique. The memories theirloved ones carry are unique, and theywill carry them and endure long aerthe news cameras are gone, he saidat the Navy Yard Memorial. But partof what wears on as well is the sensethat this has happened before. Part of

    what wears on us, what troubles us sodeeply as we gather here today, is howthis senseless violence that took placein the Navy Yard echoes other recenttragedies.

    Facing a polical uphill bale, whatthe President is able to do about thetragedies and how, remains a mystery.But, concluding his speech to theCBCF, he at least promised to staycommied: Were going to have tokeep marching. And Im proud thatIll be, at least for the next three anda half years here in Washington andthen a whole lot of years aer that, Imgoing to be marching with you.

    In its latest report

    on sentencing,the SentencingProject notedthe glaring racialdisparies inlife withoutp o s s i b i l i t yof paroles e n t e n c e s .Blacks are muchmore likely toreceive thissentence than

    whites. The Sentencing Project ckedo the usual checklist of reasonsfor this: pifully inadequate legalrepresentaon, prosecutorial andjuror racial bias, the connuing publicclamor for tough sentencing, and thegrowing sense that its cheaper, easier,and legally less messy to impose a lifesentence without possibility of paroleon the convicted than the deathpenalty.

    But what happens when thosereceiving life without parole are notrapists and murderers which is theassumpon that most of those lockeddown for life are, but are non-violentoenders? There are thousands ofthem.

    More than 10,000 persons are nowlocked up in Americas jails for life withno chance of release. The majority ofthese non-violent oenders are therefor either drug oenses or propertycrime. Though they did not rape,bomb or kill anyone in the commission

    of these crimes, the number of non-

    violent oenders serving lifemesentences has steadily increasedduring the past decade. The numberof life sentences without parole hassoared for violent oenders to morethan 100 mes the number in 1980.The U.S. stands virtually alone amongthe major industrialized naons inimposing life without parole for acrime other than the most heinous. InBritain, life without parole is imposedonly for homicide and even then itgenerally must involve an aggravangfactor such as child abducon, tortureor terrorism. According to a studyby the University of San FranciscoSchool of Laws Center for Law andGlobal Jusce only 41 prisoners wereserving life terms without parole inthat country. By contrast, more than40,000 persons are serving life withoutparole sentences in the U.S.

    Occasionally, one of those sentencedto life without parole makes brief newsbecause their sentence for stealingvideotapes or a clothing item, or beingan accomplice, wingly or unwingly,in a drug deal, seems so out of thepale that it brings a momentary publicgasp, and shouts about the injusceand unfairness of such a sentence.U.S. Aorney General Eric Holder drewaenon to these kinds of cases whenhe called for a sharp reversal in harshsentencing for many persons that arenot violent oenders, and who arelikely to be black or Hispanic. Holdercited not just the unfairness of thissentence but the staggering nancial

    cost, not to menon the human cost

    of them.

    Yet, only one state out of the ystates does not have some form of lifewithout parole statute on its books.The life without parole means exactlythat in six states and the federalsystem which eliminated the parolepossibility for such a sentence in 1987.The states have taken their cue fromthe federal sentencing guidelines thatproscribe 43 levels of punishment forcrimes. Level 43 is the most severe,and it includes life without parole forcertain types of non-violent oenses.

    Though Holder has called for a newlook at and approach to the types ofsentences handed down, and whogets the toughest sentences, thelife without parole sentences havebecome more the norm in sentencingtoday than in the past because theyserve a handy purpose. They area perfect foil to the death penalty.There are endless levels of state andfederal reviews, appeals, and oenunfavorable public aenon drawn toa death sentence. The cases are meconsuming, and costly and they arepaid for with the taxpayers dime. Alife sentence without parole skirts therigor and drawn out legal requirementsof death penalty appeals and review.At the same me, life without parolesentences sll sates the publicsdemand for a harsh punishment forcrimes. State courts have been willingeven eager parcipants In handing outmore and more life sentences without

    parole since these sentences are not

    held to the same scrupulous standardsof review that a death penaltysentence is, and they are not subjectto review as death penalty cases are.

    Theres lile doubt as Holder andothers have noted that the U.S. is wildlyout of step with all Western naonsin how it sentences its oenders,and more parcularly who thoseoenders are likely to be namely, thepoorest, and minories. Few have anyreservaon that those who wantonlykill, maim, torture, and rape shouldbe put away for the longest stretchesand that this serves societys interestsand security. But for someone whosecrime is peddling marijuana or for theor identy fraud as one defendant inGeorgia was guilty of and sentenced to150 years hardly serves that interest.This is punishment pure and simplethats far beyond cruel and unusual.

    to strengthen the economy in Blackcommunies, the organizaon, underthe leadership of Board Chairman,Congressman Chaka Fatah, (D-Pa.),announced it would invest $5 millionwith Black banks, as part of a broadereort to increase the availability ofloans for businesses and individualsin African-American communies. I

    applaud the CBCF for this iniave;it is a great example of how we canleverage the dollars over which wehave control and stewardship.

    Congratulaons to the leadershipgroup: A. Shuanise Washington,President and CEO, Congressional

    Black Caucus Foundaon; MichaelGrant, president, Naonal BankersAssociaon; B.     Of course, aer my kudos come myquesons. As commendable as theacons of the CBCF are, they do bringforth quesons in my mind regardingother instuons, organizaons, andassociaons. I want to start with

    the NAACP because Mr. Ben Jealousrecently announced his resignaon,and while doing so lauded theorganizaons tremendous increasein fundraising under his leadership.Under Jealous, the donor base grewfrom 16,422 in 2007, just before hestarted, to 132,543 last year. Revenue

    has grown from $25.7 million in 2008to $46 million in 2012, according to anarcle in USA Today.

    $46 million is a lot of money. Howmuch is deposited or invested in Blackbanks, NAACP? With both HarborBank and Industrial Bank in theimmediate vicinity of NAACP naonalheadquarters, I am sure most - if notall - of those funds are already nestledaway and doing great work in thosetwo ne Black banks. The CBCF had$5 million and they did the right thing

    Two years agolast week, thestate of Georgiaignored the facts,doubts and pleasof hundreds ofthousands ofpeople and killedTroy AnthonyDavis. Today, onthe anniversaryof his execuon,we rededicate

    ourselves to ending the immoral,biased and ineecve pracce ofcapital punishment.For 15 years, we fought alongsideTroy to clear his name for the killingof Savannah Police Ocer Mark AllenMacPhail. Troy remained adamantabout his innocence to his last breath.As explained in the new book I AmTroy Davis, by author Jen Marlowe andTroys sister, Marna Davis-Correia,the case against Troy lacked conclusiveevidence aer many of the keywitnesses recanted tesmony fromthe me of the original trial.

    In the last weeks of Troys life, theGeorgia State Board of Pardons andParoles received 663,000 peonsfrom people imploring the group to

    reconsider the execuon given thesheer amount of doubt surroundingthe case. World gures, includingPope Benedict XVI and former U.S.President Jimmy Carter, human rightsgroups and commentators urged theexecuon to be halted -- all to no avail.

    In the hours before his death, theNAACP held a rally and lobbied theDepartment of Jusce to intervene onthe grounds of a civil rights violaon.The glimpses of sadness and quietresolve I saw on the faces of Troysfamily when his death becameimminent will stay with me forever.The last me I saw Troy, he told meThis movement started before me,and it needs to connue, no maerwhat, unl we destroy the machineryof death.

    While many of the supporters whostood in solidarity with Troy haveput away their signs and returnedhome, the bale to end the shamefulpracce of capital punishment wageson in his name. Side by side with Troysfamily, we remain on the frontlines ofthis ght to abolish a system that isineecve and steeped in racial bias.

    Racial disparies pervade everycomponent of the jusce system. A

    report from Amnesty Internaonalconcluded that 77 percent of peopleexecuted since 1977 were peopleconvicted of crimes involving whitevicms, compared to only 15 percentof people executed for killing blacks. Afull 42 percent of the 3,100 inmates ondeath row are people of color.

    Furthermore, we know that the deathpenalty is a poor deterrent of crime.FBI data shows that all 14 stateswithout capital punishment in 2008had homicide rates at or below thenaonal rate.

    The only eecve way to deterkillings in our streets is to ensurejusce is swi and certain. In orderto do so, we must ensure both thatwe have police leadership that buildsstrong partnerships and trust withall communies and also that theyhave enough ocers and detecvesto ensure every homicide in everycommunity is responded to with therequisite resources to nd and catchkillers quickly.

    Since Troys death, we have madedenive strides in our eort to end thedeath penalty. We have worked witha diverse and mulfaceted coalionof advocates including Amnesty

    Internaonal and the NaonalCoalion to Repeal the Death Penaltyx our naons broken jusce system.Last year our work led to Conneccutrepealing the death penalty. This year,Maryland became the rst state southof the Mason-Dixon Line to do thesame. Those two states now join NewJersey, New York, New Mexico andIllinois as the h and sixth state insix years, and the 17th and 18th in thenaon to abolish the death penalty.

    Our strategy is clear. Our strategyis simple. We will outlaw capitalpunishment in a majority of states,and then we will go to the UnitedStates Supreme Court and make theargument that the punishment is cruelby its very nature but also unusualbecause most states have passed lawsagainst it.

    I Am Troy reminds us that eachyear September 21 will serve as botha solemn anniversary and a call toacon. It is and will connue to bean annual reminder that jusce andcommon sense we end this brutalpracce of capital punishment.

I know theremust be, in light of the fact that youwork hard to establish new businessesand create more jobs. Surely the CBCFhas nothing on you, right? This isnot a trivial or unimportant queson.Here in my hometown, back in 1996-99, a Black owned credit union wasstarted just across the street from our

    local Urban League Oce Building.Although asked to do so, the UrbanLeague did not have an account atthe credit union. I know this is 2013and we are much more enlightenedand conscious nowadays. But, Im justsaying, you know?

    All right Al Sharpton, youre up next.How many millions does the NaonalAcon Network (NAN) have in Black-owned banks? With your clarion callfor, Jobs! Jobs! Jobs! surely NAN hastaken the economically posive stepof keeping its funds in banks that canhelp create those much needed jobs. Iknow your thing is polics, but policsis supported, guided, and controlled

    by economics, so I have no doubt thatyou have already carved out a niche ina Black bank and allowed your moneyto good work for our people.

    Uh Oh, I am running out of space.So what about the rest of our Blackorganizaons? Rainbow PUSH,SCLC, Masons, Shriners, Fraternies,Sorories, Social Clubs, Links, Blackentertainers, Black rappers, Blackathletes, Black business owners? Areyou even considering pung someof your millions into Black banks?Between Jay-Z and P. Diddy, whorecently talked about losing a milliondollars to another rapper, thats afew hundred million right there. TakeLeBron, Kobe, Tiger, Serena, andVenus; what an impact they couldmake on a Black bank balance sheet.

    Get the picture?

    Finally, as I close, Black churches,where is your money? Is any of itsing in a Black bank? Churches thatare domiciled in cies where Blackbanks exist should all have accountsat those banks/and or credit unions.Can you hear me talking, Durham,North Carolina, where the oldest Blackbank resides? There is also Internetbanking; not denying the importanceof a local bank relaonship, but somechurch funds could be invested in anout-of-town bank.

    This is too easy, brothers and sisters,and its all about a Biblical principle:

    Good stewardship. Its now me forthe altar call. Let the Black church say,Amen!
