SPECIAL PROVISION

Project No. X2510 TMC Video Wall Upgrade

Section 1 - TMC Video Wall Upgrade

1.01 General Description

Furnish and install hardware and software components needed to upgrade and modernize the existing Video Wall in the Cobb

County TMC facility.

This work includes installation, acceptance testing, warranty, and maintenance of items that are subsystems or elements of

the TMC Video Wall.

The Contractor must be a factory certified integrator that has integrated similar video walls in the State of Georgia within the

past three (3) years. Network integrators shall have CCNA certification, or approved equivalent.

1.01.03 Submittals

A. General

Provide submittal data for all equipment, materials, test procedures, and routine maintenance procedures required for all

video wall components being furnish within sixty (60) calendar days after the Notice To Proceed and prior to any installation.

Submit to the County for approval, two (2) copies of the manufacturer’s descriptive literature (catalog cuts), technical data,

operational documentation, service and maintenance documentation and all other materials required within these

specifications. An electronic copy, which includes all the aforementioned documents, shall be placed on a CD as pdf

documents and delivered to the County.

Provide submittal data that is neat, legible, and orderly. Neatly organize each package of submittal data and separate by

hardware item (where applicable).

B. Equipment

Materials submittal data for items specified herein shall include, but not be limited, equipment performance and technical

specifications, electrical/power specifications, size/weight/mounting configuration requirements, and environmental

operating conditions.

Provide a diagram showing the location of all equipment within the TMC, prior to any installation activities at the site.

Include in this diagram the dimensions, power requirements, power service materials and heat dissipation specifications for

all of the equipment.

C. Schedule

Provide a project schedule that details all tasks being performed from Notice To Proceed to System Acceptance. The

schedule should detail all major deliverables and milestones.

1.02 Materials

1.02.01 General

Provide all equipment, materials, and work in accordance with all manufacturers’ recommendations.

1.02.02 Video Wall Modules

The existing video wall in the TMC consists of eight (8) rear-projection 80” modules that are Barco OV-815 models. The

Contractor shall remove the existing light engines in the video wall modules and replace them with manufacturer

recommended LED light engines. Provide LEDs that have a minimum lifespan of 60,000 hours.

Provide video calibration sensors and software that will establish a uniform display across all of the video wall modules. The

sensors shall measure the brightness and color of each module and the software shall calibrate each module to create a

uniform display on the video wall. This calibration process shall run in the background and not require any downtime of the

video wall. At no time should the calibration process lower the display brightness below 150 cm/m2. If any single display

cannot reach this minimum brightness then the video calibration software shall return an alert to the video wall operator.

1.02.03 Video Processors

The existing video processors in the TMC consist of four (4) dual-display units that are Barco NGS-D220 models. The

Contractor shall remove the existing video processors in the video wall and replace them with two (2) new units that provide

the following minimum functionality:

• Four (4) display ports that are DVI compatible and support up to 4K-UHD

• 4 GB memory

• Quad-Core 4 GHz processor

• NVDIA Quadro-series graphic card

• Ethernet connection with speeds up to 1 Gbps

• Ability to display network streams that are H.264, MPEG-4, MPEG-2, and MJPEG

• Compatible with the video wall modules upgraded under this contract

1.02.04 Control Software

The existing video wall control software is Barco Control Room Management Suite (CMS) version 2.9 that is installed on a

virtual (Hyper-V) Linux server in the TMC. The existing software licenses are divided as such within the County:

The control software shall support input sources directly over the local area network and the public internet. This includes

websites and video streams with IP addresses.

The provided server software license must enable the County to utilize primary and back-up virtual application servers.

Provide a solution that will create a tour of selected video inputs to process on a single output. The solution may be hardware

or software based and allow a user to select any number of video inputs and the length of time to stay on each input.

1.02.05 Delivery, Storage, and Handling

1.03 Construction Requirements

1.03.01 Personnel

Have trained personnel available for troubleshooting and problem solving until all equipment is fully functional and ready to

start the acceptance phase. For this Special Provision, “available” is defined as being able to respond to phone calls within 2

hours and respond to onsite requests within 2 business days.

1.03.05 Construction

A. General

Perform all work in accordance with all manufacturers’ recommendations.

Install all equipment in new and/or existing equipment racks and equipment frames in accordance with the equipment

manufacturer’s recommendations, including mounting, interconnection wiring, and electrical service. Furnish and install all

mounting hardware and incidental materials, including fasteners and auxiliary supporting frames/brackets, as recommended

by the manufacturer. Furnish and install all miscellaneous hardware, materials, wiring/cabling, configuration, and any other

incidental items necessary for fully operational components and subsystems.

Provide proper electrical service, including grounding and current rating, in the equipment racks and equipment frames for all

hardware installed under this project. This requirement includes existing and new equipment racks and equipment frames.

Obtain County approval prior to installation of all electrical service for hardware in the TMC. Furnish and install additional

power outlet strips in new and existing equipment racks and equipment frames if needed for the new equipment.

For any equipment that is not rack mountable with “rack ears”, provide perforated shelves and secure all shelf-mounted

equipment with rack mounting hardware.

For any equipment, accessories, or cabling that it is removed and not reused, the Contractor shall take possession of the items

and dispose of or recycle them according to manufacturer recommendations.

B. Video Wall Modules

Install new LED light engines according to manufacturer requirements. Do not damage the existing screens or mounting

structure. Maintain the current resolution (SVGA+, 1400x1050) and aspect ratio (4:3) of the existing video wall modules.

Configure the video calibration sensors and software in accord with manufacturer’s requirements.

C. Video Processors

Install the new video processors such that up to four video wall modules are integrated with each processor. Install the new

video processors in the existing equipment rack cabinet. Integrate the processors with the LAN as directed by the County.

D. Control Room Software

Install the upgraded control room software on the existing virtual server. Configure and integrate each client of the software

within the County. Integrate with the LAN as directed by the County.

E. Patch Cords

Label all patch cords using cable identification numbers as directed by the County.

Apply cable labels at each end and in the center of the cable. Use printer-generated adhesive overlapping cable labels.

Neatly route, dress, and secure patch cords in the equipment racks or frames and at both ends. Use all available cable

management devices and/or trays. Route patch cords only vertically on the sides of the equipment racks and frames or

horizontally across the bottom or top of the racks and frames; no diagonal routing is permitted. Follow all manufacturer’s

recommendations including bend radius requirements during all patch cord installation.

1.03.06 Quality Acceptance

A. General

Fully maintain all equipment prior to final acceptance.

Perform all testing in the presence of County staff. Notify the County of a desired test schedule no less than 30 calendar days

prior to beginning the testing. Do not conduct any testing during any State or Federal holiday.

B. Test Plan

The Contractor shall provide a test plan and procedures for review and approval by the County prior to any testing. Include in

the test plan and procedures, as a minimum, the following tests:

• Device or system power-on self-test

• Conduct visual inspection of device or system to confirm presence of all components and features specified by the

Contract specifications and otherwise customarily provided by the manufacturer

• Test using the built-in manufacturer’s product or system diagnostics to confirm proper performance

• Test all input and output ports

• Demonstrate that all functional features of the device or system are operational

• An operational test demonstrating equipment performs as intended and as prescribed by the manufacturer and meets

the requirements of the Contract specifications

• Configure the components of the device, make necessary settings or adjustments, and power-on according to the

manufacturer’s instructions

C. Overall System Testing

While each individual device and subsystem requires specific testing, the overall system requires detailed testing to

demonstrate that the system is fully integrated and forms a complete and usable system.

Acceptance of the overall system requires successful completion of all individual subsystem tests and then completion of an

overall 30 day burn-in period of the complete system once it is fully integrated and functioning as a complete system.

D. Burn-in Period

Provide a 30-day burn-in period for all work and equipment. The burn-in period shall consist of full operation of the entire

system from the TMC.

Commence with the burn-in period upon written authorization by the County to commence. Terminate the burn-in period 30

consecutive days thereafter unless an equipment malfunction occurs. Stop the burn-in period for the length of time any

equipment is defective. After repairing the equipment, the County shall determine that it functions properly.

Successful completion and acceptance of the burn-in period will be granted on the 30th day unless any equipment has

malfunctioned during the burn-in period. If any equipment has failed during the 1st through 15th day, then the final

acceptance shall be withheld until all the equipment is functioning properly for 30 consecutive days after repair. If any

equipment has failed during the 16th through 30th day, final acceptance will be withheld until all the equipment is

functioning properly for 15 consecutive days after repair.

When a specific piece of equipment has malfunctioned more than three times during the 30 day burn-in period, replace that

equipment with a new unit and repeat the 30 day burn-in period, restarting at day 1 unless otherwise permitted by the County.

During the burn-in period, maintain all work in accordance with the Specifications. Restore any work or equipment to proper

operating condition within 12 hours after notification.

The County shall provide expeditious notification to Contractor upon failure or malfunction of equipment.

E. Burn-In Period Acceptance

The County will make burn-in period acceptance after satisfactory completion of the required burn-in period and based on a

comprehensive inspection of the complete system in accordance with the Specifications. Upon burn-in period acceptance but

prior to Final Acceptance of the entire Contract, maintain the system in accordance with all contract requirements.

F. As-Built Documentation

Submit as-built documentation of all work provided in accordance with this specification prior to Contract final acceptance.

Include in the as-built documents the following documents as a minimum as they are applicable. Supply manuals and wiring

diagrams at the time of installation. Deliver as-builts no later than 30 days after completion of installation or as otherwise

specified in this Special Provision. Provide complete and accepted as-builts, which shall be reviewed and approved by the

County prior to any final acceptance or payment.

Furnish the following documentation:

• Operator’s manual containing detailed operating instructions for each different type of equipment.

• Manufacturer’s manual containing detailed preventative and corrective maintenance procedures for each different

type or model of equipment.

• Diagrams showing system interconnection cables and terminations. Include a diagram showing the location of all

equipment in the new equipment racks.

1.03.07 Contractor Warranty and Maintenance

A. General

The Contractor shall provide warranty and annual maintenance services according to this Special Provision. Services covered

by the warranty shall be incidental to the TMC Video Wall Upgrade pay item. Services covered by the annual maintenance

shall be incidental to the appropriate TMC Video Wall Annual Maintenance pay item.

B. Warranty

Provide a 2-year Manufacturer’s support (usual and customary warranties) period for all equipment, materials, hardware,

software, and firmware furnished and installed. Include in warranty and support all Contractor or Manufacturer activities

related to maintenance, removal and replacement of parts and materials during the period of support. Begin the Manufacturer

warranty support period upon successful completion of testing including the 30 day burn-in period. All Manufacturer

warranties shall be continuous throughout the period and state that they are subject to transfer to Cobb County.

C. Maintenance

The annual maintenance component of this Special Provision will be optional and authorized annually at a fixed price at the

discretion of the County. For this Special Provision, “obsolete” is defined as any equipment that has been given an end-of-life

notice by the manufacturer, regardless of whether the manufacturer still provides product support or not.

Provide an annual maintenance agreement that starts at the completion of the 2-year warranty period and covers a 12-month

period. The agreement shall provide preventative maintenance and support services that will keep the TMC video wall fully

functional.

Provide the following services for the annual maintenance period starting after completion of the warranty period and

covering the 3rd year after system acceptance:

• Perform all preventive maintenance services recommended by the equipment manufacturer. This include a minimum

of 1 on-site preventative maintenance occurrence during the 12-month period.

• Perform firmware and software updates on all equipment within 30 days of release by the equipment manufacturer,

or at a later date as directed by the County.

• Provide unlimited phone support from a qualified professional with a call-back time of 2 hours during normal

business hours.

• If issues are not resolved with phone support, provide on-site maintenance from a qualified professional with a

response time of 2 business days.

• Replace defective parts and equipment regardless of the current warranty status.

Provide the following services for the annual maintenance period covering the 4th year after system acceptance:

• All services listed above for the previous years.

• Replace any hardware or software that has become obsolete in the previous year.

Provide the following services for the annual maintenance period covering the 5th year after system acceptance:

• All services listed above for the previous years.

• Perform all preventive maintenance services recommended by the equipment manufacturer. This includes a

minimum of 2 on-site preventative maintenance occurrences during the 12-month period.

Provide the following services for the annual maintenance period covering the 6th year after system acceptance:

• All services listed above for the previous years.

Provide the following services for the annual maintenance period covering the 7th year after system acceptance:

• All services listed above for the previous years.

1.03.08 Training

Provide training as required herein. Include with training all supplies, equipment, materials, handouts, travel, and subsistence

necessary to conduct the training. Furnish a training notebook in a labeled 3-ring binder to each trainee.

Provide operations and maintenance training on the Video Wall equipment in the TMC. Personnel trained by the equipment

manufacturers and authorized by said manufacturers shall perform the training. Provide operations and maintenance training

for up to twelve (12) people. Include in this training both classroom training and hands-on training. Provide a course content

of, at a minimum, the following:

• Equipment set-up and configuration

• Diagnostic and maintenance

• Performance tuning

1.04 Measurement

TMC Video Wall Upgrade will be paid for by lump sum, including furnishing labor, materials, tools, equipment, and

incidentals required to complete the work including testing, training, and warranty period.

TMC Video Wall Annual Maintenance (__) will be paid for by lump sum for each year that is authorized by the County,

including furnishing labor, materials, tools, equipment, and incidentals required to complete the work described in this

Special Provision.

1.04.01 Limits

1.05 Payment

The lump price bid for TMC Video Wall Upgrade covers all Items of work in this Specification including furnishing labor,

materials, tools, equipment, and incidentals required to complete the work including testing, training, and warranty period.

The lump price bid for TMC Video Wall Annual Maintenance (__) covers all Items of work in this Specification including

furnishing labor, materials, tools, equipment, and incidentals required to complete the work.
