Conditional Route (CDR)ConceptConditional Route (CDR)Concept

CDR—A non-permanent ATS route or portion thereof which can be planned and used under specified conditions. – Through TRA or TSA or CBA– Opening/closure result from associated military

activities or purely civil needs– Usually be established and utilized as pre-planned

routing scenarios– Permit the definition of more direct and alternative

routes by complementing and linking to the existing ATS route network

ExampleExample

• UK AIP ENR 1-1-1-1• 1.6 Conditional Routes (CDRs) are ATS Routes which are usable only

under specified conditions. Three types of Conditional• Routes are used as described below.• (a) Category One — A route which is permanently plannable during

the times published in ENR 3.• (b) Category Two — A route which is only plannable in accordance

with the conditions stated in the daily Conditional Route Availability Message (CRAM) issued by the Central Flow Management Unit (CFMU).

• (c) Category Three — A route which is not plannable per se but may be used tactically at the discretion of ATC.

• A CDR may have more than one Category

CDR and PBNCDR and PBN

Characteristic of CDR– “Short Cut” through TRA or TSA or CBA– Few Ground Nav aids will be built to support CDR– Usually from point to point wherever the airspace is

available

Characteristic of PBN– More Flexible, support point to point operation– More accurate, support less airspace separation– More capable, support parallel route structure– More safety, OPMA IN RNP CASE

CDR and PBNCDR and PBN

PBN applications on CDR–Night Routes• During night time ,Less traffic, Less training ,Large scope

of available airspace from border to border–Holiday Routes• During holiday, More traffic, Less training, some

available airspace near trunk route or busy TMA –Bypass Routes• When Military expand or active TSA, need to establish a

bypass routes to ensure the operation of civil flights–Short Cut Routes

• Conditional Routes will be established by the Level 1, allocated at Level 2 by the Airspace Management Cell (AMC) and utilized at Level 3 by Area Control Centers or APP. CDRs will usually be established and utilized as pre-planned routing scenarios. CDRs will permit the definition of more direct and alternative routes by complementing and linking to the existing ATS route network
