Washington Freedom Kastner Mt.View Red Bank Reyburn Riverview Tarpey TK Mrs. Vang & Mrs. Turrent called the meeting to order at 9:05 a.m. and they welcomed everyone to the 1 st DELAC meeting. All attendees were asked to sign in and introduce themselves. Mrs. Vang asked if there were any changes or additions to the agenda. As there were none, Mr. Kampf explained the purpose of the DELAC meeting is to inform parents of English learners of services being provided and to hear parent input and suggestions to help their children. Mr. Kampf explained that when a district has 51 or more English Learners, a district is required to have a functioning DELAC made up of representatives from the schools’ ELAC members. An ELAC is required at the site level when a school has 21 or more English Learners. Mr. Kampf explained why and how minutes are taken and their purpose. Tam Tran is the Recording Secretary who will take the minutes. Parents were sharing different activities that happen at their school sites and the discussed parent conference days. At this time, the Committee was asked to review the items listed on the agenda. Mrs. Vang and Mrs. Turrent continued to speak to the group in English while Mary Vang assisted in Hmong and Ana Macias assisted in Spanish. Call to Order Group Meetings by Language Mr. Kampf introduced Allison Hernandez, CUSD Director of Assessment and Accountability. Allison Hernandez presented an annual update handout that reviewed her power point of the Local Control and Accountability Plan (LCAP). Mrs. Hernandez reviewed the student achievement data and reviewed the Smarter Balance state assessment information. This data will replace our new API information. CUSD out performed all of the Central Valley school districts. LCAP funding is used to provide translations for parents, Parent Community Resource centers at the five areas of CUSD. Approval of minutes Minutes from the April 28, 2015 were distributed and read individually by those in attendance in English, Spanish, and Hmong. A motion was made by Carolina Lopez and seconded by Martha Ruvalcaba. Motion carried; minutes were approved.

Review & Approval of Minutes

Mrs. Mai Yia Moua, Teacher on Special Assignment, presented on reclassification of EL Students based on the California English Language Development Test (CELDT), Benchmark Assessments, and Academic Achievement, the student will be recommend to be reclassified and parents will be invited to participate in this process. After reclassification, the student is monitored for two years on their academic progress report. She also reviewed ELD instruction for ELs. Parents were engaged in the lesson on sentence structure and strategies taught by Mrs. Mai Yia Moua.

Mrs. Vang asked the committee to adopt and approve the name change from Special Projects Department to Supplemental Services Department in the Bylaws. Martha Ruvalcaba made a motion to approve and Lorena Turrent seconded.

CELDT Assessment: Initial and Annual Mr. Kampf explained that the CELDT is used initially to identify a student based on the CELDT score and as EL. Once they have been identified, CELDT is used to monitor the students’ progress in English proficiency annually. Mr. Kampf explained that the CELDT Annual test is taken through the month of October. All annual CELDT tests have been administered, results will follow in January.

CELDT Assessment

Title III AMAOs Mr. Kampf explained the Title III Annual Measurable Achievement Objectives (AMAOs) target goals and shared the 2014-2015 results. CUSD met AMAO I, AMAO II and, we didn’t have the results for the AMAO III.

CUSD Master Plan Mai Yia Moua reviewed the revisions to the Master Plan 2015-2016; A Guide for Services for English Learners. The district is required to notify parents of initial identification and annual placement. Sections of the Master Plan were shared and reviewed. Copies of the documents were provided.

District Needs Assessment Mrs. Vang & Mrs. Turrent presented the results and asked that each member take the District Needs Assessment back to their school site, and share the information at their ELAC Meeting.

Mrs. Vang encouraged parents to take some brochures and reading materials to their students. She asked for closing comments and to complete the meeting evaluation form.

Adjournment Mrs. Vang thanked everyone for attending and asked for a motion to adjourn. Celia Willis made a motion to adjourn the meeting and Martha Ruvalcaba seconded. The next DELAC meeting will be held on Tuesday, March 15, 2016 @ 9:00 a.m. at the Professional Development Building, Room 1 & 2. There being no further business, the meeting was adjourned at 10:45a.m.
