DECA’s Competitive Events Program is an incredible tool for your curriculum. As an integral part of the classroom cur-riculum, DECA’s industry-validated competitive events are aligned with National Curriculum Standards in the career clusters of marketing, business management and administra-tion, finance, and hospitality and tourism, as well as personal financial literacy and entrepreneurship.
DECA’s competitive events provide authentic learning situ-ations related to current business practices and that are de-signed to evaluate members’ knowledge and skills through an interactive component with an industry professional serv-ing as a judge. DECA’s competitive events support members’ development of 21st Century Skills, such as creativity and in-novation, critical thinking and problem solving, and commu-nication and collaboration.
As a result, DECA’s competitive events directly contribute to every member being college and career ready when they graduate from high school.

DECA’s Copyright AgreementsFor DECA’s Competitive Events and DECA Comprehensive ExamsItisincreasinglyimportantthatexamsusedinDECA’sCompetitiveEventsProgrammeetcriteriaforhigh-stakestesting.DECAhascontractedwithMBAResearchtoprovidehighqualitycomprehensiveexamsforusebyChar-teredAssociations.DECAissubsidizingthecostsoftheseexamstoassurethatcharteredassociationshaveaccesstotheappropriateexams.Tohelpensurequality,DECAmonitorsvariablessuchasreliability,validity,discrimina-tion,fairnessandcomprehensiveness.Further,DECAensuresthateachexamitemisappropriatelyanchoredtoperformanceindicatorsandcurriculumstandardsderivedfromformaloccupationalanalysis.
Qualitytestingisexpensive.Thecostsofindustryresearch,development,scenarioanditemwritingaresharedamongallparticipatingassociationsandthroughthesalecompetitiveeventscenariosandofsampleexams.Tohelpcontaincoststoindividualcharteredassociations,dependsontheparticipationofcharteredassociationsandonitslocalaffiliatesadheringtoalluseanddistributionpoliciesandcopyrightrestrictions.
All Chapter Advisors must agree to the following:
1. AnychapterwhichviolatesDECA’sexamorscenariodistributionandusepolicywillnotbeal-lowedtoparticipateinthenexttwocharteredassociationconferenceortheInternationalCareerDevelopmentConferences.
2. Ifanyexamsorscenariosarepostedonachapterorcharteredassociationwebsiteoutsideofthedistributionandusepolicy,thecharteredassociationwillnotbeeligibletopurchaseexamsorreceivescenariosfromDECAInc.foraperiodofoneyearforthefirstoffense.
3. Youarepurchasingalicenseforone-timeuseoftheseexamsforuse(only)aspartofthe2017–2018DECACompetitiveEventsProgram.
4. Examitemsmaynotbebankednorre-usedtodevelopotherexams.ExamsmustbeusedonlyasdistributedbyDECAInc.
5. Itemsmaynotbeeditednorrewrittenforanypurpose.(DerivativeworksarecontrolledbyU.S.copyrightlawandaregenerallynotallowedwithoutexpresspermission.)
6. CharteredAssociationsagreethatallexamswillbecollectedanddestroyedafterone-timeuse.
7. CharteredAssociationsmayretainonefilecopy,butthefilecopymaynotbeusedasasourceofitemsforanypurpose.
8. OnlyafteradatespecifiedbyDECAInc.willyoubeabletoprovidesamplecopiesoftheDistrictExamtoyourlocalchapteradvisors.OnceDECAdetermineswhenthelastDistrictExamwillbeadministered,anannouncementwillbemadetocharteredassociationsclearingthemtodistributesampleversions.
9. CharteredAssociationsmayduplicateexamsasneededforindividualstudentscompetinginDECA’sCompetitiveEventsProgram.
10. CharteredAssociationsthatuseanonlinetestingservicemustnotifyDECAIncwhotheproviderisandtheprovidermustmeetDECA’sonlinesecurityrequirements.DECAInc.willprovidetheexamsdirectlytoapprovedonlineprovidersaftertheyhavedemonstratedtheirsecuritystandards.
11. Undernocircumstancesmayanyexam,inwholeorinpart,oranyitemwithinbepublishedorpostedonanywebsite.
12. Allcopyrightrestrictionsalsoapplytolocalchapters.

Plagiarism Policy Intention OneofDECA’sGuidingPrinciplesistoprepareourmemberstobeProfessionallyResponsible.“DECAmembersarepoisedprofessionalswithethics,integrityandhighstandards.”Ethicalbehaviorisalargepartofresponsiblecitizenship;therefore,webelieveitisimportanttohaveaclearpolicyconcerningplagiarismandotherformsofacademiccheating.
Definitions Cheatingbystudentsisdefinedasattemptingtotakecreditforsomeoneelse’swork,usingunauthorizedmaterials,orotherwiseactingtodeceivetheevaluatorinanassignment,project,ortest.
Intentional Plagiarism is defined as, but not limited to:• Obvious,substantial,verbatimreproductionofinformation.• Fabricationofsources,falsificationofpagenumbers,orotherdeliberatemis-documentation.• Submissionofothers’workasthestudents’own.Thisappliestoun-citedparaphrasingofanother’sideasaswellasverbatimuseofothers’words.(Others’mayrefertoeitherscholarlysources,online“cribbed”essays,ortheworkofotherstudents).
Technical Plagiarism is defined as, but limited to:• Poorparaphrasing,amountingto“translating”another’swork• Impropercitationordocumentationthatmisrepresentsasource• Insufficientcitationoffactualinformationnotheldtobecommonknowledge(commonknowledgeisdefinedasfactsreadilyavailablefromavarietyofsources)
• Poorintegrationofdirectquotationswiththestudent’sownwriting.
Determination of Plagiarism/Cheating ParentsandtheSchoolPrincipalmustbeinformedimmediatelywhenastudentissuspectedofplagiarismorcheating.ThroughtheuseofTurnItIn.comandothersearchengines,teacherswill,inmostcases,beabletoprovidedocumentedevidenceofplagiarism.Acommitteeofteachersshallbeestablishedtoreview,asneeded,casesofplagiarism.Thepurposeofthecommitteewillbetodeterminethatevidenceofplagiarismexistsandwhichdefinitionapplies,nottoapplypenalties.
Consequence Evidenceofplagiarismorcheatingshallresultinthestudent(andpartner,ifapplicable)beingdisqualifiedfromcompetition.Norefundswillbegivenfordisqualifieddroppedstudents.
Disciplinary consequencesInadditiontobeingdisqualified,MichiganDECAwillreferthestudenttotheschoolprincipalwhereotheractionscouldbetakenasoutlinedintheirschool’scodeofconduct.

Tie Breaking Procedures1. Atallconferences,Alldecisionsofthejudgesarefinal.MichiganDECAwillnotre-evaluatethe
judges’decisions.MichiganDECAwillinvestigate,andifnecessarycorrectanytabulationerrors.2. IntheeventthatthereisatiebetweenoverallfinalistsattheStateConferenceinaneventwithan
exam,theexamscorewillbeusedtobreakthetie,followedbytheparticipatoryeventscorefortheeventlabeled“1”,thenfollowedbytheparticipatoryeventscorefortheeventlabeled“2”.
3. IntheeventthatthereisatiebetweenoverallfinalistsattheStateConferenceinaneventwithoutancomprehensiveexam,thetiewillbebrokenbythescorefortheinterview,thenthejudges’overallimpression,followedbythecategoriesworththemostpoints.
Pleasenotethatthereareusuallyseveralexcellentprojectsandcompetitors.Thedifferencebetweenfirstandsecondplacecouldbeaslittleasonepoint.All decisions of the judges are final.

ChapterAdvisorsareresponsibletofullyexplaintotheirstudentsthecancellationpolicy,dependingontheirtypeofcompetitiveevent:
For All Team Decision Making Events(BLTDM,MTDM,etc.),theseeventsrequireaminimumnumberofteammembers(twostudents),soastudentisnotallowedtocompeteindividually.AftertheDistrictConferences,ifonemembercannotattendthenextlevelofcompetition,no one may be substituted inhisorherplace,andtheremainingteammemberCANNOTmoveintoanotherevent.Thestudentsqualifiedasateam,sotheymusteithercompeteasateam,orcancelasateam-andnotadvancetothenextlevelofcompetition.
ForChapter Written Events,oneoftheteammembersmaybesubstitutedbetweenlevelsofcompetition,however,theteamsizemaynotincreasefromtheoriginalnumberregistered.Forexample,ifaCommunityServiceProjectwasenteredwithJohnandMaryastheoriginalparticipants,andqualifiedattheStateConferencetoadvancetotheInternationalConference,noadditionalparticipantsmaybeadded.IfeitherMaryorJohncouldn’tattendtheICDC,thentheothercouldcompetealone,oroneofthemmaybesubstituted,butoneoftheoriginalmembershastoparticipate.Theteamsizecannotincreasefromtwotothreeparticipants.
ForAll Written Events,thenamesonthesubmittedWrittenStatementofAssurancesFormMUSTbethesameasthoseontheconferenceregistrationform.If one person fails to sign the submitted Written Statement of Assurances Form - even if their name is printed or typed on the form - they will not be allowed to compete, and will be dropped from the conference.
ChapterAdvisorshavevolunteeredtodoublecheckeachStateConferenceregistrationtobesurethatchaptersarefollowingthesubstitutionpolicyandthatthecorrectqualifiersfromtheDistrictConferenceareadvancingontotheStateConference.
How are alternates called to compete? For students that are qualifiers for the State Conference at the District Conferences:TheChapterAdvisorofthecancelingindividual/teamisresponsibletonotifytheChapterAdvisorofthealternateindividual/teamthattheywillbeabletoadvancetotheStateConference.
For students that are qualifiers for the International Conference at the State Conference:TheChapterAdvisormustfilloutandfaxintheQualifier Not Attending Form,assoonaspossibleforMichiganDECAtobeabletonotifythealternate.

1. Thenumberofparticipantsforeachdistrictwillbedeterminedannually,uponreceiptofthefallmembershipsreceivedbyNovember30,asapercentageofthetotalstate-wideDECAmembership.Eachdistrictwillbeguaranteedaminimumoffour(4)participants,perindividualevent,andamaximumoften(10)participantsattheStateCareerDevelopmentConference.Therewillbe72participantsforeachindividualevent,and60foreachTeamDecisionMakingEventattheSCDC.
2. Ifthereisanextraslot(s)duetorounding,itwillbegiventothesmallestdistrict(s).
3. IfaneventataDistrictConferencehaslessstudentscompetingthanthenumberofqualifiersallocatedforthestateconferenceforthatdistrict,thenthenumberofqualifierswillbereducedtohalfoftheallocation.ThisisdonebecauseeachstudentcompetingattheStateConferencemustearntheirwaytherebyplacingattheirDistrictConference.
4. CompetitorsintheFinancial Consulting, Hospitality & Tourism Professional Selling, andProfessional Selling EventswillqualifyattheDistrictConferencelevelinordertocompeteattheStateConference.

TheserequirementsareineffectforwritteneventssubmittedtoMichiganDECA.Theserequirementsarein additiontotheguidelinessetbyNationalDECA.MeritandChapterAwardProgramGuidelinesarelistedseparately.
1. Onlyone copyofeachwritteneventneedstobesubmittedinthespecifiedofficialDECAfolio,whichisnotedintheevent’sguidelines.Ifitisnotintheproperfolio,MichiganDECAwillplaceitinafolioatachargeoffive(5)timesthecurrentlistprice.Pleasenote,thatiftheeventisreceivedinanimproperbinder,thatbinderwillnotbereturned.
2. AllstudentscompetingattheStateConferenceMUSTbeincludedonthechapter’sregistrationform.
3. TheNationalDECAStatementofAssurancesandAcademicIntegrity(page 53 of the National DECA Guide)certifyingtheoriginalityoftheworkmustbesignedbytheadvisorandthestudentbeforetheeventissubmitted.TheStatementofAssurancesmustbethefirstpageofeachentry.Only those students whose name appears on the Statement of Assurances and have been included on the chapter’s registration form will be allowed to compete in the event.
4. Allwrittenevents(excepttheChapterAwardsProgram)willalsoneedtobeuploadedtoTurnItInbythechapteradvisorbetweenFebruary5-16,2018sothatitcanbereviewedforplagiarism.CompleteinstructionsonhowtouploadprojectswillbeprovidedinJanuary.
5. 12.Theinterviewwillconsistoftheprojectchairpersons(maximumofthree)makingatenminutepresentationonwhatwaslearnedandahighlightoftheiroutstandingactivities.Uptofiveminuteswillbeallowedforaques-tionandanswerperiodwiththejudge.
13. Studentswillnotbeabletousethehotelorconventioncenterinternetfortheirwritteneventpresentations,becausethatwouldinvolveaskingsomeoneelsetohelpthemwiththeirequipment.(Refertothepresentationguidelines.)Theymayuseaninternetaircardorpersonalhotspotwiththeircomputerifthestudentshaveone.Butwecautionthatitcouldbedifficultforstudentstoreceiveandmaintainaconnectionduetosomanypeopleusingcellphoneswhileattheconference.Iftheyloseconnection,theywillnotbegivenadditionaltime.Oursuggestionistosaveanythingthattheymightwanttoreferencedirectlyontotheircomputer.
14.Only100%Membershipchaptersorchaptersreceivingthe“Gimmie5”AwardandreceivingthegoldawardforCAPattheStateConferenceareeligibletoattendtheInternationalCareerDevelopmentConference.Uptothreedelegatesmaychairtheprojectandrepresenttheirchapter.

2. AllstudentscompetingattheStateConferenceMUSTbeincludedonthechapter’sregistrationform.3. Projectswillbereviewed,toensuretheymeettheminimumstandards.Projectsnot meetingtheminimum
standardswillbereturnedandtheprojectchairperson(s)willnotbeabletoattendtheconferenceasaChapterAwardsProgramparticipant.
4. ParticipantswillgiveatenminutepresentationattheStateandInternationalCareerDevelopmentConferences.Thepresentationwillbefollowedbya5minutequestion/answerperiodwiththejudge.
5. Theparticipantmayusethefollowingitemsduringtheoralpresentation:• Notmorethanthree(3)standard-sizedpostersnottoexceed22.5inchesby30.5incheseach.Participantmayusebothsidesoftheposters,butallattachmentsmustfitwithintheposterdimensions.

6. Onlyvisualaidsthatcanbeeasilycarriedtothepresentationbytheactualparticipantwillbepermitted,andtheparticipanthimself/herselfmustsetupthevisuals.Noset-uptimewillbeallowed.Participantmustfurnishhis/herownmaterialsandequipment.NoelectricalpowerorInternetconnectionwillbesupplied.

TheSchool-BasedEnterprise(SBE)CertificationProgramwasdevelopedtoproviderecognitionforoutstandingachievementbyschool-basedenterprisesandtomotivateSBEstostriveforexcellenceandtogrow.TheprogramwillprovideSBEswithstandardsformodelschoolstoreoperation.TheCertificationProgramwillproviderecognitionforschool-basedenterprisesatthreelevels:bronze,silverandgold.Thenumberandtypeofactivitiesaschool-basedenterprisecompletesineachoftwelvecategorieswilldeterminetherecognitionlevel.AsamplegoldlevelSBEmanualcanbefoundonDECA’sSBEwebsiteatwww.schoolbasedenterprises.org.
SchoolBasedEnterpriseentriesmustfollowDECA’sguidelinesandbesubmitted to DECA, Inc. by January 12, 2018forverificationoftheawardachievementlevel.ChapteradvisorswillreceiveofficialnotificationfromDECAInc.regardingthelevelofachievement.DECAInc.willthensubmitalisttoMichiganDECAofSBEsthatachievecertification,alongwiththeappropriateawardcertificates.Therewillbenocompetitionatthestatelevel.
ChaptersthatreceivetheGoldCertificationorGoldRe-Certificationhavetheoptiontobring1-3studentmanager(s)tocompeteattheStateConference.TheywillpresentonSaturday.TheevaluationformwillbethesameonethatwillbeusedattheInternationalConference.ThetopfiveteamswillreceiverecognitionattheAwardsSession.SBE students may not compete in another event that is competing on Saturday morning at the State Conference.TheywillalsoberequiredtotakeeithertheMathorEconomicsExaminationonSaturday.Teams that receive Gold Certification do not have to attend the State Conference; they can advance directly to the International Conference.
ChaptersreceivingtheGoldLevelCertificationorRe-Certificationwillbeeligibletobringanadvisorand1-3studentmanager(s)totheInternationalCareerDevelopmentConference.TheywillcompeteattheInternationalConference,presentingtheirprojecttoajudge.ThetopSBEswillberecognizedandreceiveanawardattheSaturdaysession.
GoldLevelcertifiedSBEsmayremaincertifiedatthatlevelfor5yearsbycompletingtherequirementsforre-certificationannually.ThoseSBEswhocompleteGoldLevelRe-CertificationwillalsoberecognizedattheICDC.TherequirementsforRe-CertificationareoutlinedontheSBEwebsiteatwww.schoolbasedenterprises.org.Afterfiveyears,theSBEmustcompletetheoriginalcertificationprocesstobeeligiblefortheGoldLevelaward.

TheLeadershipandTeamworkEventisdesignedtodevelopleadershipabilitybyprovidingDECAmemberswiththeopportunitytodemonstratethebasicprinciplesofconductingabusinessmeetingwhiledecidingonthebestsolutiontoaproblempresentedtothegroup.Thiseventisateam,ratherthananindividual,competition.Therefore,memberslearntheimportanceofcooperationanddecisionmakingthroughcompetitiveperformance.Theeventwillexamineeachteam’sabilitytoreviewallpointsofabasicmarketingormanagementproblemanddevelopanappropriatesolution.
Specifications1. Eachschooliseligibletoenterone(1)teamintheLeadership&TeamworkEventattheState
Conference.Teammembersarenotallowedtocompeteinanyotherevent,excepttheMeritAwardProgram.
2. Ateamwillconsistofthreemembers.Onepersonmustassumetheroleoffacilitatorandonepersonmustassumetheroleofrecorder.A 15 point deduction will apply for teams with less than three members.
3. NEW FOR 2018: The top teams will NOT advance to compete at the International Conference.
4. ParticipantswilltaketheBusinessAdministrationCoreExamonlinefortheStateCareerDevelopmentConference.Thetestwillbe50%oftheteam’sscore.
5. Teammembersaretoreporttotheassignedpreproomatleastfiveminutespriortotheirassignedreportingtime,butnomorethanfifteenminutespriortotheassignedtime.
6. Theteamwillhavetwentyminutestoreviewtheeventsituationanddevelopasolution.Onlyteammembersandjudgeswillbeallowedinthepreparationroom.Noadvisorcontactwillbeallowedfromthetimeofpreparationtothecompletionoftheevent.
7. Ajudgewillevaluatetheteammembersduringtheprepperiodonhowallteammembersareparticipating.
8. Duringthepreptime,theteammembersaretoreviewtheeventsituationanddevelopthreealternativestothesituation.Theteammustrecommendandgivetheirreasonsforthebestalternative.
9. Theteamwillbeevaluatedonhowallmembersparticipatedandhowtheydemonstrateeffectiveproblemsolving,reasoning,andcommunicationskills.
10. Theteamwillhaveeightminutestopresenttheiralternativesandrecommendation.11. Uptofiveminuteswillbeallowedtoeachteamforquestionsbythejudges,atthecompletionof
thepresentation.Thesequestionswillbedirectedtothefacilitatorforanyteammembertoanswer.Questionswillreferencetheabilitiesdemonstratedduringtheevent.
