InternationalInternationalIndian names appeared in paradisepapers leak: Almost eighteen monthsafter Panama Papers leak, anothermassive trove of secret financial datahas been leaked by the InternationalConsortium of InvestigativeJournalists (ICIJ). The financial dataon how big corporates and ultra-richindividuals moved money to and from19 tax havens to evade taxes wasinitially obtained by Germannewspaper Suddeutsche Zeitung. Theleak, called the Paradise Papers,contains 13.4 million documents fromtwo leading firms in offshore finance.India ranks 19th out of 180 countriesin terms of the number of names inthe offshore data leak. A total of 714Indians have been named.

India formed Multi-agency group:Government has ordered a probe intocases of Paradise Papers by the Multi-Agency Group (MAG) which is alsoprobing the Panama Papers leak. Thereconstituted MAG headed by theChairman of Central Board of DirectTaxes (CBDT) will have representativesfrom ED, RBI and FinancialIntelligence Unit.

UK to exit EU on Mar 29, 2019 at11pm: The UK will leave the European

Union onM a r c h29,2019 at11 pm(localtime),British

Prime Minister Theresa Mayannounced. UK had conducted areferendum in June 2016, whether tocontinue in EU or not. Majority peoplevoted in favour of BREXIT, then Britondecided to invoke Lisbon Article 50 toexit European Union. At present inEuropean Union, total number ofmembers are 28, If UK exists, it comesdown to 27.

Cabinet approves appointment ofSecond National Judicial PayCommission : The Union Cabinetchaired by the Prime MinisterNarendra Modi has approvedappointment of Second NationalJudicial Pay Commission (SNJPC) forSubordinate Judiciary in the country.

The Commission is to be headed byJustice (Retd.J P.Venkatrama Reddi,former Judge of Supreme Court ofIndia. Shri R. Basant, a former Judgeof the Kerala High Court is a Memberof the Commission. The Commissionwill make its recommendations to theState Governments preferably withina period of 18 months.

It will examine the present structureof emoluments and conditions ofservice of Judicial Officers in the Statesand UTs. The recommendations of theCommission will help in promotingefficiency in Judicial Administration.

Prime Minister Narendra Modi, hisBangladesh counterpart SheikhHasina and the West Bengal chiefminister. The three leaders launchedthe train through video conference.

They also inaugurated railway bridgesover rivers Meghna and Titas on themain Chittagong to Dhaka trunk railline in Bangladesh.

The fully air-conditioned weeklypassenger train service ‘BandhanExpress’ will run every Thursday fromboth Kolkata and Khulna.

Railway passenger and freight servicesbetween India and the erstwhile EastPakistan, which had continued afterIndependence and formation ofPakistan in 1947, were snappedduring the 1965 war.

India has extended soft loans worthUSD eight billion to Bangladesh fordifferent development projects, whichincluded the two bridges that wereinaugurated on 9th November.

Cabinet nod DTA pact with HongKong: The Union Cabinet on the 10th,November approved an agreementbetween India and the Hong KongSpecial Administrative Region(HKSAR) of China for the Avoidance ofDouble Taxation and the Preventionof FiscalEvasionwithrespect totaxes onincome.

This isexpected to augment flow ofinvestment, technology and personnelfrom India to HKSAR and vice versa,prevent double taxation and providefor exchange of information.

EconomyEconomyIndia to contribute $100 million toUN development fund: India haspledged an additional 100 million USDollar towards the UN partnershipfund, significantly scaling up itssupport to sustainable developmentprojects across the developingworld. This contribution would be inaddition to India’s contribution of10.582 million US dollar to variousother UN programmes. 

Tax rate on daily use items reducedto 18% from 28%: Tax rates on over200 items, ranging from chewing gumto chocolates, to beauty products, wigsand wrist watches, were on 10 th

November cut to provide relief toconsumers and businesses amideconomic slowdown.

As many as 178 items of daily use wereshifted from the top tax bracket of 28per cent to 18 per cent, while a uniform5 per cent tax was prescribed for allrestaurants, both AC and non-AC,Finance Minister Arun Jaitley saidafter the GST Council meeting.

Currently, 12 per cent GST on food billis levied in non-AC restaurants and18 per cent in air-conditioned ones.

The all-powerful GST Council prunedthe list of items in the top 28 per centGoods and Services Tax (GST) slab tojust 50 from current 228. So, onlyluxury goods are now only in highesttax bracket and items of daily use areshifted to 18 per cent.

PM’s council sets out roadmap forskill development, job creation: TheEconomic Advisory Council to thePrime Minister in its second meetinglaid out a roadmap for stepping upskill development, job creation;enhanced resource investment in thesocial sector, including for health andeducation, and boosting infrastructurefinancing. The Council is alsoevolving the design of linking economicgrowth indicators with socialindicators for last mile connectivity.

Approval for National DrinkingWater: The Cabinet gave its approvalon continuing and restructuringNational Rural Drinking WaterProgramme (NRDWP) to make itoutcome-based, competitive and bettermonitored with increased focus onsustainability of schemes to ensuregood quality service delivery to therural population.

Creation of a National Testing Agency(NTA) was also approved by theCabinet as an autonomous and self-sustained premier testing organizationto conduct entrance examinations forhigher educational institutions. TheNTA will be chaired by an eminenteducationist appointed by MHRD.MHA forms two new divisions tocheck radicalisation, cyber fraud:The Union home ministry now has twonew divisions to exclusively deal withemerging security challenges such asradicalisation and cyber crime. Thededicated wings, to be called thecounter-terrorism and counter-radicalisation (CTCR) division andcyber and information security (CIS)division have been created as part ofan administrative rejig of the ministrythat also includes merger of some ofits existing divisions.

While the CTCR wing, which isbasically modified version of the homeministry’s internal security-II (IS-II)division, will focus on tracking andassessing the online reach of globalterrorist outfits like the Islamic Stateand devising strategies to counter theirpropaganda, the cyber securitydivision will monitor online crimes andthreats, including cyber fraudand hacking, and suggest ways tominimise and fight them.

Science & TechnologyScience & TechnologyIndia successfully tests its firstnuclear-capable cruise missile: Indiaon the 7 th, November 2017,successfully fl ight-tested itsindigenous Nirbhay (the fearless) land-attackcruisemissile,whichcand e l i v e rn u c l e a rwarheadsto a strike range of 1,000-km.

The sub-sonic missile, designed tocarry a 300-kg nuclear warhead, hadfailed during its first test in March2013. Though the second test inOctober 2014 was a partial success,the third and fourth tests in October2015 and December 2016 also flopped,leading to talk that the project mayhave to be scrapped.

EnvironmentEnvironmentAir Pollution reached alarm level inDelhi: Air pollution in Delhi reachedseveral levels forcing theimplementation of stringent emissioncontrol measures and healthprecautions including the closure ofprimaryschools. A combination ofsmoke from stubble burning inPunjab and Haryana and moistureturned Delhi in to gas chamber.According to the central pollutioncontrol board, the air quality index was448 making it severe –worst category.The National Green Tribunal hasissued a slew of directions to deal withthe situation in Delhi, includingbanning construction and

industrialactivitiesand entryof trucks,whilelambastingthe Delhigovernment

and civic bodies over the worsening airquality in Delhi and neighbouringstates.

Centre formed Panel: The UnionEnvironment Ministry on the 9 th,November, 2017 set up a seven-member committee to monitor short-term and long-term measures beingimplemented to combat air pollutionin the national capital where airpollutants have touched calamitouslevels in the past few days. TheMinistry held a high-level meeting withall regulators and decided to requestrespective State Governments to fullyimplement the Graded ResponseAction Plan (GRAP). Among theGraded Response Action Plan (GRAP)are control of road and constructiondust, garbage burning, control ofpower plants and industrial emissions,entry of vehicles and several otherrelated factors.

Committee will be headed byEnvironment Secretary CK Mishra.Secretaries of Science and Technologyand Biotechnology Department will bethe members of the panel beside DelhiChief Secretary, Additional SecretaryNiti Aayog, Chairman of CentralPollution Control Board andrepresentative of Vidhi Centre for LegalPolicy.

UN Climate summit in Germany: The23rd meeting of the Conference of Parties(COP) of the United Nations FrameworkConvention on Climate Change(UNFCCC) began in Bonn. Indiaconsiders climate change a “majorthreat” and will play a “constructive” rolein combating it, Environment MinisterHarsh Vardhan on the 7th, November,2017 said at the UN climate summitwhich kicked off in Bonn, Germany, onthe 7th, November, 2017 under theshadow of the recent US pullout fromthe historic Paris Agreement. In thesummit, India called for early time-boundratification of second commitment periodof the Kyoto Protocol.

CONCORD: AGREEMENT OFTHE SUBJECT AND THE VERB

Most of the grammatical errorsoccur when the verb does notagree with the subject.

Often, by what is called the‘Error of Proximity’, the verbis made to agree in number andperson with the subject near itinstead of with its propersubject.

Examples:

1. The cattle is grazing in thefield. (wrong)

The cattle are grazing in thefield. (right)

2. A large number of people isgoing to see this exhibition.(wrong)

A large number of people aregoing to see this exhibition.(right)

In the first example, the subjectof ‘is’ is cattle. Cattle is alwaysplural. Hence its verb shouldalso be plural.

In the second example, thesubject of ‘is’ is people; not ‘alarge number’. The verb ‘is’should agree with ‘people’ andnot ‘a large number’. Since‘people’ is plural the verbshould also be plural.

A verb should agree with itsproper subject in number andperson.

1. Singular and Plural

When the subject in a sentencerefers to one person or a thing,it is said to be a singularsubject. When the subject issingular it takes a singularverb.

Examples:

A boy is mischievous.

A girl is timid.

A child likes to play with toys.

A cat loves comfort.

Bare form of the verbs endingwith ‘s’ are singular. (acts, bats,eats, looks, sleeps, works,comes, sings, dances, wears,etc.)

Bare form of the verbs which donot end with ‘s’ are plural.(act,bat, eat, sleep, work, come,sing, dance, sleep, work, etc.)

Examples:

He who works well, eats welland sleeps well.

(sing’sub’ and sing’verbs)

Those who work well, eat welland sleep well.

(plu’sub’ and plu’verbs)

2. The pronouns ‘I’ and ‘you’ arealways treated as pluralsubjects.

Therefore they always takeplural verbs.

Examples:

I play games every evening.

I read news papers everymorning.

You play games very well andevery one likes you.

You help everybody, thereforeyou are very popular.

3. When the subject in a sentencerefers to more than one personor thing, it is said to be a pluralsubject.

Examples:

Children like to play with toys.

The boys are playing cricket.

4. Indefinite pronouns such asanyone, everyone, everybody,nobody, someone, no one,nobody, etc, are always singularand therefore they always takesingular verbs.

Examples:

Anyone can do this.

Everyone has gone to themarriage celebration.

Someone has stolen my purse.

No one has done the homeworkso far.

Nobody is willing to attend themeeting.

Some of the singular subjectswith their plural forms:

Any one a few

Anybody people

Examples:

One of the students is missing.

Many students are absenttoday.

Each of the sisters is regular tothe class.

One of my friends has won alottery.

Everyone is invited to the party.

5. Words such as some, any, none,and all may be either singularor plural.

Examples:

Some of my friends have come.(plural)

Some of the food is spoiled.(singular)

Have any of your friends beeninvited for the party? (plural)

Has any of the parcels beendispatched? (singular)

None of his friends have cometo the party. (plural)

All these dresses are new.(plural)

All the money is spent on thesedresses. (singular)

6. Compound Subjects

When two subjects are joined bythe conjunction , the subject is

considered to be plural. Thesesubjects are called compoundsubjects.

They always take a plural verb.

Examples:

Shalini and Malini are sisters.

Cool drinks and ice-creamshave been served to the guests.

Cats and dogs always dependon man for their food.

7. Phrases like ‘together with’,‘as well as’ and ‘along with’are not the same as theconjunction ‘and’. The phrasesintroduced by ‘as well as’ or‘along with’ modify the earlierword but it does not make thesubject a compound subject.Hence they agree with theirproper subjects..

Examples:

The Prime Minister as well asthe Defence Minister is visitingthe army camp.

The Governor along with theChief Minister is attending theIndependence day celebrations.

The farmer along with his cattleis drowned in the recent floods.

8. The pronouns ‘neither’ and‘either’ are singular andrequire singular verbs eventhough they seem to bereferring to two things.

Examples:

Neither of the workers is good.

Neither of the men is capable ofdoing this job.

Either of the dresses fits mewell.

Either of the men can do thisjob.

However, in formal writing,‘neither’ and ‘either’sometimes take a plural verbwhen these pronouns arefollowed by a prepositionalphrase beginning with ‘of’.

This particular usage appearsmostly in interrogativeconstructions.

Examples:

Have either of you done thehomework properly?

Are either of you taking thisseriously?

9. The words ‘there’ and ‘here’are not subjects. In sentencesstarting with

‘there’ and ‘here’ the subjectsfollow the verbs but still theydetermine the verbs.

Examples:

There are two pens in yourpouch.

pl ’Verb pl ’sub’

There is only one pen in mypouch.

Sing ’Verb’ sing ’sub’

Here is the bus that goesto Bangalore.

sing ’verb sing ’sub’

Here are the books that youare looking for.

Pl ‘verb’ pl ‘sub’

In the above sentences thoughthe subjects are following theverbs, they are determiningthem.

Though, sometimes, the verb isfar detached from the subject,it still agrees with its subject.

Examples:

a. The soldier, who has beentaken as a prisoner along withother soldiers of the samebattalion, is taken to a prisonin Lahore.

b. The pilot, who resisted thehijackers along with two otherhostesses, has been killed bythe hijackers in the plane.

10. Words such as spectacles,glasses, pants, scissors,trousers, etc, are regarded asplural and therefore alwaystake plural verbs.

Examples:

My spectacles are broken.

My new trousers are missing.

My pants are stained with Holifestive colours.

Scissors are dangerous in thehands of a child.

However, if these words arepreceded by the phrase ‘pairof’, the word ‘pair’ becomes thesubject and takes a singularverb.

Examples:

A new pair of trousers is foundin the dustbin.

A pair of spectacles wascompounded for me yesterday.

A pair of shorts is cheaper thana pair of pants.

11. Some nouns end in ‘s’ andappear to be plural but theyare really singular and requiresingular verbs.

Examples:

Measles is an infectiousdisease.

No news is good news.

12. Phrases like ‘half of’, ‘a pairof’, ‘a percentage of’, ‘amajority of’, etc, aresometimes singular andsometimes plural dependingof the meaning.

1. If a compound subject consistsof one negative and one positivesubject and one is plural andthe other is singular, the verbshould agree with the positivesubject.

Examples:

It is the students not theprincipal who elect theirleaders.

Plural sub’ plural verb

It was the minister not themembers who has raised theissue.

Sing’ sub’ sing’ verb

2. The indefinite pronoun ‘none’can be either singular or pluraland can take a singular orplural verb.

Examples:

None of the students havecome to the class. (none isplural)

None of the computers isworking. (none is singular)

3. ‘Each’ is always followed by aprepositional phrase ending inplural but ‘each’ is singular andalways takes a singular verb.

Examples:

Each of the horses is ready forthe race.

Each of our teachers is readyto work with the students in thecamp.

4. If a sentence has two subjectsone of which is singular and theother is plural, the verb agreeswith the nearest noun.

Examples:

Either the chairman or themembers are to be heldresponsible for the corruption.

Either the trade unions or themanagement is responsible forthe loss of the company.

17. Use of ‘Do’ and ‘does’.

‘Do’ is used for plural subjectand ‘does’ is used for singularsubject in the present tense.But both of them take ‘did’ inthe past tense.

Examples:

Do you agree with me?

No, I don’t.

Does he like coffee?

No, he doesn’t.

Did the minister agree to theproposal?

No, he didn’t.

Did the members of theassembly agree with theminister?

No, they didn’t?

In each of the fol lowingquestions, a sentence/ a part ofthe sentence is printed in bold.Four alternatives are given tothe bold part at (a), (b) and (c)which wil l improve thesentence. Context: Union Government ofIndia inked an agreement withChennai’s Anna University in orderto establish India’s secondTechnology and InnovationSupport Center (TISC).The Department of Industrial Policyand Promotion (DIPP), Ministry ofCommerce & Industry, Govt. ofIndia, has signed an Institutionalagreement with Anna University toestablish India’s secondTechnology and InnovationSupport Center (TISC) at the Centrefor Intellectual Property Rights(CIPR), Anna University, Chennai,under the World IntellectualProperty Organization’s (WIPO)TISC program.  WIPO’s Technologyand Innovation Support Center(TISC) program provides innovatorsin developing countries with accessto locally based, high qualitytechnology information and relatedservices, helping them to exploit

their innovative potential and tocreate, protect, and manage theirIntellectual Property Rights (IPRs). 

2. Context: The Union Cabinet on10 th November approved anagreement between India and theHong Kong Special AdministrativeRegion (HKSAR) of China for theavoidance of Double Taxation andthe Prevention of Fiscal Evasionwith respect to taxes on income.

Double Taxation AvoidanceAgreement (DTAA) also referred asTax Treaty is a bilateral economicagreement between two nationsthat aims to avoid or eliminatedouble taxation of the same incomein two countries.

3. India’s Chennai has been includedin the list of 64 Creative cities list,chosen by the UNESCO. In total 64cities from 44 countries have beendesignated as UNESCO CreativeCities.

4. Context: In the Conference ofParties Summit, India called forearly time-bound ratification ofsecond commitment period of theKyoto Protocol.

The Kyoto Protocol was anagreement negotiated by manycountries in December 1997 andcame into force with Russia’sratification on February 16, 2005.The reason for the lengthy timespan between the terms ofagreement being settled upon andthe protocol being engaged was dueto terms of Kyoto requiring at least55 parties to ratify the agreementand for the total of those parties

emissions to be at least 55% ofglobal production of greenhousegases. The protocol was developedunder the UNFCCC, the UnitedNations Framework Convention onClimate Change.

5. Context: The GST Council hasdecided to reduce GST slab rates.Now the council has decided tokeep only 50 luxury goods in the28% slab.In order to implement GST,Constitutional Amendment Bill wasintroduced in the Parliament andpassed by Parliament of India. Sincethen the GST council and beennotified bringing into existence theConstitutional body to decide issuesrelating to GST. As per Article 279A(1) of the amended Constitution, theGST Council has to be constitutedby the President within 60 days ofthe commencement of Article 279A.As per Article 279A of the amendedConstitution, the GST Councilwhich will be a joint forum of theCentre and the States.
