A meeting of the Mayor and Council of the City of Sidney, Nebraska, was convened in open and pub-lic session at 7:15 P.M. on November 12, 2019 in the Council Room. WHEREAS, State of Nebraska Statutes, sec-tions 39-2302, and 39-2511 through 39-2515 details the requirements that must be met in order for a municipality to quali-fy for an annual Incentive Payment;

WHEREAS, The State of Nebraska Department of Transportation (NDOT) requires that each incor-porated municipal-ity must annually certify (by December 31st of each year) the appoint-ment of the City Street Superintendent to the NDOT using the Year-End Certification of City Street Superintendent form;

WHEREAS, The NDOT requires that such certifi-cation shall also include a copy of the meeting min-utes showing the appoint-ment of the City Street Superintendent by their name as it appears on their License (if applicable), their License Number and Class of License (if applicable), and type of appointment, i.e., employed, contract (consultant, or interlocal agreement with another incorporated municipal-ity and/or county), and the beginning date of the appointment; and

City Manager/Staff Report: City Manager Sadler asked Council to consider dates for the December meetings with regards to upcoming holi-days. This topic will be on the next agenda. He gave an update on Mercer’s progress in their search for a new City Manager, add-ing that Mercer has agreed to advise the City in their search for a new library director, also. Melissa Norgard announced an upcoming event November 7th at WNCC sponsored by the Department of Labor and College to help indi-viduals with job search and employment navigation. She also noted that she has been asked to facili-tate a School Resources Revision Grant meeting at the School Media Center on November 19th.

Council Members com-ments: Councilman Olsen noted that the dedication of Canterbury Estates was a success noting that they are at full occupancy. The residents were given a 1st Thanksgiving dinner basket from Canterbury Estates. Mayor Gallaway offered thanks and appreciation to all Veterans for all they have done for the country and continue to do for our community.

Mayor Gallaway stated that he would entertain a motion to go into closed session for the protec-tion of the public interest to discuss legal matters. Sherman moved, Arterburn seconded “That the Council go into closed session for the protection of the pub-lic interest to discuss legal matters. Roll call vote: Yeas: All council members present.
