interviews may be face to face type of interviews, or they maybe done through a survey type of document. Many times during a fraud risk assessment you will combine both of thesemethods, interviewing key employees on a personal level andsending surveys to others. What you may find during theinterviews is that staff may have seen or heard about a possi-ble fraud but didn't know where to go, or who they could trusttelling. Most people want to work in an honest environment,but may be intimidated by coworkers or superiors.

During the phase of the assessment where you are examin-ing documents, you are determining if the policies and proce-dures need to be strengthened and if what the staff said during the interviews agrees to what is actually in the formaldocumentation. Additionally, by reviewing some sample trans-action documents you will be able to determine if the proce-dures the staff explained and said they were performing, suchas initialing invoices when they approve them, is what is actually happening. Lastly it will also allow you to determine ifthe organization's documents are being prepared accurately andretained in an organized fashion and in accordance with policy.

The last step of this process is to observe the various levelsof the staff while they are performing their day to day duties.This will determine whether or not what the procedures sayshould be happening, what they have said is happening during

the interviews and what they are actually doing all agree. Manytimes what you will find when you are observing the staff is thatmany times shortcuts are being taken in an effort to save time,which could create gaps and weaknesses within the controls andmake detecting or preventing fraud more difficult. Observingthe staff may also help to identify strange or unusual behaviorsor possibly even identify an area where training is necessary.

By far, the majority of frauds are uncovered as a result ofemployee tips, followed by internal audit, and lastly just stumbling onto them. While conducting the assessment youshould think like a thief. You should pay attention to what thelocal economy is like as that may be an indicator of some ofthe pressure on your staff to commit a fraud. You should also get a feel for what the employee morale is within the organization as that will help to gauge their attitude and howwilling they may be to perpetrate a fraud. By performing a fraudrisk assessment and correcting any potential vulnerabilitywithin your organization, you will tilt the odds in your favorfor preventing and detecting possible frauds. �
