MASA Medical Transport Solutions is a program offered to County employees to cover emer-gency medical transpor-tation. This program is offered through payroll deduction. The County in no way contributes funds

to this program. This pro-gram is employee pay only. After a review of the Agreement, a motion was made by Miller, seconded by Sanders to approve the Employer Benefit Payroll Deduction Agreement. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.The Board reviewed and considered approval of a reservation date concern-ing the use of the Exhibit building and the 4-H build-ing. Jolene Emmett from the Building & Grounds Department was present. Heather Abbott requested the use of the 4-H and Exhibit buildings on June 28, 2017 for a fundraiser for Sullivan Hills. A motion was made by Miller, sec-onded by Sanders to approve the reservation date as requested. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.Also, Lana Butts from KSID Radio, inquired if another building would be available on April8th and 9th during the KSID Expo for use by the John Deere Company in case of bad weather. The building would be used for farm equipment displayed at the Expo. The use of the Pavilion building was discussed. No action was taken.Colleen Terman, P & Z Administrator request-ed permission to attend a Planning and Zoning conference in Kearney, Nebraska. A motion was made by Sanders, second-ed by Miller to approve the request. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.County Assessor Sybil Prosser updated the Board on the Assessor’s activi-ties. Andrew Sherman, Library Director, presented an annual report to the Board regarding Library activities. Royce McConnell from McConnell Auctions, appeared to request the use of the north side of the County fairgrounds for an auction. The request was for the outside grounds only. The auction will be held on Saturday April 1, 2017. Auction items will be brought to the fair-grounds on Thursday and Friday, March 30th and 31st. All items must be removed fromthe fairgrounds by April 2nd. The rent for the fairgrounds is $300.00 and there is no damage deposit required. It will be necessary to enter into an agreement holding the County harmless. A motion was made by Sanders, seconded by Miller to approve the request of Royce McConnell for the use of the fairgrounds for an auction to be held on April 1, 2017.Items will be brought to the fairgrounds on March 30th and March 31st and all items must be removed from the grounds by April 2nd after the auction. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.Susan Narjes, Financial Coordinator for the Pavilion building proj-ect, updated the Board regarding this project. Mrs. Narjes informed the Board she had closed the account with the Nebraska Community Foundation. Any and all funds received after the Foundation account is closed will be deposited with the County Treasurer.Candy Glass and Michelle McMillen addressed the Board regarding the use of the Pavilion building by 4-H members. Cynthia Gill from the Extension office was also present. It is required that all youth participating in 4-H activi-ties be registered through the 4-H Council for insur-ance purposes. Mrs. Glass informed the Board that one of the 4-H leaders would be present at all times when the building is used by the 4-H youth. Mrs. McMillen stated that when the weather is suit-able, the outdoor arena will be used. If Robb or Michelle McMillen or Stuart or Candy Glass cannot be present, the event will be canceled. A motion was made by Miller, seconded by Sanders to approve the use of the Pavilion build-ing by the 4-H youth and further, continue the mat-ter of the use by non-4-H members to allow County Attorney Paul Schaub to do further research. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.Cody Renkoski appeared before the Board regarding the Weed Superintendent Contract to be award-ed. Chairman Johnson informed Renkoski that

the matter would be addressed at the February 21st meeting of the Board. No comments were heard.The Clerk opened sealed bids for the purchase or lease of a new or used skid-steer loader. Highway Superintendent Doug Hart was present for the bid opening. Nay: None.Treasurer Diane Scott reviewed the Semi-Annual Treasurer’s Statement with the Board. Randy Mathewson addressed the Board and requested that Common Mullein be added to the County Noxious Weed list. Comments were heard. Mr. Mathewson stated that theweed was present in CRP ground and rangeland. Aaron Berger from the Extension Office stated that there was an infesta-tion of Common Mullein in Kimball and Banner Counties.He has also seen it in the waterways. The Board set a public hearing for February 21, 2017 at 9:30 A.M., to discuss a Petition to add Common Mullein to the Cheyenne County Noxious Weed list.Darren Duncan, Chief Probation Officer, appeared before the Board to dis-cuss concerns regarding the office space for the Probation Office which the County leases from Loren Hoekema.Ron Leal, Emergency Management Coordinator and representing Sue Korgman from the Nebraska Emergency Management Agency, dis-cussed with the Board the Nebraska Regional Interoperability Network (NRIN) equipment which has been provided to Cheyenne County by the Nebraska Emergency Management Agency. Sheriff John Jenson and Communications Center Director Heidi Gillespie were also present for this discussion. Leal informed the Board that this equip-ment needs to be added to our insurance cover-age because the State has transferred owner-ship of the equipment to Cheyenne County. The equipment was purchased with Homeland Security funds. Director Gillespie explained that this sys-tem, which allows for regional and statewide wireless communica-tions and data sharing, is designed to connect Public Safety Answering Points (PSAP), 911 Centers and Emergency Operations Center to enable them to use statewide commu-nications and resources. This equipment allows the sharing of information quickly and includes radi-os, video pictures, docu-ments and other data. The different agencies must be trained in order to access the system. A motion was made by Miller, seconded by Sanders to add the equipment to the County’s insurance schedule and approve any training that would be needed to imple-ment the system. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.Dave Porter was unable to attend the meeting. Jason Juracek from the Cheyenne County Fair Board addressed the Board regarding the door locking system at the fairgrounds. Gerald Frerichs, President of the Fair Board, pre-viously walked through the fairgrounds property with Dave Porter to deter-mine where locks should be placed. This locking system would connect to the locking system at the Court House. A motion was made by Miller, sec-onded by Sanders to table this matter until Dave Porter can be present. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.Jacob Noel addressed the Board about leasing and

occupying the Caretaker residence located at the fairgrounds. Bruce Mastin previously occupied the residence and vacated it on January 27, 2017. The Lease and job description were reviewed. With ref-erence to the job descrip-tion, there was an item under Essential Functions that stated the Caretaker would be responsible to collect payments from overnight campers, horse boarding, winter storage and use of the dumping station facilities. This item no longer applies and was stricken. A motion was made by Miller, seconded by Sanders to approve the Lease Agreement with Jacob L. and Brittany M. Noel as Caretaker/resi-dent of the mobile home located at the fairgrounds and further, approve the deletion from the job description as above-described. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.Highway Superintendent Doug Hart presented Resolution 2017-4 amend-ing the One and Six Year Road Improvement Plan. After a discussion, a motion was made by Miller, seconded by Sanders to adopt Resolution 2017-4 amending the One and Six Year Road Improvement Plan as discussed. A complete copy of the Resolution as adopted is on file at the Office of the County Clerk.Superintendent Hart then updated the Board on road activities.Clerk of the District Court Debra Hume addressed the Board regarding Legislative Bill 544 which has been introduced in the Legislature.
