Highway 24 and the historic irrigation water turnout point

for Reclamation’s ‘former Roy Ranch’ property (96.9 acres

of now-fallowed pasture in the SE¼ of Section 4, T. 12 N.,

R. 19 E.W.M.), turnout #23 being located 1,750 feet east

and 1,500 feet north of the SW corner of Section 35, being

within the NE¼SW¼ of Section 35, T. 13 N., R. 19 E.W.M.

Primary Reach B: Begins at the end of Primary Reach A (FDA

turnout #23), and travels west in a buried pipeline through

a hop field owned by Lester Roy, Royal Enterprises

Partnership (easement dated September 13, 2001, filed

through the Yakima County Auditor’s Office on September 14,

2001), for a distance of 1,750 feet across the N½SW¼ of

Section 35, T. 13 N., R. 19 E.W.M., discharging into the

Little Moxee Drain. The water then travels south 1,500 feet

in the drain to Postma Road, then west 2,800 feet in the

drain along the north side of Postma Road to Birchfield

Road, then under Birchfield Road, discharging into a

drainage channel/stream course that traverses southwesterly

2,900 feet to the point where the stream course enters the

northeast corner of the Reclamation ‘former Roy’ property.

This entry point is approximately 1,350 feet westerly of

the east quarter corner of Section 4, T. 12 N., R. 19

E.W.M. At this point, the water flows into the

Reclamation/CPM wetland enhancement and creation project

area, where a portion of the water us used for creation of

32.23 acres of wetland. Primary Reach B ends in this

project area.

Secondary Reach: Begins at the end of Primary Reach B, at

the downstream end of the Reclamation/CPM wetland

enhancement and creation project area in the northeast

corner of Reclamation’s ‘former Roy Ranch’ property,

approximately 830 feet south and 2,539 feet west of the

east quarter corner of Section 4, within the SE¼ of Section

4, T. 12 N., R. 19 E.W.M. [Yakima County Parcel No. 191204-

42003]. The Secondary Reach water continues to flow

southwesterly through the Reclamation ‘former Roy’

property, enhancing instream flows and wetlands in the

natural stream courses and drainages on the property that

discharge into lower Moxee Slough and lower Blue Slough, to

Blue Slough’s confluence with the Yakima River, located

approximately 550 feet north and 1,250 feet west of the

southeast corner of Section 8, being within the S½SE¼ of

Section 8 T. 12 N., R. 19 E.W.M. [Blue Slough RM 0.0,

Yakima RM 107.5, approximately, Yakima County Parcel No.

191208-99989]. The Secondary Reach then continues down the

Yakima River to its confluence with the Columbia River,

located within the NE¼ of Section 19, T. 9 N., R. 29 E.W.M.

Columbia River to the Secondary Reach’s termination at the

Cascade Irrigation District shall continue to measure and

monitor its use of the Yakima River and those tributaries

to which it is confirmed water rights. Cascade shall make

the data available upon request and within a reasonable

time for review by the United States Bureau of Reclamation

and the Department of Ecology.
