In-Person Instruction Overview

Our goal is to return to in-person instruction as soon as it’s safely possible. We continue to work with public

health officials, and will reference the state Department of Health “decision tree” to help guide our reopening

decisions. Our return will be slow and careful, so we can minimize any health risks to our students and staff.

Some of the changes you’ll notice:

Face coverings will be required in our schools and on buses.

Hand washing and sanitizing will be required throughout the day.

Staff will teach, model and expect social distancing.

All students and staff will be required to complete a health screening prior to entry each day.

We will conduct enhanced cleaning, disinfection and sanitization of our schools and buses.

Phased Approach to Re-Entry

Phase I: Self-Contained Special Education

We postponed the return of our self-contained special education students due to updated guidance from the

state Department of Labor & Industries. We welcomed our secondary self-contained special education students

back on October 15 and our elementary self-contained special education students back on October 19.

Phase II: Preschool, Kindergarten and 1st Grade

We know that our youngest learners benefit the most from a classroom setting. We are planning to bring our

preschool, kindergarten, and 1st grade students back on Monday, November 9. To ensure small class sizes,

morning and afternoon preschool classes will be divided into two groups, with two morning groups and two

afternoon groups. Each group will attend for two half days per week (M/T or Th/F). Kindergarten and 1st grade

students will attend four half days of in-person instruction (AM/PM). In most cases, students with the last

names A-K will be in the morning group, and students with last names L-Z will be in the afternoon group. There

may be some variations based on class size. (We will do our best to address any hardships this may cause

individual families on a case-by-case basis.) Students will be in remote learning on the other half of each day

and on Wednesdays. Remote learning will include both online and paper activities. The transition into school

with four half days will allow staff to see their students four days a week. English Language Arts (ELA) and math

will be the focus of the 2.5 hours of instruction.

Next Phases: Grades 2-5

After successfully serving our youngest three grades on site, we will gradually add 2nd and 3rd graders (likely

December) and later our 4th and 5th graders (likely January) to the four half-day model described above.

Timeline for Secondary Schools (Grades 6-12)

Our older students will remain in a fully remote learning model until at least the end of first semester (January

28). However, some small groups of students in grades 6-12 may begin transitioning during first semester. (This

could include special education students and students who need intensive academic support.) We will share

more information as we begin finalizing those plans. During this time, high school students will have

opportunities to connect with their peers and adult advisors.

Cleaning for Health

We follow state and federal guidelines for cleaning schools for health and safety. We continue to monitor

updates to those guidelines and review them with custodial teams. For additional information, please refer to

the Centers for Disease Control and Prevention (CDC) Coronavirus Disease School and Child Care Programs

Guidance or the WA State Department of Health K-12 Schools – Fall 2020-21 Guidance.

Frequent Cleaning

Custodians clean and disinfect classrooms and all health areas daily (restrooms, cafeterias, health rooms, and

locker rooms). Custodians also will clean and disinfect touch points throughout the day and evening and as

needed. Touch points include doorknobs, push plates, handles, crash bars, sneeze guards, counters, faucets,

dispensers, phones, stair railings, keyboards, computer mouse, water filling stations etc. Additional cleaning

and disinfecting will occur in the day between shifts. Teachers will use Alpha-HP (hydrogen peroxide based)

spray with a microfiber cloth to clean and disinfect all desks and chairs where students were seated. They will

also clean and disinfect any tables if used during the session.

Safe and Effective Cleaning Products

All disinfectants used by CK Schools are approved by and meet the Environmental Protection Agency’s (EPA)

criteria and Green Seal approval. CK Schools does not use Volatile Organic Compounds (VOCs), which are

found in many commercially available cleaning products and are potentially harmful, especially to those with

asthma and chemical sensitivities. CK Schools uses Alpha-HP, which meets the EPA’s criteria for use against

SARS-CoV-2, the virus that causes COVID-19. We also use an electrostatic disinfectant sprayer for touchless

application. This electrically charged solution wraps surfaces with even coverage, including hard-to-reach areas.

Ventilation

Maintenance staff replace filters at least three times per year for our heating and ventilation system. After

events such as wildfires, air filters are assessed and replaced as needed. We follow recommendations for indoor

air quality set forth by the CDC and the WA State Department of Health. When possible, classroom doors and

windows will be opened.

Student Regulations and Procedures

All students are expected to wear cloth face coverings during all onsite activities and on district transportation.

Exceptions will be made on a case by case basis or in accordance with a student’s IEP or 504 plan. If a student

without an exception refuses to wear a mask, the student will not be allowed to be on campus and the school

will provide them with another opportunity to learn. Please ensure your child brings a spare mask each day.

Pre-Entry

We have all had to make significant behavioral changes to reduce the spread of COVID019. We will need to

continue these practices:

Self-evaluation prior to coming to school: Do you have any of the following symptoms that cannot be

attributed to any other known condition (allergies, asthma, etc.):

Do you have a fever at or above 100.4°F or

are you feeling feverish

without having taken any

fever reducing

medications?

Do you have chills?

Do you have a cough?

Do you have shortness of

breath or difficulty

breathing?

Do you have fatigue?

Do you have head or muscle aches?

Do you have a new loss of smell or taste?

Do you have a sore throat?

Do you have congestion or a runny nose?

Do you have nausea/vomiting, diarrhea,

or loss of appetite?

In the past 14 days, have you

been in close contact to

someone with the above

symptoms or someone who

has tested positive for

COVID-19 or is presumptively positive for

COVID-19? (Note: Close contact is defined

as being within 6 feet for at least 15

consecutive minutes.)

In the past 14 days have you tested

positive for COVID-19 or are awaiting test

results for COVID-19?

If the answer is yes to any of these questions, students must stay at home. Parents should notify the school.

Wearing cloth face coverings. Learn more about the use of masks from the CDC.

Social distancing (specifically, staying 6 feet away from others when you must go into a shared space)

Avoid touching eyes, nose, and mouth.

Frequently washing hands or using an alcohol-based sanitizer when soap and water are not available.

Parent/guardians will attest to the health of their student at home each day. If a child has any symptoms

related to COVID-19, they must stay home. Parents/guardians of students in Pre-K through 5 will complete

an attestation card at home. Students without guardian initials to show attestation of health will be directed

to the office so that a verbal attestation can be documented over the phone.

Entry

Each entrance will have a designated “greeter” and a temperature taker.

Students will enter the building using one of the identified entrances

o Elementary students’ attestation cards will be checked for initials at entry.

o Students with disabilities may use a variety of attestation modes based on their needs.

Student temperatures are taken PRIOR to entering the building.

If a student has a fever at or above 100.4°F upon entry of the building, they will be taken to a

“temporary observation” area where a second temperature will be taken. If the student still has a fever, they will wait there for pick up. See below for information for those using different modes of transportation to school.

Upon entry, all students will sanitize their hands prior to going directly (no bathroom, library, etc. stops) to their

classroom or to the “temporary observation” area.

Parent/Guardian Drop-Off

The student’s temperature will be taken while the parent/guardian waits in their vehicle.

Any student (and other students in the vehicle) who has a fever at or above 100.4°F will be asked to return

home.

Any student without a fever will enter the school through the designated entrance and follow the daily

attestation procedures indicated above.

Students who Walk or Bike

Prior to entering the building through the identified entrance, the student’s temperature will be taken.

If a student has a fever at or above 100.4°F upon entry of the building they will be taken to a “temporary

observation” area where a second temperature will be taken. If the student still has a fever, the parent/guardian

will be contacted. The student will wait there for pick up.

Students who Ride the Bus

Families are encouraged to consider alternate forms of transportation, including walking, biking or being driven

by caregivers as much as possible.

Students, drivers, and aides must wear appropriate face coverings while on the bus. We will have clear

protocols for students to maximize physical distance on the bus for as long as possible, until it is necessary to

fill in the last of any available seats. We will also implement additional health mitigation strategies, such as

health screening, hand hygiene, frequent cleaning and disinfecting, and maximum air circulation.

Once the bus arrives at school, and prior to entering the building through the identified entrance, each

student’s temperature will be taken.

observation” area where a second temperature will be taken. If the student still has a fever, the parent/guardian

will be contacted. The student will wait there for pick up.

During the Day

Chromebooks and supplies assigned to students at the beginning of the school year should stay at

home. Students should use them for the remote learning portion of the day. Backpacks are allowed and

will be stored at their seats.

Students will have the fewest touch points as possible (no lockers or coat racks) and keep their

backpacks and materials with them (or at their desk) at all times. There will be minimal sharing of

materials during the day.

Students should bring a personal water bottle that can be filled each day.

Students will wash/sanitize hands upon entry of the classroom.

Students will wash/sanitize hands before snack.

Students will wash/sanitize their hands prior to and after recess.

Students will wash/sanitize their hands after using the restroom.

Students will wear cloth face coverings, with some exceptions, for health and safety.

o Students will be given frequent reminders and positive reinforcement for appropriate mask

wearing throughout the day.

o Students will receive mask breaks when needed or after about two hours

o If a student without an exception cannot wear a mask, we will work with the family to provide

them with another opportunity to learn.

End of the Day

Students will wash/sanitize their hands prior to leaving the classroom.

Students will follow the building protocols for exiting the building.

Staff will clean desk areas and chairs (seat and back), with school approved cleaner after students leave.

Parent/Guardian Regulations and Procedures

Entry, During the Day, and End of the Day

The guidelines below apply to all parents/guardians at any time, before, during, and after the school day. Other

visitors and volunteers are not permitted during the 2020-21 school year (or until restrictions are lifted).

Regularly scheduled student drop-off and pick-up

Follow the procedures and guidelines outlined in the Parent/Guardian Drop-Off section on page 8 of this

guidebook.

Non-regular student drop-off and pick-up procedures

When arriving at the school during the day, call the school office to inform them of your arrival.

If dropping off your student, remain in your car; a staff member will come to you.

If picking up your student, remain in your car; a staff member will deliver your student to you.

If dropping off items for your student, remain in your car; a staff member will retrieve the items.

If you have a scheduled appointment

Remain in your car until the office releases you to come to the building.

A temperature check, with attestation, that it is at or below 100.4°F, is required prior to an onsite visit.

Face coverings are required to enter a building.

Entry is dependent upon completing a screening questionnaire before entering the building (you must

answer “no” to the health screening questions described on page 6 of this guidebook).

Parents/guardians must be cleared by a school employee before entry.

COVID-19 Case Response

We will identify possible exposure to COVID-19 as quickly as possible. Once a suspected or confirmed case is

identified, our district plays three critical roles:

Support a sick employee and/or student;

Partner with Kitsap Public Health to reduce workplace and

community transmission.

Protect the health and safety of others in our community;

Notification

Please notify your child’s school if your child has a suspected or confirmed case of COVID-19. Our schools will

respect student health confidentiality and share only information that is operationally necessary.

Response Process

If staff or students are confirmed to have a COVID-19 infection, we will follow guidance from local public health

and the CDC. View Kitsap Public Health District’s guidance at kitsappublichealth.org > COVID 19 Updates and

Resources. The guidance includes these actions:

If a case is identified while a student or staff

member is on-site, that person will be

separated from others and make

arrangements for safe transport home as

needed. They will be instructed to

quarantine for 14 days.

Immediately notify local health officials.

These officials will help administrators

determine a course of action.

Identify and notify potential close contacts.

We will likely dismiss students and most

staff for 2-5 days. This initial short-term

dismissal allows time for the local health

officials to gain a better understanding of

the COVID-19 situation impacting the

school and for custodial staff to clean and

disinfect the affected facilities.

During school dismissals, all athletics and group activities will be canceled.

Work with the local health officials to

determine appropriate next steps, including

whether an extended dismissal duration is

needed to stop or slow further spread of

COVID-19.

Close off areas used by those with COVID-

19, open windows and doors if possible for

up to 24 hours, then custodians will clean

and disinfect areas following state and

federal guidelines

We will also communicate to building staff, a school’s families, then communicate to district staff and families.

Contact Tracing

Contact tracing is a critical tool in our community’s effort to stop the spread of COVID-19. Contact tracing

stops the chain of transmission through rapid isolation of positive cases and identification and quarantine of

those in “close contact” with a positive case during the infectious period. (Note: Close contact is defined as

within 6-feet for at least 15 consecutive minutes.) Learn more about contact tracing from Kitsap Public Health.

The COVID-19 Supervisors in each of our schools play a vital role in contact tracing. They will work with Kitsap

Public Health to identify and notify people who may have been exposed. Contact tracing includes:

Immediately identifying and interviewing people with COVID-19

For all known and close contact cases, we will share the following information with Kitsap Public Health:

name, address, phone number, email, date of birth, primary language, role, date of symptom onset or

date of exposure

Supporting isolation of those who are infected

Warning contacts of their exposure, assess their symptoms and risk, and provide instructions for next

steps

Linking those with symptoms to testing and care

When Students Can Return

In accordance with CDC guidelines, a student who had signs of suspected or confirmed COVID-19 can return

when:

At least 10 days have passed since symptom onset; and

At least 24 hours with no fever and without fever-reducing medication; and

Symptoms have improved.

A student who received an alternative diagnosis or a tested negative can return when:

At least 24 hours with no fever and without fever-reducing medication; and

Symptoms have improved; or

Per condition diagnosed by health care provider (whichever is longer).

Potential School Closure

If there is substantial transmission in the local community, local health officials may suggest extended school

dismissals (e.g., dismissals for longer than two weeks). This longer-term, and likely broader-reaching, dismissal

strategy is intended to slow transmission rates of COVID-19 in the community.

During this time, students, would move to remote-only learning.

See the Appendix (page 24) to view the Notification of Potential Exposure to COVID-19 sample letter provided

by Kitsap Public Health District to all local school districts.

Remote Learning Overview

The Remote + In Person model will begin as fully remote for at least the first nine weeks. As we approach

the ninth week of school, we will reassess when and how we can welcome students safely back to school. We

continue to work with public health officials, and we will reference the state Department of Health “decision

tree” to help guide our reopening decisions. Our first priorities will be to bring back students with special

needs, students who need intensive supports, and elementary students. We will communicate our plans and

timeline with families so you will have enough time to make adjustments for the next portion of the school

year.

Remote learning in this model will be different from what our students and families experienced last spring.

Over the summer, we used feedback from students, families and staff to make significant improvements. You’ll

see increased expectations for student participation, more consistency in how we provide lessons and

materials, and better communication. Some expectations of the remote experience will include:

A focus on building relationships with our

students.

Using the same applications and practices

for posting assignments.

Weekly learning plans and schedules with

links to resources and activities.

A mix of recorded lessons and live

interactions with teachers and peers.

Feedback and grades via Google docs (or

PowerSchool for secondary students).

Attendance requirements for students in

accordance with OSPI guidelines.

Consistent office hours for students and

families.

Timely responses to student and

parent/guardian calls and emails.

Attendance & Time in Class

Regular attendance is required and is critical to your child’s success, whether we are learning remotely or in

person. Students are expected to engage in activities and assignments, and attendance will be taken daily.

Some examples of student participation include: logging into Google Classroom, interacting with teachers

(messages, emails, calls, video chat), or participating in a task or assignment. If a student does not demonstrate

participation daily, they will be marked absent. If your child is sick, or will miss school for any reason, please

contact your child’s school to report their absence just as you would for in-person learning.

Instructional Hours

According to current OSPI guidance, students will be expected to spend the traditional amount of time on

school instruction and activities. This may change as OSPI works with the state Legislature. School hours will

include instruction and class meetings, as well as the time students independently spend on activities and

assignments.

During the initial remote-only learning period this fall, virtual meets and online activities will be done between

roughly 8:00 a.m. and 3:30 p.m. Monday through Friday. Actual hours will vary by school.

Grading

Teachers in grades K-3 will use standards-based grading. This includes feedback and grades through Google

Classroom and Google Docs. Teachers in grades 4-12 will use grades A, B, C, or incomplete (I) and will provide

feedback to students on a weekly basis. Assignments for grades 6-12 will be graded and entered into

PowerSchool weekly.

Activities & Athletics

We will follow local and state public health recommendations, as well as guidance from Washington

Interscholastic Activities Association. We will be reintroducing clubs and activities (online) in October. We are

also planning for the return of high school athletics, although practices and competitions will undoubtedly look

different.

Technology

We recognize that some students have limited access to technology. We will check out district Chromebooks to

K-12 students on request. If your child needs a Chromebook, please visit CKSchools.org/AtHome.

Internet Access

We recognize that some students have limited or no internet access at home. We will work with these families

individually to find solutions. If you need help, please call 360-662-1085.

Offline Resources

Textbooks will be provided to students who have difficulty accessing them online. Please watch

communications from your school or talk with your child’s teacher about distribution plans.

Our elementary teachers will develop packets of non-digital learning tasks that will replace digital learning for

families who need them. There will be scheduled pick-up times each week for these packets. Families will turn

in their children’s work; be given the corrected learning from the previous week; and receive a new packet of

non-digital learning tasks for the next week. These non-digital learning tasks will be used to track student

progress.

Remote Instruction

Our teachers will provide instruction and are responsible for all curriculum and materials. Meetings, assignment

postings and more will happen on a regular schedule, so you will know what to expect and can plan.

We will continue to use the Google learning environment, with which CK students and staff have had the most

experience and support. Students will be engaged in a mix of recorded lessons, live interactions with teachers

and peers, and additional supplemental support activities. We will share recorded lessons in order to ensure

students have access to these lessons to watch (and re-watch if needed) at a time that is convenient for them.

Weekly Schedule & Assignments

We know that planning and flexibility is important for families. For each class or course, teachers will post a

weekly learning plan with links to learning activities. The plan will be designed with some flexibility to complete

activities for the week. All teachers will post learning plans in the Coursework area of their Google Classroom. A

weekly learning plan for each class, with links to learning activities, will be posted to Google Classroom(s) for

the upcoming week by the end of the workday on Friday. This will allow families to schedule the learning

activities for their students for the next week.

Access to Teacher Support

Teachers will be available for support on a consistent schedule. Teachers will share their office hours at the

beginning of the school year. Elementary staff will respond to phone messages or emails received by 3:00 p.m.

by the end of that workday. Messages received after 3:00 p.m. will be responded to by the end of the next

workday. Secondary staff will answer questions via phone, email or other electronic methods already

established. They will respond to any student or guardian questions or emails by the end of the next workday.

Elementary Remote Learning Day

A day of remote learning includes about three hours of time online, as well as independent activities. Teachers

are available daily for help and support. Teachers contacted all families the week of August 24 with more

information. They also scheduled a virtual meet and greet with each family at the start of the school year.

Teachers post their weekly learning plans each Friday.

Middle and High School Remote Learning Day

A day of remote learning includes about three hours of time online, as well as independent assignments and

activities. Teachers will be available daily for individual support. The schedule (below) is the same for all middle

and high schools. The first half of the day (8:00 a.m.-1:00 p.m.) includes live Google Meets and some work time.

The second half (1:15-3:00 p.m.) is independent work time only, when students can work on assignments,

watch learning videos, etc.

Students attend their 1st, 3rd and 5th period classes on Mondays and Thursdays. They attend their 2nd, 4th and 6th

period classes on Tuesdays and Fridays.

Food Services

All children in our community are eligible to receive a free sack breakfast and lunch every school day at one of

several pick-up or meal route locations. These free meals are available through the remainder of the 2020-21

school year. Visit CKschools.org/Meals or call 360-662-1092 for pickup times and locations.

If your child needs meals and you are not able to visit one of our pick-up sites or meal route stops, we

can help! Visit CKschools.org/Meals or call 360-662-1092, and we will work with your family to make other

arrangements.

Although meals are free to all children during this school year, we highly encourage families to apply for free or

reduced price meals. Doing so can qualify you for other state and federal support programs. To apply,

complete an application at www.lunchapp.com. Find details about the free- and reduced-cost meal program on

Student Support

While the 2020-21 school year may look and feel different in many ways, we are committed to helping our

students learn and grow.

Academic Support

We recognize that some students may need additional academic support at the start of the school year. This

fall, we assessed students’ skills and provided them with extra help as needed to get back on track. Support

included special instruction to meet a student’s needs, small virtual groups, or other activities assigned by

teachers. Please be sure to share your concerns and stay connected with your child’s teacher or counselor. (See

page 23 of this guide for contact information.)

Students with Special Needs: We have been actively planning for the enhanced remote education for all

students, including those receiving special education services. Our case managers contacted each family

this fall, in order to discuss their child’s services.

Here’s what you can expect: You and your child’s case manager will be discussing the remote learning

model and the way in which remote learning will be delivered, the goals, individualized remote learning

services and supports, and scheduled times for you and your child’s case manager to discuss progress

or areas of concern.

Understand, given the unique circumstances resulting from COVID-19, the services will look different

than your child’s services that were received at the school setting in order to maintain the health and

safety of everyone involved in their lives; yet, still being able to provide your child with a free and

appropriate education (FAPE).

Our special education webpage will be updated to contain the most recent information regarding

learning and special education in the district. This will also contain community resources for parents and

information regarding SEPAC (Special Education Parent Advisory Council).

Wellness

Adults and children across our community are experiencing high levels of stress. This stress directly impacts

people’s ability to listen, learn and respond. Our schools are sharing tips and strategies to help students

increase hope and support their ability to bounce back when faced with life’s challenges. Tips focus on three

areas:

1. First, Regulating and calming the emotions in our lower brains and bodies.

2. Then, Relating and connect to others in our midbrain.

3. Finally, Reasoning with our upper brain allowing us to learn, critically think and respond.

We will continue to assess students’ needs and provide varying levels of support based on those needs. All

students in the Remote + In-person model will take part in wellness and relationship-building activities with

counselors and teachers.

Although we cannot directly provide childcare, we do want to help our working families find solutions. During

the 2020-21 school year, we are contracted with three outside childcare providers. We are working closely with

Appendix

Sample Letter: Notification of Potential Exposure to COVID-19

Dear Families and Staff of <school name/room or work area>,

Potential exposure to a lab confirmed case of COVID-19 has been identified at your school.

The days of potential exposure were from < MM/DD/YEAR > to MM/DD/YEAR >.

All students and staff in affected areas LIST THEM will be dismissed and should not report to school until

<MM/DD/YEAR> while we work with the Kitsap Public Health District to determine appropriate next steps.

You generally need to be in close contact with a sick person to get infected. The Centers for Disease Control

and Prevention (CDC) definition of close contact is:

Being within 6 feet of a person with COVID-19 for at least 15 minutes OR

Being in direct contact with secretions from a person with COVID-19 (e.g., being coughed on, kissing,

sharing utensils, etc.).

Anyone identified as a close contact will be called by the Kitsap Public Health District (KPHD) or Name the

School District and provided information and recommendations related to their quarantine period and testing.

If you have not been contacted by us or the Kitsap Public Health District directly, you or your child is at

no additional risk of exposure related to this event.

Continue to physical distance, wear facial coverings, and wash hands.

Continue to monitor for symptoms of COVID-19. If symptoms develop, even if mild, contact your

health care provider.

The safety and wellness of the students and staff in our district is a top priority. We are working closely with the

Kitsap Public Health District as they conduct case investigation and contact tracing. As soon as we have
