Civil/Landscape Trends & Challenges One significant trend in land development projects these days is towards “mixed-use development”, that is, an integrated mixture of residential, commercial, cultural, institutional, or industrial uses in close proximity. Recently seen primarily in large urban centers, the concept of mixed-use development is now moving into smaller cities and towns across New England. The advantages of integrated development can be substantial. Among other benefits, traffic volumes, parking needs, and stormwater flows can all be reduced by taking advantage of the interaction between related uses. For example, apartments and offices located in close proximity will tend to reduce vehicle trips because some tenants will be employees of the office; thus, some of the vehicle trips usually expected become pedestrian trips. Likewise, parking inventory can also be reduced through shared parking. Using the same example, peak apart- ment parking demand falls outside of regular business hours, thus fewer total spaces can be provided for the same amount of development. Also, where multiple properties can be com- bined into a single development, greater land use density can be achieved by avoiding internal lot line setbacks. This results in more efficient parking layouts and elimination of unnecessary pavement, further reducing needed land area, construction costs, and the burden of excess runoff on stormwater infrastructure. Landscape Architecture plays a significant role in making mixed-use development work. First of all, each building must be placed so that it allows convenient, safe, and attractive pedestrian connections between all other major uses. It is generally taken that “walking distance” in New England is approximately 1400 feet or about a 7 minute walk. This is largely dependent on establishing a clear, direct path and an attractive walking environment. Of course, the concept of mixed-use development is not new – many of us remember when it was simply called “downtown”. Today, more community planners under- stand the benefits of mixed-use development and revitalizing city centers, particularly older, under-utilized manufacturing or commercial areas. As more communities embrace mixed- use development in their zoning codes, we can expect this healthy trend to accelerate, returning a large measure of prosperity and vibrancy to New England cities and towns. Encore Enterprises brings “Market and Main” Lifestyle Center to Macy’s Site The former Macy’s site on South River Road in Bedford, NH will soon be a new “Lifestyle Center”, a high-end multi-use complex featuring a deluxe movie theater, office building, hotel, Trader Joe’s, and a variety of vibrant restaurants and retail shops. The 350,000sf complex was approved in late 2016. Construction at the site began in March by Hutter Construction and is to be completed by late 2018. The complex includes seven new buildings and two new parking garages. TFM is responsible for the structural engineering of the garages, as well as civil/site and traffic engineering, permitting, land surveying and landscape architecture services. One significant trendin land developmentprojects these days istowards “mixed-usedevelopment”, that is, anintegrated mixture of residential,

recently passed the Structural Engineer(SE) exam and received his Profes-sional Engineer license. Mr. Vida servesas a Structural Engineer for TFMoran,his experience includes the design andanalysis of commercial and residentialbuildings. Mr. Vida is a 2016 AutodeskRevit® Structure Certified Professionaland attends the annual Revit® TechnologyConference North America. He has aMasters of Engineering degree in Struc-tural Engineering, a Bachelor of Sciencedegree in Civil Engineering and a minorin Economics from Rensselaer Polytech-nic Institute.The SE exam is an optional two-day examfor structural engineers which is the nextlevel beyond the PE exam. Although notmandatory for New Hampshire, the trendis that it will become the standard forstructural engineers in the future.

TFM provided civil/site, structural and traffic engineering, permit-ting, land surveying and landscape architectural services for the siteredevelopment of the former Weathervane Seafood Restaurantalong NH Route 101. The new Irish restaurant, Murphy’s Taproomand The Carriage House, will include a 142 seat restaurant, a 240 seatbanquet facility, and two patios; one for outdoor dining patrons andthe other for use with the banquet facility. Warrenstreet Architectsof Concord, NH designed the new facility to resemble a farmhousewith an attached barn. The General Contractor is NorthPointConstruction Management. Opening is expected for late summer.

SNHU’s newest dorm “Monadnock Hall” ribboncutting event planned for the new school year.TFM provided survey, permitting, civil/site engineering, and landscapearchitecture for this new 4-story dormitory at Southern NewHampshire University, located on East Side Drive in Hooksett. The103,440sf building contains apartment style dormitories made up ofsingle and double bedrooms, in total there are 300 beds. Included aremany amenities not typical to a college dorm, such as: a full kitchen,living room, and a separate shower off from the bathroom. Located on

the first floor of the building will also bea fitness center, game room, and acommon “Main Street”. The projectarchitects are Mackey Mitchell of St.Louis, MO and Lavallee Brensinger of

Manchester, NH, and the general contractor is Whiting Turner ofFramingham, MA. The exterior of the structure is a new design forSNHU, made up of natural stone and metal panels. A ribbon cuttingevent is planned for early September, after students get settled intotheir new home.®

Neshamkin French Architectsand TFM Structural Engineersprovided architectural and structuralengineering services for the renovationof the former Armory building inCharlestown, MA into 42 luxury con-dominiums with underground parking.Construction was completed by East-ridge Construction Managementand the project was developed by PatKeohane of C-Town Ventures, LLC.Previously underut i l ized, theCharlestown Battalion Armory hasbeen revitalized through a sensitiveprogram of historic restoration andinnovative interior design. The archi-tectural design preserved the exteriorwhile the interior, including thestructural system, was gutted andfour new floors were sensitivelyinserted to create 42 residential units.The design provides a variety of unittypes, including duplex penthouses

featuring tremendous downtownBoston and Mystic River views. Acentral, two-story, interior atriumallowed the design to take full advan-tage of building’s depth and providesnatural light to the building interior.

The original building, built in 1907, wasan A-frame style main structure sur-rounded on three sides by conventionaltwo-story wood framed structuressupported on masonry walls. The newdesign required infilling the spacewith 4 new residential levels and newinset exterior balconies. To maintainthe structure and allow the new levelsto be installed without replacing theroof, the new residential levels weredesigned to support the roof and whencompleted the existing steel trusses wereremoved. This method of integratedconstruction, shoring and demolitionrequired close coordination between thedesign team, contractor and developer.

TFM Featured Projects Under Construction...

TFM provided site design and civil engineering, permitting, surveying andlandscape architecture services for a new 58,000 square foot Elliot HealthSystem’s Medical Center located at the Hillside Shops at Bedford on Leavy Drive.The medical office building broke ground in December 2016. This is the finalphase of this multi-use development designed by TFM and originally developedby AV Bedford, LLC. Also, included in this pedestrian-friendly developmentis the Copper Door restaurant, BellwetherCredit Union, Dunkin’ Donuts and a StateLiquor Store, which are all connected by acommon green. Located at the signalizedintersection of NH Route 101 and OldBedford Road, the Hillside Shops at Bedfordwill offer patients convenient access andparking. This new 3-story, state-of-the-artmedical center will house three Elliotprimary care pract ices . LavalleeBrensinger Architects designed theexterior to have traditional New Englandforms and materials accenting the entrancesand corners. Constructed by A W Rose Construction, this new facilitywill be completed in two phases, the first of which includes two levels andis expected to be completed by January 2018. The second phase includes athird level.

Rob founded HBLA, Inc.in 2001 and has received over 50 awards or specialrecognition for his projects, including therapeutic gar-den design. On Thursday, June 8TH TFM hosted the Annual NHCommercial Investment Board of REALTORS®Awards Cookout at the Bedford office. Over onehundred NHCIBOR members were on hand tonetwork and enjoy grilled meats and summer saladsby the Wine’ing Butcher.

TFM President, Robert Duval, started off the pres-entation by welcoming the members and thankedTFM staff for their efforts in making the event asuccess. NH CIBOR President Kathy DeMello pre-sented Bob Marchewka ofOne Commercial Real Estatewith the REALTOR-of-the-Yearaward, and Bill Jean of FulcrumAssociates with the Affiliate-of-the Year award. The traditional“Awards Cake” was presentedto Bob and Bill, who did thehonors of cutting the firstpieces. TFM is proud to havepartnered with NHCIBOR forthe past twenty years.

TFM Staff Volunteer for Adopt-A-Block

InTown Manchester’s Adopt-A-Block is an event tohelp keep Downtown Manchester clean and green.It is usually held near Earth Day, but due to thepersistent springtime rain, it was rescheduled toJune 2nd. This year four TFM Engineers helpedwith picking up trash, raking, and mulching nearthe Mill Girl statue on Commercial Street. Withseveral other groups assigned to the large swathof green space, there was just enough work to goaround. TFM is proud to be active in the local com-munities where we work and live.

TFM Hosts NH CIBOR Awards Cookout

Saint Anselm College Student CenterComplex ~ Manchester, NHTFM engineers worked with Derck &Edson to provide civil/site design servicesfor the expansion and renovations of theSaint Anselm College Student Center.Currently under construction, the existing

Cushing Center will connect to the gym and expand by 12,575 sf creating anew complex. Located in the center of campus, this dynamic new gatheringplace will be named the Roger and Francine Jean Student Center Complex.Originally built in 1960, the existing building will undergo a transformation.New features will include a campus store/bookstore, a café, a second floor glass-windowed function room, and a 250-seatauditorium. The project architect, BHDPArchitecture, maintained the Georgianarchitecture design elements featured through-out the campus. Eckman Constructionexpects to complete construction in early 2018.

Washington Mills Apartments II~ Lawrence, MA ~

TFM provided civil/site engineering, permitting and landscape architec-ture services to SMC Management Corporation of Watertown, MA forredeveloping the former Lawrence Packaging/Newark Atlantic Paperboardsite at 240 Canal Street. Once warehouse and manufacturing space,this 7-story iconic riverside mill property is being converted to a combi-nation of multi-family residential and commercial uses featuring 198loft-style apartments, 19 studio units, and a self-storage facility, withcovered parking on the first-floor level. The site was opened up for addi-tional parking and landscaping by removing three single-story masonrybuildings, allowing for a new, more efficient parking layout and safervehicle circulation. The Riverside Park was designed to create a spacefor various age groups to enjoy both passive and active recreational activities,including a gazebo, horseshoe pits, a bocce court, walking paths and adog park that surrounds a large brick smokestack. Market SquareArchitects of Portsmouth, NH is providing architectural services. TheConstruction Manager is PC Construction Company of Manchester, NH.

Manchester Historic AssociationPreservation AwardsTFM’s Chief Operating Officer Dylan Cruess attendedthe 25th Annual Manchester Historic Awards heldat the Masonic Temple in May. The awards ceremonyis an annual event put on by the MHA, whose missionis to collect, preserve and share the history ofManchester, NH. The awards program recognizesthe efforts made by individuals, businesses, andorganizations that have contributed significantly tothe preservation of historic resources, buildings,and traditions in the Queen City. This year’s eventfeatured honorary co-chairs Dick and Alex Anagnostwho have a successful and long track record ofpreserving and restoring historically significantbuildings throughout the City. This was acommunity funded “extreme makeover”, where manylocal companies donated their services, time andmaterials. MPAL is a non-profit after school athletic organization thatconnects cops and kids, offering numerous recreationaland academic programs to all kids free of charge.

ORGANIZATIONAL INVOLVEMENT

TFM provided civil engineering, permittingand landscape architecture services toSMC Management Corporation for this228-unit residence located on BridgeStreet along the Merrimack/NashuaRiver. The project includes three separateresidential buildings consisting of fourfloors of apartments above a deck of

structured parking. Also included within the development is a 7,200 sftwo-story restaurant/retail store; and a one-story 3,390 sf community center.The project architect is DeStefano Architects of Portsmouth, NH andFulcrum Associates of Amherst, NH is providing Construction Management.Project completion is expected spring of 2018.

Ribbon Cutting at Chandler Place - AffordableSenior Living Apartments in Plaistow, NH

A ribbon-cutting ceremony was held in June for Phase I of ChandlerPlace Apartments on 18 Chandler Avenue. Steven Lewis, one of thethree local developers, New Hampshire’s Governor Chris Sununuand town officials were on hand to support this 62-and-older affordablesenior housing project. Phase I of this two-phased project, consists of25 one and two bedroom apartments, each averaging between650-670 sf, and a community center and business center on site. PhaseI was completed in-part from receiving $330,000 through the state’sAffordable Housing Fund and $4 million through Federal Low IncomeHousing Tax Credits. Residential applicants had to be at or below arequired income level to qualify. At the time of the ribbon-cutting event,occupancy was at capacity, with a waiting list. Phase II could add anadditional 14 apartments.The project team for Phase I of Chandler Place Apartments includedTFMoran for land surveying and civil/site engineering services,Burnell-Johnson Architects for architectural design, GaryChicoine Construction for building, and Jameson Excavationfor site work.

TFM provided survey, civil engineeringand landscape architecture services for anaddition to Shooters Outpost located onHooksett Road (Route 3) in Hooksett, NH.The retail store offers a large selection offirearms, firearm accessories, ammuni-tion, tactical apparel, safes, and more.The over-14,000 sf, three-level additionwill double the size of the existing logcabin, and feature high-vaulted ceilingsand exposed interior beams. The additionwill be made of structural steel with reallog siding and corners. The new space willprovide a new display area, increased retail space, a café with commer-cial kitchen, employee offices, new bathrooms, and inventory storage.The project architect is Cowan and Goudreau Architects and thegeneral contractor is North Branch Construction, both companiesare in Concord, NH.

Alene’s headquarters is inMilford, NH on 51 Scarborough Lane.

TFM worked as part ofthe project team withDivision 5 Metals asthe design consultantand Jay Steel, LLC asthe structural steelsupplier both from ofAmherst, NH. The design-build team alsoincluded Turnstone Corporation of Milford,NH as the project’s Construction Managerand Lauer Architects of Goffstown, NH.

Temco Tool Company~ Manchester, NHTFM provided surveying, civil engineering,and permitting services for Temco ToolCompany, for the expansion of their exist-ing manufacturing facility at 800 Holt Ave.The expansion includes 16,000sf of onestory manufacturing space and 4,800sfof office space (two stories). The projectalso included additional parking, storm-water management and utility upgrades.The project architect was Stone RiverArchitects and Fulcrum Associatesprovided construction management.Temco Tool has been machining precisionpiece parts and providing value-addedservices for the aerospace, defense,medical, space and other industriessince 1963.

lane drive-up area and two ATMs. The project team included developmentconsultants Paramount Partners of Quincy, MA, building designerRon Reilly, DeStefano Architects and Sullivan Construction.Established in 1869 in Franklin,NH, Franklin Savings Bank hasserved the NH community forover 147 years offering commer-cial lending, personal bankingand investment services. ThisMerrimack branch will be theireighth full-service location.

Scott Olsen, EIT joined the Civil EngineeringDepartment serving as a Project Engineer.He has a Bachelor of Science degree inEnvironmental Engineering from theUniversity of New Hampshire in Durham.Scott’s experience includes constructioninspection, stormwater management, site

and roadway grading, underground utility work for commercialand residential projects, and a $35 million federal renovationproject. His certifications include Army Corps of EngineersCQC, and OSHA 40 HAZWOPER.

Stephen Perley joined the CAD Departmentserving as a CAD Technician. He has anAssociates of Science degree in DraftingTechnology from the New Hampshire Voca-tional Technical College at Manchester.Steve has 30 years experience in preparingplans for all facets of civil engineering and

surveying projects.

Stephen Williams joined the Stormwaterand Construction Inspection Department.He has a Bachelor’s degree in MechanicalEngineering from the University of NewHampshire in Durham. Stephen has over30 years of experience including soils test-ing, monitoring infrastructure construction,

water mains, sewer mains, and SWPPP Plans.

Evelyn Piccozzi recently joined the CivilEngineering Department serving as a ProjectEngineer in the Portsmouth office. Evelynattended Northeastern University and has over30 years of experience in drafting and design-ing, civil engineering, AutoCAD and pipingengineering on the east and west coasts.

Dylan Erickson joined the Civil Engineering Departmentserving as a Project Engineer. He has a Bachelor of Sci-ence degree in Environmental Engineering from the Uni-versity of New Hampshire in Durham. Dylan’s workexperience includes civil/site design, stormwater manage-ment, drainage and utility design, and environmental siteassessments for commercial and residential projects.

Maureen Kelly, EIT joined the Civil Engineering Departmentserving as a Project Engineer. She has a Bachelor of Sci-ence degree in Civil and Environmental Engineering, anda Master’s degree in Structural Engineering from the Uni-versity of Massachusetts, Lowell. Maureen’s experience in-cludes watershed analysis, drainage assessment,stormwater retention, as well as calculations for residential

and commercial structures.

Shaun Vando joined the Civil Engineering Departmentserving as a Project Engineer with over 18 years ofexperience. He has an Associates degree from MiddlesexCommunity College, and has studied Advanced Renderingat the Boston Architectural Center. Shaun’s extensiveexperience includes site design for retail developments,transportation and multi-use projects.

Rollin Khaund joined the Survey Department serving asa Survey Technician with over 30 years of experience infield and office surveying. He has a Bachelor of Sciencedegree in Civil Engineering Technology and a Land Survey-ing Certificate from the University of Massachusetts in Low-ell. Rollin is a certified Surveyor-in-Training in the state ofMassachusetts. In addition to topographic and as-built

surveys, his experience includes survey for roadways, utilities and drainagefor municipalities, MassDOT and MBTA.
