    Persons Arrested

    In protecting the public, law officers relyon their powers of arrest, which provide themwith the legal authority to deprive deviantindividuals of their liberty and hold themaccountable for antisocial behavior. Becausearrests are the ultimate goal of criminal investi-gations, the level of arrests is often viewed as ameasure of police effectiveness. Although thereis considerable variation in the allocation of lawenforcement resources from place to place andeven from time to time within the same agency,arrests for serious crime (e.g., murder, rape,robbery) are strongly pursued in all venues.

    For UCR reporting purposes, one arrest iscounted for each separate occasion in which anindividual is taken into custody, notified toappear, or cited for an offense. Because oneindividual may be arrested several times duringthe year for different offenses, the arrest figuresin this section should not be viewed as an annualaccounting of the number of persons arrestedbut, rather, as an index of the number of arrestsmade by law enforcement.

    National Distributions

    The Nation’s law enforcement made anestimated 13.7 million arrests for criminaloffenses (excluding traffic violations) during2001. Approximately 2.2 million of theestimated arrests for 2001 involved Crime Indexoffenses, which accounted for 16.4 percent oftotal arrests. (See Table 29.) During 2001, therewas an overall decrease of 2.1 percent from thenumber of arrests during the previous year. Thetotal arrests for Index offenses reflected a smalldecrease from the prior year’s total(-0.7 percent). Within the Crime Index, violentcrime arrests increased slightly, 0.1 percent, andproperty crime arrests declined 1.0 percent. (SeeTable 36.)

    The 5- and 10-year arrest trends indicatedan 8.9-percent decrease from the 1997 arrestfigure and a 0.5-percent increase from the 1992number. (See Tables 32, 34, and 36.)

    By Age, Sex, and Race

    Nationally, adults made up 83.3 percent ofthe persons arrested in the United States during2001. Approximately 45.9 percent of the totalarrests nationwide involved persons under theage of 25, 31.4 percent were under the age of21, and 16.7 percent of the total were under theage of 18. In terms of violent crime arrests,44.2 percent of total arrestees were under 25years of age, 29.0 percent were under 21 yearsof age, and 15.4 percent were under the age of18. A review of arrests for property crimesindicated that 58.3 percent of arrestees wereunder 25 years of age, 46.7 percent were under21 years of age, and 30.4 percent were under 18years of age. (See Tables 38 and 41.)

    Approximately 77.5 percent of arresteesnationwide were male. Males accounted for82.7 percent of violent crime arrestees, and theycomprised 69.6 percent of total arrestees forproperty crimes. Males were most oftenarrested for drug abuse violations, whereasfemales were most often arrested for larceny-theft. (See Table 42.)

    By race, 69.5 percent of total arresteesduring 2001 were white, 28.1 percent were

    black, and the remainder were of other races.Whites accounted for 60.2 percent of the totalarrestees for violent crime and 66.0 percent ofproperty crime arrestees. Whites were mostfrequently arrested for driving under theinfluence. Blacks were most often arrested fordrug abuse violations. (See Table 43.)

    Drug and Alcohol Offenses

    Overall drug arrests reported for 2001revealed a 1.4-percent decline from the 2000figure. (See Table 36.) However, arrests for drugabuse violations have increased 40.3 percentsince 1992, and juvenile arrests for these offenseshave increased 121.3 percent since the 1992report. (See Table 32.) During 2001, adultsaccounted for 87.2 percent of drug abuse arrests,and males accounted for 82.2 percent of the total.(See Tables 38 and 42.) Of all arrests for drugabuse violations, 40.4 percent were for posses-sion of marijuana. Possession of heroin, cocaine,and their derivatives accounted for 23.1 percentof total drug arrests. (See Table 4.1.)

    4.3 million arrests—31.0 percent of the total.Arrests for drug abuse violations were estimatedat 1.6 million, and arrests for driving under theinfluence were estimated at 1.4 million. Ap-proximately 610,591 arrests involved liquor lawviolations. Arrests for drunkenness wereapproximated at 618,668. (See Table 29.) Maleoffenders accounted for 82.4 percent of totalarrests for drug and alcohol offenses during2001. (See Table 42.)

    Regional Offense Distributions and Rates

    The U.S. is divided into four regions: theNortheast, the Midwest, the South, and the West.(See Appendix III.) In 2001, data collectedregarding the Nation’s four regions reflect thefollowing:

    The Northeast

    During 2001, the Northeast Regionrecorded an overall arrest rate of 4,014.1 per100,000 inhabitants. The region reported anarrest rate per 100,000 people of 198.7 forviolent crimes and 481.1 for property crimes.Arrest rates for individual violent crimes weremeasured at 3.2 murder arrests per 100,000

    inhabitants, 9.6 forcible rape arrests, 45.4robbery arrests, and 140.4 aggravated assaultarrests per 100,000 inhabitants. In terms ofproperty crimes, the rate of arrests for larceny-theft was measured at 357.8, the arrest rate forburglary was computed at 82.2, and the arrestrate for motor vehicle theft was calculated at35.3 arrests per 100,000 in population. (SeeTable 30.)

    The Midwest

    The Midwest had a total arrest rate of4,922.2 per 100,000 people in 2001. Theregional arrest rate for violent crimes wascalculated at 187.2 per 100,000; for propertycrimes the rate was 608.4 arrests for every100,000 in population. Individually, theregion’s arrest rates for violent crime offenseswere murder, 5.3; forcible rape, 11.0; robbery,34.5; and aggravated assault, 136.4 arrests per100,000 inhabitants. Concerning propertycrime arrest rates, larceny-theft arrests werecomputed at 460.8 per 100,000 population,burglary arrests were measured at 78.0 percent,and motor vehicle theft arrests were calculatedat 64.0 arrests per 100,000 regional inhabitants.(See Table 30.)

    The South

    In the South, the most heavily populatedregion, the overall arrest rate for 2001 wasrecorded at 5,376.6 arrests per 100,000 inpopulation. The violent crime arrest rate wasmeasured at 202.1, and the property crimearrest rate was 604.4 per 100,000 inhabitants. Abreakdown of the individual violent crimesshowed that murder had a rate of 6.0 arrests per100,000 population. Forcible rape arrests weremeasured at 9.7, robbery arrests at 38.0, andaggravated assault at 148.4 per 100,000 inpopulation. A breakdown of the propertycrimes for the region showed the SouthernStates reported an arrest rate of 448.0 forlarceny-theft, a rate of 108.9 for burglary, and arate of 41.5 arrests per 100,000 for motorvehicle theft. (See Table 30.)

    The West

    In 2001, the Western Region recorded anoverall arrest rate of 4,720.7 per 100,000individuals. The violent crime arrest rate for theWestern States was 289.1 per 100,000, and theproperty crime arrest rate was 602.4 per 100,000regional inhabitants. Among the specific violentcrime offenses, murder had an arrest rate of 4.5per 100,000; forcible rape, 8.9; robbery, 41.5arrests per 100,000; and aggravated assault,234.2 arrests per 100,000 inhabitants. Withinproperty crime arrest rates, the larceny-theftarrest rate was recorded at 399.0 per 100,000individuals; the burglary arrest rate, 124.9; andthe motor vehicle theft arrest rate, 70.2 arrestsfor every 100,000 in population. (See Table 30.)

    Population Groups and Rates

    In 2001, the Nation’s smallest cities, thosewith fewer than 10,000 residents, reported thehighest arrest rate, 6,308.4 for 100,000 inhabit-ants. Those communities also recorded a violentcrime arrest rate of 179.0 and a property crimearrest rate of 618.8 per 100,000 in population.The Nation’s largest cities, those with popula-tions of more than 250,000, recorded an overallarrest rate of 5,812.0, a violent crime arrest rateof 359.0, and a property crime arrest rate of758.8 per 100,000 inhabitants. Cities withpopulations ranging from 25,000 to 49,999 hadthe lowest overall arrest rate, 4,482.5 per100,000 persons. The arrest rate for violentcrimes in those cities was 188.0 and for propertycrimes, 632.6. (See Table 31.)

    The Nation’s rural counties recorded anoverall arrest rate of 3,968.3, a violent crimearrest rate of 137.1, and a property crime arrestrate of 289.2 per 100,000 inhabitants. Theoverall arrest rate for suburban counties was3,801.5, and this group reported a rate of 167.6for violent crimes and 358.0 for property crimesper 100,000 in population. (See Table 31.)
