EXECUTIVESUMMARYTheHeritageStrategicReviewImplementationPlanUpdate2016buildsuponpreviousworktoprovidearenewed vision for Surrey’s Heritage Program. It outlines a vision, goals and prioritized strategies forSurrey'sHeritageProgram.Itprovidesabackgroundofpastheritageawarenessandplanninginitiatives,reviewskeycomponentsoftheexistingprogram,definesavision,goalsandstrategiesfortheprogram,and proposes an Implementation Plan to execute the Strategies and Actions that will help the Cityrealize this renewedvision. Thiswill enable theHeritageProgram tobemoreeffective in conserving,interpretingandcelebratingSurrey’srichheritagelegacy.InSection2ofthisreport,thefollowingVisionforthenextsevenyearsofSurrey’sHeritageProgramhasbeendevelopedinconjunctionwithcitystaffandtheSurreyHeritageAdvisoryCommission:

1.INTRODUCTIONHeritage,asacontinuum,includesnotonlyourpast,butalsoourpresentandourfuture.Surreyhasasignificantheritage legacy,beginningwithFirstNationswhohave inhabited the land for thousandsofyears; settlers from Europe, who first arrived in the mid-1800s; the settlement’s incorporation as amunicipalityin1879;andcontinuingthroughthetransitiontoaCityin1993.Heritageisboththestartingpointthatwecomefrom,andthelinktothefuturethatweconstruct.Itiswhatwearegiventoexplore,andwhatwefilterintowhatweusetomoveforward.Heritageistiedtoculture, identity, our cultural perspectives, collective consciousness and sense of place. In Surrey,heritagetranslates intoadistinctmixofcultures, ideas,values,andthebuilt resourcesthatrepresentthem. This facet of our identity provides us with variety in neighbourhood design and architecture,expressesvarioussocialvalues,andprovidesaninvaluableresourcethatisdistinctlyourown.Surreyhasalonghistoryofheritageplanning,datingbacktoitsfirstheritagedesignationin1970.Thecity’scommunityheritageincludesbuilt,natural,culturalandtransportationresourcesthathavebeen–and continue to be – important to the development of the City as a complete community. Theseheritageresourceshavebeenformallyrecognized,andtheirconservationhasbeenthefocusofSurrey’sHeritageProgramformorethanfortyyears.This Heritage Strategic Review Implementation Plan Update provides a renewed vision for Surrey’sHeritageProgram,inordertoenableittobemoreeffectiveinconserving,interpretingandcelebratingSurrey’sheritage.

1.1THEHERITAGESTRATEGICREVIEWPROCESSIn 2010,Donald Luxton&Associates Inc.was retained by the City of Surrey to undertakeaHeritageStrategic Review. This process brought together community stakeholders and City staff in a series ofworkshopswith thegoalofdevelopinga renewedvision for Surrey’sHeritageProgram.The resultingreport, which was approved by Surrey Heritage Advisory Commission in late 2010, included animplementationplanthatoutlinedanumberofactionstobetakenoverafive-yearperiod(2011-2015).The implementation period for theHeritage Strategic Review has passed, andmost of thework planprioritieshavebeencompleted,areongoing,orarenolongerapriority.This updated Implementation Plan identifies priorities for 2017-2024. As part of the consultativeprocess, SHACand city staffwere asked to assess Surrey’s currentHeritageProgram. This discussion,and the analysis contained within this report, determined the recommendations for the StrategicReview. In general, there was consensus that the current Heritage Program is very effective. TheHeritage Programhas a long history, deep roots in the community, and hasmade strong and steadyprogress in the identification, evaluation and management of Surrey’s heritage resources. Therecommendationsbuildupon the strong foundationofheritagework in Surrey, address thegapsandweaknessesofexistingprograminitiatives,andprovidedirectionforthefutureofheritageconservationinSurrey.ThisHeritage Strategic Review Implementation Plan Update outlines the vision, goals and prioritizedstrategies for Surrey's Heritage Program. It provides a background of past heritage awareness andplanning initiatives, reviews key components of the existing program, defines a vision, goals andstrategiesfortheprogram,andproposesanImplementationPlantoexecutetheStrategiesandActionsthat will help the City realize this renewed vision. This Plan provides a roadmap for the City’sconservationinitiatives,andisintegratedwithothercivicplansandobjectives.

1.2HERITAGEACHIEVEMENTS2011-2015Foralmost fiftyyears,Surrey’sheritagehasbeenresearched,documented,protectedand interpretedfor the residents and visitors of the City. This solid foundation, built upon the work of the SurreyHistoricalSocietydatingfrom1969,theoriginalSurreyHeritageAdvisoryCommitteedatingfrom1976,andcontinuing today through thededicatedworkofavarietyofheritageorganizations,hasprovidedSurrey with a rich understanding of its past as it seeks to define the future direction of its heritageprogram.ThefollowingsectionsoutlinepastandcurrentheritageinitiativesandreviewthecomponentscurrentlyinplacethatconstitutetheCityofSurrey’sHeritageProgram.Heritage planning work is undertaken by the Community Planning Division. Heritage Services isresponsible for the operation of the SurreyMuseum, City of Surrey Archives and Stewart Farm. Thisdivision reports to and is funded by the City’s Parks, Recreation and Culture Department. HeritageServices develops school programs, public workshops, courses, demonstrations, tours and specialevents.EducationandawarenessinitiativesareanintegralpartofSurrey’sHeritageProgram.

2.3STRATEGIESFORSURREY’SHERITAGEPROGRAMTheGoalscanbeimplementedthroughassociatedStrategiesandActions,andmanyofthesecanworkin concert with each other. The Implementation Plan provides guidance on the anticipated timeline,grouplead,supportorganizationsandalsotheimplicationofeachstrategy.
GOAL1:CITYHERITAGESTEWARDSHIPSTRATEGIES&ACTIONSTheCityofSurreyshouldset,byexample,thestandardforotherownersofheritageproperties.TheCity has the opportunity to adopt a leadership role, by establishing stewardship policies for themanagementofitsownheritageresources.Theoutcomewillbeanenhancedapproachtoheritageconservation at all levels. In order to achieve success, a commitment to a Heritage StewardshipPolicy will require an allocation of human and financial resources. Given current budgetaryconstraints, this presents a challenge, although these initiatives can start out with low-costinitiativesthatwillcoordinateexistinginitiativesandsetnewdirections,whileotherinitiativescanbeimplementedovertimeasresourcesallow.
STRATEGY1.1:ENHANCEMUNICIPALLEADERSHIPInco-operationwithkeycommunitypartners,shouldset,byexample,thestandardforotherownersofheritageproperties.FullyoperationalizethepoliciesforthemanagementoftheCity’sownheritageresources,includingthehigheststandardsintheconservationandstewardshipofheritagesitesundertheCity’sdirectcontrol.
ACTION1.1.1:ProtectCity-OwnedHeritageSitesInitiatedesignationbylawsforCity-ownedheritagesites.ThiswilldemonstratetheCity’scommitmenttothelong-termprotectionofitsheritageresources.ACTION1.1.2:IdentifytheBroadRangeofOtherCity-OwnedHeritageSitesMunicipalplanningbestpracticesnowrecognizeabroaderunderstandingofwhatconstitutescommunityheritage.AnexcellentexampleistheCityofMontreal’sHeritagePolicy,adoptedin2005,whichembracesabroadconceptofheritageas“anyassetorgroupofassets,naturalorcultural,tangibleorintangible,thatacommunityrecognizesforitsvalueasawitnesstohistoryandmemory”.Morespecifically,theHeritagePolicyfocusesonsevenareasofstewardship:(1)builtheritage,i.e.buildings,infrastructure;(2)archaeologicalheritage;(3)landscapeheritage;(4)publicart;(5)movableheritage,i.e.collections;(6)archivalheritage,e.g.plans,photographs,writtendocuments;and(7)intangibleheritage.Throughthispolicy,theCityofMontrealisestablishingavisionforanintegratedheritagestrategy.Anysuchvisionrestsonasetofstrategicgoalsthatshouldincludemarketingcommunications,internalandexternalpartnerships,asupportiveinstitutionalframework(e.g.incentivesandfunding),educationaloutreachandinnovativeprograms.TheCityofSurreyshouldidentifysitesofheritagevalueotherthanbuildingsthatareunderCity-ownershipand/ormanagement.Thiscouldinclude,butisnotlimitedtositessuchasparks,streettrees,andotherculturalandnaturallandscapefeatures,aswellasabroadrangeofotherresourcesofheritagevalue.

ACTION1.1.3:DevelopConservationPlansforCity-OwnedHeritageSitesDevelopConservationPlansthatwillguidethelong-termconservationandmanagementofindividualCity-ownedheritagesites.Thisshouldincludecyclicalmaintenanceplansthatwillalsoguideongoingmaintenance.ThisalignswithbestpracticeofothercitiessuchasRichmond,whichhascompletedConservationPlansforallCity-ownedheritagesites,andMapleRidge,wherethisprocessisunderway.ACTION1.1.4:IdentifyBudgetsforConservationofCity-OwnedHeritageSitesAspartoftheannualcivicbudgetprocess,identifybudgetsfortheimplementationofConservationPlansforeachsite,aswellasongoingmaintenancebudgets.

GOAL2:HERITAGEPLANNINGSTRATEGIES&ACTIONSThe City of Surrey recognizes the value of heritage conservation and has over time dedicatedsubstantial resources toheritage conservation initiatives. TheCommunityPlanningDivisionof thePlanning andDevelopment Department is responsible for heritage planning, but a variety of CityStaffmayencountersituationsthatinvolveheritageissues.Itwill increasetheeffectivenessoftheHeritage Program if the heritage information base is clearly organized, if resources are properlyevaluated and if Staff members are properly trained and educated. This builds upon existingsuccessfulheritageplanninginitiatives.
HeritageplanningattheCityofSurreyisbuiltuponastrongfoundation.Formorethanfortyyears,the City has been completing heritage projects and today, the City has undertaken heritageinitiatives to identify, evaluate, manage and protect Surrey’s heritage resources. The followingactionsdescribehowtheCitycanmakeitsHeritageProgramevenmoreeffective.
STRATEGY2.1:INTEGRATIONWITHMUNICIPALPLANNINGEnsurethatthecivicplanningframeworkfullyrecognizestheimportanceofheritageconservation,andthatheritageconservationisincludedasakeygoalinemergingpolicydocuments.Adoptaconsistentdefinitionofwhatconstitutes“heritage”andensurethattheCity’spolicyframeworkintegratesreferencestoheritageconservationasrequired.
ACTION2.1.1:LinkHeritagewithSustainabilityHeritageconservationisaninherentlysustainableactivity,andsupportssocial,environmentalandeconomicsustainability.ThelinkagebetweenheritageandsustainabilityisbothstrongandbeneficialandshouldbedevelopedandpromotedfortheadvancementofSurrey’sHeritageProgram.Heritageconservationisadesirable,moresustainableformofdevelopmentforthefollowingreasons:
• Buildingrehabilitationisanexceptionaleconomicstimulant.• Propertyrenewalattractsnewbusinessesandresidents,andtakesadvantageof
existinginfrastructure.• Buildingrehabilitationuseslessthanhalftheenergyofnewconstruction.1• Thepropertyvaluesofamajorityofdesignatedheritagepropertiesarebetterthan
orequaltotheaveragepropertyvaluetrend.2

TheCityofSurreyhasformulatedaSustainabilityCharterthatwillhelpguidethedevelopmentandoperationsoftheCityinamoresustainablefashion.Heritageconservationisinherentlysustainableandthereforeanaturalfitinsuchadocument.TheinclusionofheritageconservationgoalsintheCharter(foundinPart3)supportsthemandateofthedocument,andalsoraisesawarenessofheritage,bothintermsofsustainabilityandCitydevelopment.ThecurrentCharter,however,doesnotgofarenoughinexplainingtheoverarchingimportanceofheritageconservationinachievingsustainabilitygoals.AstheCharterevolves,opportunitiesforthefurtherelaborationofheritageconservationstrategiesshouldbeexplored.TheCity’sSustainabilityOfficeshouldcollaboratewiththeCascadiaGreenBuildingCouncilandSHACtodeterminehowtomorefullyintegrateheritageconservationintotheCharter.Eventually,usingtheCharterasthefoundation,heritageandsustainabilityshouldbelinkedtogetherinSurrey’sOfficialCommunityPlan.
ACTION2.1.2:LinkHeritagewithEconomicDevelopmentEconomicdevelopmentiscriticaltotheoveralldevelopmentofanycity.Withineconomicdevelopment,tourism,andspecificallyculturaltourism,whichincludesvisitinghistoricsites,playsacrucialrole.Culturaltourismisthefastestgrowingsegmentofthetourismindustry.Canadiansspentmorethan$5billiononculturaltourismin20073andsomanytouristsnowcometoCanadatovisithistoricplacesthattheirconservationandinterpretationisnowamajorfactorinsustainingthetourismindustry.Althoughitismoredifficulttomeasuretheimpactatthelocallevel,heritageiswithoutquestionadrivingfactorintheboomingculturaltourismindustry.Surrey’sheritageinitiativesshould,therefore,belinkedtothisgrowingsectorsothatbothheritageconservationeffortsandeconomicdevelopmentaremutuallypromotedandfostered. ACTION2.1.3:PromoteHeritageTourismTourismSurrey,HeritageServicesandtheCity’sEconomicDevelopmentOfficeshouldcollaboratetoconsidertheinclusionofadditionalheritageattractionsandtodeterminethemosteffectivemethodsofpromotingheritagetourism.TheSurreyBoardofTrade,BusinessImprovementAssociations(bothDowntownandCloverdale),andlocalheritagegroupsshouldalsobeconsulted.
ACTION2.1.4:IntegrateHeritageConservationintoNeighbourhoodPlanninginitiativesAsTownCentrePlans(TCPs)areupdatedandNeighbourhoodConceptPlans(NCPs)aredeveloped,integrateheritagecontext,policiesandinformationonsignificantheritagesitestoallowformoreeffectivemanagementoftheseresources.

STRATEGY2.2:REVIEWDEVELOPMENTANDFINANCIALINCENTIVESExistingCityheritageconservationincentivesshouldbereviewedandupdatedtoensurethattheyarealignedwiththerenewedfocusoftheHeritagePolicyandProgramReview.Arevisedprogramofeffectiveincentivesshouldbeavailablethatwillstrategicallyencourageauthenticconservationandrehabilitation,byencouragingownerstoinvestintheirproperties.Theamountofincentivesshouldbedirectlyrelatedtothelevelofheritageconservation,andshouldbeofferedinexchangeforlegalprotection.Anyproposedworkonthesiteshouldbecompatiblewith,andsympatheticto,thecharacterandcontextoftheheritagesite,asevaluatedbasedonaStatementofSignificanceandasassessedagainsttheStandardsandGuidelines.
ACTION2.2.1:ReviewSurrey’sHeritageIncentivesProgramsItisimportanttorememberthatincentivesshouldensurethelong-termfinancialviabilityofeachheritage conservationproject and that theapplicationof incentives is subject to thefollowingconditions:
• AllpropertiesontheHeritageRegister,oreligiblefortheRegister,shouldbeconsideredforfinancialincentives,butlegalprotection,intheformofaheritagedesignation,HeritageRevitalizationAgreement,oracovenant,shouldbeapre-requisitebeforeanymunicipalheritageincentiveisgranted.
• Theamountofincentivesofferedshouldbedirectlyrelatedtothelevelofconservation,andshouldreflectagoodconservationoutcome.Theheritagecharacter-definingelementsofthesitearetobemaintained.
• Theproposedworkonthesitewouldbecompatiblewith,andsympatheticto,thecharacterandcontextoftheheritagesite,accordingtotheStandardsandGuidelinesfortheConservationofHistoricPlacesinCanada.
• Forlargerincentives,proofoffinancialnecessitymayberequiredthroughaproformaeconomicanalysis.
Inaddition,reviewotheropportunitiesfortheprovisionofincentivestopromoteconservation:• DevelopapolicyfortheRestrictedReserveforFutureExpense(currentlysitsat+
$277K)• Initiateatechnicalreviewofopportunitiestosupportcategoriesofthreatened
heritageresources(e.g.,immediatefocus:replacementofheritagehouseswithnewsinglefamilydwellingsandinabilitytoofferdevelopmentincentivesforheritageretentionintheALR)
STRATEGY2.3:CONTINUETHEDEVELOPMENTOFAVALUES-BASEDAPPROACHTOTHEHERITAGEPROGRAMTheCityhasdevelopedavalues-basedframeworkfortheevaluationofheritageresources.This,inconjunctionwiththeuseoftheStandardsandGuidelinesfortheconservationofHistoricPlacesinCanada,hasmovedtheHeritageProgramtowardswhatisnowconsideredbestpracticeinheritageconservation.AnotherkeystageinthisevolutionwouldbethedevelopmentofaHeritageContextStatementandThematicFramework,basedonbestpractice.AnumberofcommunitiesthroughoutBritishColumbiahaveadoptedthisapproachandareactivelydevelopingavalues-basedheritageevaluationframework.Municipalplanningbest

practicesnowsupportthedevelopmentofthematicframeworksasthebasisofheritageplanning,thusenablingbetterintegrationofheritagewithincommunityplanning.InCanada,theCityofVictoriahasledthewaywiththedevelopmentofthefirstcomprehensivecivicthematicframeworkin2008-2010,developedbydrillingdownfromtheNationalHistoricSitesofCanadaSystemPlantoforgeadeeperunderstandingofhistoricforcesatthelocallevel.Thisisbeingusedasatooltodeterminethevalueofneighbourhoodsandindividualsites;updateandevaluatetheVictoriaHeritageRegister;andinformthedevelopmentofneighbourhoodplans.Thisprocesshasarticulatedtheheritagevaluesassociatedwithheritageassetsthatlinktotheevolutionofthecity,anddescribesthetypesofresourcesthatmakeupthecity’sheritage,includingimplicationsformunicipalheritagemanagement.InVancouver,thedevelopmentofhistoriccontextstatementshasbeenundertakenincertainneighbourhoodsandforcertaincategoriesofresourcessuchaspostwarheritage.Acity-widethematicframeworkhasbeendevelopedaspartoftheVancouverHeritageActionPlan,andwillbereleasedin2017.TheCityofSurreyhasalreadystartedthisprocess.AhistoriccontextstatementwasundertakenforSurreyschoolsin2007-2008.TheCityshouldundertakethedevelopmentofacomprehensivecity-widethematicframeworkandahistoriccontextstatementthatwillsupporttheevaluationofSurrey’sheritageresources.Thisnewevaluationframeworkwillallowforabetterunderstandingofthebroadrangeofpotentialheritageresourceslocatedthroughouttheentirecity,groundtheidentificationandevaluationofheritageresourcesinasolid,defensibleacademicfootingandassistintheintegrationofheritageresourceswithintheplanningforeachneighbourhood,basedonlocalidentityandcharacter.
ACTION2.3.1:DevelopaSurreyHistoricContextandThematicFrameworkAthematicframeworkorganizesanddefineshistoricalthemesthatidentifysignificantsites,personsandevents.Historicalthemesprovideacontextwithinwhichheritagesignificancecanbeunderstood,assessedandcompared.Themeshelptoexplainwhyasiteexists,howithaschangedovertimeandhowitrelatestoothersiteslinkedbythetheme.Historicalthemescanbecomprehensivelyidentifiedonceathematichistoryisprepared.Thiscanalsoprovideaframeworkforamoreeffectiveevaluationofwhichsitesrepresentimportantthemes,andthevaluesthattheyrepresent.Aspartofathematicframework,ahistoriccontextstatementisdevelopedthatprovidesaframeworkforunderstandingandevaluatinghistoricalresources.Thesignificanceofanindividualsitecanbejudgedandexplainedbyprovidinginformationaboutpatternsandtrendsthatdefinecommunityhistory.Eachsiteshouldbeconsideredinthecontextoftheunderlyinghistoricalinfluencesthathaveshapedandcontinuetoshapesettlementanddevelopment.Historiccontextmaybeorganizedbytheme,geographicarea,orchronology,andisassociatedwithadefinedareaandanidentifiedperiodofsignificance.Inthisway,common,ever-presentandrepresentativehistoricsites,aswellasinteresting,rareorexceptionalexamples,canbeidentifiedandplacedincontext.ParksCanadahasundertakenthedevelopmentofathematicframework,theNationalHistoricSitesofCanadaSystemPlan,whichprovidesacomprehensivewayoflookingatCanadianhistoryandidentifiessitesofnationalsignificance.Thisoverarchingthematicframeworkcaninformandsupportthedevelopmentofacivichistoriccontextandthedevelopmentofalocalthematicframework.

In turn,heritageknowledgeandawarenesswillberaised,whichwillthenencouragecommunitymemberstocontributetoongoingheritageefforts.Thisisacyclicalprocess,asthecommunitygrowsandnewresidentswanttobeinvolved,andlearnmoreabouttheuniqueidentityofwheretheylive.
STRATEGY3.1:ESTABLISHAFOCUSSEDCOMMUNICATIONSSTRATEGYAcommunicationsstrategyisanessentialpartofaheritageprogram.CommunicationregardingheritagemattersisnecessarynotonlybetweentheCityandresidentsofSurrey,butalsobetweenheritagegroupsandthemedia.AlignthisstrategywiththeSmartSurreyStrategy.
ACTION3.1.1:UpdateHeritageInformationontheCity’sWebsiteTheprovisionofheritageinformationontheCity’swebsiteiscurrentlythebestmethodofpubliccommunication.Heritagewebpagesshouldbemonitoredandupdatedasneededinordertoprovidethepublicwiththemostaccurateandrelevantheritageinformation.AstheCityofSurreydevelopsitsnewwebsite,theorganizationandlayoutofheritageinformationshouldbereviewedandrevised,asnecessary.Forexample,itshouldbeverysimpleforheritagepropertyownerstofindoutwhatresourcesandincentivesareavailabletothem.Thewordingonindividualwebpagesshouldalsobeclearanddirectfortheintendedaudience,includingheritagepropertyowners.ACTION3.1.2:MaintainaPositivePublicRelationsImageItisimportanttoworkproactivelywiththemediainordertochampioninitiatives,increaseheritageawarenessandexplainthecompletestoryonheritageissuesinSurrey.Itisimportanttoshowthepositivesideofheritageconservation,andthenumerousbenefitsitaffordstothelargercommunity,ratherthangetstuckontheoccasionalreversesthatinevitablyoccur.
STRATEGY3.2:PROMOTEHERITAGEEDUCATIONANDINCREASEHERITAGEAWARENESSHeritageawarenessbeginswitheducation.AnunderstandingofwhatheritageencompassesisessentialtotheappreciationofthedifferentheritageassetsinSurrey.Heritagedoesnotsimplyinvolve“old”buildings;itinvolvesresourcesthatillustratethecity’sdevelopment,including:naturalsites,suchasfarmsandforests;culturalassets,suchaschurchesandmeetinghalls;transportationcorridors,suchasroadsandrailways;aswellassignificantbuildingsincludingmunicipalhalls,housesandschools.TheCityshouldcontinuetoactivelysupportheritageeducationandawarenessinitiatives,throughcommunitypartnershipsandasresourcesallow.Thiswillprovideleadershipinheritagecommunicationthatwillraisetheprofileofheritagebybroadlysupportingcommunitypartnersthatcaninformawideaudience,includingcommunityassociations,museumsandtheeducationalcommunity.TheCity’sHeritageProgramcouldalsosupportthedevelopmentofanetworktoexchangeknowledgeandpracticesbetween‘keyheritagestakeholders’.Proactivelycommunicatingapro-heritagemessagethroughlocalmediashouldalsobeapriority.

ACTION3.2.2:OfferHeritageEducationProgramsforSchoolsOfferingheritageeducationprogramsinschoolsnotonlyintroducestheimportanceofheritagetoyoungresidentsofSurrey,italsoraisestheoveralllevelofheritageawarenessinthecommunity,asteachersandadministratorslearnabouttheprograms.Muchliketheprogramsdescribedabove,schoolprogramscantakedifferentforms,includingworkshops,educationkitsforclassrooms,presentationsandtours,dependingonhowtheycanbestbeintegratedintothecurriculum.
Theremayalsobesignificantopportunitiestoinvolvetheincreasingnumberofpost-secondaryinstitutionsthatarelocatinginSurrey.Thesegrowinginstitutionswilllikelybereceptivetoopportunitiestointegratewiththecommunityandmaybeabletodirectresourcestowardsanunderstandingoftheirlocalcontext.

ACTION3.2.4:BroadentheDefinitionofHeritageTheCityshouldseek,throughleadershipandpartnerships,toidentify,protectandcelebrateabroadrangeofpotentialheritageresourcesforthevaluablecontributionthattheymaketowardacompleteunderstandingofSurrey’shistory.TheCity’sHeritageProgramshouldbeinclusiveofdifferenttypesofheritageresources,bothtangibleandintangible.AspectsofIntangibleCulturalHeritagethatshouldbeconsideredinclude:

Heritage intersects with economicdevelopment in a number of key areas, including community cultural initiatives, heritage tourism,neighbourhooddevelopment,thefilmindustryandjobcreation.A.4ALLOURRELATIONSSurrey is located on the traditional territories of the Semiahmoo, Katzie, Kwikwetlem, Kwantlen,Qayqayt and Tsawwassen First Nations, andmany nations are represented by the urban Indigenouspopulation in Surrey. The Truth and Reconciliation Commission of Canada (TRC) exposed the terriblelegacy of the Indian Residential School System and the on-going trauma for survivors.
