As the Blubber Run will utilize a portion of the Green Circle Trail, we've also reviewed our plans with Gary Speckman, Green Circle Trail representative.

Both Julie Birrenkott and I plan to attend the Public Protection Committee on June gth to answer questions and address any concerns.

City Clerk’s Office June 3, 2014 Attn: John Moe 1515 Strongs Ave. Stevens Point, WI 54481 RE: Ciclovia WI Hi John, I’d like to formally propose the routing for Ciclovia WI 2014 to the Public Protection Committee on June 9th, 2014. Please include this information in the next Pubic Protection Committee agenda if possible. I have discussed my proposal with Officer Babl of the SP PD, Alderman Mike Wiza, and Tom Schrader. Officer Babl didn’t see anything concerning at this point but will take a further look at more of the details. Mike Wiza said that he didn’t see a problem with this proposal as long as I sought support from the residents along the streets that are proposed to be closed. Tom Schrader didn’t see any issues relative to access to Pfiffner Park or access to the boat launch. The purpose of this additional closure is to create a second internal route which is a small loop around Pfiffner Park. This will allow for more vendors, potentially larger Bike Rodeo space (if needed), a bike parade, on street programming, street chalking, etc. I have signatures from all of the residents (except 2) with driveways along the stretch of proposed road closure. One resident I can’t seem to catch at home and the other didn’t even want to listen to the description of the event or anything I was saying. I’m speculating that she didn’t want to have anything to do with me (but I don’t know why). She just repeated “no thanks” over and over. So, I don’t know if I can go back to ask again. I have included the routing proposal which has more details about the closures. I have also attached a photo of the signatures I have received in support of the closure. Route 1:

• Route 1 was approved in 2012 & 2013 and was used for two consecutive Ciclovia WI’s. • The stretch along Crosby Ave. between the West exit of the Chase Bank parking lot to the Portage St.

intersection was closed to motor vehicles during the 2013 event. This closure increased the safety and community building for participants, vendors, and a Bike Rodeo hosted by the SPPD and Sherriff’s Office.

Route 2 (proposed): • The proposed Route 2 would be in addition and connect to Route 1 for the Sept. 28, 2014 event. • This route would include road closures along Crosby Ave. and Franklin St. totaling about 1/3 of a mile. • Barricade A would only close down ½ of the intersection maintaining event participant flow from the Green

Circle Trail to Franklin St. (and vice versa) and still allow for motor vehicle traffic between Franklin St. and Forest St. with SPPD assistance. This will maintain easy access to the nearby public boat launch.

• Barricade B would not allow motor vehicle traffic from Grant St. to Franklin St. • Barricade C wouldn’t allow motor vehicle traffic from Franklin St. East of the Crosby/Franklin intersection. • Barricade D wouldn’t allow motor vehicle traffic from Portage St. East of the Crosby/Portage intersection. • Barricade E would not allow motor vehicle traffic from Crosby Ave. East of the intersection of Crosby Ave. and

the West exit of the Chase Bank parking lot. This would not interfere with the Chase Bank exit. • Each barricade will have 2 stationed volunteers so barricades can be quickly moved at any time during the event

in case of emergency. • In regards to driveway access for residents living on the east side of Crosby Ave. (2 houses) and the north side of

Franklin St. (7 houses), access would be restricted during the period of 10AM-3:30PM. The postcard below (which will be sent to each of these 9 residents about 2 months in advance) explains the access restrictions. I and a student have personally gone door to door to get signatures of support, make sure each resident understands the event, access restrictions, and see if they have questions. The week before the event and the day of, I would personally walk door to door to remind these residents about the event and access restrictions.

Purpose of Route 2: • One of the main goals for ciclovía events around the world is to turn city streets into a linear park. • The purpose of proposing these small closures (Route 2) is so that there is a complete loop of road/path closed

off to motor vehicles (unless there is an emergency), which becomes a small linear park. • Closed roads bring about more safety and potential for community building. Using closed roads without concern

for automobiles brings a sense of freedom and enjoyment, providing a new way for city residents and their children to safely experience our common spaces and engage with family, friends, and neighbors.

• Current ideas for closed route usage include a bicycle parade, kids’ treasure hunt, street chalking, increased vendors, larger Bike Rodeo (similar to last year), a group Yoga session, etc. and these wouldn’t be exclusive.

• A few local analogies of this concept would be Harvest Days, Trivia Parade, and Corn on the Curb. Similar successes include events in over 30 (large and small) cities across the U.S., including Ride the Drive in Madison.

EVENT NOTIFICATION Details: Ciclovia WI is a FREE and fun community bicycle/pedestrian event in Stevens Point that will take place on September 28, 2014. Anyone can join in the fun that day and walk, bicycle, rollerblade, skateboard, etc. There will also be vendors, activities, and games at various locations along the route. Route: We’d like to connect with you since your house is on the route and the street connected to your driveway is planned to be part of the road closure section during the event. Your section of Crosby Ave. or Franklin St. would close at 10AM and reopen at 3:30PM that day. Please do not park on the route during that time and if you need to leave your driveway with a motor vehicle please seek a nearby volunteer or police officer to escort your vehicle outside the closed sections. If you know beforehand that you will need to use your motor vehicle during this time period it would be preferable if you parked along Portage St., Franklin St. (West or East of the closure), Frederick St., Grant St., or Forest St. The route is on the other side of this card and can be viewed online. Emergencies: All emergency services will have access along the road closures without foreseen delay.

The University of Wisconsin- Stevens Point annual Homecoming celebration is scheduled for Saturday, September 27, 2014. We would like the Committee's permission to hold the annual Homecoming Parade at 10:00 a.m. on September 27 5 on the city streets outlined on the attached map. In addition, we request the Committee's permission to close Reserve Street between Fourth Ave. and Maria St. from 10:00 a.m. - 1:00 p.m. This is to accommodate the ending point of the parade as well as allow parade participants and people attending the parade get to the All-Campus Picnic taking place on the DeBot Recreation Field starting at 11:00 a.m. - 1 :00 p.m.

As in the past, we will work with a representative from the Stevens Point Police Department to assist with the logistics of the parade. A copy of this letter and the proposed parade route has been sent to Sgt. Paul Piotrowski with the Police Department.
