Part B. Status of Compliance with Permit Conditions (Provide the status of compliance with permit conditions, an assessment of the

appropriateness of your identified best management practices and progress towards

achieving the statutory goal of reducing the discharge of pollutants to the maximum

extent practicable [MEP], and your identified measurable goals for each of the

minimum control measures.)

The status of BMPs and measurable goals performed in 2018-2019 are described below.

A. Public Education and Outreach

Requirement: Implement a public education program to distribute educational

materials to the community or conduct equivalent outreach activities about the impacts of

storm water discharges on water bodies and the steps that the public can take to reduce

pollutants in storm water runoff.

The status or progress for each of the implemented BMPs is presented below.

A.1 Distributed Paper Material

A.1.1 BMP: Waste reduction and recycling guide booklet, “The Room to Room

Household Guide to Waste Reduction and Recycling”.

Measurable Goal: Continue program. Number of booklets distributed.

Public Works, Division of Waste and Recycling typically distributes

approximately 1500 booklets. The booklet was made available on the city

website at http://www.springfield.il.us/ under Waste & Recycling. The

number of booklets distributed for the reporting period was close to 1,000

booklets; however, this number does not take into consideration the number

of electronic downloads which is currently not tracked through the online

system.

A.1.2 BMP: Lake Springfield leaseholder booklet, “Lake Springfield Ecology

and Management: A Leaseholder and Community Guide.”

Measurable Goal: Distribute the booklet to all new land leaseholders

around Lake Springfield. Number of booklets distributed.

City Water Light & Power (CWLP) distributed approximately 30 booklets

during the reporting period. The decrease during this reporting period was

due to updating the booklets and no longer distributing outdated copies.

There was no breakdown whether they were distributed to land leaseholders

or the general public.


A.1.3 BMP: Brochure for private sewage disposal systems.

Measurable Goal: Distribute with private system permits.

The Sangamon County Health Department distributes a brochure entitled

“The Care and Maintenance of Your Private Sewage Disposal System”

with septic tank permits.

A.1.4 BMP: “Springfield Neighborhood News” electronic newsletter.

Measurable Goal: Number of electronic newsletters distributed,

published bi-monthly.

Distribution count is over 1,000. This count is based on the number of

neighborhood news contacts (242) and individual redistribution rate (5) to

respective neighborhood associations for the reporting period.

A.4 Community Event

A.4.1 BMP: Annual Earth Awareness Fair

Measurable Goal: Hold this event annually. Number of participants.

The 26th Annual Earth Awareness Fair was held at the Old State Capitol

on Saturday, April 21, 2018. Attendance was estimated at over 2,000

people for the reporting period.

A.6 Other Public Education

A.6.1 BMP: Water conservation practices for homeowners.

Measurable Goal: Since the effects of this program are cumulative, the

number of kits installed may decline. Number of kits distributed.

CWLP’s Energy Services office continued water conservation education

through the media and occasional flyers in the monthly utility bill. There

were 136 water saver kits distributed during the reporting period.

A.6.2 BMP: Information on the City’s website addressing storm water quality.

Measurable Goal: Continue to update, as needed. Updates and changes

are provided to the City’s Communication Director and the website is

updated as time permits.

Information addressing storm water quality has not been developed for the

city website.


B. Public Participation/Involvement

Requirement: At a minimum, comply with State and local public notice requirements

when implementing a public involvement/participation program.


B.4 Public Hearing

B.4.1 BMP: Proposed developments public hearings.

Measurable Goal: This process will be followed for all new qualifying

subdivisions. Number of proposed developments.

Public hearings were held for 24 proposed developments.

B.7 Other Public Involvement

B.7.1 BMP: Hazardous household waste drop-off.

Measurable Goal: Hold this event annually. Number of participants

and total weight of collected items diverted from the landfill.

Public Works, Division of Waste and Recycling, according to EPA

guidelines, holds an annual household hazardous waste drop off event

available to all city residents. In 2018, Public Works held two collection

events. One in the spring on June 2, 2018 and one in the fall on November

3, 2018. Total amount collected for the reporting period was over 64,843

lbs.

B.7.2 BMP: Adopt-a-Street Program.

Measurable Goal: Number of adoptions and cleanups.

The Adopt-a-Street program for the reporting period had 17 organizations

involved with over 40 scheduled cleanups.

B.7.3 BMP: Storm drain stenciling.

Measurable Goal: Work with volunteer groups to perform stenciling.

Number of drains stenciled.

There was no stenciling done this year.

C. Illicit Discharge Detection and Elimination


Requirements: Develop, implement, and enforce a program to detect and eliminate

illicit discharges into your small MS4.

Develop, if not already completed, a storm sewer system map, showing the location of all

outfalls and the names and location of all waters that receive discharges from those

outfalls.

To the extent allowable under state or local law, effectively prohibit, through ordinance,

or other regulatory mechanism, non-storm water discharges into your storm sewer system

and implement appropriate enforcement procedures and actions;

Develop, implement, and adequately fund a plan to detect and address non-storm water

discharges, including illegal dumping, to your system.

Inform public employees, businesses, and the general public of hazards associated with

illegal discharges and improper disposal of waste.

Address the categories of non-storm water discharges listed in Section I.B.2 of the

General Permit only if you identify them as significant contributor of pollutants to your

small MS4 (discharges or flows from the fire-fighting activities are excluded from the

effective prohibition against non-storm water and need only be addressed where they are

identified as significant sources of pollutants to waters of the United States).


C.1 Storm Sewer Map Preparation

C.1.1 BMP: Storm sewer system map.

Measurable Goal: Continue working on map accuracy and add new

developments and storm sewer projects as they are accepted.

The Sewer Division of Public Works has been reviewing past subdivision

construction plans, IDOT street construction plans in the City, and City

street construction plans to update the storm sewer system map as a layer

in the City’s GIS. The Division purchased a survey grade GNSS system to

collect asset locations and is in the process of locating all sanitary and

storm structures throughout the City.

More than 90% of the mapping is complete. Updates are made as more

accurate information is found during cleaning and/or TV inspection.

C.2 Regulatory Control Program

C.2.1 BMP: Private sewage disposal system inspections.


Measurable Goal: Number of systems inspected. Inspection schedule

dependent on the type of private system.

The Sangamon County Health Department inspected 82

installations/alterations to private systems in the City of Springfield.

C.2.2 BMP: “Environmental Provisions for Lake Springfield and its Marginal

Lands” – Article II in Chapter 96 of Springfield City Code.

Measurable Goal: Maintain an acceptable water quality in Lake

Springfield.

CWLP and the Sangamon County Soil and Water Conservation District

(SCS WCD) have an inter-governmental agreement to reduce the movement

of sediment, nutrients, and pesticides from storm water runoff in the Lake

Springfield Watershed.

As a result of continued educational efforts and cooperation by farmers and

area agricultural chemical retailers, water samples at the intake from the

lake to the treatment plant continue to have atrazine levels below the IEPA

limit which is well over a 50% reduction from the baseline year.

CWLP samples water weekly from March through September to test

Atrazine levels. From May to October CWLP samples water approximately

weekly at five locations to test for E. coli for boaters.

CWLP is working with lake area residents who are near an existing sanitary

sewer to pursue the construction of sanitary sewer extensions enabling the

abandonment of their private systems. In the reporting year, 13 structures

were connected to public sanitary sewer systems which resulted in the

elimination of 13 private septic systems.

C.4 Illicit Discharge Tracking Procedures

C.4.1 BMP: Inspect suspect connections.

Measurable Goal: Number of complaints or reports responded to.

The Public Works Sewer Division received no complaints from the public or

city employees on suspect connections.

C.7 Visual Dry Weather Screening

C.7.1 BMP: Inspect major outfalls.


Measurable Goal: Complete inspections annually to observe water

quality. There are nine major outfalls.

Inspections were completed in 2019. A new inspection process was

developed within our Asset Management System and inspections are now

performed and recorded within the AMS. Four additional outfalls were

identified in 2019 while performing map updates and drainage path analysis.

These outfalls were added to the inspections bring the total number of

outfalls to be inspected to 13.

C.10 Other Illicit Discharge Controls

C.10.1 BMP: Reduce illegal dumping.

Measurable Goal: Number of complaints and number of city-sponsored

cleanups.

Public Works and Sangamon County Health Department received and acted

on approximately 163 complaints for illegal dumping.

C.10.2 BMP: Yard waste collection program.

Measurable Goal: Cubic yards delivered.

The City offers a free curbside yard waste collection each spring and fall.

Outside the free spring and fall collection, waste haulers within the

corporate limits pick up stickered yard waste bags. The estimated volume of

yard waste collected during the free spring and fall curbside collection for

the reporting period was 8,043 cubic yards. Based on waste hauler reports

that are turned into the Office of Public works on a quarterly basis and the

free spring and fall collection, the estimated total of yard waste collected

throughout the city during the reporting period was 15,985.2 cubic yards.

C.10.3 BMP: Large item pickup.

Measurable Goal: Number of residences served.

Public Works, Division of Waste and Recycling has contracted with a local

hauler to run the large item pickup service available to all city residents

throughout the calendar year. Information about large item pickup can be

obtained from the city website. http://www.springfield.il.us/recycling.

Projected number of residents served for the reporting period was

approximately 5,086 homes with over 11,978 items collected.

D. Construction Site Runoff Control


Requirement: Develop, implement, and enforce a program to reduce pollutants to

any storm water runoff to your small MS4 from construction activities that result in a

land disturbance of greater than or equal to one acre. Reduction of storm water discharges

from construction activity disturbing less than one acre must be included in your program

if that construction activity is part of a larger common plan of development or sale that

would disturb one acre or more or has been designated by the permitting authority.

The program must include the development and implementation of, at a minimum:

a. An ordinance or other regulatory mechanism to require erosion and sediment

controls, as well as sanctions to ensure compliance, to the extent allowed under

state or local law.

b. Requirements for construction site operators to implement appropriate erosion

and sediment control best management practices.

c. Requirements for construction site operators to control waste such as discarded

building materials, concrete truck washout, chemicals, litter, and sanitary waste at

the construction site that may cause adverse impacts to water quality.

d. Require all regulated construction sites to have a storm water pollution prevention

plan that meets the requirements of Part IV of NPDES permit No. ILR10

including management practices, controls, and other provisions at least as

protective as the requirements contained in the Illinois Urban Manual, 2002.

e. Procedures for site plan review which incorporate consideration of potential water

quality impacts and review of individual pre-construction site plans to ensure

consistency with local sediment and erosion control requirements.

f. Procedures for receipt and consideration of information submitted by the public.

g. Procedures for site inspections and enforcement of control measures.


D.1 Regulatory Control Program

D.1.1 BMP: Erosion control ordinance

Measurable Goal: Number of erosion control permits issued.

The City has established an Erosion Control Ordinance. Changes to the

existing ordinance were approved in 2014 to facilitate increased

compliance. In this reporting period, 136 permits were reviewed and

issued.


D.2 Erosion and Sediment Control BMPs

D.2.1 BMP: Erosion control planning for Lake Springfield.

Measurable Goal: CWLP reviews submittals and issues permits for

construction; inspects construction for conformance to permit

requirements. Number of permits issued.

CWLP issues construction permits for steel seawall installation and

construction permits for other shoreline stabilization methods that required

temporary erosion control plans. All plans have been implemented, and

CWLP is monitoring these plans, along with road projects and other

development that impacts the Lake Springfield watershed.

There were 7 permits issued for steel seawall construction. Information

regarding temporary erosion control measures associated with these 7

permits was not available for the reporting period.

D.4 Site Plan Review Procedures

D.4.1 BMP: Review erosion control plans.

Measurable Goal: Review plans submitted by developers for compliance

with erosion control ordinance.

Reviews will follow requirements in the Erosion Control Ordinance. In this

reporting period, 136 plans were reviewed.

D.6 Site Inspection/Enforcement Procedures

D.6.1 BMP: Construction site inspection.

Measurable Goal: Number of SWPPP installations inspected.

When work is in progress on construction sites in a development, Public

Works, including the Department of Building and Zoning, makes pre-job,

measures, and final inspections that includes review SWPPP installations.

307 inspections were completed.

E. Post-Construction Runoff Control

Requirements: Develop, implement, and enforce a program to address storm water

runoff from new development and redevelopment projects that disturb greater than or


equal to one acre, including projects less than one acre that are part of a larger common

plan of development or sale or that have been designated to protect water quality, that

discharge into your small MS4. Your program must ensure that controls are in place that

would protect water quality and reduce the discharge of pollutants to the maximum extent

practicable.

Develop and implement strategies which include a combination of structural and/or non-

structural BMPs appropriate for your community that will reduce the discharge of

pollutants to the maximum extent practicable.

Use an ordinance or other regulatory mechanism to address post-construction runoff from

new development and redevelopment projects to the extent allowable under state or local

law.

Require all regulated construction sites to have post-construction management that meets

or exceeds the requirements of Section IV (D)(2)(b) of NPDES permit No. ILR10

including management practices, controls, and other provisions at least as protective as

the requirements contained in the Illinois Urban Manual, 2002.

Ensure adequate long-term operation and maintenance of BMPs.


E.2 Regulatory Control Program

E.2.1 BMP: “Land Use Plan for Lake Springfield and its Marginal Properties”,

1991.

Measurable Goal: Enforce provisions included in the plan.

CWLP continues to enforce the provisions of the Land Use Plan.

E.3 Long Term O&M Procedures

E.3.1 BMP: Storm sewer system database.

Measurable Goal: Percentage of the storm sewer system populated in the

database.

A structure numbering system was developed in 2014 and the numbering

of mapped structures was completed in 2015. With the implementation of

Cityworks Asset Management System in 2015, activities related to

individual storm sewer system components are now tracked. This has been

useful in identifying previously unmapped infrastructure and adding it to

the system database. In 2018 The Sewer Division began delineating

drainage areas and flow paths in GIS. This work is expected to continue in


the coming years. The intent is to identify and prioritize critical and

connected flow paths to aid in operations and maintenance activities.

E.3.2 BMP: Requirements for maintenance of private detention facilities.

Measurable Goal: Ordinance for operation, maintenance and annual

inspections of private detention facilities.

A draft ordinance has not been started.

E.6 Post-Construction Inspections

E.6.1 BMP: Final inspection of new developments.

Measurable Goal: Number of developments inspected for compliance with

plans and specifications.

Public Works and the Department of Building and Zoning completed 122

final inspections on development construction. Final inspections cover all

public improvements (streets, sidewalks, sewers, swales, other drainage-

related improvements including right-of-way seeding) as well as inspection

of final stabilization methods to ensure compliance with the City’s Erosion

Control regulations have been met.

E.7 Other Post Construction Runoff Controls

E.7.1 BMP: City tree planting program.

Measurable Goal: Number of trees planted annually.

The tree planning program was not included in the City’s budget.

F. Pollution Prevention/Good Housekeeping

Requirements: Develop and implement an operation and maintenance program

that includes a training component and is designed to prevent and reduce the

discharge of pollutants to the maximum extent practicable.

Using training materials that are available from the U.S. EPA, the State of Illinois,

or other organizations, your program must include employee training to prevent and

reduce storm water pollution from activities such as park and open space

maintenance, fleet and building maintenance, operation of storage yards, snow

disposal, new construction and land disturbances, and storm water system

maintenance procedures for proper disposal of street cleaning debris and catch basin

material, address ways that flood management project impact water quality, non-

point source pollution control, and aquatic habitat.


The status or progress of each of the implemented BMPs is presented below.

F.1 Employee Training Program

F.1.1 BMP: Employee awareness of Phase II permit requirements.

Measurable Goal: Provide training to all field operation employees

IDOT erosion control training was completed by the Development

Engineer. Additional staff training is to be completed.

F.2 Inspection and Maintenance Program

F.2.1 BMP: Clean and maintain storm sewers and public detention facilities.

Measurable Goal: Miles of storm sewers; number of inlets, catch basins

and detention facilities.

The Public Works Sewer Division cleaned 2736 inlets and catch basins.

They performed maintenance, as needed, on the City’s eight public

detention facilities.

F.2.2 BMP: Calibrate salt spreading equipment.

Measurable Goal: Number of spreaders calibrated and/or inspected each

fall.

The Public Works Street Division cleaned and maintained all of their salt

spreaders (18 total).

F.4 Municipal Operations Waste Disposal

F.4.1 BMP: Street sweeping.

Measurable Goal: Clean city streets two times per year.

City streets were cleaned at least once. The Central Business District was

cleaned 4 times a week on average (Monday through Friday).

Additional street sweeping was performed in conjunction with the City’s

overlay program.

F.4.2 BMP: Vehicle wash facility

Measurable Goal: Keep wash water out of storm sewers.


384 vehicles were washed at the Public Works car wash. Departments

using the facility include – street, sewer, water and electric. This number

continued to stay significantly lower than previous years due to the car

wash being out of service for a short amount of time. The car wash valves

were replaced in 2018 to facilitate increased usage.

F.4.3 BMP: Recycle used motor oil and fluids

Measurable Goal: During servicing of all equipment collect and recycle

used motor oil and fluids.

Equipment maintenance and service functions were transferred out of

Public Works to Fleet Maintenance. Fleet Maintenance reports 7123.5

gallons of oil recycled.

F.6 Other Municipal Operations Controls

F.6.1 BMP: Snow removal.

Measurable Goal: Number of snow/ice events and quantity of materials

used.

Thirteen snow and ice events required operations to be performed and an

estimated 5000 tons of salt was used.

.

F.6.2 BMP: Investigate salt alternatives.

Measurable Goal: Test new products on a trial basis.

Two V-Box spreaders were purchased in 2013. These units can apply

brine directly and pre-wet salt before application to reduce usage. The

successful use of these initial units prompted the purchase of 4 additional

units in 2015 to further reduce salt usage. In 2019, the proposed plan is to

have an operating pumping system and have a supply of Calcium Chloride

brine for extreme cold weather to further reduce salt usage.

F.6.3 BMP: Lake Springfield shoreline erosion control.

Measurable Goal: Quantity of material placed or length of shoreline

stabilized.

CWLP crews stabilized 5976 feet of shoreline with riprap. 34 leaseholders

stabilized 3492.4 feet of shoreline with 2886 tons of riprap.

D. Construction Site Runoff Control

Requirement: Develop, implement, and enforce a program to reduce pollutants to

any storm water runoff to your small MS4 from construction activities that result in a

land disturbance of greater than or equal to one acre. Reduction of storm water

discharges from construction activity disturbing less than one acre must be included in

your program if that construction activity is part of a larger common plan of development

or sale that would disturb one acre or more or has been designated by the permitting

authority.

The program must include the development and implementation of, at a minimum:

a. An ordinance or other regulatory mechanism to require erosion and sediment

controls, as well as sanctions to ensure compliance, to the extent allows under

state or local law.

b. Requirements for construction site operators to implement appropriate erosion

and sediment control best management practices.

c. Requirements for construction site operators to control waste such as discarded

building materials, concrete truck washout, chemicals, litter, and sanitary waste at

the construction site that may cause adverse impacts to water quality.

d. Require all regulated construction sites to have a storm water pollution prevention

plan that meets the requirements of Part IV of NPDES permit No. ILR10

including management practices, controls, and other provisions at least as

protective as the requirements contained in the Illinois Urban Manual, 2002.

e. Procedures for site plan review which incorporate consideration of potential water

quality impacts and review of individual pre-construction site plans to ensure

consistency with local sediment and erosion control requirements.

f. Procedures for receipt and consideration of information submitted by the public.

g. Procedures for site inspections and enforcement of control measures.

plan of development or sale or that have been designated to protect water quality, that

discharge into your small MS4. Your program must ensure that controls are in place that

would protect water quality and reduce the discharge of pollutants to the maximum extent

practicable.

structural BMPs appropriate for your community that will reduce the discharge of
