Chairman Church called the meeting to order at 5:00 p.m
A motion was made by Ed Lukasek and seconded by Jim church to approve the consent agenda
consisting of the November 4, 2013 minutes and Police Department's monthly reports for October
and November and bills. Motion carried 2-0'
Upon payment of all fees and fines, a motion was made by Ed Lukasek and seconded by Jim Church to

Activity Report:
During the month of December the Sparta Police Department responded to 1036 calls for service, issued 128 traffic citations, arrested 11 persons for Operating While Under the Influence and made 102 non-traffic related arrests. Overall activity level was average when compared with the prior year.

Chief’s Report
This month members of the PD participated in several community relations events and highlighted them on our facebook page. The Shop with a Hero event at Wal-Mart paired community emergency responders with members of the military as we shopped with area youth. This first ever event was a great success and plans are already being made to improve upon it for next year. As the graph on page 5 depicts we saw a significant decrease in several major crimes areas this year, particularly property crimes. During the last half of the month we conducted three separate death investigations and one firearm related suicide attempt. At this time there are no indications that any of the deaths were the result of a crime. We continue to actively investigate 3 robberies that occurred late in December. Suspects have been identified and we remain hopeful an arrest(s) will be forthcoming. Training
Officer Itnyre completed Instructor Update training. Police Support Specialist Erickson attended an Records Management instruction course.

For 2014 the Department solicited bids on the following types of vehicles; Dodge Charger,
chevrolet caprice PPV, Ford lnterceptor sedan and Ford lnterceptor suv. For comparison
purposes we chose these models as they're the most commonly used models that are designed
specifically for law enforcement purposes. The Caprice was introduced late last year (2013) and is
not widely used at this time, though it does offer a larger interior over charger and lnterceptor
sedan, l,ve attached a review of the vehicle bids and you'll notethat the model prices themselves
are roughly the same.
Based on the bid prices and intended use of the vehicle we recommend the purchasi of the 2014
Ford Interceptor suv from Brenengen Ford in sparta. The lnterceptor was introduced two years
ago as a police vehicle and features alFwheel drlve capability which none of the other vehicles
oifer. We chose the SUV over the sedan version since it offers more interior room and the A-Pillar
place me nt a llows for ea sier egress. Lastyearthe Department purchased this model fora K9
vehlcle and we've experienced no problems with it

Dear Committee Member
The Department's current video surveillance system was installed in 2006 for the primary purpose
of recording police interviews. The system ls computer based and was partlally paid for with aDOJ grant after a Iaw was enacted that mandated the recording of some police interrogations'The current system also records the front lobby area, but the technology is dated and
burdensome to use.
For 2014 we're proposing that our current system be replaced with a DVR based system that willnot only record interviews, but serve as a PD surveillance system. This will include cameras thatmonitor and record building entrances, evidence storage areas, and rooms that are commonly
used for interviews. Based on these desires, Choice Security& Surveillance ofSparta submitted a
price quote of $L2,215 and we're seeking authorization for this purchase from the S20,000budgeted in the Police Department's capital Outlay fund.

Dear Committee Member:
Currently the City has six outdoor weather warning sirens to warn individuals who are outdoorsthat severe weather is approaching. ln the pastthe city Fire Department was tasked withmaintaining and testing the system; however, the Fire District ls not a Clty entity and has no
budget or obligation to maintain a City owned system.
Recently sparta Fire District chief Arnold took it upon himself to upgrade the weather warninB
system's communication system and complete some routine malntenance that was initiated prior
to consolidating fire departments. I greatly a ppreciate Chief Arnold's willingness to take on thisresponsibility, but I believe the City should dele8ate this responsibility to a City Department, such
as Public Works, who have the personnel and the ability to budget money and resources to insure
the system is properly maintained and functioning correctly.
l've attached the Police Department's policy regarding the outdoor Weather Warning System as itis paft of the City's All Hazards Plan. I have been in discusslons with Monroe countyCommunication Director Randy Williams regarding system testing and activation. Director
Williams would like to see a Monroe County wide testing and actlvatlon pollcy put lnto place,
which I support.

A. Outdool Weather Warning System Activation
l. Activation of the Outdoor Weather Warning System is done via the Monroe County
Central Dispatch Center.
2. The Outdoor Weather Warning System may be activated when any of the following
conditions are met:
a. The National Weather Service has issued a Tornado Warning that includes the
CitY of SParta.
b. The National Weather Service has issued a Severe Thunderstorm Warning that
includes the City ofsparta and current weather conditions indicate the likelihood
of potentially dangerous weather conditions'
c. A trained weather spotter has notified the Dispatch Center that they observed
weather conditions indicating the potential for a tornado in or near the City ofSParta.
The City ofSparta maintains an outdoor weather warning system for alerling the general public to
potenti;lly da;gerous weather conditions that may affect their safety. The warning system is intended to
provide a'warning to individuals already outdoors by signaling that dangerous weather is approaching'and
they should seek appropriate shelter immediately. The City encourages residents to have an
alternate weather warning system in place while indoors.
A member ofthe general public has notified the Dispatch Center or a public
official that they observed weather conditions indicating the potential for a
tornado in or near the City ofSparta and this observation has been verified by a
trained spotter or public safety official.

A police officer or fire fighter has observed potentially dangerous weather
conditions that threaten anyone outdoors and activating the Outdoor Weather
Warning System is the most expedient method to warn the public.
Ifrequested, the on-duty Supervisor/OIC may authorize the activation ofthe Outdoor
Weather Warning System when any of the above conditions are met.
ln the event a fire official is unavailable; a public official may contact an authorized
repair representative. The representative currently used is:

B Outdoor Weather Warning System Testing
l. The system shall be tested at least annually and typically in conjunction with the State ofWisconsin's severe weather awareness week.
The system may be tested periodically at the discretion of a public safety official.
Individual sirens should be tested after any maintenance has been performed.
Police officers or other city officials may be tasked with verifying an individual siren is
in working order.
C. Outdoor Weather Warning System sirens are erected near the following locations

ln past meetings we discussed the posslblllty of adoptlng a clty ordlnance that regulates the use of cltY
streets for special events. The Department brought thls topic to the Committee's attention after we
received several inquiries in 2013 seeklng the closure of a clty street for a prlvate event. Slnce the clty lacks
a formallzed process for permltting thls type of actlvity we belleve an ordlnance ls needed that establlshes a
procedure for obtainine permits and dellneates what type of actlvlty wlll be allowed.
Based on our prior conversations, I believe the attached draft ordlnance tltled Street Use Permlts meets theneeds ofthe communlty. lhighlighted areas ln yellowthat lfeel the Commltteeshould dlscuss and offer
recommendatlons. Specifically, l'm seeking input on the followlng:
should the person/organlzation be requlred to get the approval of the Alderperson for the ward
where the event ls to be held prior to submitting the permit appllcatlon? ouroplnlon ls yes since
the Alderperson may have to fleld questlons about the closure from hls/her constltuents'
The proposed ordlnance lists several restrictlons and reasons for denying a permit that include no
alcohol consumptlon unless a Temporary Class "B" license has been issued Does the list ofrestrictions meet the Commlttee desires?
A permittinB fee and petition is required prlor to a permlt being lssued for sorne events; does the
committee want to impose a fee and lf so what should lt be? Any fee lmposed should be sufficient
to cover any costs associated wlth closlng off the street, etc.

12.19 STREET USE PERMITS
(a) Purpose. The streets in possession of the City of Sparta are primarily for the use ofthe public in the
ordinary way. However, under proper circumstances, the City Clerk may grant a permit for street use,
subject to reasonable municipal regulation and control. Therefore, this Chapter is enacted to regulate
and control the use of streets pursuant to a Street use Permit to the end that the health, safety and
general welfare of the public and the good order of the city can be protected and maintained.
(b) Application. A written application for a Street Use Permit by persons or groups desiring the same
shall be made on a form provided by the City Clerk and shall be filed with the City Clerk. The application
shall set forth the following information regarding the proposed street use:
(1) The name, address and telephone number of the applicant or applicants.
(2) lf the proposed street use is to be conducted for, on behalf of, or by an organization, the
name, address and telephone number of the headquarters of the organization and of the
authorizing responsible heads of such organization.
(3) The name, address and telephone number of the person or persons who will be responsible
for conducting the proposed use of the street
(4) The date and duration of time for which the requested use of the street is proposed to occur.
(5) An accurate description of that portlon of the street proposed to be used.
(6) The approximate number of persons for whom use of the proposed street area is requested.
(7) The proposed use, described in detail, for which the street Use Permit is requested'

(d) Review by Chief of Police and Director of Public Works, Before any application for a Street Use
permit is considered by the Public Safety Committee, the application shall be reviewed by the Director
of public Works and Chief of Police for their recommendation as to the affect that the temporary closing
of the street will have on the public safety and traffic movement in the area during the time the street
may be closed.
(e) A Street Use Permit shall notbeissuedif anyof the following apply:

(2) The proposed street use would violate any federal or state law or any ordinance of the city.
(3) The proposed street use will substantially hinder the movement of police, fire or emergency
vehicles, constituting a risk to persons or property.

(5) The application requests a period for the use of the street in excess of eight (8) hours. The
street shall be reopened no later than 10:00 p.m.

RE: Storage Loft Remodellng Proiect
Dear committee Member:
For 2014 the Department would like to remodel the existing garage loft storage area into a locker
room. currently the building has no locker room facility and offlcers are forced to store clothing
and other uniform related items in metal lockers in the Sarage. As illustrated in this picture the
lockers are adjacent to vehicles and exposed to the elements whenever the garage door is open'
The building,s design and construction has left us with few alternatives when it comes to the space
required foi a locker room. We believe the only viable alternative is to remodel the existing loft
storageareaintheSarageintoalockerroom'ThesizeoftheloftissufficienttoallowupprJ*ir"tuly t8 loikers and could be easily enclosed and renovated to suppoft the project. while
the location ii far from ideal and the finished locker room would lack many of the amenities
associated with locker rooms; it would provide a safe and secure environment for changing clothes
and storing uniform related items. The items currently stored in the loft would either be destroyed
or relocated to the now vacated hose tower.

S5,4oo: 18 open access athletic style lockers with footlocker enclosure and lockable top
compartment for valuables.
