The City of Santa Fe 25-Year Sustainability Plan

The Environmental Services Division (ESD) is soliciting a qualified firm to complete The

City of Santa Fe 25-Year Sustainability Plan (Plan); including completion of certain

analytics, editing the existing rough draft (Draft Plan) for consistent tone and quality, and

creation of visual graphics and layout designs- resulting in a final Plan for approval within

the contract duration.

QUALIFICATIONS/EXPERTISE

The project has a short timeline, therefore the City is only looking for firms with proven

experience and staffing levels needed to deliver the final 25-Year Sustainability Plan on

to review and/or suggest actions needed to reach the City’s carbon reduction

targets.

4. The technological experience and knowledge necessary to perform the services

described under the scope of services.

CONTRACT

The selected contractor will be required to enter into a Professional Services Agreement

with the City of Santa Fe (Exhibit A). In addition, contractor must have/obtain a city

business license, New Mexico CRS number and applicable insurances. The contract will

be for approximately five months, ending on July 31, 2018, subject to approval by City of

Santa Fe.

SCOPE OF SERVICE

The contractor/organization will provide the following services to ESD during the contract

period:

1. Review the entire existing Draft Plan (Exhibit B) and edit wherever necessary to

create a consistent tone and voice; work with staff where necessary to provide

information, edits, and any major section re-writes;

2. Evaluate the existing targets and strategies outlined in the Draft Plan for “Triple

Bottom Line” effectiveness and compare to the success of similar strategies in

other public entities based on experience and knowledge of firm; suggest changes

to existing strategies, or suggest new strategies based on evaluation results;

3. Calculate the atmospheric carbon reduction resulting from specific actions; review

and/or suggest actions needed to reach the City’s carbon reduction targets;

4. Complete charts and tables indicated in Draft Plan related to the Triple Bottom Line

Analysis and Carbon Reduction Calculations;

5. Design layout of entire document including new or acceptable existing graphics,

photographs, text boxes, and other design elements that will result in a visually

appealing document for ease of reading and appeal to the general public;

6. Assist the City of Santa Fe to create reporting methodology in order to evaluate the

effectiveness of the Plan over time and report results to City Leadership and the

Public;

7. Provide graphics and other applicable assistance to the City of Santa Fe in order

for the City to create a website-based dashboard for ongoing reporting to the public

after the Plan is finalized;

8. Provide a limited amount of travel availability for staff to attend approximately three

meetings in order to answer questions or present material to members of the

Sustainability Commission, Governing Body, City of Santa Fe Staff, and/or

members of the public;

9. The plan must be finalized and approved by Staff and scheduled for review and

approval by City of Santa Fe Committees and Governing Body within the duration

of the contract.

EVALUATION

All qualifications will be evaluated based on the following criteria:

25% Experience and knowledge of firm, and the specific staff proposed, in

completing Sustainability or Carbon Reduction Plans for Government Entities;

demonstrated examples of previous work including writing and editing; carbon

reduction calculations; development of targets and strategies in a wide variety of

environmental fields; and graphic design;

20% Approach and methodology suggested to complete the Scope of Work

30% Ability to implement timely staffing and technology to ensure completion of

the Plan in the timeline required;

25% Fee Proposal.

A committee consisting of members of the Public Utilities staff will evaluate all eligible

qualifications according to the criteria. Scores of the evaluation committee members will

be totaled to determine the top rated firms. Interviews may be conducted as determined

by the evaluation committee, the same score sheet will be utilized to interview selected

contractors and the evaluation committee will determine the final top–ranked firm.

SUBMITTAL REQUIREMENTS

A cover letter summarizing interest in the contract, and experience and

qualifications of the firm.

Maximum five-page narrative addressing the following:

Qualifications of staff responsible for the implementation of the contract;

Proposed approach and methodology to complete the Scope of Work;

Availability to complete scope of services in the timeline required;

Fee proposal.

Web-based links (preferred) or attachments to view at least three examples of

similar plans completed by submitting firm; including work specifically completed by

staff proposed to complete the City of Santa Fe’s Plan
