Section 2 INTRODUCTION

The Request for Proposal (RFP) from the City of Rio Vista outlines a work program to research, develop, prepare, and present a Short-Range Transit Plan (SRTP) for the Rio Vista Delta Breeze public transit system. This proposal by LSC Transportation Consultants, Inc. (LSC) of Tahoe City is presented in response to the RFP. LSC BACKGROUND AND STAFF LSC Transportation Consultants, Inc. is the successor firm to Leigh, Scott, and Cleary, which was formed in 1975 to provide consulting services in all phases of transportation planning and traffic engineering. Its formation was in response to a perceived need for these services to be provided from a locally owned base in the American West, by competent and experienced engineers and planners, and at a reasonable cost to clients. From an initial office in Denver, Colorado, the firm has expanded to include offices in Tahoe City, California and Colorado Springs, Colorado. The goal of the firm is to perform highly competent planning and engineering services within the transportation field. LSC provides services to governmental agencies, private organizations, and individuals in traffic engineering, traffic systems management, traffic signal systems, transportation systems planning, transit planning and operations, parking analysis and parking feasibility reports, parking facility and revenue control systems design, traffic impact studies, access planning and design, and bicycle-pedestrian circulation. The firm=s strength lies in the broad range of experience of its senior and other professional staff. It specializes in transportation planning and traffic engineering studies that require a timely, personal response by experienced professionals. The firm takes great pride in being able to offer the sensitivity, flexibility, and innovative ability that small firms characteristically provide best. LSC offers a number of advantages with regard to the study. The firm is an optimal size for this project. We have depth at all levels of staff and are able to provide in-house critiques of products that are developed during the course of the study. As a result, we will be able to provide flexibility and to make adjustments in workloads to assure that the project is completed on time and within budget. The senior level staff of LSC is very experienced in transit planning. Key personnel experience ranges from small, demand-response systems such as those found in many rural areas and small towns to larger fixed-route systems such as those serving Reno, Redding, Colorado Springs, and Aspen. We are familiar with transit services in much of the West, as evidenced by our maps depicting the geographic scope of our transit studies in recent years in California (Figure 1) and nationwide (Figure 2), and further detailed this Proposal in Section 7: Professional References.

Section 3 SCOPE OF WORK

WORK PLAN AND PROJECT SCHEDULE The LSC Team proposes the following specific approach to the transit study based on the goals of the project and successful experience with other similar projects. The Team will work closely with local staff to complete all proposed study tasks detailed below. We have found through experience in previous transit and transportation planning studies that this manner of approaching the proposed Technical Approach provides for a cost-effective use of resources as well as allowing local staff to keep well appraised of our progress. The following pages present a detailed outline of our proposed Technical Approach. TASK 1: Prepare the FY 2010/2011 – 2019/2020 Short Range Transit Plan The first task will be to establish the communication links and information processes that are necessary to the success of the study. The Consultant will develop and provide a list of desired data items. The Contract between the Consultant and the agency will be finalized and executed. An initial “kick-off” meeting will be held in Rio Vista between the Consultant, agency staff, and others at the staff’s discretion. This meeting will have a number of goals, including the following: • Review of the data list to identify any missing items and to decide a course of action to collect or

develop additional data.

• Provide the Study Team with an opportunity to identify and evaluate issues for further analysis in the study, as well as to identify the position of local interest groups and stakeholders.

• Finalize the Work Program to best address the issues identified, and to best address the additional data needs.

• Finalize the public input and participation process. This task will provide the Study Team with a clear understanding of the goals of the study, the data available, and the steps needed to develop a useful final study product. In addition, the following activities will be completed as part of Task 1, as detailed below. Task 1.1: Prepare Overview of the Transit System The Consultant Team will collect and review all pertinent documents, including County and City General Plans, Regional Transportation Plan, the previous Short Range Transit Plans (Mini SRTP for FY 2006-2016 and the Full SRTP for FY 2008-2018), the MTC Triennial Performance Audit from May 2009, Unmet Transit Needs Minutes, and any other documentation of transit needs. Further, the MTC Short-Range Transit Plan Guidelines will be reviewed in order for the project to be completed successfully and accurately. This will also include brief descriptions of the organizational structure of the transit agency, details regarding governance, and history of the transit system including major milestones.

In developing an appropriate transit plan, it is essential to gain an understanding of the demographic conditions under which services are provided, as well as to inventory current service options within the study area. To this end, we would propose to conduct a demographic analysis of the study area from the perspective of transit factors and present existing local and regional services as discussed below. Demographic Conditions: The data supplied by the U.S. Census, social service agencies and state agencies will be used to obtain existing and projected information about the following:

– General population – Elderly – Disabled – Automobile availability

– Income – Visitors, tourists – Students – Employees

In addition, the Consultant will update information concerning major activity centers and trip generators such as hospitals, clinics, senior centers, shopping centers, recreation areas, employment centers, education centers, and other major transit generators. This inventory will include all areas within the transit service area. DELIVERABLE: The existing socio-economic profile and existing transit conditions (including a service map) will be presented as text, tables, and graphs in Technical Memorandum Number 1, to be produced at the conclusion of Task 1.3. Task 1.2: Review and Update Goals, Objectives, and Standards A crucial element in the success of any organization is a clear and concise set of goals and objectives, and the standards needed to attain them. This task will include a review of existing goals to determine whether they remain representative and achievable, to analyze the extent to which they have been achieved, and to ensure that they meet all federal and state requirements. At a minimum, the performance indicators required under the Transportation Development Act will be incorporated into the analysis, as well as those described in the most recent performance audit. Other subject areas that may warrant goals and objectives include the following: • Service availability – which portions of the community will be provided with transit service, and to

what service level.

• Service standards – the minimum level of service to be provided to the various sub-markets.

• Service quality – standards for on-time performance, accident rates, advance requirements for demand-response trip-requests, number of missed trips, and vehicle cleanliness.

• Cost effectiveness – minimum farebox return ratio (segmented by service type), and maximum cost or subsidy per passenger-trip.

These goals and objectives will be developed in an iterative process. Based upon “real world” information yielded by the analysis of system performance, LSC will evaluate existing goals, policies, and standards, and identify draft modifications and/or additions. These guidelines will then be used to evaluate the service options developed in Task 1.4. The draft goals and objectives will then be revisited to ensure that they are reasonably achievable, yet still will encourage improved efficiency and effectiveness of transit resources. Once the goals and objectives are finalized, specific policies will be developed to attain these goals.

DELIVERABLE: The review of goals and standards will be included in Technical Memorandum Number 1, to be produced at the conclusion of Task 1.3. Task 1.3: Service and System Evaluation Obtain and Review Transit Data and Identify Transit Operational Issues The Study Team will compile data regarding all current transportation providers serving the City of Rio Vista. An in-depth analysis of the Rio Vista Delta Breeze system (by route and systemwide) and the curb-to-curb service will include collection and evaluation of the following:

– Service area and clients served – Hours of operation and level of service – Routes and schedules – Ridership, by route and by passenger type – Operating costs – Passenger-trips per vehicle-hour of service – Passenger-trips per vehicle-mile of service

– Cost per passenger-trip – Subsidy per passenger-trip – Fare structure and farebox return ratio – Marketing efforts – Vehicle fleet – Existing facilities

Information collected about Rio Vista transit services will be used to identify the strengths and weaknesses so that we may identify transit strategies to guide the transit system over the next five to ten years, as well as refine the goals and objectives, performance standards, and measurements of performance standards. Data Collection: Schedule Adherence and Boarding/Alighting Data Furthermore, the Consultant Team will gather counts of passenger boardings and alightings by stop along each local bus route. The Consultant Team will also perform travel time checks to gauge fixed-route on-time performance. Schedule adherence and boarding/alighting data will be recorded by surveyors for each run of Routes 50 and 52 over the course of a weekday with the busiest schedule (Tuesday, Thursday), as well as for a full day of the Delta Breeze Circulator route in Rio Vista. The surveys will take place mid-week over several days. Transit Demand and Community Needs Assessment The transit needs assessment will combine data and input from the existing conditions information, review of current transit services, surveys and the study advisory committee to identify high and low transit demand portions of the study area. A special focus will be placed on identifying the transportation needs of the elderly, disabled, and low-income residents of the study area and examining possibilities for coordination with human service agencies. This would be performed though one-on-one contacts with human service organizations identified through input from the study advisory committee, and through review of the Human Services Transportation Coordination Plan. As part of this task, the Consultant Team will also review the minutes of Unmet Needs Hearings for the last three years, and any other pertinent documents. These documents should prove valuable as data sources to gain an understanding of the goals and considerations that went into original development of the existing transit services, and transit issues that have emerged over the last few years.

Social service programs, advocates for persons with disabilities, advocates for seniors, and advocates for socially disadvantaged groups will also be contacted as part of this task. The goal of this outreach will be to identify potential specific transportation needs that public transit can help to address, and desires for improvements to existing services. As a whole, these tasks will help the Consultants develop an assessment of where future service may be warranted, where service is not needed, and what capital or infrastructure needs are present. Public Participation To develop a clear understanding of actual trip-making patterns of existing ridership, their demographic characteristics, their perception of existing services in the STATA service area, and their needs for service improvements, a public participation program will be development. The program will be used to obtain input about Rio Vista Delta Breeze services from the general public, existing transit riders and potential transit riders. As part of this task, two public open houses will be held. One will be held after the preparation of the Technical Memorandum describing the review of existing services (as input to the alternatives for analysis), while the second will be held after the initial preparation of the draft plan. We would propose that these open houses be held at a central location, between the hours of roughly 4:00 PM and 8:00 PM, in order to allow participation by people who have trouble attending evening meetings as well as by those unable to attend daytime meetings. Minutes from these open houses will be presented to City staff within five business days after each of the meetings. Deliverable: The products of Task 1.1 through Task 1.3 will result in Technical Memorandum 1, which will provide an overview of the existing transit system, including current service and results from the on-board survey and boarding/alighting inventory. The first public meeting will also be held and results will also be summarized in the Technical Memorandum. Task 1.4: Operations Plan and Budget Operations Plan The data collected in previous tasks will be used to conduct a systemwide and individual route analysis, including an analysis of the demand-response system. Working closely with the Rio Vista Delta Breeze staff, the findings will be used to develop options for future expansions and prioritize service needs. Demand estimates from both the survey data and the demand estimation techniques will be compared with the current supply of transit services and the need for additional services will be identified. Specialized user needs and transit demand by market segment and geographic locations with high levels of transit demand will be identified to support the development of transit service recommendations. Improvements will include recommendations to revise route structures to provide improved schedule adherence, promote system objectives, improve the system’s farebox return ratio, and to respond to community input. The following information will be provided for each recommendation:

• Type of service to be offered;

• Operating characteristics, including service areas, routes and schedules, hours of operation, vehicle mileage, ridership, and personnel requirements;

• Ridership impacts disaggregated by type of rider. In particular, LSC will compare the potential for additional new riders versus the impact of any service modifications on existing ridership;

• Financial characteristics including operating, capital and administrative costs, fare, charter, advertising, tax, and other revenues. Cost and revenue figures will be projected for each of the five years; and

• In general, provisions for meeting elderly and disabled needs, and in particular, the requirements of the Americans with Disabilities Act.

Each of these components will be incorporated into a cost-effectiveness analysis and will also be evaluated based on the goals and objectives for transit service in the study area. Recommendations might include:

– Expansion of existing service areas – Modifications in the hours of operation – Modifications for improved schedule adherence – Revisions (including possible cut backs) in established services that are not meeting performance

standards – Modification of existing routes, schedules, and timed transfer points – Recommendations of previous studies that have yet to be implemented – Modification of fare levels – Private Sector participation

In addition, a “status quo” alternative will be projected over the five-year study horizon to identify the impacts associated with maintaining current operations. Potential means of improving Dial-A-Ride service efficiency will be considered. While fully attaining the complementary paratransit requirements of the Americans with Disabilities Act, this review may include evaluation of dispatching strategies to better group trips, increased transfers between demand-response and fixed route services, changes in hours or areas of operation, and changes in fare structure. Any transit study must also include a review of fare policies. LSC will compare review existing fare structure, assess the impacts of recent fare changes, and compare Delta Breeze fares with other fares in the Northern and Central California. Our goal will be to provide a fare structure that generates adequate revenue, is equitable to various passenger groups, encourages efficient use of transit services, and is straightforward for passengers to understand and for drivers to administer. This task will also include a review of current farebox return ratios, as defined for purposes of the Transportation Development Act, and means of modifying these policies to better address the unique characteristics of the service area. This may include consideration of claiming under Article 4.5, defining new sources of farebox revenue, and/or revisiting the original farebox return requirements. Based on service evaluation and recommendations in previous tasks, a five-year operating plan will be developed. This will include an operating capital and financial plan (see Task 1.4). The five-year operating plan will provide decision-makers and transit managers with a detailed guide for operating the transit service in the upcoming years and will specifically identify hours and miles of service, projected ridership, expected revenues, and financial requirements.

Operations Budget

The operations and capital requirements outlined in previous tasks will be used to make final recommendations regarding financial strategies. The forecast changes in operating costs, future capital requirements, and changes in financial resources will be entered into a spreadsheet along with a year-by-year financial forecast for the system. Through an iterative process, differing capital and service improvement plans can be evaluated to ensure that an adequate funding balance is maintained throughout the life of the plan. This task evaluation will result in a financial plan that includes analyses of both revenue and expenditures for the five-year plan period. To support both the operational and capital elements of the transit service, a thorough review of transit funding sources will be performed including but not limited to Transportation Development Act funds, Federal Transit Administration funds, joint funding with adjacent jurisdictions and private funding partnership opportunities. This will include a review of potential new funding sources, inclusion of transit capital funding in impact fees, and provision of funding through redevelopment. The Consultant will develop realistic transit revenue projections for each year of the five-year plan. In coordination with the finance and budget manager, the Consultant will prepare the Financial Plan assumptions for the following:

(a) Passenger Fares, (b) Local and state revenues, (c) Federal and state transit grants, (d) Operating Cost projections from Task 1.4, and (e) Capital Cost projections from Task 1.5.

The Consultant will then develop ten year cash flow projections to match the recommended service alternatives and their capital elements. The financial plan will include a scenario assuming possible institutional changes and compare that scenario to the seven-year projections using the current organizational structure. Deliverable: Activities from Task 1.4 (and Task 1.5) will be included in Technical Memorandum 2. This document will provide the service/operating alternatives as well as the associated operating budget. The transit service concepts will be in text, table, and graphic format, including presentation maps. The second public meeting will also be held to gather input from community members regarding the proposed alternatives. The results of this meeting will be included in the Technical Memorandum as well. Task 1.5: Capital Improvement Program We will identify the appropriate equipment and facility needs for operating the transit over the plan period. As part of this task, capital recommendations will be developed that will include the following: • Future fleet requirements, based upon both planned replacement of existing vehicles as well as the

fleet needs associated with the various service alternatives

• Future transit maintenance/administration facility needs that are required to accommodate the fleet and staff associated with future transit service levels

• Passenger facility improvements, including bus stop enhancements, new or expanded transit centers, and new or expanded Park-and-Ride facilities

• The rapidly advancing field of advanced technological applications to transit will be evaluated and will include the feasibility of automatic vehicle location tracking, advanced passenger information systems, and registering fareboxes

• Marketing strategies for both fixed-route and demand-response services Both the operating and capital recommendations will be used to forecast future financial requirements. Based on the service alternatives evaluated in Task 1.3, the Consultant will outline a transit capital program to the year 2020 for selected alternatives. Specific elements of the capital recommendations will include:

– Fleet plan (for both replacement and expansion vehicles) – Maintenance Facility requirements – Transit Centers and Park-and-Ride lots (including a capacity review of existing facilities to

accommodate the service plan projections) – Safety and Security elements – Other capital elements (such as passenger amenities, transit equipment, software upgrades,

communications equipment, and office facilities) The resulting capital requirements will be projected over a ten-year span. Costs and appropriate funding sources will also be identified. DELIVERABLE: The Consultant will summarize the capital needs over the ten-year planning period in Technical Memorandum Number 2. Year-by-year Capital Cost Projections will be provided in Excel format for the Technical Memorandum, at the conclusion of Task 1.5. Task 1.6: Onboard Passenger Survey To further our understanding of the current service and the ridership it serves, LSC proposes to conduct an onboard passenger survey of the Rio Vista Delta Breeze fixed routes and the demand response system. The survey will be developed in a two-sided format of a single page, with an English version on one side and a Spanish version on the opposite. Data collected will include the following: – Travel mode to and from the bus – Trip origin and destination (place name or street intersection) – Ridership frequency – Trip purpose – Reason for using the bus, and auto availability – Opinion regarding transit service characteristics

– Desired service improvements – Age

– Disability – Household income – Gender – Ethnicity – Primary Language

Surveys will be conducted over the course of one month and will be available on board the buses. Survey forms and writing utensils will be available as passengers enter the bus, where there will also be a box for completed surveys to be collected (or, passengers may hand the forms to the driver). Additionally, the forms will be designed for a mail back option as well. To gather more information, particularly from non-transit riders, a telephone survey will be conducted during one week. The Consultant will contact a minimum of 100 households in the Rio Vista service area. The collected data will be entered by LSC staff into a spreadsheet program (Excel). In addition to straight tabulations, we will conduct cross-tabulations between passenger characteristics and other survey responses as warranted. The results will aid in identifying passenger demographics, potential system weaknesses, evaluating the route effectiveness and developing potential marketing strategies. Deliverable: The findings from the on-board survey will be included in Technical Memorandum 1, as discussed under Task 1.3. TASK 2: Publish the FY 2010/2011 – 2019/2020 Short Range Transit Plan Task 2.1: Publish the Draft SRTP The Consultant will prepare a Draft SRTP using the information collected and presented in the three preceding Technical Memoranda. Twelve copies of the document will be printed (and bound) and submitted to the MTC and City of Rio Vista staff for review and comment. The Consultant will also present the Draft SRTP to the Rio Vista City Council. Any comments received will be addressed by the Consultant, leading to the Final SRTP. Task 2.2: Publish Final SRTP After review by City and MTC staff and comments are received, the Consultant will revise the text as necessary in order to develop the Final SRTP document. The Consultant will submit 20 hard copies and an electronic copy to the MTC for adoption, and will be present at the City Council meeting to field questions, if necessary. Section 4 PROJECT PERSONNEL

MANAGEMENT APPROACH The LSC Transportation Consultants, Inc. Team will approach this study from an objective and realistic viewpoint, for it is our intention that only the most useful Short Range Transit Plan be developed. The LSC Consulting Team will be available on an “on-call” basis throughout the project and will work from our Tahoe City office and Fair Oaks home office directly with Rio Vista and Delta Breeze staff to ensure that all work tasks are completely addressed. The LSC Team will make use of all the latest available planning, land use, and socioeconomic information, including data from the U.S. Census and California Department of Finance Demographics Unit. The Consultant Team will ensure that each task in the work program is accomplished through the practical and systematic evaluation of existing conditions, identification of realistic service alternatives, and development of sound programs for future transit improvements. Throughout the project, the Consultant Team will utilize all available sources and references in order to consider the state-of-the-art in transit service innovations and the latest policy developments, including FTA policies and regulations. The LSC Team will prepare a detailed Short Range Transit Plan report for use by the City of Rio Vista and Delta Breeze staff for day-to-day transit operations, as well as in future planning. The study efforts will be carefully coordinated by the Consultant Team to ensure that realistic and useful products are provided to residents of the area. A Technical Memorandum detailing existing conditions and service alternatives will be submitted to the City of Rio Vista staff in order to allow continual review of study progress. The final Short Range Transit Plan report will meet all City of Rio Vista and Caltrans requirements. STUDY TEAM MEMBERS LSC Transportation Consultants, Inc. will be comprised of experienced transit and transportation planners. Our team members will work with local staff to efficiently accomplish the tasks of the study, responsive to locally formulated goals and objectives. Proposed key staff for the project is introduced below. Detailed resumes are provided in Appendix A. Principal-In-Charge – Gordon Shaw, PE, AICP, a Principal with LSC, will be responsible for overall study process and product for the Delta Breeze SRTP Study. Mr. Shaw has more than two decades of transportation engineering and planning experience. He holds a B.S. degree in civil engineering from Purdue University, as well as M.S. and Engineer degrees from Stanford University. He is a registered Professional Engineer in California, Colorado, and Nevada and is also a member of the American Institute of Certified Planners. Mr. Shaw has conducted over 60 transit studies throughout the American West, with a focus on rural and small urban transit systems. Project Manager - Selena McKinney, Senior Transportation Planner with LSC, will act as project liaison and will be responsible for overall project management, schedule and budget control, liaison with local staff, and substantial portions of the Work Program. Ms. McKinney has served as Planner and Project Manager for over 30 studies for LSC since initially joining the firm in 1990, including studies in California, Colorado, North Dakota, and Utah. She is currently completing work for the South County

Project Planner - Kristina Svensk, AICP, Transportation Planner with LSC, will serve as a Planner for the study. She will assist with data collection for analysis of the existing conditions and transit operations. Ms. Svensk has recent experience developing the short-range transit plans for Amador County and Western Nevada County in California and Aspen Colorado, and is currently completing the South Tahoe Area Transportation Authority Short Range Transit Plan. She has also contributed to the transportation elements of environmental documents and the City of South Lake Tahoe General Plan. She holds a Master of Urban Planning from San Jose State University and is a member of the American Planning Association and American Institute of Certified Planners. Other Project Staff – In addition to the key study personnel identified above, LSC will provide the graphics and clerical staff needed to conduct the study from our Tahoe City office.

Section 5 PROJECT SCHEDULE

We are prepared to begin this study in late November 2010, as detailed in Table 1 below. The schedule we propose follows that outlined in the RFP, including the following project milestones, meetings and presentations:

– Week of November 29, 2010: Contract executed; hold kick off meeting with Consultant Team, Delta Breeze Staff, City of Rio Vista staff and others as deemed appropriate.

– Monthly Progress Reports: Throughout the study, the Consultant will provide monthly progress

reports no more than seven business days after each reporting period. The reports will identify work completed, issues and obstacles encountered, and next steps.

– Monthly Meetings: For the duration of the study, the Consultant will meet with City staff and/or

the SRTP Steering Committee on a monthly basis to discuss project progress. Minutes will be provided within five business days after each meeting. It is proposed that one-half of the meetings will be done in person and one-half will be done over the phone, in order to ensure the most efficient use of the project budget.

– December 2010: Rider’s survey administered.

– Early January 2011: Technical Memorandum 1 issued

– Mid-March 2011: Technical Memorandum 2 issued

The study evaluated existing demographics as well as forecasts of population, development, and employment. An extensive review of existing El Dorado County Transit Authority (EDCTA) services was conducted. Next, a wide range of transit service, capital and financial alternatives was developed and evaluated. Based upon the results of the analysis as well as public input, a financially constrained operating and capital plan was developed to guide improvements in the transit program, including: • Establishment of local transit service in El Dorado Hills • Improvements in service along US Highway 50 • Establishment of a taxicab subsidy program • Elimination of non-productive services • Strategies to better coordinate transit, pedestrian, and bicycle travel • Fleet enhancements • Bus stop and transit center improvements • Increases in transit fares The overall plan allowed EDCTA to address the short-term drop in subsidy funding while still improving the overall services and increasing ridership by 25 percent.

The hilly geography, numerous small communities and high proportion of transit-dependent population were all challenges to provision of effective transit services. LSC Transportation Consultants, Inc. was retained to develop a Transit Development Plan to evaluate the current transit conditions and services, and to define five-year implementation plan for transit improvements. The study reviewed existing transit conditions and included an onboard survey effort, as well as a thorough analysis of performance measures and criteria. After identifying the strengths and weaknesses of the existing service and evaluating demand, service alternatives were developed to improve local, regional and intercity transit services. Based on input from the Transit Advisory Committee, several service alternatives were selected for implementation. The final plan included expanded fixed route service in Clearlake and increased intercity service to Napa County, with additional DAR service recommended pending funding availability. An important part of the plan was an aggressive capital improvement program to modernize the fleet and facility, including new vehicles, communication and security equipment, and passenger facility improvements. The final plan also included a detailed constrained five-year financial plan for service and capital improvements and a performance monitoring program. The resulting plan was adopted by the Transit Authority board and is currently being implemented.

This Transit Development Plan (TDP) Update followed on the heels of an Intercity and Regional Bus Study for Del Norte County completed by LSC Transportation Consultants, Inc. in 2008. The first phase of the project evaluated intercity and regional needs, while the TDP Update evaluated the need and strategies for local and regional transit services. In particular, route modifications and minor schedule changes were applied to local fixed routes, Dial-A-Ride service improvements were implemented, and a new service was added to the only un-served portion of the County. The project included on-board surveys to evaluate operating characteristics, rider demographics, and opinions of the transit service. This helped identify some of the concerns and needs for improvements. After vetting numerous service alternatives, the preferred alternatives were detailed with a year-by-year implementation and financial strategy.

In the study, LSC reviewed and presented demographic factors, which included the increasing transit needs of a rapidly growing general public, commuter, and elderly population. With the attractiveness of the region as a major destination resort, the demand for high quality, convenient transportation, and tourist transportation needs were also identified. In addition, the funding sources available for public transit services were discussed, and in-depth analyses were conducted on a wide range of service, capital, institutional and management, and financial alternatives. Finally, the study presented a transit plan that will guide the growth of services over the coming seven-year period and an implementation plan to accomplish that growth. This plan led to significant expansion of transit services in the Snyderville Basin area, and has been the basis for securing several Federal Transit Administration funding grants.

The study included an evaluation of demographic characteristics including the issues associated with migrant labor camps, a review of the extensive rural and urban transit services, and preparation of operational and financial plans for a five-year planning horizon. The transit plan final report recommends a variety of service, capital, and institutional and management actions to improve the service offered in the area. SELENA McKINNEY Education Bachelor of Science in Natural Resource Planning – Humboldt State University Professional Membership American Planning Association Experience From 1990 to 1993, Ms. McKinney served as Project Planner for many transit studies, including plans for Pitkin and Garfield Counties, Mesa County, San Miguel County, Lake County, and Huerfano County in Colorado, Teton County in Wyoming, Carson City in Nevada, and Rapid City in South Dakota. Ms. McKinney served as Project Manager for plans in northeast Colorado. In addition, she collected extensive data on transit providers and summarized interviews for the Arkansas Statewide Transit Needs Assessment, helped develop a traffic mitigation program in Tahoe City, California, completed major portions of the work program for the Technical Assistance Project for the Souris Basin Transportation System in Minot, North Dakota, and worked on the Eureka Intermodal Facility Technical Assistance Project in Eureka, California. In addition, Ms. McKinney designed, conducted and analyzed onboard survey results for data collection efforts in California, Montana, and North Dakota, as well as conducting an extensive on-board survey for the CitiFare system in Reno, Nevada. She also completed countywide telephone surveys for Plumas and Lassen Counties, California. Ms. McKinney is well versed in data manipulation and evaluation techniques, as well as survey applications. Between 1993 and 2005, Ms. McKinney assisted LSC Transportation Consultants, Inc. with many projects on a contract basis. Since rejoining the firm in 2005, she has served as Project Manager for the Lassen County Transit Development Plan (2007), the Trinidad Rancheria Short Term Transit Assistance Project (2006), and the Redwood Coast Community Transit Plan (2006), the Riverbank Oakdale Transit Authority Short Range Transit Plan, the Del Norte County Passenger Facilities Development Plan, and a Placer County CTSA 5310 Grant application project. Ms. McKinney has also served as a Senior Planner on several LSC transit studies, including the development of transit plans for the Martis Valley portion of Placer County, California, and Park City, Utah. In addition, she assisted the El Dorado County Transit Authority in developing transit elements for inclusion in a regional traffic impact fee program, and is currently assisting in the development of a transit design manual for El Dorado County. Previous to her employment with LSC, Ms. McKinney prepared an environmental impact statement for a fire-recovery project as a U.S. Forest Service employee in 1989. From 1985 to 1987 she served as an Assistant Planner in the long range planning division of the Tahoe Regional Planning Agency, where she maintained a computerized parcel-by parcel database, provided support for planning documents and project review, and helped to develop regulations for transfer of development rights.

Experience Kristina Svensk joined LSC Transportation Consultants, Inc. in 2007 as a Transportation Planner in the Tahoe City, California office. Ms. Svensk has completed Transit Development Plans for Western Nevada County, South Lake Tahoe and Amador County in California and the City of Aspen, Colorado. She has also completed transit center studies in Grass Valley, California and Baker County, Florida that included evaluation of existing planning/zoning requirements, assessment of transit operational requirements, and gathering public and key person input. Ms. Svensk has also contributed to the preparation of the transportation background reports for the Tahoe City Community Plan EIR/EIS (South Lake Tahoe, California) and the City of South Lake Tahoe General Plan, assisted with traffic impact studies for development projects, and has conducted data collection and analysis tasks for transit systems. Previously as a Planner with a public jurisdiction, Ms. Svensk researched and evaluated large-scale development projects and prepared environmental review documents. As an Environmental Assistant with Caltrans, Ms. Svensk participated in the California Highway Management Plan for Highway 1 in Big Sur and produced the first draft for public review of the vegetation management guidelines. She researched habitat restoration techniques and principles, and evaluated the appropriate and most feasible methods for the region based on traffic safety, planned highway improvements, and the natural constraints of the area. Ms. Svensk has strong research and technical writing skills and is experienced in presenting projects at public hearings and community meetings.
