1. Roll Call The meeting was called to order at 6:00 p.m.

2. Approval of meeting minutes from meeting on Thursday, October 3rd, 2019.

Motion by Radant, second by Charles to approve the minutes from October 3rd, 2019 Municipal Services and Utilities Committee. Roll Call Motion Passed 5-0.

3. Discussion and possible action on the Scada Project.

Public Works Director Jahncke reviewed the memo about the Scada Project and e-mail from Jason Carden.

Motion by Nachreiner second by Radant to recommend to Council Scada project Resolution No. 20- (TBD) to LW Allen in the amount of $383,370.00 Roll Call. Motion passed 5-0.

4. Discussion on street lights.

Nachreiner wanted to discuss how street lights are petitioned for. Jahncke stated there are two scenarios one where Alliant installs lights on their poles and charges the City a fee and a monthly charge and the other where it is a City owned system, the City would purchase and install the pole and light and the increase meter reading would be our monthly. Cost would vary depending on where the light was located compared to the above ground or underground lighting.

To: Municipal Services & Utilities Committee From: Aaron J. Jahncke, P.E., Director of Public Works/City Engineer Subject: Industrial Park Date: January 31, 2020 Background: The City received three bids for the above project on January 30, 2020. The low bidder was A-1 Construction, Bloomer, WI with a base bid of $453,467.50. Analysis: General Engineering Developed the specification and put it out to bid. The DNR is requiring the City to extend the storm pond liner on the existing pond and that came with a greater cost than expected. Fiscal Note: The city originally budgeted $440,000 for the project. The remaining engineering and construction budget is approximately $438,275. The $15,192.50 will be funded with any remaining fund balance in the water, sewer and street capital budgets respectively. Recommendation: It is Staff’s recommendation for Municipal Services Committee recommend award of the project to A-1 for $453,467.50. The decision of the fund re-allocation will go to Finance on February 10. The award of the contract will come to Common Council on Feb 13.

RESOLUTION NO. 20-

RESOLUTION RELATIVE TO AWARD OF CONTRACT FOR THE PORTAGE INDUSTRIAL PARK EXPANSION PROJECT

WHEREAS, the City of Portage recently advertised for bids for for the

Portage Industrial Park Expansion Project;

WHEREAS, A-1 Construction entered the low bid in the amount of

$453,467.50;

NOW THEREFORE IT IS HEREBY RESOLVED by the Common Council

that the City of Portage accepts the low bid from A-1 Construction in the amount

of $453,467.50; and that the Mayor and City Clerk are authorized to execute the

contract.

To: Municipal Services & Utilities Committee From: Aaron J. Jahncke, P.E., Director of Public Works/City Engineer Subject: Preliminary Assessment Resolution, USH 51 Street and Utility Project Date: January 31, 2020 Background: Attached to the memo is a map of the assessment district and the preliminary assessment resolution. The special assessment schedule is as follows:

Thursday, Feb 6th : Preliminary Resolution for MS&U recommendation Thursday, February 13th : Preliminary Resolution to City Council Thursday, March 5th : Final Resolution and project award for MS&U recommendation Thursday, March 26th: Public Information Meeting (Prior to City Council Meeting) Thursday, March 26th: Final Hearing regarding special assessments Thursday, April 9th: Final Resolution and award to City Council It is staff’s intent to have a Public Information Meeting to answer any construction or scheduling questions prior to the Public Hearing so the council members should only hear questions regarding the special assessment process.

Analysis: The City will be bidding out the USH 51 Street and Utility Project in February. The City will be replacing water, storm, sanitary, street, curb and gutter, trees (where conflicts are or ash trees), and sidewalk The City will be also turning Ontario (from Thompson to E. Wisconsin) and Thompson ( form Ontario to Wauona Trail) form a rural cross section to an urban cross section. This will include assessments for curb and gutter. The Project will most likely begin in May and end in September.

Fiscal Note: There is no immediate fiscal impact regarding the preliminary assessment. This resolution merely declares the intent to special assess. The final resolution in April will levy the special assessment. This assessment process should streamline the City’s assessment process and allow staff to send out the final invoice at the end of the project and put the assessments on the 2020 tax rolls. Recommendation: It is the recommendation of the Engineering Department that the Municipal Services and Utilities Committee favorably endorse and the City Council approve the Preliminary Resolution Declaring Intent to exercise special assessment powers, USH 51 Streets and Utilities project.

RESOLUTION NO. 20-

PRELIMINARY RESOLUTION DECLARING INTENT TO EXERCISE SPECIAL ASSESSMENT POWERS UNDER SECTION 66.0703 OF THE WISCONSIN STATUTES (USH 51 Streets and Utility Improvements) BE IT HEREBY RESOLVED by the Common Council by the City of Portage, Columbia County, Wisconsin:

1. That the Common Council of the City of Portage, Wisconsin, does hereby declare its intention to exercise its powers under Section 66.0703 of the Wisconsin Statutes to levy special assessments for construction of Municipal Street and Utility improvements upon the properties improved by such construction;

2. That said public improvement shall consist of the following improvements:

Sanitary Sewer Laterals for the following Municipal Street(s): DeWitt St. from E. Pleasant St. to E. Wisconsin St. E. Wisconsin St From DeWitt St to Ontario St. Thompson St. from Ontario St. to Wauona Trail

following:

A. Preliminary plans and specifications for said improvements. B. An estimate of the entire costs of the proposed improvements.

breakdown as to how said assessments affect each parcel in the area being assessed.

D. A statement that the property against which the assessments are

proposed is benefited by the project.

6. Upon completion, a copy of such report shall be filed with the City Clerk for inspection by the general public.

7. Upon receiving such report, the City Clerk is directed to give notice of a

public hearing on such reports, as specified in Section 66.0703(7) of the Wisconsin Statutes. A hearing shall be held at the Common Council

Jahncke, P.E., Director of Public Works/City Engineer Subject: Preliminary Assessment Resolution, Village Road Ph2 Storm Project Date: January 31, 2020 Background: Attached to the memo is a map of the assessment district and the preliminary assessment resolution. The special assessment schedule is as follows:

Thursday, Feb 6th : Preliminary Resolution for MS&U recommendation Thursday, February 13th : Preliminary Resolution to City Council Thursday, March 5th : Final Resolution and project award for MS&U recommendation Thursday, March 5th: Public Information Meeting (Prior to MS&U) Thursday, March 26th: Final Hearing regarding special assessments Thursday, April 9th: Final Resolution and award to City Council It is staff’s intent to have a Public Information Meeting to answer any construction or scheduling questions prior to the Public Hearing so the council members should only hear questions regarding the special assessment process.

Analysis: The City will be bidding out the Village Road Ph 2 storm water improvements. The City will also be replacing sanitary for a stretch and it will require 4 laterals to be replaced. Per city policy these laterals should be special assessed. The Project will most likely begin in May and end in July.

Fiscal Note: There is no immediate fiscal impact regarding the preliminary assessment. This resolution merely declares the intent to special assess. The final resolution in April will levy the special assessment. This assessment process should streamline the City’s assessment process and allow staff to send out the final invoice at the end of the project and put the assessments on the 2020 tax rolls. Recommendation: It is the recommendation of the Engineering Department that the Municipal Services and Utilities Committee favorably endorse and the City Council approve the Preliminary Resolution Declaring Intent to exercise special assessment powers, Village Road Ph2 Storm Project.
