The City of Phoenix is seeking qualified consultantsto provide general air quality conformity analysis onan On-Call basis for the Aviation Department
Services will be for all three City owned airports - SkyHarbor International Airport, Goodyear Airport andDeer Valley Airport
Up to two (2) firms may be selected
Contract will be for 2 years from July 1, 2016 to June30, 2018
One-year option to extend from July 1, 2018 to June30, 2019.

Scope of Work
These analyses are pursuant to Title 40 of the Code of Federal Regulations as well as Federal Aviation Administration (FAA) Advisory Circulars and Orders and FAA 1050.1F Desk Reference for federally funded and approved construction projects and operations.The consultants work includes National Ambient Air Quality Standards (NAAQS) Criteria Pollutants and Hazardous Air Pollutants (HAPs) analysis for construction projects using approved conformity analysis tools including Chapters 11 and 13 of EPA Publication AP-42. Consultant shall complete the calculations using FAA-approved models (Aviation Emissions and Air Quality Handbook, v3 Update 1, January 2015).

Regulatory analysis, data gathering, and per project annual calculations are required.The preferred Firm(s) must be capable of consulting and coordinating with the appropriate regulatory agency.The Aviation Department has implemented an electronic routing process for initiating calculation, gathering data, and documenting the general air quality conformity analysis.Special air quality projects and studies may require additional air quality analysis and evaluation as indicated by the project goals.
