    A MESSAGE FROM THE CITY MANAGER

    The COVID-19 pandemic has dramatically impacted the way we are able to deliver vital public services and programs to our residents, businesses, partnersand stakeholders in Menifee. In order to support county, state and federal mandates designed to help slow the spread of this new pandemic, City Halltemporarily closed to the public on March 20, 2020. However, the City quicklytransformed City Hall to offer residents, businesses and stakeholders’ efficientalternatives, such as the new virtual City Hall and Zero Stop Shop for permitting,as a way to ensure key City business continued in an efficient, safe and cautious manner.

    The Menifee City Council declared a local emergency on March 18, 2020. Thismeasure allows the City to respond quickly to the rapid needs and everchangingmandates to address the COVID-19 crisis, as well as be eligible for critical stateand federal emergency funding to aide and address issues locally.

    The city has also responded quickly to help stem the spread of this virus by canceling or postponing local city public events, classes, programs and activities.These measures, by order of the County Public Health Official encourages socialdistancing, which is proven to be one of the most effective measures in combating this virus, along with hand washing, face coverings, and staying home.

    Despite these changes, our goal remains to provide uninterrupted service delivery to you during this unprecedented time.

    Staff has recalibrated service delivery models, both internally and externally, toaccount for this new virtual reality. We have activated new technology to providemore services online through our interactive website. We are increasing our outreach on social media, enhancing our telephone and email capabilities tofurther enhance the excellent customer service the City of Menifee has becomeknown for as a City, and have been working with our businesses to ensure theyhave the support and resources to begin recovery now and once this crisis is on the mend.

    Supporting you in the way you’ve come to expect from Menifee City Hall – alongwith ensuring the health and safety of our staff, our businesses, and our overallcommunity – will always be our top priority.

    Just as you are adjusting to the new reality of staying home and social distancing,we are also adjusting to our new realities. We kindly request your patience as wedo our very best to continue serving you under these new circumstances, guidelines and mandates.

    In closing, I encourage you to please be responsible, compassionate and readyto help by doing your part to fight this pandemic. While appropriate authoritieswork towards a vaccine, all of us possess the right antidote to slow the spread –awareness, proper hygiene, face coverings and social distancing (staying at home).

    The City of Menifee recommends exercising an abundance of caution in handling this illness. The City of Menifee is carefully assessing this situation as it evolves.

    • Coronavirus disease 2019 (COVID-19) is a respiratory illness that can spread from person to person.

    • The World Health Organization declared the rapidly spreading coronavirus outbreak a pandemic on March 11, 2020

    • Current knowledge is largely based on what is known about similar Coronaviruses.

    • As it is a new virus, we are learning more each day.

    Stay in Place The California State Public Health

    Department of Public Health have ordered all individuals living in the State of California to stay home or at their place of residence, except as needed to maintain continuity of operation of the federal critical infrastructure sectors.

    Cover your Face Recent reports have suggested that the coronavirus can spread through the air. When people are infected with respiratory viruses, they emit viral particles whenever they talk, breathe, cough, or sneeze. Those infected with the virus can be asymptomatic. When in public, cover your face with a bandana, neck gaiter, or homemade face covering.

    Maintain your Space All residents should be using social distancing; refrain from group activities, cancel all non-essential shopping, and maintain a 6 foot space around you at all times.

    Do Not Purchase Masks Medical masks such as surgical and N95 masks are in short supply and needed by health care professionals. To prevent shortages, the public should avoid purchasing these masks.

    City of Menifee Signs Proclamation of Local Emergency

    Virtual City Hall and Zero-Stop Shop for Development

    The City of Menifee is committed to helping our community navigate and receive necessary informationand resources during the pandemic, while keeping projects moving forward. Menifee will provide an enhanced level of service and support and keep ourbusiness-friendly demeanor in the new Virtual City Halland Zero-Stop Shop, despite the temporary closures tocity facilities.

    A new City webpage, Virtual City Hall, includes virtualpermit activities to process projects from all stages ofdevelopment, as well as community service classes, programs or activities virtually for all ages at cityofmenifee.us/communityservices.

    Under the City’sStreamline Initiative, Menifeetransformed its one-stop shop permit counter to a zero-stop shop virtual permit center, eliminating theneed to come to City Hall altogether. Stakeholders, businesses, and residents can access the online portalto submit projects online, conduct virtual inspections,and meetings, and perform normal operating businessfrom the ease of their home or essential business.

    “This effort was led by the Rapid Response Developmentteam, and spearheaded by the City's Community Development Department, transforming the way the development process occurs,” explained Gina Gonzalez,the City’s Economic Development Director. “This ultimatelyenhances safety, while also saving time and money andfurther proving Menifee’s priority of being businessfriendly.”

    The City of Menifee formalized a Proclamation of LocalEmergency on March 18 based on the rapidly evolving challenges to slow the spread of the novel coronavirus(COVID-19) in Riverside County. The City’s emergencyproclamation will enable the City to streamline logistical resources and recovery measures needed to respond to the COVID-19 pandemic. It was voted on unanimously bythe Menifee City Council present at the March 18 Councilmeeting and was signed into order by Mayor Bill Zimmerman.

    The City Council acknowledges the necessity of swiftmeasures to ensure the public health and safety of ourcommunity remains a top priority, and recognizes the importance of Menifee to continue to practice kindness, patience and civility. The current restrictions placed upon all cities are temporary, and are being applied by theCounty and State to ensure the safety and well-being of our families and businesses, while minimizing impacts tothose on the frontline of the pandemic.

    The City has closed all community facilities to the publicand canceled or postponed events, classes and activities atthe direction of RUHS-Public Health Official to encouragesocial distancing, and to stem COVID-19 cases within ourregion that could overwhelm local hospitals and suppliesneeded to care for local patients.

    Parks, Parking Lots and Recreation Facilities Closed

    All City athletic fields, sports courts, Skate Park, dog parks,and all City playgrounds are closed among many other temporary closures. The Riverside County Public Health Official ordered all parking lots to City parks and recreational facilities to close as well until further notice. A full list of closed recreational facilities is located on theCity’s website. The City of Menifee invites residents to participate in the Virtual Community Services Departmentthat has multiple activities, projects, and game ideas for all ages – while practicing social distancing and staying athome.     Senior Assistance from City

    The City has opened the Kay Ceniceros Senior Center, 29995 Evans Road, ONLY fororganizing central donations for food andother essential supplies and is closed for itsnormal programming and activities.

    The City has set up a questions service lineat (951) 672-9673 that is available Mondaythrough Friday from 8 am to 5 pm to assistat-risk residents with food, essential needsand other COVID-19 related questions.At-risk populations include seniors 65 yearsold or better, those with chronic health conditions, and anyone with special needs.

    Churches, organizations or individuals interested in donating food, water or essential items including toilet paper, toothpaste, toothbrushes, soap and masks,should call the service line to inquire firstwith staff on needs and drop-off locations.

    The City of Menifee Senior Nutrition Programcontinues offering lunches to food-insecureseniors five days a week. Seniors can visitcityofmenifee.us/communityservices or call(951) 672-9673 for more information.

    We are grateful to community partners and vendors for their consistent support, coordinated efforts, and volunteer serviceduring this time of great need. This programis reserved for seniors who are in criticalneed of meals and should only be used forthose who wouldn’t otherwise have accessto food.

    Business License Renewal DeadlineExtended to June 30, 2020Recognizing the economic impact that the novel coronavirus (COVID-19) will have on local businesses, the City has extended thedeadline to renew annual business licenses from January 1, 2020 to June 30, 2020. Depending on the evolution of the COVID-19 pandemic, additional extensions may be granted.

    City Manager Armando Villa said, “Our businesses are a vital andcherished part of our community. We understand the impact the federal, state and county orders have on local businesses. This isjust one action of many as part of a City Business Relief/Recovery Program that the City has implemented to provide much neededrelief to our businesses during this unprecedented time.”

    Participate in City Council Meetings RemotelyTo facilitate social distancing and as a precaution to help prevent thespread of COVID-19, the City of Menifee requests residents participatein City Council and Planning Commission meetings virtually by submitting public comments in advance and then live streaming council and commission meetings from a remote location.

    An email address has been established for the public to submit questions and comments to avoid in-person attendance and complywith social distancing and stay-at-home orders. This new virtualaccommodation started on March 18, 2020 and will continue until further notice.
