I. SUMMARY PROGRAM REPORT

1. Introduction

Houston Arts Alliance (HAA) advances the nonprofit arts industry in Greater Houston. Established in June 2006 as a 501(c)3, the Alliance’s mission is to nurture, fund and promote participation in the arts in Houston and Harris County. The Alliance accomplishes this mission through the work of four departments: Civic Art + Design, Communications, Finance and Grants and Services.

Civic Art + Design The Houston Arts Alliance Civic Art + Design and Collection Management Program develops and manages policies and procedures and administers funds for the City of Houston’s Civic Art Collection. The City funds these activities through the Percent for Art Ordinance, allocating 1.75% of certain construction costs of eligible capital improvement projects for permanent civic art. Additional funding allocates for Collection Management, the conservation and maintenance of the City’s Art Collection. The Collection includes gifts, donations and works acquired prior to the enactment of the percent for art legislation. In May 2007 the City ordinance was revised to formally address ongoing issues including art displayed temporarily on City property and the placement of permanent gifts of art. Additional allocations provide for HAA exhibition services in City facilities and development of policies and procedures for displays proposed by others. Grants and Services On behalf of the City of Houston, HAA annually distributes nearly 270 grants to arts, cultural and community groups, and individual artists. In partnership with corporations and foundations, HAA also provides extensive services to the field through an arts incubator program, organizational development and recognition awards, and career development for individual artists.

HAA creates and maintains alliances among the arts and culture, corporate, health care, education, travel, entertainment, development and government sectors to further the impact of the arts on greater Houston, create meaningful collaborations, and ultimately strengthen the local economy through enhanced tourism. Communications The Communications Department furthers the mission of the Alliance and promotes participation in the arts through newsletters, articles and media relations, and through artshound.com, a calendar of cultural events, classes, workshops and opportunities. Finance The Finance Department furthers the mission of the Alliance through professional financial management and reporting to the City and HAA officers. Finance ensures that contractual obligations are fulfilled and fiscal and procedural rules are followed.

2. Civic Art Program Value

The total value of the Civic Art + Design and Collection Management Program on June 30, 2008 was $3,100,156.77, as the figure below demonstrates. A detailed breakdown of this total value is in Appendix A which includes three accounting reports submitted by the Houston Airport System (HAS, a.k.a. the Aviation Department), General Services Department (GSD), and Convention & Entertainment Facilities Department (C&E) of the City of Houston. This report represents a program value for the fiscal year 2008, from July 1, 2007 through June 30, 2008. The eight week overlap in reporting adapts the prior report, establishing the HAA program in November 2006 to the fiscal year of 2008.

The report covers this time period covered by four civic art contracts currently administered by Houston Arts Alliance on behalf of the City of Houston, all effective July 1, 2007. In chapters II and III, future civic art and collection management projects are discussed for the remainder of fiscal year 2009. More detailed project information is presented in Appendices B and C. Houston Arts Alliance serves the City under four separate contracts: one each with the Convention & Entertainment Facilities Department, the Houston Airport System and the General Services Department to administer, monitor programming and oversee all project management phases, including planning, design, fabrication, installation, and conservation associated with civic art commissions and conservation projects. A separate General Services Department City-Wide contract secures HAA consulting services, which include the review of new acquisitions and temporary exhibitions proposed for City property, management of the City’s art collection, cataloging all works and their conditions, organizing exhibitions inside City facilities, and developing educational outreach for citizens and visitors alike.

3. Program Status

As of June 30, 2008, the program valued at $3,100,156.77 included a total of 43 Percent for Art projects: seventeen Percent for Art commissions, twenty conservation projects, and three exhibitions in City facilities and two Collection outreach efforts. Civic Art Commissions and Conversation Projects are partnership efforts, which require work to be scheduled in response to City funding and contracting mechanisms, construction project phases, and access to completed City facilities without interruption to the main business purpose. The summary table lists projects by project phase, which helps define a milestone for each civic art and conservation project according to the best practices of the public art industry countrywide. These project phases are explained on pages 9 – 11.

II. CIVIC ART + DESIGN PROGRAM

1. Funding and Administration

Houston Arts Alliance (HAA) provides leadership and professional expertise in the development and conservation of civic art in the City of Houston, contributing to the quality of our environment, cultural heritage and positive community identity. Funding The Civic Art + Design Program is funded through the City of Houston’s capital bond funds, authorized by the City Council Ordinance No. 2006-731. The City’s Percent for Art ordinance, passed in 1999, designates 1.75% of certain costs capital improvement project costs for permanent civic art works. The percentage is calculated on a project by project basis from the costs of design and construction services.

Administrative History Four independent entities participated in Houston’s civic art efforts prior to the establishment of HAA. The Municipal Art Commission (MAC), founded in 1965, advised the Mayor and City Council on cultural matters including permanent and temporary civic art. Municipal Art Conservation Office (MACO), established in 1996, catalogued, conserved, maintained and promoted the city’s art collection. MAC oversaw MACO work. The Cultural Arts Council of Houston and Harris County (CACHH), founded in 1977, provided professional staff to support the Civic Art Committee and assist city departments in implementation of the civic art program’s activities. The Civic Art Committee (CAC) was founded in 1999 to implement the new ordinance’s policies and make recommendations on permanent art commissions on behalf of the City. During fiscal year 2005-06, the City merged these organizations to form Houston Arts Alliance. The Alliance unified into one comprehensive approach to civic art and collection management by establishing the Civic Art + Design Program. Overseen by a single board of directors, HAA streamlined duplicated efforts, established advocacy with a single voice, and made better use of resources through efficient management. Current Administration Today Civic Art + Design is administered by HAA staff comprised of four arts professionals providing specialized consulting services to the City’s departments and Houston’s creative community. Reviewing program procedures and policies is the Civic Art + Design and Collection Management Committee. The Committee is chaired by an HAA Executive Board officer. Other voting members, appointed by the President of the Board, include HAA board members, artists, architects and museum professionals. The Mayor appoints a voting member, usually the Mayor’s Assistant for Cultural Affairs. Additionally, Directors of the three City Departments which contract with HAA Civic Art Services

are non-voting advisors to the Committee. Directors typically appoint a Director’s Designee to attend the monthly meetings. The Civic Art + Design Program scope of work includes master planning efforts, management of permanent art commissions and temporary civic art policies and projects, exhibition development, and collection management. Collection Management, an important and specialized function of Civic Art, is discussed separately in Section III.

2. Program Development

HAA began performing Civic Art services for the City of Houston on November 16, 2006 with an acting director overseeing two staff members. A full time permanent staff consisting of a permanent Director, Project Manager and Collection Manager was put in place September 10, 2007. A Project Coordinator was added to staff in March 2008. At the completion of the reporting period, four full time permanent employees serve as Civic Art + Design staff.

3. Process for Commissioning Civic Art

HAA manages civic art projects on behalf of the City through a process that follows national industry standards. Each project develops in partnership with the Department building the facility. Project management phases, summarized in the succeeding paragraphs, are developed in continuous partnership with each commissioning Department. Phases in the project are presented in a program status report as follows: Project Development, Request for Artists’ Qualifications (RFQ), Selection Panel I (semi-finalists) and Panel II (finalist), Contracting, Planning/Design, Fabrication/Installation, Final Acceptance, Closeout, and On Hold.

Project Development. Prior to announcing an art project, CAD staff works with representatives from the commissioning department generating the Percent for Art funds to identify construction schedules and prioritized areas for siting the artwork. HAA staff discusses project options including materials, effects, or special constituencies for the artwork. Maintenance considerations, especially as they are impacted by facility use and access to the site, are considered. With a thorough analysis of the art opportunities in the project, a Request for Artists’ Qualifications is developed. Request for Artists’ Qualifications. To reach the desired pool of qualified professional artists, HAA advertises art commission opportunities through a Request for Qualifications (RFQ). The RFQ outlines the opportunity and the types of artwork suitable for the commission. The RFQ may specify suspended artworks, 2D art or glass treatments. In print or electronic formats, the RFQ is the national standard to announce commission opportunities. It provides information on how to submit an

application for consideration. An open call promotes projects by mail, email, and web postings on a local, regional or national level according to the budget and goals for the project.

Additional methods of selecting artists for a commission include the use of the agency’s Artists Image Bank. Established in 2006, the Image Bank is a juried registry of pre-approved, qualified artists. For efficiency and cost savings, artists may also be invited or nominated to apply to a specific arts commission. In the instances of a direct invitation a group of accomplished artists working in the preferred medium are invited to participate in a juried competition. Every commission is awarded through a competitive process. In all three processes interested artists are asked to submit qualifications and a letter of interest for consideration by an artist selection panel. In FY2008, HAA used the Artists Image Bank for one call and an RFQ for seven projects to advertise and gather artist qualifications for consideration, making a total of eight new civic art projects.

Selection Panel I (semi-finalists). HAA convenes an artist selection panel consisting of five to seven voting members. This panel provides for the diverse constituencies of civic art to participate in the selection of the artists who will develop the final civic artwork for the City. The panel consists of a representative of the facility developer, a community representative not on City staff, a professional artist and two arts professionals, which may include a curator or architect not working on the project. These representatives may overlap; for example, an artist may also serve as a community member. For efficiency, smaller panels are convened for projects with smaller budgets. HAA identifies the artists and arts professionals to serve on the panel. The Department Director or their designee identifies the representative of the client department. A community representative living or working near the facility may be nominated by the Department or HAA staff. Other department representatives, the project architect, and a Civic Art + Design Committee member participate in the panel in a non-voting capacity. They have the responsibility to provide the voting panelists with additional information or relevant guidance as the selection proceeds. The Selection Panel, facilitated by HAA Civic Art + Design staff, reviews all qualified responses to the RFQ. This review of artists’ qualifications may take 4 to 9 hours depending on the number of responses. Through a series of votes and

discussion, the panel recommends three to five finalists to advance to the next stage of the competition. HAA staff contacts each finalist and provides a detailed orientation to the project and site. Finalists meet individually with department clients, project stakeholders, and community leaders. Artists, paid for this stage of work, design a conceptual proposal for an artwork appropriate for the site, including defining a project site, materials, visual sketch, itemized budget within the Percent for Art allocation, and a narrative. As of June 30, 2008, there are no projects in this phase.

Selection Panel II (finalist). The second panel reconvenes with the same members as the first. Finalists present their proposals to the panel and are available to answer questions from the panelists. Based on their proposals, which are evaluated for quality, feasibility and appropriateness, the panel recommends one winning finalist. The Civic Art + Design Committee reviews the panel’s recommendation and recommends it to the HAA Board for review and approval at a regular monthly meeting. Only upon official approval by the HAA Board may staff enter into a contractual agreement with the winning artist. As of June 30, 2008, there are six projects in this phase: Kashmere Multi-Service Center, Northeast Multi-Service Center, Mounted Patrol Police Facility, Southeast Division Police Station, Sabine Street Water Pump Station and Water Museum.

Contracting. HAA contracts with the winning artist using the commission contract template provided by the City. For each commission, HAA staff develops the contract’s Exhibits A, B and C, outlining the work to be performed, the budget to be used and the specific work site. The contract is divided into the initial planning and design stage, followed by a fabrication and installation stage. The planning and design stages contracts the artist to develop a refined proposal, including final designs based on the development of construction drawings, engineering and an updated schedule and budget. The fabrication and installation stage contracts the artist to purchase materials and services to complete physical elements of the art commission, based on acceptance of the final design. Each contract is unique to the project and is personally negotiated with the artist and department. As of June 30, 2008, there are three projects in this stage: Electroland (Cameron McNall and Damon Seeley) with a project for CEFD for the George R. Brown Convention Center; IPSArt (Amy Baur and Brian Boldon) for a project with GSD at Stringfellow Southeast Police Division Station and Donald Lipski for a project with GSD at the Water Museum.

Planning/Design. Once under contract, the artist develops the final design, including maintenance requirements and product durability. The Civic Art + Design Committee reviews the final design proposal prior to issuing the Notice to Proceed, notification that the project may go into fabrication/installation phase. There is one project in this phase: artist Kate Petley for Fire Station #8.

Fabrication/Installation. After receiving the Notice to Proceed, the artist may begin final engineering, construction, fabrication and installation. The contract stipulates payments to the artist based on pre-agreed stages, such as 100% engineering or 25% fabrication. As of June 30, 2008, three projects are in this phase: HAS Hobby Airport commission by Gordon Huether, HAS Bush Intercontinental Airport commission by Jim Hirschfield and Sonya Ishii, and HPL Looscan Library commission by Bert Long. Final Acceptance: After the artist notifies HAA of completion of the work, HAA staff contacts Department representatives and facility managers for a final, formal walkthrough to ensure the completed work meets the expectations and requirements of the commission. There are no projects awaiting final acceptance.

Closeout. HAA staff conducts a final inspection, provides documentation of the maintenance requirements, and submits a recommendation of acceptance to the HAA Board and the City. Two projects were closed out in FY08: Margo Sawyer’s commission for the Convention District Parking Garage and Cameron McNall’s Downtown Arts Initiative Masterplan.

On Hold. Occasionally, projects are put on hold upon the client department’s request. This may be due to diverse causes including budgets, change in construction schedules, or changes in staff. There is currently one GSD project on hold: HPL’s Flores Neighborhood Library Commission. 4. Prioritization for Civic Art + Design Projects

During fiscal year 2008, civic art projects were prioritized based on need by relevant City Departments. HAA staff worked to complete Percent for Art projects initiated by CACHH in 2005 and 2006. Throughout the FY2008 year, HAA staff worked with City Departments to create a five-year Civic Art Capital Plan. This plan will allow HAA to address projects designed for completed facilities, engage artists in the design phase of each facility, and address every Department’s prioritization of facilities. The Civic Art Capital Plan posits the inclusion of HAA in capital planning, working to facilitate artist selection early in the design development process. This way the artist is on the design team from the beginning of each construction project for which civic art is planned. Inclusion of artists in a facility’s design phase is a goal of the City and HAA, as it provides the City with the greatest probability for success in its civic art endeavors and offers prudent use of City construction resources.

5. Civic Art + Design Commissions

a. Summary Report by Jurisdiction

Convention & Entertainment Facilities Department (C&E): Texas artist Margo Sawyer completed Synchronicity of Color, her commission for the Convention District Parking Garage Civic Art Project, in April 2008 for a budget of $352,333. The budget was supplemented by $61,000 in April 2008. The work was part of the opening of Discovery Green and featured prominently in local and national media. California artist Cameron McNall completed his Downtown Art Initiative Masterplan, commissioned in 2005 by CACHH, for a budget of $15,000. The plan was accepted by C&E in November 2007 and presented to C&E stakeholders, including hoteliers and neighbors of the George R. Brown Convention Center in May 2008. General Services Department (GSD): Fire Department: Colorado artist Kate Petley was selected in 2007 for a commission at Fire Station #8 through the Artists Image Bank. The artist was contracted to develop a final design for review. Her first design was accepted and she began fabrication. Department personnel reconsidered their acceptance and asked that the artist create a second design. Petley visited Houston and spent four days with the fire fighters and gathered insights and information for a revised design. Her second design concept was delivered in May 2008 for a budget of $183,000.

Health and Human Services Department: Houston artist Reginald Adams was selected through an open Request for Qualifications for the civic art commission at the Kashmere Multi-Service Center. His refined proposal for the $47,000 commission was accepted in June 2008. Washington State artist Koryn Rolstad was selected through an open Request for Qualifications for the civic art commission at the Northeast Multi-Service Center. Her refined proposal for the $85,500 commission was accepted in June 2008. Both projects are expected to be complete in FY09. Library Department: Houston artist Bert Long continued work on his commission for a 30-foot-long painting entitled, Art/Life for the Children’s section of the Looscan Neighborhood Library. The artwork was scheduled for completion in June 2008, but serious illness and hospitalization prevented the artist from completing the commission. His contract was extended through FY2009 with an anticipated installation date of October 2008 for the $77,000 commission. Forty three artists responded to the open call for the Flores Neighborhood Library commission. The Library requested that the selection process for the $71,250 commission be put on hold in FY2008. Police Department: The Request for Qualifications for the Southeast Police Division and Mounted Patrol Police Facility public art commissions issued in June 2007 resulted in two commission contracts. Colorado artist Sharon Engelstein was contracted to create a commission for the Mounted Police Facility in the amount of $200,000. The Minnesota duo IPSArt (In Plain Sight Art, artists Amy Baur and Brian Boldon) was contracted to create a work for Southeast Police Station in the amount of $150,000. Public Works and Engineering Department (PWE): The Request for Qualifications for the Sabine Street Water Pump Station and the Water Museum civic art commissions issued in June 2007 resulted in two selection panels. New York artist Matthew Geller was selected as the finalist for the $100,000 Sabine Street commission. Philadelphia artist Donald Lipski was selected for the $350,000 Water Museum project. Reviewing the scale and potential of the Water Museum commission, PWE agreed to add $150,000 to the commission total, enabling HAA to negotiate a $500,000 contract with Mr. Lipski in June 2008.

Houston Airport System (HAS): HAA continued the administration of civic art commission projects initiated in 2003. Airport Director Rick Vacar approved plans to commission two additional Beads by North Carolina artists Jim Hirschfield and Sonya Ishii. This commission completes the four columns installed at George Bush Intercontinental Airport in 2006. It is anticipated that the final two column sheathes will be fabricated and installed in winter FY2009. Director Vacar also approved the proposal by California artist Gordon Huether to create Over Houston, a series of glass panels holding aerial photographs of the approach to William P. Hobby Airport. HAA administered both projects throughout FY2008 and initiated planning discussions with Airport staff for three new commissions in FY2009. 6. Temporary Art Exhibition Services & Procedures

a. Completed Projects HAA provided professional exhibition policy, curation and design services to City facilities. In FY2008, Civic Art + Design staff managed three exhibitions in City facilities including City Hall and the Jesse Jones Central Library. City Hall: Vibrant: Houston Artists in City Halls, an open competition for Houston area artists, exhibits 2-dimensional artworks by 32 artists in the City Hall tunnel, second, third and fourth floors. Following an opening reception for artists on May 28, 2008, HAA created a brochure to identify artists and their works. The exhibition will be on display for 9 months beginning in May 2008. The works, accompanied by an artist’s biography and statement, are available for purchase through the Mayor's Office of Cultural Affairs.

Jones Library Gallery: Selected Treasures of the Houston Public Library was curated by HAA staff from portable framed artworks in the collection of the Houston Public Library and exhibited in the Library’s new Gallery space.

Working closely with art preservation and conversation experts, staff determined that the Gallery, consisting of free standing walls in the atrium of the remodeled facility, did not offer the fragile artworks sufficient protection from ultraviolet radiation. Working in partnership with the Library, accurate, full-color scale reproductions of the 14 selected works were created. These facsimiles were framed and hung for a three-month exhibition coinciding with the reopening of the Jones Library in May 2008. Jones Library Gift Shop Exhibition: Photographs from the Collection was selected in partnership with the photographic archives of the Houston Public Library. HAA staff worked with HPL Photo Archives and Photo Archivist Joel Draut to select 15 images commemorating the construction and debut of the Jesse Jones Public Library in 1976. The exhibition, opening in May 2008, continues through the summer in the atrium level facility designed for the Houston Public Library Gift Shop tenant. b) Future City Wide Projects

The inauguration of the Jones Library Gallery program provides the City of Houston with the opportunity to present exhibitions of the artwork of Houston area artists and showcase the work and thinking of contemporary artists and curators. At the request of HPL, HAA will develop policies and procedures for the Jones Library Gallery program and curate two exhibitions related to the mission of the Library and vision of the Gallery during FY2009. HAA will work with the Convention & Entertainment Facilities Department to develop policies and procedures for that Department to request, review and permit the exhibition of temporary art projects on its facilities in FY2009.

7. Future Civic Art + Design Projects and Programs HAA is continually working to better serve the City and its creative community through streamlined processes, focused procedures and better defined objectives and goals. For the improvement of the Civic Art + Design Program in FY2009, HAA has prioritized the following objectives: 1) Staffing: hire experienced Senior Project Manager staff to complete complex civic art

projects and train current staff on refined procedures. 2) Protocol: develop and broadcast Civic Art program protocol for tracking Percent for

Art project budgets, financial reporting, and annual reports to City. 3) Update HAA web site and project management records, and coordinate artwork

records in conjunction with City webmaster. 4) Update and fully digitalize registry of image bank artists. 5) Provide project-specific orientations and beginning and intermediate level workshops

to Houston area artists. 6) Develop Civic Art and Collection Management Committee leadership in the Program

through a Committee retreat.

III. COLLECTION MANAGEMENT PROGRAM

1. Funding and Administration

The purpose of the Collection Management Program is to manage the City of Houston’s civic art collection including the evaluation, conservation, restoration and appraisal of individual works of art. Funding for the program is appropriated by the City Council in accordance with the Percent for Art Ordinance of 1999. Additional funding includes historical bequest funds set aside by art donors to conserve specific artworks gifted to the collection. These funds are now managed by the Houston Arts Foundation, an offspring of the former Municipal Art Conservation Office (MACO) and Municipal Art Commission (MAC). City and philanthropic funding sources can be augmented by private donations. Donations can come as the result of efforts from the community to raise money for the conservation and restoration of public monuments. Volunteerism has proven to be of great help to the program, especially in the adoption of public monuments for routine maintenance.

The Collection Management Program is overseen by the Civic Art + Design and Collection Management Committee and is administered by staff. The program is governed by the Collection Management Policy adopted by the HAA Board in May 2007. This policy document defines the scope of the collection, accession/de-accession policies, stewardship procedures, as well as policies for temporary art and art on loan. It also outlines protocols for policy review and change.

2. Collection Overview

This is HAA’s second full year managing the City’s Civic Art Collection. Prior to fiscal year 2007, MACO managed the Collection. Upon assuming duties of Collection Management, HAA staff performed an inventory of the Collection. The inventory included inspection of each artwork and documentation of its condition. This assessment was used to prioritize Collection conservation projects. The Collection Management database was implemented to effectively track the location and condition of works in the Collection and store vital data related to each artwork’s provenance, material composition and last maintenance.

There are 397 works of art in the City of Houston’s Civic Art Collection including 164 permanently sited works and 233 portable pieces. Included in this total number are 18 works located at the Houston Zoo, a private entity leasing its property from the City long term. Additionally, a number of works are installed at Discovery Green, another private entity leasing property from the City. The artworks commissioned through Discovery Green have not been included in the City Collection. An indeterminate numbers of artworks acquired by the City through informal processes are not officially accessioned into the Civic Art Collection. Thorough and dedicated professional research must be done with the MACO records currently archived at the Houston Public Library. However, the above total of 397 represents a major portion of the Collection as catalogued by HAA and its predecessors.

3. Appraisals

Professional appraisals of the City’s Collection, usually sponsored by a City Department in charge of certain collections, is the standard method of discussing the value of that collection as well as priorities in accessioning, deaccessioning, and conserving works of art. The Civic Art Collection is a cultural treasure and represents the City’s heritage. Works are not typically sold, but are valued and assessed for insurance and conservation purposes. There are currently two standing appraisal contracts administered by Houston Arts Alliance:

Jesse Jones Central Library Valuation: Valuation for 162 works of art with a

statement addressing works of lesser value was undertaken by Evan Epstein of Fine Art Appraisal Service. The total value of the Central Library’s art holdings is estimated at $4,845,365.

Parks Collection Valuation: Valuation for 74 works of art held by the Parks and Recreation Department was undertaken by Evan Epstein of Fine Art Appraisal Service. The total value of the Parks holdings is estimated at $35,995,000.

Research into the MAC and MACO archives yielded valuations of artwork within

the jurisdiction of the Convention & Entertainment Facilities Department that were assessed in 2002 and 2006. The total value of the 8 previous artwork valuations is estimated at $5,583,000.

The total 2008 value of the individual works in the City Art Collection is

$46,423,365.

4. Gift Policy The policy for donations of artwork to the City of Houston’s Civic Art Collection is defined by the Collection Management Policy. Accepting gifts or donations of artwork is a way of expanding the City’s collection, but it translates into costs of maintenance and conservation. All gifts are subject to approval by City Council, the affected department, and a recommendation by HAA. For a donation of artwork to be considered, a donor must obtain an appraisal as well as an estimate of maintenance and conservation costs from a professional conservator. The City requires a donor to contribute to a trust fund in at least the amount necessary to recover ongoing maintenance and conservation costs of the artwork. The policy for private donations intended to enhance a planned City facility is being developed. A priority for fiscal year 2008 was to determine the protocol in allowing the City and HAA to partner with a private donor and TIRZ on a project sited at Buffalo Bayou aimed at linking communities through a pedestrian bridge.

An additional priority for fiscal year 2008 was to define the procedure for the City and HAA to review the gift of temporary exhibitions proposed by artists, arts organizations and art galleries on City properties.

5. Conservation

a) Process for Conservation

HAA manages the City’s art conservation projects through accepted national standards. Project management phases are as follows: Evaluation/Assessment, Contract, Conservation and Closeout. In special circumstances, including impeding construction or imminent failure, conservation projects may be listed as On Hold or Emergency Conservation.

Evaluation/Assessment. A work of art is identified by HAA for evaluation and assessment. The Collection Manager or appointed representative makes a visit to the site and conducts a condition report, recording any visible deterioration or damage to the work of art. HAA can make a recommendation to prioritize conservation based on this evaluation. If the condition report indicates there may be additional deterioration not visible, the Collection Manager may recommend an additional evaluation/assessment to be performed by a professional conservator. As the program status report shows (p. iv), there are currently 6 conservation projects, Cornerstones (artist Natalye Appel), Dick Dowling (artist Frank Teich), Leopard Sky (artist Shelia Klein), West of the Pecos (artist Rolf Westphal), Aqua Profunda Est Quieta (artist MANUEL), and Jonah and the Whale (artist Carroll Harris Simms), in the evaluation/assessment phase.

Contracting. The City Department identifies funding available to complete the required work. HAA recruits a professional conservator, fabricator or appraiser who then negotiates a service contract with HAA. The scope of work for each project is reviewed by the affected City Department and approved by the Director of the Department (CEFD, HAS, or GSD) before the contract can be signed. Prior to conservation, the Collection Manager contacts the artist or the artist’s estate to inform them of the impending conservation of the artwork. Conservators are identified by HAA based on the procedures set forth in the Collection Management Policy. There are currently 3 projects, Gemini II (artist Richard Lippold), Vaquero (artist Luis Jimenez), and Portable Trojan Bear (artist Jim Love), in the contracting phase for the total value of $206,000.00.

Conservation. A professional conservator performs the necessary treatment and documents the procedures through photographs and written reports. There are currently 4 projects, Axis (artist Frank McGuire), Water Tables/Bayou Fountain Grates (artists Malou Flato/Brad J. Goldberg), Gazebo

Roof (artist Ann Stautberg), and Neuhaus Fountain Coyotes (artist Gwynn Murril), in the conservation phase.

Closeout. HAA staff conducts a final inspection, archives any documentation of the conservation performed, and submits a recommendation of acceptance to the City. HAA conducts a final walkthrough with City staff for final acceptance. There are currently 6 projects in the closeout phase: Birth of Light (artist Leonardo Nierman), Don Miguel Hidalgo y Costilla (artist Miguel Miramontes), Houston (artist Mac Whitney), Cancer…there is hope (artist Victor Salmones), Adele Briscoe Looscan Portrait (artist Emma Richardson Cherry), and Edna Saunders Portrait (artist Charles Fox). On Hold. Projects may be placed on hold if any unexpected circumstances prevent a conservator from performing conservation treatments safely and without further damage to works of art upon which he/she has been contracted to perform services. Additionally, recommended conservation may be placed on hold if there is redevelopment of a site, nearby construction or demolition. Conservation will not be considered if HAA determines that existing environmental factors would continue to damage the work and efforts to correct the damage cannot be remedied by conservation. There are currently multiple conservation projects needed in Market Square Park which are on-hold pending the planned redesign of the facility. Emergency Conservation. HAA has the responsibility to oversee emergency conservation to works in the Collection that are damaged by unforeseen circumstances or pose a hazard to public safety. Emergency conservation will prevent the further deterioration of the work of art and/or prevent foreseeable accidents on City property.

b) Prioritization for Conservation

Conservation projects are prioritized based on condition assessments. The condition of a piece, its age, and any determined emergency drives prioritization. The rate of deterioration as it affects the longevity of the work of art is taken into consideration along with any safety concerns resulting from deterioration of or damage to the work of art. The artistic, historic, and financial values of the work are also taken into account when prioritizing conservation projects. There are a number of qualified and credible conservators in Texas and around the nation. Conservators are selected based on their qualifications and experience with the medium of a specific artwork as well as by a demonstrated commitment to the highest standard of work through adherence to the Code of Ethics and Guidelines for Practice of the American Institute for Conservation of Historic and Artistic Works.

HAA has revisited the conservation planning process and is reanalyzing the needs of assessment and conservation. Excessive temperatures, humidity, and other inclement weather can affect the application of certain paints, primers, chemicals and coatings. As a result, some treatments to outdoor sculpture cannot be performed at certain times of the year thus further limiting the availability and scheduling of conservators able to perform work outdoors. By working with Houston’s local climate, much of the planning will occur during the most severe seasons, while the actual conservation outdoors can take place during more temperate months. This means that many of the larger outdoor artworks will typically be treated in the 2nd and 4th quarters of each fiscal year. Conservation of indoor artworks or portable artworks is less reliant on good weather and can be addressed as needed.

6. Collection Management Program Planning

For the improvement of the Collection Management Program in fiscal year 2009, HAA has prioritized the following objectives:

1) HAA will schedule an annual collection survey to ensure that all artworks in

the collection are visited and the condition inspected at least once a year. Such regular surveys will help to develop regular maintenance recommendations and long-term art conservation plans.

2) On behalf of the City, HAA will explore how to build a revolving account for conservation of incoming new civic artworks. Including a contingency for conservation funding in the cases of sudden damage or prolonged neglect of an artwork is highly advisable.

3) To procure and assess more appraisals/valuations for any artworks in the

collection whose value has not been identified.

4) Maintain consistency in the Collection records. HAA will aid the City of Houston in the consistent representation of artwork information on plaques, in the media, and on the City of Houston’s Civic Art website.

5) Continued analysis of the City of Houston’s Art Collection. HAA needs to

have a formal mechanism for determining which artworks are part of the collection and therefore are eligible for the allocation of conservation funds.

Description Artwork to create a unique exterior cladding of the southeast and southwest stairwell structures of the parking garage underneath the Discovery Green Park, a new 12-acre downtown park. The artwork is colored metal boxes mounted on colored metal panels that are mounted to the building and wrap the four sides and the roof of two stairwell structures. Scope of Work Ms. Sawyer was responsible for the design, overseeing fabrication, shipping to site, and installation of artwork. The artist attached panels to hat-channels designed by the architect and installed by the project contractor. She assisted with the shop drawing process by providing information, review and approval in a timely manner. Lighting controls and transformers are provided by artist. Ms. Sawyer connected electrical power to j-boxes and coordinated electrical requirements and locations with the architect and general contractor. The project arises from a cohesive civic art plan to encourage larger participation by all downtown constituencies. *Commission was awarded as Art Project #1, a second phase of the Downtown Arts Master Plan.

A hot wax process will then be applied. A cool down period will be allowed before buffing. The sculptures and Maze will be left with a high glass. Electricity will be required. The brass plaques surface will be cleaned with liquid solutions and wire brush abrasion to release dirt, grime and any old sealer composites left behind. A process to wipe the letter clean will be used. The old paint on the plaques background surface may need to be replaced with a lacquer thinner pain. A hot wax sealer process will follow.
