For Exterior Improvements to the Lakeside Office Building

Located at 1033 S. Lake Storey Rd for the City of Galesburg

Instructions to Bidders

1. An advertisement for sealed bids on the above work was published in the Galesburg

Register Mail on November 06, 2015. As stated in such notice, bids will be received until 11:00 a.m., local time, November 24, 2015; and, at that time, publicly opened and read aloud in the Basement Conference Room, located in City Hall, 55 West Tompkins Street. Bids received after the deadline will be rejected.

2. The person, firm or corporation making a bid shall submit it in a sealed envelope to the

Purchasing Agent or his duly designated representative on or before the hour and the day stated above. The notation "Bid on Exterior Improvements - Lakeside” shall appear on the outside of the sealed envelope and shall include the name of the bidder. Bidder shall also clearly mark on the outside of the envelope: company name and address.

3. The bidder shall insert the cost, and supply all the information, as indicated on the Bid

Form. The cost inserted shall be net and shall be the full cost for the work specified, including all factors whatsoever. No permits shall be waived or paid for by the City of Galesburg.

4. No charge will be allowed for taxes from which the City of Galesburg is exempt: the Illinois Retailer’s Occupation Tax, the Service Occupation Tax, the Service Use Tax, the Use Tax, Federal Excise and Transportation Tax.

5. Each bidder shall affirm that no official or employee of the City of Galesburg is directly

or indirectly interested in this bid for any reason of personal gain.

6. All bids shall be accompanied by a Bid Bond, Bank Cashier's Check, Certified Check or Bank Draft, payable to the City Treasurer of Galesburg for not less than five (5%) percent of the amount of each bid. The successful bidder shall be required to enter into a Performance Bond in a sum equal to the amount of his bid, and a Labor and Material Payment Bond.

7. Should the successful bidder fail to submit the required bonds, or enter into a contract

with the City within fifteen (15) days after notification of award, said bidder will forfeit his check or bond to the City, not as a penalty, but as liquidated damages.

8. Insurance coverage shall be carried by the successful bidder per the attached Special

Provisions sheet for Contractor's Insurance. 9. TERMINATION FOR BREACH: In the event that any of the provisions of the contract are

violated by the Contractor or by any of his Subcontractors, the Owner may serve written notice upon the Contractor and the Surety of the intention to terminate such contract, such notice to contain the reasons for such termination intention, and unless within ten (10) days after serving of such notice upon the Contractor such violations shall cease and satisfactory arrangements for correction be made, the contract shall, upon expiration of said ten (10) days, cease and terminate. In the event of any such termination the Owner shall immediately serve notice thereof upon the Surety and the Contractor, and the Surety shall have the right to take over and perform the Contract, provided however, that if the Surety does not commence performance thereof within thirty (30) days from the date of the mailing to such Surety notice of termination, the Owner may take over the work and prosecute the same to completion by Contract for the amount and at the expense of the Contractor, and the Contractor and his Surety shall be liable to the Owner for any excess cost occasioned by the Owner thereby.

10. No bid may be changed or withdrawn after the time of the bid opening. Any

modifications or withdrawals requested before this time shall be acceptable only when such request is made in writing and agreed to by the Purchasing Agent.

11. The City of Galesburg reserves the right to reject any and all bids and to waive any

informalities or technicalities in the bidding. Any bid submitted will be binding for (60) sixty days after the date of the bid opening.

12. Successful bidder to whom an award shall be made pursuant to this procurement shall be subject to all applicable Federal and State laws and regulations, including but not limited to the Illinois acts commonly known as the Illinois Prevailing Wage Act (820 ILCS 130). Submission of certified payroll reports will be required for this work. Applicable wage rates may be found at www.state.il.us/agency/idol/rates/rates.HTM.

13. Current prevailing wages can be found on the Illinois Department of Labor website at

www.state.il.us/agency/idol/rates/rates.

14. The City has adopted an "Equal Employment Opportunity Clause", which is incorporated into all specifications, purchase orders, and contracts, whereby a vendor agrees not to discriminate against any employee or applicant for employment because of race, color, religion, sex, national origin or ancestry. A copy of this clause may be obtained at the City Clerk's Office, City Hall, Galesburg, Illinois.

15. The City of Galesburg has adopted an Affirmative Action Program. All formal sealed

bids must be accompanied by a properly prepared Certificate of Compliance form, whereby the vendor certifies the number of employees he has in each class of employment, and that affirmative action has been taken to ensure equality of opportunity in all aspects of employment.

16. Bidder certifies that all laws of the State of Illinois and ordinances of the City of

Galesburg in effect at the date of the bid shall be observed by him. Evidence of any violation during the term of the agreement shall be considered sufficient reason to discontinue purchases by the City from that vendor.

17. Public Act 95-0635 requires that before any contractor or subcontractor begins work on

ANY public works project that requires prevailing wages, they must have a written Substance Abuse Prevention Program on file with the contracting agency (City); or have a collective bargaining agreement in effect dealing with the subject matter.

18. All general bidding information, bid forms, conditions of the contract, and the form of

agreement, between the City and the Contractor, shall be approved by Purchasing prior to advertising of public notice of the project.

19. The successful bidder is prohibited from assigning, transferring, conveying, subletting,

or otherwise disposing of the contract to be signed or its rights, title or interest therein or its power to execute such Agreement to any other person, company or corporation without the previous consent and approval, in writing, by the City of Galesburg.

20. Bid must show the number of days required to complete services under normal

conditions. Bids should also indicate an estimated start date and completion date.

21. The City requires that vendors be paid through ACH (automatic clearing house). The awarded vendor will be required to provide the City with applicable banking information for proper payment. An ACH form is attached to this document for vendor review.

SECTION 024119 SELECTIVE STRUCTURE DEMOLITION

PART 1 GENERAL

1.1 SUMMARY

A. Section Includes:

1. Demolishing designated construction. 2. Cutting and alterations for completion of the Work. 3. Removing designated items for reuse. 4. Protecting items designated to remain. 5. Removing demolished materials.

1.2 SUBMITTALS

A. Pre-demolition Photographs: Show existing conditions of adjoining construction and site improvements, including finish surfaces that might be misconstrued as damage caused by selective demolition operations. Submit before Work begins.

B. Shop Drawings:

1. Indicate demolition and removal sequence. 2. Indicate location of items designated for reuse. 3. Indicate location and construction of temporary work.

C. Landfill Records: Indicate receipt and acceptance of hazardous wastes by a landfill facility licensed to accept hazardous wastes.

1.3 QUALITY ASSURANCE

A. Regulatory Requirements: Comply with governing EPA notification regulations before beginning selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.

B. Conform to applicable regulations for procedures when hazardous or contaminated materials are discovered.

C. Obtain required permits from authorities having jurisdiction.

D. Perform Work in accordance with State of Illinois and Municipality of Galesburg regulations.

E. Maintain one copy of each document on site.

1.5 SCHEDULING

A. Schedule Work to coincide with new construction.

B. Cooperate with Owner in scheduling noisy and dusty operations and waste removal that may impact Owners operation of the building and site.

1.6 PROJECT CONDITIONS

A. Conduct demolition to minimize interference with adjacent and occupied building areas.

B. Cease operations immediately if structure appears to be in danger and notify Architect/Engineer. Do not resume operations until directed.

PART 2 PRODUCTS

2.1 GENERAL

A. Provide temporary materials that will assure the building is maintained in a weather-tight condition during construction operations.

PART 3 EXECUTION

3.1 PREPARATION

A. Notify affected utility companies before starting work and comply with their requirements.

B. Mark location and termination of utilities.

C. Erect, and maintain temporary barriers at locations adjacent to pedestrian areas, including warning signs and lights, and similar measures, for protection of the public, Owner, and existing improvements indicated to remain.

D. Erect and maintain weatherproof closures where roof and flashing material is removed.

E. Prevent movement of structure; provide temporary bracing and shoring required to ensure safety of existing structure.

F. Provide appropriate temporary signage.

G. Do not close or obstruct pedestrian and vehicular paths.

3.2 DEMOLITION

A. Conduct demolition to minimize interference with adjacent and occupied building areas.

B. Maintain protected egress from and access to adjacent existing buildings at all times.

C. Do not close or obstruct roadways and sidewalks without permits.

D. Cease operations immediately when structure appears to be in danger and notify Owner and Architect.

E. Demolish in orderly and careful manner. Protect existing improvements and supporting structural members.

F. Carefully remove building components indicated to be reused.

1. Disassemble components as required to permit removal. 2. Package small and loose parts to avoid loss. 3. Mark components and packaged parts to permit reinstallation. 4. Store components, protected from construction operations, until reinstalled.

G. Remove demolished materials from site except where specifically noted otherwise. Do not burn or bury materials on site.

H. Remove materials as Work progresses. Upon completion of Work, leave areas in clean condition.

I. Remove temporary Work.

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes the following:

1.2 SUBMITTALS

A. Product Data: For each type of product and accessory indicated.

B. Delegated Design Submittals: Submit signed and sealed Shop Drawings with design calculations and assumptions for loadings and stresses of cold formed metal framing.

C. Shop Drawings: Show layout, spacings, sizes, thicknesses, and types of cold-formed metal framing; fabrication; and fastening and anchorage details, including mechanical fasteners.

1. For cold-formed metal framing indicated to comply with design loads, include structural analysis data signed and sealed by the qualified professional engineer responsible for their preparation.

D. Welding certificates.

1.3 PERFORMANCE REQUIREMENTS

2.3 EXTERIOR NON-LOAD-BEARING WALL FRAMING

A. Steel Studs: Manufacturer's standard C-shaped steel studs, of web depths indicated, punched, with stiffened flanges, and as follows:

1. Minimum Base-Metal Thickness: 0.0428 inch. 2. Flange Width: 1⅜ inches.

B. Steel Track: Manufacturer's standard U-shaped steel track, of web depths indicated, unpunched, with unstiffened flanges, and same minimum base-metal thickness as steel studs.

2.4 ROOF FRAMING

A. Steel framing: Manufacturer's standard C-shaped steel framing, of web depths indicated, unpunched, with stiffened flanges, and as follows:

1. Minimum Base-Metal Thickness: 0.0538 inch. 2. Flange Width: 1⅝ inches, minimum. 3. Section Properties: As required to meet structural loads.

B. Steel Track: Manufacturer's standard U-shaped steel track, of web depths indicated, unpunched, with unstiffened flanges, and as follows:

1. Minimum Base-Metal Thickness: Matching C-shaped steel.

2.5 FRAMING ACCESSORIES

A. Fabricate steel-framing accessories from steel sheet, ASTM A 1003/A 1003M, Structural Grade, Type H, metallic coated, of same grade and coating weight used for framing members, unless otherwise indicated.

B. Steel Shapes and Clips: ASTM A 36/A 36M, zinc coated by hot-dip process according to ASTM A 123/A 123M.

C. Power-Actuated Anchors: Fastener system of type suitable for application indicated, fabricated from corrosion-resistant materials, with capability to sustain, without failure, a load equal to 10 times design load, as determined by testing per ASTM E 1190 conducted by a qualified independent testing agency.

D. Mechanical Fasteners: ASTM C 1513, corrosion-resistant-coated, self-drilling, self-tapping steel drill screws.

1. Head Type: Low-profile head beneath sheathing, manufacturer's standard elsewhere.

2.6 MISCELLANEOUS MATERIALS

A. Galvanizing Repair Paint: SSPC-Paint 20 or DOD-P-21035.

B. Cement Grout: Portland cement, ASTM C 150, Type I; and clean, natural sand, ASTM C 404. Mix at ratio of 1 part cement to 2-1/2 parts sand, by volume, with minimum water required for placement and hydration.

C. Shims: Load bearing, high-density multimonomer plastic, nonleaching.

PART 3 - EXECUTION

3.1 PREPARATION

A. Install load bearing shims or grout between the underside of wall bottom track or rim track and the top of foundation wall or slab at stud or rafter locations to ensure a uniform bearing surface on supporting concrete or masonry construction.

B. Install sealer gaskets to isolate the underside of wall bottom track or rim track and the top of foundation wall or slab at stud or rafter locations.

3.2 INSTALLATION, GENERAL

A. Install cold-formed metal framing according to AISI's "Standard for Cold-Formed Steel Framing - General Provisions" and to manufacturer's written instructions unless more stringent requirements are indicated.

B. Install cold-formed metal framing and accessories plumb, square, and true to line, and with connections securely fastened.

C. Install framing members in one-piece lengths.

D. Install temporary bracing and supports to secure framing and support loads comparable in intensity to those for which structure was designed. Maintain braces and supports in place, undisturbed, until entire integrated supporting structure has been completed and permanent connections to framing are secured.

E. Erection Tolerances: Install cold-formed metal framing level, plumb, and true to line to a maximum allowable tolerance variation of ⅛ inch in 10 feet and as follows:

1. Space individual framing members no more than plus or minus ⅛ inch from plan location. Cumulative error shall not exceed minimum fastening requirements of sheathing or other finishing materials.

3.3 LOAD-BEARING WALL INSTALLATION

A. Install continuous top and bottom tracks sized to match studs. Align tracks accurately and securely anchor at corners and ends, and at spacing as follows:

1. Anchor Spacing: As shown on Shop Drawings.

B. Squarely seat studs against top and bottom tracks with gap not exceeding of ⅛ inch between the end of wall framing member and the web of track. Fasten both flanges of studs to top and bottom tracks. Space studs as follows:

1. Stud Spacing: 16 inches.

C. Set studs plumb.

D. Align roof framing over studs. Where framing cannot be aligned, continuously reinforce track to transfer loads.

E. Anchor studs abutting structural columns or walls, including masonry walls, to supporting structure as indicated.

F. Install supplementary framing, blocking, and bracing in stud framing to support work requiring attachment to framing.

G. Install steel sheet diagonal bracing straps to both stud flanges, terminate at and fasten to reinforced top and bottom tracks. Fasten clip-angle connectors to multiple studs at ends of bracing and anchor to structure.

H. Install miscellaneous framing and connections, including supplementary framing, web stiffeners, clip angles, continuous angles, anchors, and fasteners, to provide a complete and stable wall-framing system.

3.4 EXTERIOR NON-LOAD-BEARING WALL INSTALLATION

A. Install continuous tracks sized to match studs. Align tracks accurately and securely anchor to supporting structure as indicated.

B. Fasten both flanges of studs to top and bottom track, unless otherwise indicated. Space studs as follows:

1. Stud Spacing: 16 inches.

C. Set studs plumb, except as needed for diagonal bracing or required for nonplumb walls or warped surfaces and similar requirements.

D. Install horizontal bridging in wall studs, spaced in rows indicated on Shop Drawings but not more than 48 inches apart. Fasten at each stud intersection.

1. Bridging: Cold-rolled steel channel welded or mechanically fastened to webs of punched studs.

E. Install miscellaneous framing and connections, including stud kickers, web stiffeners, clip angles, continuous angles, anchors, fasteners, and stud girts, to provide a complete and stable wall-framing system.

3.5 ROOF FRAMING INSTALLATION

A. Align and securely anchor or fasten framing to supporting structure at corners, ends, and spacing indicated on Shop Drawings.

B. Install roof frame bearing on supporting frame, level, straight, and plumb; adjust to final position, brace, and reinforce. Fasten rafters to both flanges of track at eave and ridge.

1. Install framing over supporting frame with a minimum end bearing of 1½ inches.

3.7 REPAIRS AND PROTECTION

PART 3 - EXECUTION

3.1 PREPARATION

A. Install load bearing shims or grout between the underside of wall bottom track or rim track and the top of foundation wall or slab at stud or rafter locations to ensure a uniform bearing surface on supporting concrete or masonry construction.

B. Install sealer gaskets to isolate the underside of wall bottom track or rim track and the top of foundation wall or slab at stud or rafter locations.

3.2 INSTALLATION, GENERAL

A. Install cold-formed metal framing according to AISI's "Standard for Cold-Formed Steel Framing - General Provisions" and to manufacturer's written instructions unless more stringent requirements are indicated.

B. Install cold-formed metal framing and accessories plumb, square, and true to line, and with connections securely fastened.

C. Install framing members in one-piece lengths.

D. Install temporary bracing and supports to secure framing and support loads comparable in intensity to those for which structure was designed. Maintain braces and supports in place, undisturbed, until entire integrated supporting structure has been completed and permanent connections to framing are secured.

E. Erection Tolerances: Install cold-formed metal framing level, plumb, and true to line to a maximum allowable tolerance variation of ⅛ inch in 10 feet and as follows:

1. Space individual framing members no more than plus or minus ⅛ inch from plan location. Cumulative error shall not exceed minimum fastening requirements of sheathing or other finishing materials.

3.3 LOAD-BEARING WALL INSTALLATION

A. Install continuous top and bottom tracks sized to match studs. Align tracks accurately and securely anchor at corners and ends, and at spacing as follows:

1. Anchor Spacing: As shown on Shop Drawings.

B. Squarely seat studs against top and bottom tracks with gap not exceeding of ⅛ inch between the end of wall framing member and the web of track. Fasten both flanges of studs to top and bottom tracks. Space studs as follows:

A. Install continuous tracks sized to match studs. Align tracks accurately and securely anchor to supporting structure as indicated.

B. Fasten both flanges of studs to top and bottom track, unless otherwise indicated. Space studs as follows:

1. Stud Spacing: 16 inches.

C. Set studs plumb, except as needed for diagonal bracing or required for nonplumb walls or warped surfaces and similar requirements.

D. Install horizontal bridging in wall studs, spaced in rows indicated on Shop Drawings but not more than 48 inches apart. Fasten at each stud intersection.

3.5 ROOF FRAMING INSTALLATION

A. Align and securely anchor or fasten framing to supporting structure at corners, ends, and spacing indicated on Shop Drawings.

3.6 FIELD QUALITY CONTROL

A. Testing: Owner will engage a qualified independent testing and inspecting agency to perform field tests and inspections and prepare test reports.

B. Field and shop welds will be subject to testing and inspecting.

C. Testing agency will report test results promptly and in writing to Contractor and Architect.

D. Remove and replace work where test results indicate that it does not comply with specified requirements.

A. Examine substrates, areas, and conditions affecting installation of the air & vapor barrier and accessory products for compliance with requirements. Verify that surfaces and conditions are suitable prior to commencing Work of this section. Do not proceed with installation until unsatisfactory conditions have been corrected.

B. Verify that wall assemblies are dried in, such that water intrusion will not occur from

above, behind or around the air barrier installation.

C. Surfaces shall be sound, dry and free of oil, grease, dirt, excess mortar or other

contaminants.

D. Surfaces shall be supported and flush at joints without large voids or sharp protrusions.

E. Mortar joints shall be struck flush and shall be free of voids exceeding ¼ inch across. Mortar droppings shall be removed from brick ties and all other surfaces accepting air barrier.

F. Inform Owner in writing of:

1. Cracks in concrete and masonry. 2. Gaps or obstructions such as steel beams, angles, plates and projections that cannot

be spanned or covered by Product or Accessories. 3. Anticipated problems applying product and accessories over substrate.

3.02 SURFACE PREPARATION

A. Concrete masonry unit (CMU) wall shall be prepared as follows to accept the air and

vapor barrier:

1. Surfaces shall be free of contaminants such as grease, oil and wax on surfaces to

receive membrane. 2. The CMU surfaces shall be free from projections. 3. Strike all mortar joints flush to the face of the concrete block. 4. Fill all voids and holes greater than ¼ inch across at any point with mortar, sealant or

other approved fill material. 5. Surface irregularities exceeding ¼ inch in height or sharp to touch shall be ground

flush or made smooth. 6. Fill around all penetrations with mortar, sealant or other approved fill material and

strike flush. 7. If the surfaces cannot be made smooth to the satisfaction of the Architect, it will be the

responsibility of the trade to alternatively apply a parge coat (typically one part cement to three parts sand) over the entire surface to receive Air and Vapor Barrier Membrane.

8. Remove mortar droppings on brick ties, shelf angles, brick shelves or other horizontal obstructions.

B. Fill cracks, gaps and joints exceeding 1/4-inch width with fill compound or paintable

sealant. C. Fill rough gaps around pipe, conduit and similar penetrations with mortar, non-shrink

grout, fill compound or polyurethane foam sealant shaved flush.

D. Apply a 3/4-inch cant of fill compound at the intersection of the base of the wall and the footing.

3.03 DETAILING

A. Additional materials and installation are required at joints, transitions, openings, terminations, penetrations and similar surface irregularities. Perform detailing before or after product installation.

B. Install product and accessories in details as directed in manufacturer’s literature. C. Sheathing joints, use any of the following methods:

1. 4 inch reinforcing fabric imbedded in product and centered over joint. 2. Paintable sealant or fill compound, tooled as shown in details.

D. Sheathing inside and outside corners. Flashing or reinforcement shall bear 3 inches

minimum onto either side of angle change. Use any of the following methods:

1. Minimum 9-inch detail flashing centered over angle change. 2. 12-inch reinforcing fabric centered over angle change and imbedded in product. 3. 12-inch glass mat centered over angle change and imbedded in product.

E. Window openings. Flashing or reinforcement shall bear onto wall 3 inches minimum and shall return into window opening according to Project drawings. Use any of the following methods:

1. Detail flashing. 2. Glass mat imbedded in product.

G. Expansion or deflection joints. Flashing shall bear 3 inches minimum onto either side of

joint. Select any:

1. Detail flashing bellows or expansion bulb. 2. Transition membrane expansion bulb.

H. Interface of dissimilar substrates: Flashing or reinforcement shall bear 3 inches minimum

onto either side of joint. Select any:

1. Minimum 9-inch detail flashing. 2. 12-inch reinforcing fabric imbedded in product. 3. 12-inch glass mat imbedded in product.

3.04 INSTALLATION

A. Apply product over opaque wall surfaces as indicated in Project drawings. B. Spray or roller-apply product to achieve specified thickness in accordance with

manufacturer’s literature.

3.05 SCHEDULE

A. Seal penetrations made through installed product according to manufacturer’s instructions and drawings.

B. Seal fenestration to product with detail membrane, transition membrane, polyurethane

sealant, silicone sealant or polyurethane foam sealant. C. Seal termination of metal through-wall flashing to product with 6-inch width counter-

flashing strip consisting of any of these:

1. Detail flashing. 2. Reinforcing fabric imbedded in product. 3. Glass mat imbedded in product.

D. Cladding shall be installed after product.

E. Rigid insulation installed over product shall be attached with insulation adhesive and

mechanical fastening according to insulation manufacturer and air barrier manufacturer’s instructions.

F. Sequence Work to enable air barrier continuity at wall-to-foundation, shelf angle, wall-to-

roof, fenestration, different wall assemblies and other conditions providing challenges to air barrier continuity.

1.3 QUALITY ASSURANCE

A. Sheet Metal Roofing Standard: Comply with SMACNA's "Architectural Sheet Metal Manual" unless more stringent requirements are specified or shown on Drawings.

Installer Qualifications: Installer to perform the work of this section, shall have no fewer than 5 years of successful experience with the installation of metal roof systems similar to those required for this project. The installer shall be qualified by the roof panel manufacturer for installation of manufacturer-warranted systems.

2.5 JOINT-SEALANT BACKING

A. General: Provide sealant backings of material and type that are nonstaining; are compatible with joint substrates, sealants, primers, and other joint fillers; and are approved for applications indicated by sealant manufacturer based on field experience and laboratory testing.

B. Cylindrical Sealant Backings: ASTM C 1330, Type C (closed-cell material with a surface skin); O (open-cell material), B (bicellular material with a surface skin), or any of the preceding types, as approved in writing by joint-sealant manufacturer for joint application indicated, and of size and density to control sealant depth and otherwise contribute to producing optimum sealant performance:

C. Elastomeric Tubing Sealant Backings: Neoprene, butyl, EPDM, or silicone tubing complying with ASTM D 1056, nonabsorbent to water and gas, and capable of remaining resilient at temperatures down to minus 26°F. Provide products with low compression set and of size and shape to provide a secondary seal, to control sealant depth, and to otherwise contribute to optimum sealant performance.

2.6 Bond-Breaker Tape: Polyethylene tape or other plastic tape recommended by sealant manufacturer for preventing sealant from adhering to rigid, inflexible joint-filler materials or joint surfaces at back of joint where such adhesion would result in sealant failure. Provide self-adhesive tape where applicable.

2.7 MISCELLANEOUS MATERIALS

A. General: Provide materials and types of fasteners, protective coatings, separators, sealants, and other miscellaneous items as required for a complete roofing system and as recommended by primary sheet metal manufacturer unless otherwise indicated.

B. Fasteners: Wood screws, annular-threaded nails, self-tapping screws, self-locking rivets and bolts, and other suitable fasteners designed to withstand design loads.

1. General:

a. Fasteners for Flashing and Trim: Blind fasteners or self-drilling screws, gasketed, with hex-washer head.

b. Blind Fasteners: High-strength aluminum or stainless-steel rivets suitable for metal being fastened.

2. Fasteners for Aluminum-Zinc Alloy-Coated Steel Sheet: Hot-dip galvanized steel according to ASTM A 153/A 153M, or ASTM F 2329.

C. Bituminous Coating: Cold-applied asphalt emulsion complying with ASTM D 1187.

D. Primer: Material recommended by joint-sealant manufacturer where required for adhesion of sealant to joint substrates indicated, as determined from preconstruction joint-sealant-substrate tests and field tests.

E. Cleaners for Nonporous Surfaces: Chemical cleaners acceptable to manufacturers of sealants and sealant backing materials, free of oily residues or other substances capable of staining or harming joint substrates and adjacent nonporous surfaces in any way, and formulated to promote optimum adhesion of sealants to joint substrates.

F. Masking Tape: Nonstaining, nonabsorbent material compatible with joint sealants and surfaces adjacent to joints.

2.8 ACCESSORIES

A. Sheet Metal Accessories: Provide components required for a complete sheet metal roofing assembly including trim, copings, fasciae, corner units, clips, flashings, sealants, gaskets, fillers, metal closures, closure strips, and similar items. Match material and finish of sheet metal roofing unless otherwise indicated.

1. Provide accessories as recommended by portable roll-forming equipment manufacturer to produce sheet metal roofing assemblies that comply with UL 580 for wind-uplift resistance classification specified in "Quality Assurance" Article.

2. Cleats: For mechanically seaming into joints and formed from the following materials:

a. Metallic-Coated Steel Roofing: 0.025-inch- thick galvanized steel.

3. Clips: Minimum 0.062-inch- thick, galvanized steel panel clips designed to withstand negative-load requirements.

4. Closure Strips: Closed-cell, expanded, cellular, rubber or crosslinked, polyolefin foam or closed-cell laminated polyethylene; minimum 1-inch- thick, flexible-closure strips; cut or premolded to match sheet metal roofing profile. Provide closure strips where indicated or necessary to ensure weathertight construction.

5. Flashing and Trim: Formed from same material and finish as sheet metal roofing, minimum thickness matching the sheet metal roofing thickness.

B. Snow/Ice Stops: Manufacturer's standard system that clips onto the roof panel’s standing seam. Provide at all eaves in pattern recommended of this area to inhibit sliding of snow/ice. Color to match roof.

2.9 FABRICATION

A. General: Custom fabricate sheet metal roofing to comply with details shown and recommendations in SMACNA's "Architectural Sheet Metal Manual" that apply to the design, dimensions (panel width and seam height), geometry, metal thickness, and other characteristics of installation indicated. Fabricate sheet metal roofing and accessories at the shop to greatest extent possible.

B. Standing-Seam Roof Panels:

1. Form standing-seam panels with finished seam height as indicated. 2. Profile: Standing seam pan with male seam fold and female seam fold on the longitudinal

edges. 3. Panel Width: 12 inches.

C. Form exposed sheet metal work to fit substrates without excessive oil canning, buckling, and tool marks; true to line and levels indicated; and with exposed edges folded back to form hems.

1. Form and fabricate sheets, seams, strips, cleats, valleys, ridges, edge treatments, integral flashings, and other components of metal roofing to profiles, patterns, and drainage arrangements shown on Drawings and as required for leak proof construction.

Metal Protection: Where dissimilar metals will contact each other, protect against galvanic action by painting contact surfaces with bituminous coating, by applying self-adhering sheet underlayment to each contact surface, or by other permanent separation as recommended by fabricator of sheet metal roofing or manufacturers of the metals in contact.

E. Sheet Metal Accessories: Custom fabricate flashings and trim to comply with recommendations in SMACNA's "Architectural Sheet Metal Manual" that apply to design, dimensions, metal, and other characteristics of item indicated. Obtain field measurements for accurate fit before shop fabrication.

PART 3 - EXECUTION

3.1 EXAMINATION AND PREPARATION

A. Examine solid roof sheathing to verify that sheathing joints are supported by framing or blocking and that tops of fasteners are flush with surface.

3.2 UNDERLAYMENT AND VAPOR BARRIER INSTALLATION

A. Self-Adhering Sheet Underlayment and Vapor Barrier: Install self-adhering sheet underlayment and Vapor Barrier; wrinkle free, under sheet metal roofing and where indicated. Comply with temperature restrictions of underlayment and vapor barrier manufacturer for installation; use primer rather than nails for installing underlayment vapor barrier at low temperatures. Apply at locations indicated on Drawings, in shingle fashion to shed water, with end laps of not less than 6 inches staggered 24 inches between courses. Overlap side edges not less than 3-1/2 inches. Roll laps with roller. Cover underlayment and vapor barrier within 14 days.

B. Apply slip sheet before installing sheet metal roofing.

3.3 INSTALLATION, GENERAL

A. General: Anchor sheet metal roofing and other components of the Work securely in place, with provisions for thermal and structural movement. Install fasteners, protective coatings, separators, sealants, and other miscellaneous items as required for a complete roofing system and as recommended by fabricator for sheet metal roofing.

1. Field cutting of sheet metal roofing by torch is not permitted. 2. Provide metal closures at peaks, rake walls, eaves. and each side of ridge and hip caps. 3. Flash and seal sheet metal roofing with closure strips at eaves, rakes, and perimeter of

all openings. Fasten with self-tapping screws. 4. Locate and space fastenings in uniform vertical and horizontal alignment. Predrill panels

for fasteners. 5. Install ridge and hip caps as sheet metal roofing work proceeds. 6. Install sealant tape where indicated. 7. Lap metal flashing over sheet metal roofing to allow moisture to run over and off the

material.

B. Thermal Movement. Rigidly fasten metal roof panels to structure at only one location for each panel. Allow remainder of panel to move freely for thermal expansion and contraction.

1. Point of Fixity: Fasten each panel along a single line of fixing located at locations recommended by roof panel manufacturer.

2. Avoid attaching accessories through roof panels in a manner that will inhibit thermal movement.

C. Fasteners: Use fasteners of sizes that will penetrate wood sheathing not less than 1-1/4 inches for nails and not less than 3/4 inch for wood screws; and metal decking not less than recommended by fastener manufacturer to achieve maximum pull-out resistance.

D. Metal Protection: Where dissimilar metals will contact each other or corrosive substrates, protect against galvanic action by painting contact surfaces with bituminous coating, by applying self-adhering sheet underlayment to each contact surface, or by other permanent separation as recommended by SMACNA.

E. Conceal fasteners and expansion provisions where possible in exposed work and locate to minimize possibility of leakage. Cover and seal fasteners and anchors as required for a tight installation.

3.4 CUSTOM-FABRICATED SHEET METAL ROOFING INSTALLATION

A. Fabricate and install work with lines and corners of exposed units true and accurate. Form exposed faces flat and free of buckles, excessive waves, and avoidable tool marks, considering temper and reflectivity of metal. Provide uniform, neat seams with minimum exposure of sealant. Fold back sheet metal to form a hem on concealed side of exposed edges unless otherwise indicated.

1. Install cleats to hold sheet metal panels in position. Attach each cleat with two fasteners to prevent rotation.

2. Fasten cleats not more than 12 inches o.c. Bend tabs over fastener head.

B. Seal joints as shown and as required for watertight construction. For roofing with 3:12 slopes or less, use cleats at transverse seams. Prepare joints and apply sealants to comply with requirements elsewhere in this specification section.

C. Standing-Seam Roofing: Attach standing-seam metal panels to substrate with cleats, double fastened at 12 inches o.c. Install panels reaching from eave to ridge before moving to adjacent panels. Before panels are interlocked, apply continuous bead of sealant to top of flange of lower panel. Lock standing seams by folding over twice so cleat and panel edges are completely engaged.

1. Loose-lock panels at eave edges to continuous cleats and flanges at roof edge at gutters. 2. Leave seams upright after locking at ridges and hips.

3.5 ACCESSORY INSTALLATION

A. General: Install accessories with positive anchorage to building and weathertight mounting and provide for thermal expansion. Coordinate installation with flashings and other components.

1. Install components required for a complete sheet metal roofing assembly including trim, copings, seam covers, flashings, sealants, gaskets, fillers, metal closures, closure strips, and similar items.

2. Install accessories integral to sheet metal roofing that are specified in Division 07 Section "Sheet Metal Flashing and Trim" to comply with that Section's requirements.

B. Flashing and Trim: Comply with performance requirements, manufacturer's written installation instructions, and SMACNA's "Architectural Sheet Metal Manual." Provide concealed fasteners where possible, and set units true to line and level as indicated. Install work with laps, joints, and seams that will be permanently watertight and weather resistant.

3.6 SEALANT PREPARATION

A. Surface Cleaning of Joints: Clean out joints immediately before installing joint sealants.

1. Remove all foreign material from joint substrates that could interfere with adhesion of joint sealant.

a. Clean porous joint substrate surfaces by brushing, grinding, blast cleaning, mechanical abrading, or a combination of these methods to produce a clean, sound substrate capable of developing optimum bond with joint sealants. Remove loose particles remaining after cleaning operations above by vacuuming or blowing out joints with oil-free compressed air.

B. Joint Priming: Prime joint substrates , where recommended in writing by joint-sealant manufacturer, based on preconstruction joint-sealant-substrate tests or prior experience. Apply primer to comply with joint-sealant manufacturer's written instructions. Confine primers to areas of joint-sealant bond; do not allow spillage or migration onto adjoining surfaces.

C. Masking Tape: Use masking tape where required to prevent contact of sealant with adjoining surfaces that otherwise would be permanently stained or damaged by such contact or by cleaning methods required to remove sealant smears. Remove tape immediately after tooling without disturbing joint seal.

3.7 SEALANT INSTALLATION

A. Sealant Installation Standard: Comply with recommendations in ASTM C 1193 for use of joint sealants as applicable to materials, applications, and conditions indicated.

B. Install sealant backings of type indicated to support sealants during application and at position required to produce cross-sectional shapes and depths of installed sealants relative to joint widths that allow optimum sealant movement capability.

1. Do not leave gaps between ends of sealant backings. 2. Do not stretch, twist, puncture, or tear sealant backings. 3. Remove absorbent sealant backings that have become wet before sealant application

and replace them with dry materials.

C. Install bond-breaker tape behind sealants where sealant backings are not used between sealants and backs of joints.

D. Install sealants using proven techniques that comply with the following and at the same time backings are installed:

1. Place sealants so they directly contact and fully wet joint substrates.

2. Completely fill recesses in each joint configuration. 3. Produce uniform, cross-sectional shapes and depths relative to joint widths that allow

optimum sealant movement capability.

E. Tooling of Nonsag Sealants: Immediately after sealant application and before skinning or curing begins, tool sealants according to requirements specified below to form smooth, uniform beads of configuration indicated; to eliminate air pockets; and to ensure contact and adhesion of sealant with sides of joint.

1. Remove excess sealant from surfaces adjacent to joints. 2. Use tooling agents that are approved in writing by sealant manufacturer and that do not

discolor sealants or adjacent surfaces. 3. Provide concave joint configuration per Figure 5A in ASTM C 1193, unless otherwise

indicated.

F. Installation of Preformed Silicone-Sealant System: Comply with manufacturer's written instructions.

G. Installation of Preformed Foam Sealants: Install each length of sealant immediately after removing protective wrapping, taking care not to pull or stretch material, producing seal continuity at ends, turns, and intersections of joints. For applications at low ambient temperatures where expansion of sealant requires acceleration to produce seal, apply heat to sealant in compliance with sealant manufacturer's written instructions.

H. Clean off excess sealant or sealant smears adjacent to joints as the Work progresses by methods and with cleaning materials approved in writing by manufacturers of joint sealants and of products in which joints occur.

3.8 CLEANING AND PROTECTION

A. Clean exposed metal surfaces of substances that interfere with uniform oxidation and weathering.

B. Remove temporary protective coverings and strippable films as sheet metal roofing is installed unless otherwise indicated in manufacturer's written installation instructions.

2.5 FABRICATION, GENERAL

A. General: Custom fabricate sheet metal flashing and trim to comply with recommendations in SMACNA's "Architectural Sheet Metal Manual" that apply to design, dimensions, geometry, metal thickness, and other characteristics of item indicated. Fabricate items at the shop to greatest extent possible.

1. Obtain field measurements for accurate fit before shop fabrication. 2. Form sheet metal flashing and trim without excessive oil canning, buckling, and tool

marks and true to line and levels indicated, with exposed edges folded back to form hems.

3. Conceal fasteners and expansion provisions where possible. Exposed fasteners are not allowed on faces exposed to view.

B. Sealed Joints: Form nonexpansion but movable joints in metal to accommodate elastomeric sealant.

C. Fabricate cleats and attachment devices from same material as accessory being anchored or from compatible, noncorrosive metal.

D. Seams: Fabricate nonmoving seams with flat-lock seams. Form seams and seal with elastomeric sealant unless otherwise recommended by sealant manufacturer for intended use. Rivet joints where necessary for strength.

2.6 ROOF DRAINAGE SHEET METAL FABRICATIONS

A. Hanging Gutters: Fabricate to cross section indicated, complete with end pieces, outlet tubes, and other accessories as required. Fabricate in minimum 96-inch- long sections. Furnish flat-stock gutter spacers and gutter brackets fabricated from same metal as gutters, of size recommended by SMACNA but not less than twice the gutter thickness.

B. Downspouts: Fabricate rectangular downspouts complete with mitered elbows. Furnish with metal hangers, from same material as downspouts, and anchors.

C. Fabricate gutters and downspouts from the following materials:

2.7 LOW-SLOPE ROOF SHEET METAL FABRICATIONS

Furnish with continuous cleats to support edge of external leg and drill elongated holes for fasteners on interior leg. Miter corners, seal, and solder or weld watertight. PART 3 - EXECUTION

3.1 UNDERLAYMENT INSTALLATION

A. Self-Adhering Sheet Underlayment: Install self-adhering sheet underlayment, wrinkle free. Comply with temperature restrictions of underlayment manufacturer for installation; use primer rather than nails for installing underlayment at low temperatures. Apply in shingle fashion to shed water, with end laps of not less than 6 inches staggered 24 inches between courses. Overlap side edges not less than 3-1/2 inches. Roll laps with roller. Cover underlayment within 14 days.

3.2 INSTALLATION, GENERAL

A. General: Anchor sheet metal flashing and trim and other components of the Work securely in place, with provisions for thermal and structural movement so that completed sheet metal flashing and trim shall not rattle, leak, or loosen, and shall remain watertight. Use fasteners, solder, welding rods, protective coatings, separators, sealants, and other miscellaneous items as required to complete sheet metal flashing and trim system.

1. Install sheet metal flashing and trim true to line and levels indicated. Provide uniform, neat seams with minimum exposure of solder, welds, and sealant.

2. Install sheet metal flashing and trim to fit substrates and to result in watertight performance. Verify shapes and dimensions of surfaces to be covered before fabricating sheet metal.

3. Space cleats not more than 12 inches apart. Anchor each cleat with two fasteners. Bend tabs over fasteners.

4. Install exposed sheet metal flashing and trim without excessive oil canning, buckling, and tool marks.

B. Expansion Provisions: Provide for thermal expansion of exposed flashing and trim. Space movement joints at a maximum of 10 feet with no joints allowed within 24 inches of corner or intersection. Where lapped expansion provisions cannot be used or would not be sufficiently watertight, form expansion joints of intermeshing hooked flanges, not less than 1 inch deep, filled with sealant concealed within joints.

C. Fastener Sizes: Use fasteners of sizes that will penetrate wood sheathing not less than 1-1/4 inches for nails and not less than 3/4 inch for wood screws.

D. Seal joints as shown and as required for watertight construction.

3.3 ROOF DRAINAGE SYSTEM INSTALLATION

A. General: Install sheet metal roof drainage items to produce complete roof drainage system according to SMACNA recommendations and as indicated. Coordinate installation of roof perimeter flashing with installation of roof drainage system.

B. Downspouts: Join sections with 1-1/2-inch telescoping joints. Provide hangers with fasteners designed to hold downspouts securely to walls. Locate hangers at top and bottom and at approximately 60 inches o.c. in between.

3.4 ROOF FLASHING INSTALLATION

A. General: Install sheet metal flashing and trim to comply with performance requirements and SMACNA's "Architectural Sheet Metal Manual." Provide concealed fasteners where possible, set units true to line, and level as indicated. Install work with laps, joints, and seams that will be permanently watertight and weather resistant.

B. y having a coating on one faco resist uplift and outward forces according to recommendations in in SMACNA's "Architectural Sheet Metal Manual" and as indicated. Interlock bottom edge of roof edge flashing with continuous cleat anchored to substrate.

C. Counterflashing: Coordinate installation of counterflashing with installation of base flashing. Insert counterflashing in reglets or receivers and fit tightly to base flashing. Extend counterflashing 4 inches over base flashing. Lap counterflashing joints a minimum of 4 inches and bed with sealant.

B. Cylindrical Sealant Backings: ASTM C 1330, Type C (closed-cell material with a surface skin), and of size and density to control sealant depth and otherwise contribute to producing optimum sealant performance:

Bond-Breaker Tape: Polyethylene tape or other plastic tape recommended by sealant manufacturer for preventing sealant from adhering to rigid, inflexible joint-filler materials or joint surfaces at back of joint where such adhesion would result in sealant failure. Cleaners for Nonporous Surfaces: Chemical cleaners acceptable to manufacturers of sealants and sealant backing materials, free of oily residues or other substances capable of staining or harming joint substrates and adjacent nonporous surfaces in any way, and formulated to promote optimum adhesion of sealants to joint substrates.

C. Masking Tape: Nonstaining, nonabsorbent material compatible with joint sealants and surfaces adjacent to joints.

PART 3 - EXECUTION

3.1 PREPARATION

A. Surface Cleaning of Joints: Clean out joints immediately before installing joint sealants.

1. Remove all foreign material from joint substrates that could interfere with adhesion of joint sealant.

a. Clean porous joint substrate surfaces by brushing, grinding, blast cleaning, mechanical abrading, or a combination of these methods to produce a clean, sound substrate capable of developing optimum bond with joint sealants. Remove loose particles remaining after cleaning operations above by vacuuming or blowing out joints with oil-free compressed air.

2. Remove laitance and form-release agents from concrete.

a. Clean nonporous surfaces with chemical cleaners or other means that do not stain, harm substrates, or leave residues capable of interfering with adhesion of joint sealants.

B. Joint Priming: Prime joint substrates, where recommended in writing by joint-sealant manufacturer, based on preconstruction joint-sealant-substrate tests or prior experience. Apply primer to comply with joint-sealant manufacturer's written instructions. Confine primers to areas of joint-sealant bond; do not allow spillage or migration onto adjoining surfaces.

C. Masking Tape: Use masking tape where required to prevent contact of sealant with adjoining surfaces that otherwise would be permanently stained or damaged by such contact or by cleaning methods required to remove sealant smears. Remove tape immediately after tooling without disturbing joint seal.

3.2 INSTALLATION

A. Sealant Installation Standard: Comply with recommendations in ASTM C 1193 for use of joint sealants as applicable to materials, applications, and conditions indicated.

B. Install sealant backings of type indicated to support sealants during application and at position required to produce cross-sectional shapes and depths of installed sealants relative to joint widths that allow optimum sealant movement capability.

1. Do not leave gaps between ends of sealant backings. 2. Do not stretch, twist, puncture, or tear sealant backings.

3. Remove absorbent sealant backings that have become wet before sealant application and replace them with dry materials.

C. Install bond-breaker tape behind sealants where sealant backings are not used between sealants and backs of joints.

D. Install sealants using proven techniques that comply with the following and at the same time backings are installed:

1. Place sealants so they directly contact and fully wet joint substrates. 2. Completely fill recesses in each joint configuration. 3. Produce uniform, cross-sectional shapes and depths relative to joint widths that allow

optimum sealant movement capability.

E. Tooling of Nonsag Sealants: Immediately after sealant application and before skinning or curing begins, tool sealants according to requirements specified below to form smooth, uniform beads of configuration indicated; to eliminate air pockets; and to ensure contact and adhesion of sealant with sides of joint.

1. Remove excess sealant from surfaces adjacent to joints. 2. Use tooling agents that are approved in writing by sealant manufacturer and that do not

discolor sealants or adjacent surfaces. 3. Provide concave joint configuration per Figure 5A in ASTM C 1193, unless otherwise

indicated.

F. Installation of Preformed Foam Sealants: Install each length of sealant immediately after removing protective wrapping, taking care not to pull or stretch material, producing seal continuity at ends, turns, and intersections of joints. For applications at low ambient temperatures where expansion of sealant requires acceleration to produce seal, apply heat to sealant in compliance with sealant manufacturer's written instructions.

G. Clean off excess sealant or sealant smears adjacent to joints as the Work progresses by methods and with cleaning materials approved in writing by manufacturers of joint sealants and of products in which joints occur.

3.3 JOINT-SEALANT SCHEDULE

SPECIAL PROVISIONS

PREVAILING RATE:

Not less than the Prevailing Rate of Wages as found by the City of Galesburg, or the Department of Labor, or determined by the Court of Review, shall be paid to all Laborers, Workmen and Mechanics performing work under this contract.

CERTIFIED PAYROLLS:

All work is subject to the Davis-Bacon Act and all prevailing wage laws. The contractor and all subcontractors shall submit certified copies of his payroll weekly for all work undertaken on the project. Failure to keep current on submittal of payrolls shall be cause to withhold payment for completed work.

PROOF OF INSURANCE:

The contractor shall carry insurance as required by the Standard Provisions. Proof of various insurance coverage shall be submitted to the City and shall be kept in force until all work to be performed under the terms of the contract has been accepted.

MUNICIPAL VENDORS HOLD HARMLESS AGREEMENT

All vendors doing business with the City of Galesburg, Illinois, shall read and agree to sign this Hold Harmless Agreement. In lieu of the vendor signing this agreement, the City will accept being named as an additional insured on the vendor’s general liability policy only as respects specific operations performed by the vendor on behalf of or on the premises of the City of Galesburg, Illinois.

“In consideration of your permitting us, our servants, our agents, employees and representatives from time to time to enter upon or to place or maintain equipment upon premises owned or controlled by you for the purposes of servicing our account, we agree to indemnify and hold harmless the City and its’ agents and employees from and against all claims for personal injury or property damage, including claims against the City, its’ agents or servants, and all losses or expenses, including attorney’s fees that may be incurred by the City in defending such claims, rising out of or resulting from the performance of the work and caused in whole or in part by any negligent act or omission of the Municipal Vendor, or anyone directly or indirectly employed by the Municipal Vendor or anyone for whose acts any of them may be liable, the indemnification obligation under this paragraph shall not be limited in anyway by any limitation on the amount or type of damages, compensation or benefits payable by or for the Municipal Vendor, under Workers’ Compensation Acts, Disability Acts, or other Employee Benefit Acts.”
