REPORT OF THE COMMITTEE ON FINANCE,

Tlie Joint Standing Committee on Finaiiee, in conformity with

the requirements of the Ordinance prescribing their duties, " estab-

lishing a system of accountability in the expenditures of the city,"

submit to the City Council their annual report of the receipts and

expenditures of the financial year ending February 1, 1860.

We have examined the Treasurer's books, and those of the City

Clerk, and find that all payments therein recorded are duly authen-

ticated with appropriate vouchers, and that the several items,

footing and balances, are correctly cast, and stated, and that the

books of those officers have been faithfully kept, and with a system

that cannot fail to give satisfaction to the tax-payers of the city.

Success in agricultural management is evinced by the abundant

products of the farm and the good condition in which they

were harvested. The former reputation for neatness and order in

household affairs is still sustained, while the wants of the poor

have been promptly and kindly regarded. Ministers of the gospel

and others, caring for the religious interests of the poor, in their

occasional visits, have found a welcome reception. No one has

been more responsible for visiting the sick, attendance at funerals,

and conducting religious exercises at the farm, than Rev. Asa P.

Tenney, whose gratuitous labors have been enjoyed during twenty-

seven years.

Your committee believe that a source of income exists, which

has not yet been duly appreciated by the City. The granite ledge

near the center of the farm is abundant in its resources for build-

ing, and easy of access to the Railroad. Three acres of valuable

pasture land have been broken for the benefit of the quarry, which

is wrought with considerable profit to the laborer, and should not

fail to make adequate returns to the City Treasury.

Another subject claiming the attention of the City, is loss of

land by the action of Merrimack river, diverted from its original

course in the construction of the Northern Railroad. The only

remedy is found in rubbling the bank, which should be done as

soon as practicable.

report for the year ending January 31, 1860 :

The undesigned with a deputation from the Board of Engineers

have made a personal inspection of the houses and apparatus of the

Department and find the same, very generally, in good order

and condition. They have appraised the property of the city in

charge of the Department and subjoin an estimate of the same.

In this estimate is not included furniture and fixtures, which it was

thought unnecessary to present in detail. Suffice it to say that the

houses are comfortably and conveniently furnished. In this connec-

tion and to supply deficiencies noted, I would recommend the pur-

chase of 300 feet leather hose for Engine Co. No. 4, and a set (4)

of oil suits for Concord Railroad Hydrant and Hose Co.

I cannot too urgently impress upon the City government the

want of water for the extinguishment of fires, in certain localities,

more particularly in the compact part of the city. The views of

the Board of Engineers on this subject were fully expressed to the

Water Committee, and will be found embodied in the report recent-

ly made by that committee, to which I would respectfully refer you.

In obedience to instructions from the city authorities the two

small engines formerly in possession of the boys have been taken in

charge by the Engineers and securely housed. They have been

advertised and negociations for their sale are pending.

The ordinance recently adopted by the City Council in relation

to the Fire Department, has met the cordial approval of the several

companies, and I do not doubt will result favorably to both parties

in interest, and prove advantageous, personally to the firemen, as

weU as to the security and pecuniary interests of the city.

The undersigned has been ably seconded in all his efforts by the

Assistant Engineers, and his official duties have been greatly lighten-

ed by their promptservices at fires, and the unity which has prevailed

in the councils of the Board. Declining a re-appointment, from

prudential motives, he cannot permit this occasion to pass without

a return of his acknowledgements for the hearty support invariably

tendered by the members of the entire Department, and to congrat-

ulate them upon the harmony and good feeling at this time so

universally felt and displayed.

REPOET OF THE TRUSTEES OF THE PUBLICLIBRARY.

FOR THE YEAR ENDING JANUARY 28, 1860.

To the City Gouncil of the City of Concord :

In accordance with the requirements of the Ordinance establish-

ing a Public Library, the undersigned present this their report of

the condition of the institution for the year ending Jan. 28, 1860.

During the past year, 232 volumes have been added, by pur-

chase, to the Library. The whole number of books for general

reading and circulation ig 2345. Besides these, there are 616 vol-

umes of books of reference which have been presented at sundry

times. The whole number of books in the Library is, therefore,

2961.

The appropriation of $200 from the City Treasury, the present

year, has been of indispensable service in supplying the Library

with the books required to meet the demands of the constantly

increasing number of subscribers. An appropriation of this amount

at least, should be made annually, for some years to come, if the

institution is to be sustained. The amount received from subscrip-

tions is merely suflScient to meet the compensation of the Librarian

and the expense of re-binding books, and other incidentals. For

the supply of books, the Library must mainly rely, for the present,

upon aid from the city government. We trust that its reliance will

not be vain.

The Trustees feel that they have been fortunate in retaining

during the year, the services of so faithful and efficient a Librarian

as Mr. Frederick S. Crawford. It is 'ô be hoped that he will

long continue to occupy a position which he so admirably fills. In

June last, E. S. Towle, Esq., who had acceptably performed the

duties of Treasurer, resigned, and J. C. A. Wingate, Esq., was

chosen to succeed him.

We would here acknowledge the donation of one volume, enti-

tled " Kenneth," and seventy-five cents in money, from Mrs. J. A.

Eames, of this city.

REPORT OF THE POLICE JUSTICE.

To His Honor the Mayor and the Board of Aldermen of the Gity

of Concord :

I herewith respectfully submit the Seventh Annual lieport of the

Police Court of said City.

During the last fiscal year the whole number of entries upon the

'Civil docket is 49.

The whole number of entries upon the criminal docket is 175.

In the criminal cases the offences charged are as follows, to wit

:

Intoxication, 50

Assault and battery, 30Selling intoxicating liquor, 14

Making brawl and tumult, 13

Keeping intoxicating liquor for sale, 7

Disorderly conduct, 6

I respectfully suggest for consideration, whether some additional

regulations would not be useful to prevent the escape of offenders,

who are sentenced to the House of Correction. The frequency of

such escapes during the past year has induced the Court in someinstances to commit to Jail, persons, for whom the House of Cor-

rection would otherwise have been a more suitable and less expen-

sive place of punishment.

The undersigned charges himself as Police Justice, as follows,
