The City’s key priorities in procurement are creating opportunities for businesses of all sizes, and helping businesses grow so that they can participate in the business of Chicago. The Small Business Initiative (SBI) is exclusive to small businesses and limited to construction projects that are under $3 million in total cost. The Mid-Sized Business Initiative (MBI) is for small and mid-sized local construction firms to bid on construction projects valued between $3 million and $10 million. Expands the SBI I & II construction programs. The Target Market Program promotes contracting opportunities exclusively to businesses that are certified as minority or women-owned business enterprises.. GOVERNMENT PROCUREMENT COMPLIANCE (GPC) FORUM

Collectively, our regional governments procure a wealth of goods and services annually. By making our processes more streamlined, standardized, equitable, and transparent, we are not only creating an environment in which businesses of all sizes can flourish, but will be better stewards of taxpayer dollars.

In January 2014, under the leadership of Mayor Rahm Emanuel, the City of Chicago Department of Procurement Services (DPS) initiated a series of meetings with the City’s sister agencies and invited County, State and Federal government as well as the Affirmative Action Advisory Board and non-profit assist agencies representing the vendor community.

These meetings have grown into the Government Procurement Compliance (GPC) Forum, a strategic planning effort, which entails the formation a number of working subcommittees tasked with researching and reviewing best practices and recommending solutions to shared challenges.

One of the objectives of the GPC for its participating agencies was to rollout this unified quarterly buying plan across the City, its sister agencies, as well as the County and State, so that vendors can better plan for bidding on government business.

The GPC Forum includes:

• Over 60 participants

• Over 40 government entities and non-profit assist agencies representing local small minority andwomen-owned businesses

• Members of the Affirmative Action Advisory Board

• Members from the Office of the Inspector General

• 4 working subcommittees: Legal Issues/Payments; Transparency, Outreach & Capacity Building forVendors; Certification, Compliance & Good Faith Efforts, and Transportation

Subcommittees are made up of a mix of government institutions and assist agencies to foster an environment of collaboration and inclusion.
