Pauline Thornham, Member, introduced a cycling education motion
for possible adoption by the Committee. Committee consensus included consideration of the matter at the next scheduled meeting. The following motion was considered:
CYC024-2015 1. That the delegation from David Laing, Chair, Bike Brampton, to the Cycling Advisory Committee Meeting of August 20, 2015, re: Bike Brampton be received; and,
2. That a Work Plan subcommittee of the Cycling Advisory
Committee be established; and, 3. That Kevin Montgomery, Pauline Thornham and Dayle
Laing, be named members of the subcommittee; and, 4. That the subcommittee report back to the Cycling Advisory
Committee at a future meeting with a proposal for the annual and term work plan.

Infrastructure, Planning and Infrastructure Services, re: Committee Work Plan (File BC.x)
Andria Oliveira, Policy Planner, Transportation and Infrastructure, noted that
Committee is encouraged to develop a work plan that works in conjunction with City policies and initiatives, and the citizen’s group Bike Brampton. Staff presentations to the Committee at future meetings will include an overview on the Transportation Master Plan and City initiatives regarding active transportation.

E 2. Verbal update from Andria Oliveira, Policy Planner, Transportation and Infrastructure, Planning and Infrastructure Services, re: Ontario Municipal Cycling Infrastructure Program – Expression of Interest (File BC.x)
Andria Oliveira, Policy Planner, Transportation and Infrastructure, advised
that City staff submitted to the Ontario Municipal Cycling Infrastructure Program an expression of interest that highlights the regional and city significance of the Etobicoke Creek Trail. The trail provides connections to many key features in the city and would benefit from the potential funding to allow further connections to be developed and gaps in the trail to be completed. If the expression of interest is approved, the City will be invited to submit an application. The application deadline is in October and the funding announcement is anticipated for December. Staff will report to Committee if the City’s expression of interest is approved and an application is submitted.

Infrastructure Services, re: Pathways Signage (File BC.x) Maria Doyle, Coordinator, Special Projects, Planning and Infrastructure
Services, provided an update on the City’s pathways signage and noted that the pathway network developed for recreational uses is under review by an external consultant. The review will include an examination of sign placement, conditions for resurfacing, formally naming the trails, and pertinent information to be included in pathway signs. The results of the review will be released to Committee as they becomes available.

E 4. Update from Committee members Alina Grzejszczak, Patrick McLeavey, and Gaspard Ndayishimiye, re: Ontario Ministry of Transportation – Cycling Training Fund 2015 and 2016 (File BC.x)
Committee members Alina Grzejszczak and Gaspard Ndayishimiye provided an update on the application to the Ontario Ministry of Transportation for the Cycling Training Fund 2015 and 2016, and advised that the potential funding may be used on CanBike instructor training. If granted, Committee may decide which members will receive the training and determine their participation in cycling events. Staff noted that CanBike certified instructors may work in conjunction with certain Share the Road projects and assist in educating children on cycling safety at summer camps and schools. Committee consideration of the matter included consensus to submit the application for the Cycling Training Fund and requested staff to assist in the process. The following motion was considered:

HI Motion for the Provincial Government re Cycling Education
From the May 30, 2015 minutes of the 2015 Joint Meeting of Bicycling Committees:
"Motions
Based on the general discussions, it was decided that two motions should be drafted for consideration and potential adoption by each of the cycling committees.
1. E-scooters (*) E-scooters and e-bikes that are normally propelled only by electric power (are not pedaled) should not be allowed on multi-use trails because of safety concerns. The motion when adopted should be forwarded to the Province (MTO) for the adoption of appropriate legislation/regulations. * Tom Whitelaw is to prepare the motion for circulation to the committees.
2. Bike Education (*) Bicycle education should be included as a required topic in school curriculums to teach children the principles of safe biking. The motion when adopted should be forwarded to the Ministry of Education. * Pauline (Polly) Thornham is to prepare the motion."
Whereas approximately twenty per cent of morning car traffic is composed of children being driven to school, causing increased congestion, collision and insurance rates;
Whereas congestion and accidents use excessive amounts of police, city traffic control, and school administration time;
Whereas only approximately four to seven per cent of school-age children and youth receive the requisite one hour per day of moderate to vigorous physical activity, down from eighty-four per cent of preschool children;
Whereas studies have shown that active transportation to school increases brain activity for up to four hours, and increases academic performance and decision-making opportunities;
Whereas reduced congestion would reduce road construction, maintenance and repair costs, as well as easing parking lot congestion and safety of students in school zones;
Whereas reduced congestion would reduce air pollution in school zones, enhancing the health of students and staff, thus improving healthcare and employee benefit costs;
Whereas vehicular emissions cause about a quarter of our greenhouse gas production;
I move that the Joint Cycling Committee ask the Ministry of Education to adopt mandatory cycling education in the Ontario Elementary and Secondary Curriculums, on a graduated basis, integrated with existing curriculum, from grade one to grade ten, including both safety and skills training.

Regional Councillor Martin Medeiros and City Councillor Jeff Bowman,
In accordance with the Bicycle Facility Implementation Program (BFIP), McMurchy Avenue has been selected as a priority location for the consideration of a bicycle facility in 2015. The City's BFIP is a strategy intended to promote the use of bicycles as an alternate mode of travel to the automobile. The program is aimed to direct staff to consider the feasibility of bicycle infrastructure in conjunction with the implementation of key road construction opportunities.
McMurchy Avenue, between Charolais Boulevard and Elgin Drive will be resurfaced this year. Staff is proposing to replace the existing four lane cross-section with two lanes for traffic, a painted centre median (with left turn lanes at intersections) and 'urban shoulders' on both sides of the street. Urban shoulders are the same width as a bicycle lane, but are not used just for bicycles - they can also be used for on-street parking. Please note that our biggest challenge with implementing designated bicycle lanes continues to be related to its impact on on-street parking.
City staff is also proposing to continue this bike route (beyond the road resurfacing) from Steeles Avenue toQueen Street West. Due tothe change in roadway characteristics, the type of cycling facility implemented will not beconsistent but will be appropriate for each section of roadway. The following summary and figures attached illustrate our proposal:

The bicycle facility along this section of McMurchy Avenue will be reconsidered in the future (when scheduled for resurfacing).
The proposed bicycle route wil provide a local cycling connection to a number of area schools, commercial land uses, parkland trail system and recreation centres. Figure 2 attached illustrates local community destinations and parkland trails in the area that would benefit from a cycling connection along McMurchy Avenue. On-street parking will still be allowed on both sides of the street, where it is permitted today.
The City is currently updating its Transportation Master Plan, and one ofthe key focus areas isactive transportation (mainly walking and cycling). One ofthe recommendations of the study will be to develop an Active Transportation Master Plan that implements a city-wide active transportation network. With a city-wide network in place, the urban shoulders along McMurchy Avenue can easily be converted into designated bicycle lanes to connect to the overall network.
There are many benefits to promoting cycling and building the infrastructure to support it:
o Each time we cycle instead of driving our cars, we help improve air quality and reduce greenhouse gases.
o Regular physical activity improves our health and fitness.
o Fewer people driving cars means less traffic congestion.
o Cycling puts people in touch with their neighborhoods, making communities safer for everyone.
In accordance with the BFIP, staff is to solicit feedback and measure support for any BFIP proposal. The attached letter and figures will be sent to all property owners affected bythis proposal.

RE: The Implementation of Bicycle Lanes on McMurchy Avenue
Dear Resident or Business Owner,
McMurchy Avenue has been selected as a priority location for the consideration of a bicycle route in 2015. This is part of the City of Brampton's ongoing efforts to ensure the safety and quality of life for its residents, and is in line with the Bicycle Facility Implementation Program approved by City Council.
McMurchy Avenue, between Charolais Boulevard and Elgin Drive will be resurfaced this year. Once that is done, City staff is proposing to replace the existing four lane cross-section with two lanes for traffic, a painted centre median (with left turn lanes at intersections) and 'urban shoulders' on both sides of the street. Urban shoulders are the same width as a bicycle lane, but are not used just for bicycles - they can also be used for on-street
