Biddeford Parking Management Program
Introduction
The City is working to establish a formal, permanent parking program to support development in thedowntown area. The program has multiple goals:
Most importantly, this parking program will insure that community tax dollars will no longer be used in the support of parking.
By eliminating public tax dollar support for parking, the cost of parking will be permanently shifted to the users of that system.
By establishing a controlled parking system, the City will play a role in setting the market rate for parking and will work with the private sector to monitor and adjust that market over time.
By establishing a base understanding of the supply of public and private parking, the city has established an inventory that will inform future demand for parking based on new (re)developments; the established market rates (and future adjustments) will insure a known rate of return for public or private parking investments to meet that demand.
This established parking program removes a known barrier to further (re)development and investment in downtown buildings, creating space for new businesses and job creation.
Finally, the parking program will create short- and long-term parking supply at logical, geographic locations throughout the downtown, aligning supply with type of need.
The downtown parking management district is the geographic area that was described and studied in the 2012 Rich & Associates “Downtown Parking Study” (see map). This area covers Main Street and surrounding blocks but does not include the Mill District east of Lincoln Street, most of which is privately owned. The area is large enough to include a variety of conditions and uses (retail, office, commercial and residential) and to provide several parking options to downtown patrons.
Parking Allocation and Duration
The most effective method for insuring user supported parking in an urban area is to create a predictable supply of parking and manage that supply by allocation, location and duration. Location establishes placement by type and longevity of need; allocation establishes where parking is permitted in the downtown; and duration asserts how long parking is permitted in any given place. All of this, both private and public, is the community’s inventory of parking.
Present allocation in the downtown area includes both on-street and surface lot parking. On-street parking is permitted on most streets in the area and accounts for roughly 200 spaces. Notable exceptions at present are Jefferson Street from South Street to Washington Street, Alfred Street south of Franklin Street, Elm Street and Foss Street. At this time, there is no proposal to add on-street parking to the existing inventory. Surface lot parking includes approximately 300 parking spaces in six municipally owneddowntown lots.

Parking duration is a function of allocation. The duration of on-street parking must meet the needs of users. Short-term parking is located on street, where businesses rely on close and convenient parking for customers and visitors, who will generally walk no farther than 300 to 500 feet to their destination. Long-term parking is restricted to surface lots and is typically farther away from downtown destinations than on-street parking, but no more than 800 feet from destinations and other surface lots.
On-Street ParkingOne-hour parking is recommended to be the dominant duration in the downtown area. This duration is long enough to allow customers to conduct business yet short enough to increase turnover of spaces and discourage full-day parking by downtown employees. A shorter duration (e.g. 30 minute) would be difficult to enforce and not meet the needs of downtown users. One-hour parking is proposed for the following locations (shown in green on the accompanying map):
Main Street from Elm Street to Hill Street Lincoln Street from Main Street to Pearl Street Washington Street from Main Street to Jefferson Street Alfred Street from Main Street to Franklin Street Bacon Street from Alfred Street to Foss Street Adams Street immediately outside City Hall
One hour parking would be free. Two-hour on-street parking will no longer be available in the downtown area.
Fifteen minute parking is proposed to remain on Main Street at City Hall, for very short municipal transactions. A new 15-minute loading zone is also proposed on the west side of Jefferson Street at Main Street (shown in orange on the map). As users change, other 15 minute slots may be identified.
The areas in blue on the map, (generally around City Hall) are recommended to be paid Permit Parking Only and include the following locations:
Jefferson Street from Main Street to South Street; Washington Street south of Jefferson Crescent Street from Jefferson to Graham St South Street from Kossouth St to Adams St. Center Street from Jefferson St to Kossuth St Adams Street (except immediately outside City Hall, where parking duration is 1 hour).
Paid parking will require the user to purchase a permit from City Hall. Revenue from the sale of permits will be used to support the city’s parking management program. User options will be discussed below.
Residential streets, farther from the downtown core, will remain unrestricted. These streets, shown in pink on the map, are:

Surface Lot Parking
Municipally owned surface lots in the downtown will provide an additional supply of paid parking. While generally long-term parking spaces, the surface lots may be interspersed with some short term, paid spaces to meet the needs of area businesses. Monetizing the spaces in these lots will produce further revenue to support the parking management program. There are two methods of charging for spaces in surface lots:
Install “pay and display” kiosks at each lot for intermediate users, and so designate an appropriate number of spaces; and
Sell monthly permits for long-term users.
Using both methods in tandem will provide necessary revenue and accommodate both long-term users and those wishing to be in the downtown for just a few hours at a time.
Maintenance and Snow Removal
Potential rules for permits will include the need to accommodate a maintenance plan, as well as snow-ban practices for city-owned lots. Times for use and alternatives will need to be set to accommodate snow removal, in particular. Maintenance and snow removal for these lots will be paid for through revenue raised by this parking program.
Parking Supply and Demand Approximations
The following represent a rough count of the supply of public parking that would be converted into paid parking in this proposal:

Immediate Need for a Parking Structure 437
If one assumes that there is at least a minimum of 500,000 square feet in mill space yet to be redeveloped (irrespective of the demand being created at the redevelopment of the MERC site), as well as assorted vacant space in the Main Street/downtown area, and the future parking demand is between 2 and 4 cars per 1000 square feet, we can approximate an additional demand of 1,000-2,000 additional spaces. While this is a best guess scenario, it demonstrates a need to plan for potential demand to complete the first two phases of a parking structure.
Striping of On-Street Spaces
Clearly delineating on-street parking spaces by striping is an important element of parking supply management, particularly for long-term spaces. There are three main reasons that striping should take place and be an ongoing part of the maintenance program:
Gives clear indication to drivers that parking is indeed allowed when signage is not visible; Ensures that the number of permits issued by the City aligns with the number of painted spaces
provided; and Makes enforcement more efficient.
The estimated cost of striping and maintaining on-street parking spaces is $15 to $30 per space every two to three years and should be incorporated into the management program to insure that tax dollars are not used for this purpose.1
Pedestrian Enhancements and Lighting

Pedestrian movement is an integral part of an effective parking management strategy. It is natural for people to seek parking in proximity to their destination; also, it is a significant impediment for people to park farther away if they feel there are safety concerns. People are willing to park farther away if the walk is a pleasant experience that includes appropriate lighting, landscaping and properly maintained sidewalks.
We recommend continued investment in pedestrian connections within the downtown. To date, sidewalkand lighting construction projects, cleanup activities and beautification has been ongoing in the downtown. The proposed RiverWalk pedestrian connections, if implemented, will greatly enhance walkability within the downtown and provide easy access to one of Biddeford’s signature amenities.

We recommend upgrading the following public lots as needed:

The parking management program shall include a capital program to address these improvements on an as needed basis.
Signage
Proper signage in the downtown parking management district has two objectives. First, it must direct vehicular traffic to designated parking areas and second, it must provide clear wayfinding for drivers and passengers once they leave their cars and become pedestrians. These objectives can be achieved by:
Clearly identifying parking areas Clearly identifying duration of allowed parking (i.e. 1-hour)

Clearly stating cost of paid parking Providing pedestrian wayfinding kiosks displaying downtown maps at strategic locations near
surface lots Designing all signage in a consistent style (color, font etc.) to create an identifiable “look.”
All design efforts shall be tied aesthetically to the guidelines used for signage along the Riverwalk, as it was developed through the efforts of the Saco-Biddeford Wayfinding Study, 2013. It is recommended that five types of signage be developed, strongly increasing drivers’ and pedestrians’ wayfinding experience in Biddeford. The size, color and placement of signs in the parking management district may be mandated by local, county, or Maine Department of Transportation regulations or follow the 2013 Wayfinding Study. The signs are as follows:
1. Directional/Location. Directional/Location parking signage is distinct in color, size and logo anddirects drivers to off-street parking areas. These signs are mounted at standard heights on downtown streets.
2. Identification. Parking location signage complements directional parking signage and identifies each surface lot. These signs are placed at the entry of each surface lot and show pertinent information such as type of parking, cost and hours of enforcement. The style of these signs should be consistent with Directional/Location signs.
3. Vehicular Wayfinding. Vehicular wayfinding signs are placed downtown to lead to places of interest, landmarks, attractions, as well as parking locations. These signs help orient drivers in the downtown area. The style of these signs should be consistent with Directional/Location and Identification signs.
4. Parking Duration. On-street parking duration (i.e. 1-hour, 15 minute) signs should be consistent in design and placed to clearly delineate time limits.
5. Pedestrian Wayfinding. Kiosks are placed at entry/exit points of surface lots and should include a map of the downtown area illustrating points of interest. These kiosks help orient pedestrians and locate their final destination. Additional pedestrian wayfinding signs in the downtown area help direct pedestrians back to parked cars.
Recommendations for signage includes
Use a consistent design theme for all signs that establish a “family” consistent with the 2013 Wayfinding Study.
Install additional directional/location signs than currently exist. Name surface lots to ensure clarity and easy identification. Install pedestrian wayfinding signs in and around downtown. Install pedestrian wayfinding kiosks at surface parking lots. Mount all signs at a clearly visible height. Install parking duration signs for on-street parking every 100 to 120 feet.
The cost for such a program is estimated to be approximately $220,000, should have a life span of 15-20 years, and should incorporate the location of a parking structure as well. As such, this cost should be incorporated into the parking structure construction budget and included as a long-term maintenance item.
Marketing

Marketing is an important and often overlooked component of a successful parking management strategy. Providing clear and concise parking information to downtown patrons, such as parking locations, upcoming changes, regulations, fines, fine payment options and any other information that may be needed, will alleviate questions and confusion. Marketing initiatives are directed at downtown employers, workers and visitors/customers. Successful marketing materials include direct mailings, brochures, maps, kiosks, web pages and print media.
Recommendations
Modify city website to include a page dedicated to parking when the parking management program is adopted.
Encourage local businesses to link to this web page. Create a downtown marketing flyer that shows not only parking locations (both short-term and
long-term) but also businesses serving the downtown area. Including a map is helpful to identify both parking and businesses. This flyer can be handed out by downtown businesses, Heart of Biddeford, parking enforcement staff and other city employees.
Create a marketing initiative directed to downtown businesses that stresses the importance of directing workers to surface lots and leaving on-street parking for customers and visitors.
The initial cost of $7,000 should be included in the parking structure budget, while $1,000 annually for maintenance should be included in the operational budget.
Parking Kiosks
This program assumes that some surface lots, as well as the parking structure, will provide for some paid, short-term parking that exceeds one hour. Hence, hand held instruments (see below) and kiosks for each surface lot will be needed to be purchased and located. Cost of kiosks and percentage of each lot to be used for short-term, as opposed to permit parking, is being researched.
Enforcement
Parking enforcement is a valuable part of a parking management strategy. It is necessary to enforce parking duration (time limits) and location (long-term permits) in order to enforce the goals of the parking program as an independently funded program without tax payer dollars. Consistent enforcement willencourage proper parking behavior at appropriate locations and become a revenue source for the program.
Guidelines for Effective Parking Enforcement Establish a clear daily route for the enforcement officer. Consider electronic handheld parking ticket writers. Monitor 600-800 parking spaces per shift. Dedicate enforcement officer to parking duties only, except in case of emergency. Clearly indicate parking enforcement time – 8 am to 5 pm. Post street signs accordingly.
Handheld automated parking ticket writers are an efficient and flexible method to enforce parking. These devices allow a variety of enforcement techniques to be used:

Can be used to graduate parking fines – an occasional offense can be fined at a lower rate than for repeat offenders. Graduated fines might be:
o 1st ticket: courtesy ticketo 2nd ticket: $35.00; or $15.00 if paid the same day.o All subsequent tickets by one user: $40.00; or $20.00 if paid the same day.o Fines for other illegal parking infractions (parking at hydrant) remain unchanged
regardless of number of offenses. Can be used to issue a “courtesy ticket” which is essentially a warning ticket and carries no fine.
Initial cost for needed equipment for the handheld, automated system are estimated at $25,000.
Market Rates for Parking
Controlling parking supply by allocation, location and duration will permit the City to assist in setting the public and private side market for parking in downtown Biddeford. There will be four type of permits available, at the rates specified below. The first three will be available through purchase at City Hall, the last available via kiosks at the surface lots:
Nighttime Permit: $35.00 per month Daytime Permit: $55.00 per month Unlimited Permit: $65.00 per month Short-term Paid Parking $.50 per hour
Recommended Discounting for Implementation of the Program
This parking program represents a fairly substantial change in how parking is provided and managed in Biddeford. Its’ primary focus is to shift the cost of such a program from the tax dollar to the user, while creating both a public and private sector market (and incentive) for creating parking supply. To assist in an orderly transition, the city proposes the following implementation strategy:
Year 1: 1st third: spaces will be discounted by 75%; Year 1: 2nd third: spaces will be discounted by 50% Year 1: final third: spaces will be discounted 25%. Year 2: Prices will be fixed at the full amount. Year 3-Assessment: Prior to year 3, staff will conduct a survey and assessment of parking use and
propose modifications to the system, based on experience that will evolve into a permanent parking program. Examples of adjustments could include free vs. paid areas, charges, time periods permitted for leasing, times for enforcement, and proposals for additional, off street parking.
Parking Authority
The creation of an in-house parking authority will make all other aspects of this parking management strategy more straightforward and efficient. This authority might include city department heads and councilors and have the authority to establish and make changes to parking rules and regulations in the

downtown parking management district; for example, change parking duration (15 minute parking) to accommodate new business needs. Any changes made by the authority would not go before full City Council.

SUBJECT: Parking Garage Report - Questions & Schedule
On December 12, 2017, the City Council received the Desman Design Management (Desman) report on municipal parking garage site selection review. The report considered three sites – the Washington/Federal Street lot (Washington), the Pepperell Mill Campus lot (Pepperell), and the 3 Lincoln Street lot, also referred to as the former Maine Energy Recovery Company site.
Using a site comparison matrix, Desman ranked each site against 14 location-specific criteria. The site with the highest overall score was the 3 Lincoln Street site at 176 points. The Pepperell lot scored 136 and the Washington lot scored 121. The major deterrents for the Pepperell lot include geotechnical concerns and acquisition requirements/terms. The Washington lot deterrents include neighborhood compatibility (visual), site logistics and constructability, and lack of future development potential.
Desman also performed a site comparison matrix using 8 ranking criteria. The site comparison reviewranked the 3 Lincoln Street lot highest among the three sites with a score of 133 for two design options (2A and 2C). The Pepperell lot scored 122 and the Washington lot scored 74 (option 1C).
Finally, Desman prepared a concept budget excluding construction service and soft costs. The Phase 1 garage cost for the Washington Street lot were highest among the three lots due to logistic and constructability issues. The 3 Lincoln Street lot construction costs (options 2A and 2C) were slightly greater than the most cost efficient Pepperell option (3B) at $10,114,000 or $18,905 per space. Desman prepared a Phase II concept budget for the 3 Lincoln Street lot. The Phase II cost per space for options 2A and 2C equals $20,765. The Phase II cost per space for option 2B equals $18,431. The differentials are due to design efficiencies. On a weighted cost per space basis for Phase I and Phase II combined, options 2A and 2C equal $19,513 per space and option 2B equals $19,824 per space. The Washington and Pepperell lots were not conducive to a Phase II option. A copy of the Desman presentation is attached for review.
The next step in the garage review process is to identify and respond to any questions the Council may have regarding the Desman report. Once answered to the Council’s satisfaction, several policy-related items will need to be addressed.

1. Confirm the desire to move the municipal garage project forward.
2. Review the conceptual parking management plan and provide authorization to proceed with formal plan development.
3. Review the parking garage and parking management plan pro forma.
4. Confirm site selection in order for Desman to begin the design process, which is needed to prepare the detailed construction cost analysis and bid documents. Site selection is also required in order to evaluate pedestrian easement requirements.
5. Provide authorize to negotiate permanent pedestrian easements based on site selection. It should be noted that easements across private property will likely be contingent upon construction of a municipal garage within a specified timeframe.
6. Determine whether the garage design should incorporate retail space at the ground level.
7. Determine whether the council, a designated committee, or staff will make general design decisions as the garage design proceeds.
Desman’s initial project calendar estimated 140-days for design and 30-days for bidding. Assuming site selection and authorization-to-proceed can be confirmed in early February, conceptually the project could be under contract by early November 2018. There are a number of variables that can affect the schedule, including timing of the local approval process and ability for Desman to obtain appropriate geotechnical data. Assuming there are no significant delays, an aggressive timeline is as follows:
