With the upcoming school year nearing, Richland Junior High held their annual Arena Day event last Thursday at the Richland Activities Center.

Arena Day is a one-stop shop for students entering the seventh and eighth grades. Upon arrival, each stu-dent receives a checklist that has six different stations on it, everything that the students need to complete be-fore they are ready for the first day of classes.

It was a packed house as students were separated al-phabetically and staggered their arrival times to allevi-ate the wait time.

lowed by the internet consent form. This form allows the students to work on computers using the internet, with the parents authorizing their children to utilize the technology. A Bakersfield man whose body was found in a Shafter farm silo was smothered, the Kern County Sheriff’s Office announced Tuesday.

The Coroner’s Office released its findings after an autopsy and toxicology tests were conducted on the body of Allen Jef-frey Stracener. The Shafter Police Department is still seeking information on the case, encouraging anyone with informa-tion to contact them to help resolve the investigation.

“We still do not know what Stracener was doing in the silo,” said Shafter Police Chief Kevin Zim-mermann.

On June 5, the officers responded to reports from a Westside Farms em-ployee around 9 a.m. of something suspi-cious inside a piece of farm equipment.

The City Council, by a 3-2 vote, accepted City Man-ager Scott Hurlbert’s resignation at a special meeting of the council on Tuesday night.

In a split vote, Mayor Gilbert Alvarado, Mayor Pro-tem Cesar Lopez and Councilmember Manuel Garcia voted to accept the resignation, and Councilmembers Cathy Prout and Chad Givens voted no.

Arena Day gets kids ready for schoolall students in the school to receive a breakfast and lunch free of charge. With

the high rate of poverty in the district, it is more effi-cient to make the meals free rather than do the record-

keeping required to sepa-rate paid versus free.

Richland Nutritional Supervisor Mason Hol-lingsworth applied for the program last year and was approved, giving the stu-dents the free meals. No action is required by par-ents, with no forms needed to fill out.

According to Holling-sworth, this program allevi-ates a lot of concern when it comes to providing a nu-tritious lunch for children. “Having a free lunch is a re-lief for the parents. Know-ing that our kids will get a healthy lunch every day really helps out, especially with all of the other expens-

es that come through the whole year,” said Monica Juarez, who has a seventh grader attending Richland.

Another major stop at the event was the cloth-ing station. T-shirts, sweat shirts, lanyards and sweat jackets were available with the Trojan logos on them. Part of the one-stop-shop event was the photo station. Professional photographers had studios set up at the gym to take the students’ pictures that will be used for their IDs. Before leav-ing, the students received their schedules and books in preparation for their first day of school, Wednesday, Aug. 14.

The Shafter Kiwanis Club held their annual New Teach-ers Luncheon last Friday, welcoming them to Shafter with a lunch of tri-tip, pasta, salad, and an array of desserts. This tradition has been going on for decades. Organizer Arlie Smith didn’t know how many years it has been in existence, but said, “I know that I was a guest here 47 years ago, start-ing my first year of teaching in the Richland School Dis-trict.”

Richland Interim Superintendent Rosa Romero, who is currently doing double duty as superintendent and principal of Richland Junior High, welcomed the attendees, which included administration and new teachers from different schools, as well as several community members, including Mayor Pro-Tem Cesar Lopez, Councilmember Cathy Prout and Shafter City Manager Scott Hurlbert.

There were not as many new incoming teachers this year; some years have seen over seven or eight teachers in-troduced from each school. According to Prout, this can be a good thing, displaying the low turnover there is in the current school systems.

Ben Wilson led the attendees in the traditional opening song for the Kiwanis meetings, “My Country ‘Tis of Thee,” followed by the Pledge of Allegiance and the Invocation.

The guests of honor – new teachers – are always invited to dine first, followed by community members, then Ki-wanis members.

Romero introduced Golden Oak Principal Anama-rie Mendez who then welcomed their newest addition to the staff, Ashlyn Anderson. Anderson will be working in the Special Education department. Redwood Elementary School had two new additions: fifth-grade teacher Minerva Salinas and speech pathologist Amanda Mosley, who were welcomed to the Eagle staff by Principal Luis Rodriguez.

There were also two new additions to Sequoia Elemen-tary School. Principal Frank Flores introduced Britney Me-jia and Sowamwenghe Oragwam, who are both going to be in the Special Education department.

Romero introduced four new teachers and an admin-istrator added to the Trojan ranks. Jennifer Kirkland will be teaching in the English/Language Arts department and Monica Palafox will be teaching Mathematics. Romero said they are also welcoming a new psychologist intern,

Daniela Mora, who will be working with the en-tire Richland School District. Kate Unfried will be teaching History/Social Science, working her way up from starting out as an instructional aide. Romero then in-troduced new Assistant Principal Justin Sargent.

Before Russell Shi-pley, principal of Shafter High School, introduced his new additions, some remarks were given by Kern High School Superintendent Bryan Schaefer. Schaefer, proudly wearing a Shafter General polo shirt, said that he was a proud General for the day. Schaefer then told the crowd that, just five years ago, he was in the same place promising Shafter someone new that would lead SHS proudly. He then pointed to Shipley and said, “I think I did just that,” which brought a big round of applause. Shipley then introduced the new additions to Shafter High, fol-lowed by an announcement that had been anticipated for a while: Construction will begin on a multimillion-dollar stadium in 2020.

Shipley then welcomed eight new teachers to the Gen-eral family. Kevin Morrison will be teaching in the Social Studies department and Victoria Polhamus will be teaching Spanish. Three additions to the Special Education depart-ment are Andrew Alderete, Kaitlyn Lackey, and Nicole An-derson. In the Mathematics department, there are two new teachers, Zachary Clayton and George Portillo. Angelica Martinez will be joining the English department.

Shipley said that wonderful things are happening at Shafter High and the search for teachers has been a lot easier in a way, but more challenging in another. “There is a big pool of candidates that consider Shafter a desirable destination, so the pool is big, but that also means that it is more challenging to select the most suitable one – which I think is a great problem to have.”

Coffee time brings together the ladies of Shafter, Wasco and even Bakersfield this next Tuesday to begin another year of Com-munity Bible Study.

There may even be snacks, too.CBS meets at Valley Bible Church at 10

a.m. for coffee time as a meeting for intro-ductions and registration.

CBS is a local Bible study program for women that is not denomination affiliated. The women who attend come from many different churches in town.

“I’ve gotten to know so many neat wom-en in our community in just a year through Community Bible Study,” said Barbra Gladden, a new member of CBS last year.

Before joining CBS, her friends told her how the program offers a strong sup-port group and how you make friends with everyone in your Core Group. She marvels how that is exactly what happened. Glad-den’s Core Group even kept in contact dur-ing the summertime hiatus.

A Core Group is a smaller group of la-dies, about eight each, with two ladies as core leaders. Core Groups meet for a more

personal Bible study time, with the core leaders guiding discussion of the material.

“The impact that CBS is making on the women in this group is authentic care and encouragement. We encourage each other with Gods word in both personal and group centered ways,” said Angie Evangelista, core leader of the Spanish-speaking group. CBS is uniting all sorts of Christians across denominations, languages and backgrounds to fellowship together Evangelista said.

Besides studying the Bible, CBSers en-joy plenty of opportunities to fellowship over meals. Once a month, everybody in CBS meets in the morning for coffee, good-ies and conversation.

CBS provides childcare for mothers with children at home. The children have their own times of singing and learning Bible stories. This year, there will even be a homeschool group for kids who have en-tered school and are being homeschooled. It is often a happy time for the ladies when the children come into their Core Groups or assembly time to sing to them.

“I would just say, if you have ever thought about coming but haven’t yet, you need to,” Gladden said.

HELPING FARMERS HURT BY TRADE DISPUTES

To the editor:I considered it an honor and privilege to

have served the City of Shafter for 20 years as a member of the City Council, eight of those years serving as mayor. Throughout those 20 years, the council worked together to maintain a financially sound position for the city. The council also set priorities of providing a safe environment to live and raise a family by maintaining and adequate-ly staffing our Police Department. Other major goals were to create a business en-vironment conducive to companies locating

here to provide jobs and financial stability to our city.

As a council, we held yearly planning meetings to gather input to be able to set direction with the city staff, to continue to build upon Shafter’s growth and to address community needs. We also invested in team building so we could be a positive team to achieve the goals set for our community.

Today, I see a divided council without a clear set of goals and objectives for the council, the city staff or the community. We have some council members not ac-

quainted with how a city operates or how a council needs to interact to achieve a com-mon good. Some council members have not invested time in learning Shafter’s form of government as a charter city versus a gen-eral law city. I don’t believe there is a clear concept of our city’s history or understand-ing of the reasons behind decisions in the past that were made to enable the city to be in the financial position Shafter currently enjoys.

It appears that some have a pre-set agen-da for personal gratification or power rather

than the well-being of the city as a whole. The ideal of serving the people of Shafter for the advancement of health, safety, busi-ness development and growth has been set aside to quarrel over issues of power and personal agendas.

If our council does not come together with a cohesive plan and put their differ-ences aside to move our city forward, we are destined to regress. Our city deserves better.Garry NelsonShafter

Former mayor says city ‘deserves better’

The Shafter High Generals will be open-ing this season with a big target on their backs after running through the SSL last year on their way to a runner-up finish in the Central Section Division V champion-ships.

Coach Jerald Pierruci and company will be attempting to repeat as SSL cham-pions after the graduation of over 50% of their starters. Pierruci said that the Generals have 28 players on the squad currently with a few key returners from last year’s team, including speedster wide receiver and re-turner Jackson Sanchez, who was named as

one of Cal Max Preps Top 100 players to watch in 2019.

Unfortunately for Shafter, Sanchez broke his foot during the summer and will not be returning until midway through the regular season. Sanchez said that the reha-bilitation is going well and is excited to get back on the field. “The doctors say that I will be able to start practicing in a couple of weeks and will be able to play by week 4 of the season,” said Sanchez.

The Generals are not a very big team, but they are going to be one of the quick-est in the area with receivers Sanchez, Felix Chacon, Joey Sanchez and Leo Fernandez. Fernandez will be on the field for the ma- jority of the game, as he is a key part of

one of the quickest secondary corps in the valley. In addition to Fernandez, Shafter has Chacon and sophomore Elijha Lucero, who transferred back to Shafter from Golden Valley High School. As a team, the defense could be something special this year, with the speed of the secondary and the strength of the defensive line. Returning standout Colby Miller will lead a line that includes junior Jesus Vargas, senior Cesar Lopez and Olaniyan Tatum, who is a monster in the weight room, where had benched 330 lbs. and squatted 605lbs. The linebackers include middle linebacker Jensen Boyt and senior Chris Lindsey.

Just as impressive as the returning talent on this year’s team is the unity and belief in the system that is in place thanks to Pier-ruci and his staff. The players believe in the system and the staff, as well as each other.

As with the rest of the SSL, Pierruci said that the team to watch this year is their ri-vals, the Wasco Tigers. “They have two very fast running backs, which is the main part of their double wing offense,” said Pierucci. “Chavez will also be a lot better this year. Kennedy graduated a lot of seniors off of their team, but still have a speedster for a quarterback.”

The Generals will be led on offense by

sophomore quarterback Tyson Dozhier, having big shoes to fill with the departure of record-setting quarterback Alex Aguilar. Dozhier is only a sophomore, but accord-ing to Pierruci, he has valuable experience already, leading the junior varsity to a great season last year as a freshman. “Tyson has the potential to be one of the greats at quarterback,” said Pierucci. “He might not break Alex’s rushing records, but I re-ally think that Tyson might end up breaking all of our passing records. I could see him throwing for 5,000 yards or more,” added Pierucci.

Shafter has stayed in Division V in the valley playoff structure, with Ken-nedy being moved up to Division IV. The Generals open the season at Mira Monte on Friday August 23. This will be the last season that Shafter will be playing a full season at the current stadium. According to Pierruci, construction will begin on the new multimillion-dollar stadium midway through the 2020-2021 season. Comple-tion is scheduled for December 2021. “We should be playing in our new stadium by the 2022 season,” said Pierucci. “We don’t know for sure where we are going to be playing our home games during the con-struction yet. They are still working out those details.”

Details of Hurlbert’s termination package were disclosed in a separation agreement obtained by The Press Wednesday morn-ing. City Attorney Marco Martinez said that Hurlbert will receive one year’s pay, plus a severance package, amounting to $248,718.

Hurlbert makes approxi-mately $199.032 in base pay. He had signed to a five-year contract just last year, leav-ing four years remaining.

The agreement overrides his contract, and limits any legal action by the city or Hurlbert, For the payment, he gives up normal protec-tions, including for harass-ment and bias, under the law. Such an agreement, or “release,” is not unusual when a separation is negoti-ated.

The vote came in a closed session after a long line of people expressed their displeasure with the possible decision and what they saw as the direction of the city.

Members did not take questions following an-nouncement of the decision.

Before the meeting went into closed session, the pub-lic comment period gave the residents a chance to voice their opinions. Mary Crabb-Sharon, who spoke at the last regular meeting on Aug. 6, spoke this time about the lack of confidence she has in the City Council. “I am very disappointed in what has gone on here. I just pray that you guys end up doing what we elected you to do, and that is to do what is right for the city.”

Larry Starrh opened up the comments with scath-ing remarks that reflected the sentiments of the major-ity of the attendees. Starrh told of a show on HBO that he had watched, “The Game of Thrones,” He said that it is about a group of cities who were vying for power throughout the land. They decided to unite and work together to have peace in their kingdoms. But, there was one leader who used lies and manipulation to gain all of the power. “Through backroom strate-gies and ploys, this leader was wiping out everyone serving, and that she was ruling. This reminds me of what is going on here. It seems all about power and that it is just a big game,” he said.

Woody Colvard voiced concerns he has had for a few months. The former mayor and council member said that he had heard the rumors of what was hap-pening and the reasons be-hind the actions but didn’t want to pre-judge anyone. “But, after attending the last few meetings, and see-ing for myself what is being done and said, I believe that there is truth to the rumors.”

Colvard went on to ask if he could ask what the de-tails of the contract are that Hurlbert has in place and how it will be affected. “If if is truly a resignation, then he shouldn’t get paid any-thing. If there is some sort of buyout or compensation, then we know what hap-pened, and it wasn’t a vol-untary resignation.”

Former Councilmember Eli Espericueta said that Scott is a good person and that it seems that this has been a quick turnaround from a couple of weeks ago. “You said, Manuel [Garcia], that the council had done a great job in fixing the roads and alleys, and that is the city manager and the staff. Now, he is being forced to resign like he hasn’t done his job? I think it is not true. It is your own fault that you three ended up looking like fools by trying to put your names on that memorial. It wasn’t anybody else’s fault. You guys looked like fools and now all of a sudden, this is happening.”

There was a smattering of laughter at one point in the proceedings when a res-ident said that she knew the people on the council and knew that they wanted to do the right thing, particularly when Garcia said, “We are not bad people.”

Councilmember Cesar Lopez remarked on when he repeatedly smirked when addressed by speakers at the dais. At the last City Council meeting, the mayor pro-tem said that there were people in the community who agreed with him, but they didn’t feel comfortable coming to the meetings and would not come to speak.

Resident Susan Walden rebutted that statement in her time to speak. “I am a Hispanic woman, and I have plenty of Hispanic friends and know many more. I am her to tell you that they are not afraid to come here to the meetings -- they just don’t want to get involved. They are not afraid.” She went on to say that she has lived in Shafter since 1976 and doesn’t have the same confidence that she once did in the City Council. “I know that you guys want to do what is right for the city. I just pray that you end up doing what is right.”

Christine Wilson, who retired as city clerk last year, had some of the stron-gest worded remarks of the evening. “I worked for this city for 28 years, and I am ashamed right now for this city and the way it is being ran. Gilbert [Alvarado], I cannot believe that you have been on the council for 10 years and are just now con-cerned about knowing what is in the charter and how the city works.”

It was asked if the people would be able to ask ques-tions or make remarks after

the meeting was reopened, and they were told the coun-cil would decide afterward. When the meeting recon-vened, the announcement of the acceptance was made by City Attorney Martinez and the council members exited without comment.

When contacted, Hurl-bert — who did not attend the meeting -- said that he had no comment, and that there would be a statement at a later date.

A statement was released by the city Wednesday af-ternoon, headlined “Shafter City Council Accepts City Manager’s Resignation”

“At a special city coun-cil meeting held on August 13, 2019, the Shafter City Council and City Manager Scott Hurlbert mutually agreed to end Hurlbert’s employment agreement with the City effective that night. The City Council accepted Mr. Hurlbert’s resignation and approved a separation and release agreement that confirms the terms of his separation from the City. The City Council also named Administrative

Services Director James Zervis as the Acting City Manager.

“Mr. Hurlbert had been with the City since 2005 and became the City Man-ager in March of 2014. The mutual agreement to end the City Manager’s employ-ment relationship with the City now means that the City Council will begin the search for a new City Man-ager. Mayor Gilbert Alvara-do said he will be working on a transition plan to hire a new City Manager with the City Council and the City’s management team at an upcoming City Council meeting.

“Mayor Alvarado also said “The City Council and the residents of Shafter wish to thank Mr. Hurlbert for his years of service to the City. We believe we have a great team in place at the City and employees who will make the transi-tion to a new city manager successful.”

A RESOLUTION OF THE BOARD OF DIRECTORS OFKERN-TULARE WATER DISTRICT ADOPTING THE BUDGET FOR 2020, FIX-ING 2020 WATER TOLLS, FIXING AND LEVYING 2020 STANDBY CHARGES,

AND LEVYING 2020 SPECIAL ASSESSMENTSWHEREAS, on July 11, 2019 the Board adopted its Resolution 2019-05 which, among other things, declared the Board’s intent to (a) adopt the recommended budget for 2020, (b) fix and charge water tolls for water delivered by the District, (c) levy and collect 2020 standby charges upon land in the District’s Service Area, (d) levy a special assessment developed land within the District, and (e) levy a special assessment on the undeveloped land within the District and called a public hearing regarding such matters for August 08, 2019 at which time any person interested could appear and be heard; and WHEREAS, Resolution 2019-05 was published in the Visalia Times Delta and the Shafter Press and a copy thereof was mailed to each holder of title to land within the District as shown by the District’s assessment roll; and WHEREAS, no person has objected with respect to any matter within Resolution 2019-05; and WHEREAS, it is in the best interest of the District and its landowners that the Board now adopt the budget for 2020, fix water tolls for 2020, fix and levy standby charges for 2020, and fix and levy special assessments on developed and undeveloped land within the District.NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of Kern-Tulare Water District as follows:1. Each of the matters set forth above is true and correct and the Board so finds and determines.2. The Board hereby adopts the District budget for 2020 as shown on the attached Exhibit A.3. The Board hereby fixes water tolls for 2020 for water delivered by the District at the rates shown on the attached Exhibit B.4. The Board hereby fixes and levies a standby charge of $125 per acre upon land in the Dis-trict’s Service Area. The standby charges shall be payable in two equal installments, the first of which shall be delinquent if not paid on or before February 1, 2020, and the second of which shall be delinquent if not paid on or before June 1, 2020. A penalty of 10% shall be added to all standby charges that become delinquent and delinquent standby charges shall bear interest at the rate of 1.5% per month.5. The Board hereby levies a special assessment of $27 per acre on developed land within the District and a special assessment of $20 per acre upon the undeveloped land within the District. The special assessments are due September 1, 2019. The special assessment charges shall be payable in two equal installments, the first of which shall be delinquent if not paid on or before February 1, 2020, and the second of which shall be delinquent if not paid on or before June 1, 2020. A penalty of 5% shall be added to all special assessments, or installments thereof, that become delinquent and the District shall immediately begin the tax sale process. Once, the District receives a Certificate of Sale an interest rate of .75% shall be added to the delinquent special assessment for each month, or portion thereof, until the date of redemption or the date upon which the District perfects a Collector’s Deed. All property subject to a Certificate of Sale shall be subsequently assessed as though the Certificate of Sale had not been received. 6. The District shall not deliver any water for use on any land as to which any water toll, standby charge or special assessment is delinquent.7. The Secretary shall transmit a certified copy of this resolution to the Clerk of the Board of Supervisors of the County of Kern.8.
