As respected organizations, members, and leaders within the Oakland community, Chief Jordan wanted toensure your awareness of tomorrow night's planned community meeting, May 23rd
, 6:00 p.m., at Acts FullGospel Church, 1034 66th Ave. This is an open community forum, hosted by the Chief, Mayor Quan, and theCitizens' Police Review Board, where information on the officer-involved shooting ofMr. Alan Blueford willbe shared.
As you well know, for any police organization to be effective, it must have the trust and respect of thecommunity it serves. Chief Jordan, along with the men and women of our Police Department, has madefurthering community relationships and trust a priority. Understanding the importance of this trust, werecognized the potential for community divisiveness following the recent officer-involved shooting,and the corresponding need to be as transparent as possible given the existence of multiple, on-going investigations. This community forum will be an opportunity to share our investigationprocesses, communicate basic facts and circumstances surrounding the case, and field communityquestions and concerns.
An announcement flyer is attached to this message. Neighborhood Service Coordinators are now canvassingwith this information and flyers in neighborhoods nearest to the incident, the 9200 block of Birch Street.

Oakland is the Bay Area city that grabs headlines for officer-involved shootings, but is by no means the onlycity dealing with this kind of trouble
Since May 6, there have been five officer-involved shootings in the Bay Area: two in Oakland, two in Vallejoand one in South San Francisco.
In Oakland, police killed an 18-year-old suspect during a chase May 6 after they said he pulled a weapon. OnWednesday, they shot and injured a man they said pointed a gun at an officer. In Vallejo, officers shot andkilled two people in a three-day period last month. And in South San Francisco, police on Tuesday fatally shot a15-year-old boy they said was armed.
It's an ugly trend, and one that appears to be occurring around the nation.
In Oakland, the issue has been highlighted by Occupy protesters, who recently disrupted a community meetingby police to discuss the May 6 shooting death of Alan Blueford, a senior at Skyline High School set forgraduation.
But for all the complaints and allegations tossed at police officers, there is another important statistic that policeare keenly aware of even if the general public is not.
Police officers have increasingly become the targets of lethal violence. They are symbols of authority, and theyhave a collective bull's-eye on their backs.
In 2011, 70 police officers were killed by suspects, a 25 percent increase from a year ago, said Craig W. Floyd,executive director of the National Law Enforcement Officers Memorial in Washington, D.C. Since 2008, thenumber of officers slain in the United States has soared by 75 percent, Floyd said.
The numbers do not include officers in traffic fatalities and other accidental deaths.
"The cops across America I speak to every day say there is a more brazen, desperate criminal they are dealingwith," Floyd said. "A lot of people who assault police officers are career criminals who've been in jail and don'twant to go back. Oftentimes they don't think twice about assaulting the officer who comes to make the arrest,and we're seeing more and more of it."
Attorney General Eric Holder has developed several proposals aimed at increasing police officer safety.Separately, the U.S. Marshal's Service, which lost seven local law enforcement officers and two federal deputiesto shootings in 2011, has modified its practices and training when serving arrest warrants, Floyd said.

When it comes to officer-involved shootings in the Oakland Police Department, can anyone really expresssurprise given the circumstances - and the history - officers work under?
Oakland police may be the most overworked department in the state.
With only 650 police officers, simply answering calls for service presents a challenge. On a recent Friday nightin April, Oakland police had received 125 calls for service - 17 of them priority - by 6:30 p.m. Two hours later,there were 146 calls waiting for response.
The same can be said for Vallejo, which filed for bankruptcy in 2008 and lost about 20 percent of its 150 swornofficers. The city emerged from bankruptcy last fall and in November narrowly approved Measure B, a 1percent sales tax to generate funds to rehire police officers and firefighters.
There are also the deaths of four Oakland officers killed in a single event in March 2009. Lovelle Mixon, aparolee, shot and killed two motorcycle officers on the street, then took shelter in a nearby apartment buildingand killed two SWAT officers who entered the premises. Mixon was killed as officers stormed the apartment.
The deaths of the Oakland officers made national headlines. The funeral service was nationally televised andserved as a tragic wake-up call that put all Oakland police officers on notice.

The Bluefordfamily had planned to return to the City Council on that date to describe how they have been lied to by cityofficials and OPD, but the meeting was canceled. Instead, the Blueford family will rally in front of City Halland they are calling on their supporters to come downtown, hear their story and fight for Justice 4 AlanBlueford!

As you well know, for any police organization to be effective, itmust have the trust and respect of the community it serves. ChiefJordan, along with the men and women of our Police Department,has made furthering community relationships and trust a priority.Understanding the importance of this trust, we recognized thepotential for community divisiveness following the recent officer-involved shooting, and the corresponding need to be as transparentas possible given the existence of multiple, on-goinginvestigations. This community forum will be an opportunity toshare our investigation processes, communicate basic facts andcircumstances surrounding the case, and field communityquestions and concerns.
An announcement flyer is attached to this message. NeighborhoodService Coordinators are now canvassing with this information andflyers in neighborhoods nearest to the incident, the 9200 block ofBirch Street.
