GRAS (Government Receipt Accounting System) : Platform for collection of various tax and non-tax revenues; citizens can now pay from comfort of homes.

FinAssam : A Government of Assam initiative to ensure faceless, transparent and swift disbursement of funds through IT interventions. Salary disbursement, Ceiling Management, Budget Preparation and execution etc. are automated (“finassam.in”). The FinAssam App is also developed to populate budget-related data which can be consumed by public in a simple form.

Direct Benefit Transfer : Enabled by the ubiquitous presence of mobile and the Jan-Dhan Accounts in the ‘running theme’ of Budget 2020-21. The power to connect the Government directly with the people, by passing layers of administration thereby reducing delays, costs and leakages.

Citizens’ engagement in budgetary processes has been acknowledged

as an important element for

ensuring responsive decision making by the government machinery at all levels. Citizens can get involved in the process by :• Actively participating in the call for

suggestions by the Government prior to budget presentation in the assembly.

• Being informed and aware about the different Government schemes and programmes announced and already running.

• Meaningfully contribute to the process of budget formulation by engaging with different Government bodies from time to time (especially using digital mediums).

• Being vigilant about the implementation process and involve meaningfully in it by giving suggestions to the government.

• Non-technical presentation of annual budget easily comprehensible by a large segment of the population.

• Main purpose is to improve people’s access to budgetary information & promote accountability and transparency.

NEED AND IMPORTANCEOF A CITIZENS BUDGET

Citizens Budget is one of the important mediums to connect people with budgets. It is required for several reasons; some of them include the following :• It summarizes information that is often complex and

fragmented into a single, short document that allows citizens to acquire a general overview of the budget process and the main components of the budget for a given fiscal year.

• It demystifies the policy decisions pertaining to government budgets and helps citizens to participate meaningfully in discussions on budgetary priorities Helps in strengthening the accountability ecosystem between the state and its people.

• Participatory Budgeting : Assam Government’s initiative to improve transparency through public participation in budget-making and its execution. Initiated in Financial year 2018-19, the initiative strives to sensitize citizens about budget and obtain suggestions for an inclusive budget. Suggestions are sought over social media platforms, physical forms and messaging mediums.

• eBudgetApp : An endeavour of the Government to improve citizens’ access to budget related information at a single place.

• Open Budget : Initiative to further enhance accessibility to budget data in a manner that is easy to consume.

• Sectoral Budget : In order to prepare a budget that is inclusive of the less privileged sections of the society, Government publishes Child, Gender and Divyang budgets to highlight interventions that are planned to fuel development of these sectors.

The Government’s initiative has been observed by organisations like Transparency International which placed Assam at the top rank among all states in budget transparency.
