1. CALL TO ORDER/PLEDGE TO FLAG/INTRODUCTIONS Chairman Neil McMullen called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Chairman McMullen asked everyone to introduce themselves. Chairman McMullen announced that since the meeting has a dedicated ending time, just before the 9:00 hour, the Chairman will stop the meeting, seeking a motion to extend the meeting if needed. If any voting member needs to leave at 9:00, they may do so as all information will be captured and reflected in the minutes.
2. APPROVAL OF MINUTES (February 23, 2017) Bob Henion moved to approve the February 23, 2017 minutes. Joe Falanga seconded and the minutes were approved with no corrections.
3. MPO MEETING ACTIONS
Sarah Ward, Forward Pinellas Staff, stated that the Executive Summary of the Board meeting was provided in the agenda packet. Ms. Ward highlighted those items that have not yet come to or through the CAC committee. The Transportation Disadvantaged (TD) Program provides trips to jobs, services and medical appointments to individuals who are disabled, elderly, or low-income. The TD Program comes under Forward Pinellas (FP) and the Pinellas Suncoast Transit Authority (PSTA). FP is the official designated planning agency for the TD Program and PSTA is the transportation coordinator and responsible for trip dispatch. The Local Coordinating Board (LCB) is the FP committee that oversees the TD program. At the last meeting of the LCB, emphasis was placed on the fact that demand for the TD program is up significantly over the past few years, while funding has remained fairly flat and the Board discussed the need for education and awareness-building outreach to the those individuals who are eligible for this program. The Board did approve the Complete Streets Grant Program recommendations for the St. Petersburg construction project and the Clearwater and Pinellas County concept planning projects, totaling $1.1million dollars. This program was successful, therefore another call for Complete Streets projects will repeat in the fall. Forward Pinellas will be holding a Federal Certification Process public hearing on March 29th, at 310 Court Street, in the planning conference room at 5:30 pm. The purpose of the hearing is so the federal government can allow the public to give input on how the transportation planning process functions here in Pinellas County and share any ideas on how it can improve. As part of a new Knowledge Exchange Series, providing technical assistance related to trending land use redevelopment topics, Forward Pinellas staff presented a recent work study on the pros and cons of Pinellas County’s microbreweries. The board authorized distribution of the Model Ordinance for Waterborne Transportation to the governing municipalities. The Board held discussions on a bill that was recently filed with the Florida State Legislature dealing with the possible reorganization of TBARTA. The focus of TBARA would shift to transit planning and the coverage would reduce from eight counties down to four counties. Forward Pinellas instituted a “partners in action” award, with Clearwater receiving the first award for their US19 Zoning District and Development Standards. It was a very effective way of advancing what we would like to see in terms of compact mixed use development in our urban centers, so we wanted to recognize Clearwater for their outstanding work. Please make note that all Forward Pinellas Board meetings are recorded and the recordings are available on the forwardpinellas.org website. Minutes from the meeting will be posted shortly thereafter.
4. FY 2015/16 – FY 2019/20 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) There are no proposed TIP amendments.

4a. WALK-ON: COAST TO COAST RURAL TO URBAN OVERLAY STUDY Avera Wynne, Tampa Bay Regional Planning Council (TBRPC), presented the Coast to Coast Rural to Urban Overlay Study that was conducted in partnership with the East Central Florida Regional Planning Council (ECFRPC) which ultimately created an array of branding colors and styles for the Coast to Coast Florida Trail. The planned Coast to Coast Florida Trail traverses both rural and urban areas across the state from the Atlantic Ocean to the Gulf of Mexico. Various state and regional stakeholders have identified trail gaps associated with the Coast to Coast Florida Trail across nine counties, and SUNTrail funding has been secured to complete the 275-mile trail within five-to-seven years. This study, in conjunction with Florida Greenways and Trails System study and work performed by the Regional Planning Council provided a Brand, Marketing Tool Kit, Implementation Guidebook, Website and Economic Impact Analysis for the Coast to Coast Florida Trail. Questions were taken and appropriately answered.
5. BICYCLE SAFETY PRESENTATION
Brenton Meshner with the Center for Urban Transportation Research (CUTR) gave a presentation to the committee on why it is important to spread the knowledge of pedestrian laws and behavior. WalkWise Florida is a statewide campaign, funded by FDOT, providing information to neighborhoods and communities about the importance of walking and bicycle safety. Questions were taken and appropriately answered.
6. JOE’S CREEK GREENWAY TAIL ALIGNMENT STUDY
Nick Myers with AECOM, shared the preliminary draft study with the committee to determine a preferred alignment for Joe’s Creek Greenway Trail as identified in the Bicycle Pedestrian Master Plan. There were several alignments shown with a goal of connecting Joe’s Creek Greenway Park to the Pinellas Trail and 54th Ave N and 34th Street (U.S. Highway 19). The total cost of the study is $88,000 and is scheduled to be complete by the end of May, 2017. AECOM will return to present the final study at the May CAC meeting. Questions were taken and appropriately answered.
7. CENTRAL AVENUE BUS RAPID TRANSIT Bonnie Epstein with PSTA, shared a power point with the committee regarding updates on the preferred alignment of the Central Avenue Bus Rapid Transit (BRT) project. The Central Avenue BRT will provide expedited, limited stop travel from downtown St. Petersburg to the beaches seven days a week on 1st Ave N (westbound) and 1st Ave S (eastbound) with 11-13 stops in each direction, down 75th Avenue to Gulf Boulevard. The proposed frequency is every 15 minutes and the length of the route is 9-11 miles. PSTA is still in the process of preparing documentation for Federal Transit Authority (FTA) review and public outreach in April and will update the committee at a later date. A request was made by Vice-Chair Karen Mullins for any visual of what a successful BRT looks like; possibly a marketing video from another city. Questions were taken and answered appropriately.
8. DISCUSSIONS FOR TOPICS FOR 2017 Chairman Neil McMullen opened this agenda item giving the floor to Vice-Chair Karen Mullins to share an idea with the committee that will keep the committee within the boundaries of the Sunshine Law. Ms. Mullins has proposed to allow for additional meeting time prior to the start of the normal session, so that additional comments and discussion can be voiced if needed on the CAC topic of discussion. The idea is to meet from 6:00pm–7:00pm for any additional discussion time as the CAC starts to develop policies that may not be resolved during the regular meeting times and this time would be allocated to additional discussions. A suggestion was made to move the allocated time to just a half-hour, 6:30pm–7:00pm as some members may not be able to make the 6:00pm time. It was also discussed that should additional meetings be needed, June and/or July would be open to call a meeting.

Following considerable discussion, and in light of already full April and May agendas and June/July being months they do not meet, the CAC made a motion, entitled the “Cunningham Compromise”: for the committee to meet a half hour (6:30-7:00pm) prior to the regular scheduled meeting for the purpose of creating additional time for 2017 discussion topics. Stephen Lasky motioned and Bob Henion seconded with unanimous approval, to begin in April.

PSTA Planning Manager Heather Sobush spoke to the board about updated plans for the Central Avenue Corridor Bus Rapid Transit project from downtown St. Petersburg to St. Pete Beach and via South Pasadena
o The project will be integrated into the Transportation Improvement Program (TIP) with an amendment by June, and is on-track to submit an application to the Federal Transit Administration for funding by the August deadline
o PSTA will be conducting public outreach in April and May o The project is planned to run primarily on the left side of both First Avenue North
and First Avenue South with designated lanes, allowing riders to get to businesses on Central Avenue without crossing the street
As a result, bike lanes west of 20th Street on either avenue would move to Central Avenue, or parking in the same area would be removed
The project would not have any impacts on sidewalks Drivers would still be able to turn from the designated lanes
o Commissioner Ken Welch asked about previous discussions about if St. Pete Beach would participate in funding the project as the city is not a full member of PSTA
Sobush said that is still being discussed but funding and route alignment will need to be decided by July
The western edge of the project will be 75th Avenue and Gulf Boulevard at a minimum
o PSTA is also looking to expand St. Petersburg downtown circulation services and is working with the Looper to explore possible options
The changes would include expanded hours, more consistent frequency, and streamlining the route to make the service more attractive to residents and tourists
o Plans for a transit center in Clearwater Beach were also discussed Costs will be split with the City of Clearwater
The board took up discussion of the most recent TMA Leadership Group meeting April 7 o The TMA group had discussed SB1672, a bill to revamp TBARTA into the Tampa
Bay Area Regional Transit Authority that is currently making its way through the Florida Legislature
o Specifically, the discussion centered on the makeup of the 13-member board proposed by the bill, which did not include Pasco County Public Transportation or any representation from the Chairs Coordinating Committee (and thus no representation for the MPOs)
o The Forward Pinellas Board approved sending a letter to the Florida Senate requesting that the CCC have representation on the TBARTA board
The board discussed and approved the new Forward Pinellas Strategic Communications Plan
o The plan is a mainly internally-facing document that serves as a blueprint for developing messaging and communicating with a variety of stakeholders, as opposed to the MPO Public Participation Plan, which is externally facing and focuses on how to engage with the public, specifically
o Board members provided additional suggestions for the plan’s final version: Focus on how Forward Pinellas’s work is important to residents, and use
that to increase awareness of who the agency is and what it does Use FDOT funding as a measure of effectiveness Work with PSTA to coordinate messaging on shared priorities, as PSTA
has its own messaging development underway Work to include Forward Pinellas branding/signage on projects the
agency has helped to complete Avera Wynne, planning director of the Tampa Bay Regional Planning Council, gave
updates on the Coast to Coast Trail (a new designation for the trail network between Titusville and St. Petersburg)
o TBRPC undertook an Urban-Rural Overlay Study to maintain the nature of each type of trail while creating a uniform feel for the trail network
o Markings on the trail would let users know what percentage of the trail they have completed
o A branding project for the Coast to Coast Trail resulted in a new logo, color palette, messaging and website (C2CTrail.com)
o Coordination and leadership for the trail network is still being determined, with a public MOU, private-public partnership, informal organization and hybrid options all being considered
Consultant Paul Kurtz from AECOM presented information on the Forward Pinellas Joe’s Creek Greenway Trail Alignment Study
o The project would connect Joe’s Creek Greenway Park to the Pinellas Trail and 54th Ave. N., connect to Lealman Community Redevelopment Area projects, and connect to Kenneth City and St. Petersburg
o The study is being paid for by a Partnerships to Improve Community Health (PICH) grant from the Centers for Disease Control and would provide a non-motorized transportation option in a low-income and high-traffic area
o Board members inquired about and encouraged further public involvement efforts in the project, which is underway and included a public meeting with the Lealman CRA in the past month
The Bicycle Pedestrian Advisory Committee had asked the board to approve sending a letter to the Board of County Commissioners supporting the upcoming vote on the Penny for Pinellas and the use of potential revenues to complete the construction of the Pinellas Trail Loop, maintain existing trails, and construct community trails
o After a lengthy discussion, the board approved sending a letter supporting only the BPAC’s recommendation of completing construction of the Pinellas Trail Loop with Penny funds, due to concerns about appropriate use of the Penny and potential conflict with other non bike-ped Forward Pinellas priorities

SUMMARY
The Pinellas Suncoast Transit Authority’s (PSTA) Transit Riders Advisory Committee (TRAC) is an advisory committee to the PSTA Board of Directors and is comprised of bus-riding members of the public who represent the diversity and geographic distribution of people in Pinellas County. A few TRAC members also serve as members on the CAC and informally report back to TRAC on what the CAC is doing. PSTA staff and the Chair of TRAC are recommending that Forward Pinellas create a formal position on the CAC specifically for a TRAC representative. Forward Pinellas staff met internally, discussed the feasibility and mechanics of the recommendation and decided to run the proposal by the CAC for a recommendation in April and the Forward Pinellas Board in May. Staff concluded that it is possible to have an official TRAC representative on the CAC, provided it would be a position in addition to the existing geographically-based positions. The CAC already has twenty-six CAC members representing the geographical areas of Pinellas County. Should the CAC decide to add a TRAC representative to the CAC, Forward Pinellas staff recommends adding a twenty-seventh position to serve as the official TRAC representative as opposed to converting an existing position into the TRAC representative. This way, the existing geographical representation on the CAC will not be changed. Changing the number of members on the CAC would require a change in the CAC bylaws. Should the CAC decide in favor of adding a TRAC member to the committee, a strike-through/underlined version of the CAC bylaws, as proposed by Forward Pinellas staff, is attached for the CAC’s review and recommendations. Given the possibility of changes to the bylaws, Forward Pinellas staff is also recommending a few minor, additional changes to update the bylaws by clarifying that geographical areas represented by CAC members are not strictly defined so as to enable membership on the CAC to be more inclusive rather than exclusive. This provides some flexibility for staff in attempting to maintain a committee that is truly representative of diverse residents that make up Pinellas County. Staff is also recommending the removal of outdated references in the bylaws and the addition of a number of updated references to Forward Pinellas.

SECTION I: NAME
The name of this Ccommittee shall be the Pinellas Area Transportation Study Citizens
Advisory Committee (CAC)., effective April 13, 1978.
SECTION II: PURPOSE
The Committee shall serve Forward Pinellas, in its role as the Pinellas County Metropolitan
Planning Organization, in an advisory capacity pursuant to Federal Regulations (CRF), Title
23, Chapter 1, Part 450, Subpart A, Section 450.120, which requires the provision of public
involvement within the Urban Transportation Planning Process.
A. The functions and responsibilities of the Committee shall include, but not be
limited to, the following major areas:
1. Information
Relate overall community needs and values, relative to planning goals and
to future land use and transportation patterns.
Establish comprehension and promote credibility for the planning process.
Provide Citizen Committee knowledge of the planning process into local
citizen group discussions and meetings.
Promote better public dissemination of general information through mass
circulation methods.
2. Issue Clarification and Problem Solving
Evaluating and proposing solutions and alternatives on major
transportation proposals and critical transportation issues.
Determining general citizen attitudes and response to planning and
programming issues.
Articulating and interpreting the goals of the PATS program in program
evaluation and information dissemination.
Identification of existing transportation problem areas of general citizen
concern.

SECTION III: MEMBERSHIP, COMPOSITION, APPOINTMENT,
QUALI-FICATIONS, AND TERMS
A. The Citizens Advisory Committee shall be composed of a total of twenty-seven
representatives appointed by the Forward Pinellas Board. Twenty-six (26)
representatives appointed persons shall be from designated areas in the County and
one representative shall be from the Pinellas Suncoast Transit Authority’s (PSTA)
Transit Riders Advisory Committee (TRAC). The number of representatives and
geographical areas represented shall be as follows:

Although the geographical areas represented by CAC members are not strictly tied to
municipal boundaries, consideration shall be given whenever new CAC member
applications are evaluated in order to ensure that geographical representation will be
equitable to the fullest extent possible.
Anyone interested in serving on the CAC must complete an MPO a Forward Pinellas
Advisory Committee Member application (sample application attached) and attend at
least one CAC meeting in order to be considered for appointment. This includes
individuals recommended by MPO Forward Pinellas Board members. Elected

officials are not eligible to serve on the Committee. Local governments may make
recommendations for CAC members serving their area (and PSTA may make
recommendations for its Transit Riders Advisory Committee (TRAC) representative),
but the authority to appoint CAC members is exclusively reserved to the Forward
Pinellas Board. To the extent that term limits for CAC members and TRAC members
differ, terms of the appointment of the TRAC representative on the CAC will be
determined by PSTA or the TRAC.
Considerations in the appointment of CAC members are listed below in order of
priority.
1. Minority representation as reflected in population data for Pinellas County
and the MPO Forward Pinellas Board Title VI Plan.
2. Effect on balance of age and gender of the Committee.
3. Whether the candidate previously served on the Committee. Individuals
without prior experience on the Committee shall be given preference over
those who previously served.
4. For at-large positions, consideration shall be given to how the individual
would affect the balance of geographic representation on the Committee.
The geographical representation of at-large Committee members should be
equitable to the fullest extent possible.
B. A member having three or more consecutive absences or four or more absences during
a twelve-month period shall require reconfirmation by the MPO Forward Pinellas
Board or membership shall be terminated. The reconfirmation process may make
allowance for absences due to a major health-related condition.
The MPO Forward Pinellas shall appoint members of the Committee by affirmative
action of the MPO Forward Pinellas Board with the recommendation made by either
the MPO Board Chairman, a member of the MPO Board, or the MPO Forward
Pinellas Director.
The term of appointment for each member shall be four years in duration unless the
member resigns or until the membership is withdrawn by the MPO Forward Pinellas
Board. Members shall be limited to no more than two terms. An individual having

served two terms may be appointed to another term or terms but must wait at least one
year between appointments.
To initiate the term of office procedure, the MPO Forward Pinellas Board will
establish a staggered set of terms of 1, 2, 3, and 4 years using membership seniority,
with the term of appointment starting January 1, 2005.
Concerning reappointment, that action would take into consideration the member’s
Committee participation, attendance, and the interest of other individuals in that
membership.
SECTION IV: OFFICERS AND DUTIES
A. A Chairman and Vice Chairman of the Committee shall be a citizen member and shall
be elected at the last regularly-scheduled meeting of each calendar year and shall hold
office for one year and until their successors are elected. The Chairman may not serve
more than two terms. The Chairman must have been a Committee member for at least
two years.
B. Any member may nominate a citizen member to be an Officer. All elections shall be
by the majority vote of regular members present.
C. The Chairman shall preside at all meetings and shall be responsible for the agenda
minutes and conduct of all meetings. The Chairman shall be responsible for pertinent
Committee correspondence and information releases. The Chairman shall approve,
with any necessary modifications, the agenda tentatively developed for him by the
County Planning Department Forward Pinellas at least seven (7) days prior to any
scheduled meeting. The Chairman shall also serve as a liaison between the Citizens
Committee and the Metropolitan Planning Organization Forward Pinellas, whenever
the need arises. Subcommittees and their Chairman may be appointed by the
Chairman, with the approval of the Committee.
D. The Vice Chairman shall, during the absence of the Chairman or his inability to serve,
have and exercise all the duties and powers of the Chairman. The Vice Chairman shall
also perform such other duties as may be assigned him by the Chairman.

E. If both the Chairman and Vice Chairman are absent from a meeting, a temporary
Chairman shall be provided by a majority vote of the members present. Any vacancy
in office created by resignation or replacement of the Officer by the appointing Agency
shall be filled by a majority vote of members present at the next regular meeting. The
Officer so elected shall fill the remainder of the unexpired term of the vacant office.
F. If, at any time, the Committee feels that an Officer is not performing his duties in
accordance with Section 4, Subsection C, that Officer may be removed from office by
a two-thirds vote of the members present at a regular meeting, provided that an item
to that effect has been distributed in accordance with Section 4, Subsection C, of these
Bylaws.
SECTION V: MEETINGS
A. The Committee shall meet monthly at a date, time, and place acceptable to a majority
of the membership. The date or time may be changed by a majority vote of the regular
members if ten (10) days notice is given to the members. (If circumstances warrant,
the Chairman may cancel or postpone a regular or special meeting and, if necessary,
set a new date, time, and place for the meeting.)
B. The Chairman may call special meetings whenever deemed necessary.
C. A seven (7) day notice shall be given for regular meetings. Emergency or Special
Meetings may be called with a minimum of three (3) days notice, indicating the reason
for the meeting. The three (3) days notice for Emergency or Special Meetings will be
conducted by telephone. Agendas shall be prepared prior to all meetings. Agendas
should be mailed with meeting notices and minutes of the previous meeting
approximately seven (7) days prior to any regular meeting and three (3) days prior to
any Emergency or Special Meeting. Members may place items on the mail-out agenda
with approval of the Chairman. Any item requiring Committee action may be brought
before the Committee by any member with the Committee’s approval, even though it
is not on the agenda. The Committee shall decide if action is to be taken at that meeting
or at a subsequent meeting.
D. Whenever reports are to be given, copies will be prepared for each member of the
Committee. When possible, said copies should be mailed with meeting notices.

E. Each member shall have an equal vote.
F. A quorum shall consist of one-third of the voting membership and shall be required
for conduct of all official business. A majority of the quorum shall be necessary to
decide an issue before the Committee.
SECTION VI: AMENDMENTS
These Bylaws may be amended by the affirmative vote of a majority of the regular members
of the Committee, provided a copy of the proposed amendment(s) has been sent to every
member approximately seven (7) days before it is voted on. All proposed amendments shall
be voted on at regular meetings.
Citizen’s Advisory Committee – April 27, 2017 6. Proposed Amendment to the Bicycle Pedestrian Master Plan
SUMMARY
In 2013, the Office of Greenways and Trails (OGT), a division of the Florida Department of Environment Protection (FDEP), introduced the 2013-2017 Florida Greenways and Trails System Plan to advance the development of a statewide trail network. The Plan established priorities for funding resources, emphasized the connection of existing facilities and sought to coordinate trail planning efforts with other State initiatives sharing similar goals. A key element of the Florida Greenways and Trails System Plan is the Land Trails Opportunity Map, which identifies existing, planned and conceptual trails of regional importance. The trails are intended to accommodate an assortment of uses including walking, biking, horseback riding, skating, and wildlife viewing. The map reflects the trail planning efforts of cities, counties, transportation planning organizations, and other agencies throughout the State. It does not include all planned trail projects across the State, but rather focuses on trails of State and regional significance that form a connected system. The OGT is in the process of updating the Florida Greenways and Trails System Plan and Opportunity Map and is seeking input regarding the alignment, inclusion and removal of planned trail corridors. Comments and input on the map from local, State, regional planners and other agencies are due to OGT by June 30. A final draft of the updated map and System Plan will be presented to the Florida Greenways and Trails Council in December. Staff is making a recommendation to the State that four trail facilities be added to the Land Trails Opportunity Map. These trails are included on the countywide Bicycle Pedestrian Master Plan (BPMP) with the exception of the Gateway Opportunity Corridor (see attached). This is a conceptual trail alignment that extends from the planned CSX and Joe’s Creek trails in the Lealman area to the Pinellas Trail Loop in the Gateway area. In addition to serving one of the region’s major employment hubs, the corridor would allow for the development of an important east-west connection between existing and planned sections of the Pinellas Trail Loop. Staff is recommending that the BPMP be amended to add the Gateway Opportunity Corridor so that the facility is eligible for inclusion on the Land Trails Opportunity Map. The proposed amendment was approved by the Bicycle Pedestrian Advisory Committee (BPAC) at their March 30th meeting. This amendment will also serve as a modification to the Long Range Transportation Plan (LRTP), as the BPMP is included in the LRTP by reference. Staff will provide an overview of the four trails recommended for inclusion on the Land Trail Opportunity Map and highlight the location of the Gateway Opportunity Corridor proposed to be amended onto the BPMP.

SUMMARY
Forward Pinellas adopts project priority lists on an annual basis for the allocation of federal funding for
projects on the Multimodal Transportation Priority Projects List and Transportation Alternatives (TA)
Program Priority List. The approved priority lists are then utilized by the Florida Department of
Transportation (FDOT) in the development of their Five Year Work Program. A description of these lists
and proposed changes is provided in the discussions that follow. This item will come back to the
committee in May for a final recommendation to the Board.
A. Multimodal Priority List Update
In 2016, Forward Pinellas broke ties with past prioritization efforts and adopted its first multimodal
priority list, including all modes of travel in the list of priorities. With the development of a new
draft Work Program and the completion of some projects, it is necessary to begin the annual
review and update of the multimodal priority list. These priorities, once adopted, will be transmitted
to FDOT for their consideration in the development in the next Work Program. Since the last
update of this list, two projects have been completed and are being removed from the list and four
projects were fully funded for implementation and are being moved from the ‘Unfunded’ section
of the list. Forward Pinellas staff will provide an overview of these changes, as well as
recommendations for additions and adjustments to the list, and seek committee feedback on the
proposals.

B. Transportation Alternatives (TA) Program Priority List Update
The TA Program provides funding for non-road building projects, such as the construction of
bicycle and pedestrian facilities and the implementation of safety programs. The local TA priority
list for Pinellas County is attached and includes information regarding the status of the projects.
The City of Dunedin has withdrawn its Michigan Boulevard and San Christopher Multi Use Trail
projects (Priorities 18 and 20) due to funding, timing and public opposition and the City of St.
Petersburg’s Walter Fuller Park bike path/trail (Priority #3) project has been completed. These
projects, which are struck through, are proposed for removal from the list. Formatting changes to
the list include the renumbering of only unfunded projects to better clarify which projects are next
in line for funding. Forward Pinellas staff will provide an overview of these changes.

SUMMARY
Forward Pinellas working with the City of Clearwater, the Pinellas Suncoast Transit Authority, Pinellas County and the Florida Department of Transportation has a project underway to develop a strategy plan for enhancing mobility within the SR 60 corridor from Clearwater Beach to Tampa International Airport. For the purpose of this study, the SR60 corridor also includes Drew Street to the north and Druid Road to the south. The project was initiated in the fall of 2016 and is scheduled to wrap up in the fall of 2017. This item will include a presentation on tasks completed to date.

9. West Bay Drive Complete Streets Concept Plan
SUMMARY
In 2016, Forward Pinellas began a project to assess the feasibility of a complete streets concept plan for
the West Bay Drive corridor between Clearwater-Largo Road and the Belleair Causeway Bridge. This
portion of roadway is mostly 4 lane divided, experiences speeding and lacks bicycle accommodations,
median refuges for pedestrians and has median designs that are unsafe for multiple modes of travel.
After initial assessment, Forward Pinellas and its consultants held three meetings with local government
staff and interested business interests along the corridor. Those meetings resulted in the development of
two different concept plans for the corridor, including an option that can be implemented at minimal cost
during an upcoming resurfacing project, and one that would require additional resources to implement.
Both options received overwhelming support from the community members and agency representatives
who participated in the workshops, with the higher cost option being the most supported.
During review at their April 17th meeting, the Bicycle Pedestrian Advisory Committee (BPAC)
recommended a third concept, replacing the 10’ landscaped buffer on Concept #2 with 5’ bicycle lanes
on each side of the roadway. During outreach with business leaders and local government stakeholders,
the addition of landscaping was seen as a critical element of this project so as to improve the aesthetics
of the corridor and enhance the ability of the local governments to create a sense of place in the area.
Forward Pinellas staff will provide an overview of the study and the two concept plans that resulted from
it, as well as the BPAC recommendation. Staff is recommending that the committee support the two
original concept plans and recommend their transmittal to Pinellas County for the identification of
appropriate funding and implementation.
