PREAMBLE

FIS CIT Competitions exist to encourage the organisation of international Alpine amateurski racing and above all to give non-alpine athletes the opportunity to measure their abilityagainst an internationally established standard. A further consideration is the cooperationand communication between peoples and countries and the potential for creating bondsand friendships across national borders.

The FIS CIT Sub-Committee for Alpine Citizen Racers decides on Rules and Regulationsfor Alpine Competitions. These rules will be tested and updated at regular intervals.

We distinguish between:

- FIS CIT Competitions

- FIS CIT Competitions within the framework of the "Arnold Lunn World Cup"

- FIS CIT Criterium Mondial, Competitions of which count towards the "Arnold LunnWorld Cup" and which take place every two years.

- FIS CIT Coupe d’Europe, Competitions of which will count towards the "Arnold LunnWorld Cup" and which will alternate every two years with the Criterium Mondial.

- Young FIS Citizen International Cup

All FIS CIT Competitions must be registered with the International Ski Association (FIS)via the National Ski Association.

FIS Statutes, Art. 5.1

The official languages of the FIS are English, French, German and Russian; forinterpretations of the Statutes, Rules and decisions the English text prevails.

For all not FIS CIT specific Rules reference is made to the International CompetitionRules (ICR) of FIS. The FIS CIT Rules are integral part of the ICR.

1. QUALIFICATION OF ALPINE CIT COMPETITORS

1.1 DefinitionIn order to qualify as a citizen racer, the ski racer must:- Carry a licence issued by his/her National Ski Association in compliance

with the Stipulations in Article 203 of the International Competition Rules(ICR).

- Reside permanently at a location which is not a winter sports resort andwhich is not linked to a ski area by uphill transport facility.

FIS CIT racers will immediately loose their status if they take part in thefollowing races during any one season: Olympic Winter Games, World Cup,Ski World Championships, Junior Ski World Championships, Europa Cup,NorAm Cup.

If they take part in a Europa Cup outside their own country they can regaintheir status at the start of the next competitive season.

As an exception FIS CIT racesrs will not lose their status if they take part inone or more Europa Cup races within their own country.

All contentious matters with respect to the qualification of an Alpine citizenracer, which may arise during a competition, will be investigated by the"Arnold Lunn World Cup" Working Group of the FIS Sub-Committee forAlpine Citizen Racers.

2. ORGANISATION OF ALPINE FIS CIT COMPETITIONS

2.1 OrganisationAccording to Article 211, 212 and 600 of the ICR.

2.2 Invitation / ProgramInvitations to international ski competitions must be sent by e-mail, fax and/orpost to those National Associations who have citizen competitors, and tomembers of the FIS Sub-Committee for Alpine Citizen Racers at least 30days before the event.

2.3 EntriesEntries must be made according to article 215 of the ICR.

2.4 Quotas (Organising Countries)ICR Article 618 (new numbering / see Precisions and Instructions) and Rulesfor Alpine FIS points, Article 9.1.5.

2.4.1 Basic Quota:For countries which organise citizen Competitions:- 70 competitors for SL and GS- 90 competitors SG and DH

2.4.2 FIS CIT Special Quota:For countries which organise FIS CIT Competitions:- 15 competitors when authorised by the ‘"Arnold Lunn World Cup" Working

Group’.- 8 Competitors for all other countries

2.4.3 FIS CIT Additional Quota:For countries which host another country’s race organisation:- 5 Competitors

2.4.4 CompetitorsWithin the FIS CIT Special Quota every nation has the right to enter 8 JuniorRacers to each Competition. If they do not qualify as FIS CIT racers theirentry must be marked as "NON CIT".

2.5 Team Captains meetingMust be conducted in accordance with article 216 of the ICR. The first day’steam captains’ meeting must not take place before 20.30 hours.

2.6 DrawSpecial attention should be paid to Article 217.3:‘If a competitor is not represented at the draw by a team captain or a trainer,he will only be drawn if it is confirmed by telephone, telegram, email ortelefax by the start of the meeting that the competitor who is entered willparticipate’.

2.7 Technical Delegate (TD) and FIS CIT CoordinatorAccording to article 602 of the ICR and Rules for the FIS CIT Coordinator.



2.8 Entry feesEntry fees are fixed by the FIS Sub-Committee for Alpine Citizen Racers andwill be raised by the Organisers.

The organizers will provide free lift passes for all competitors, Jury Membersand the FIS CIT Co-ordinator. In addition one lift pass is provided for eachtrainer of a group of minimum 5 competitors.

2.9 CalendarOrganisers wishing to run FIS CIT Competitions must send proposals to theperson responsible for the "Arnold Lunn World Cup" before the end ofJanuary each year.

- A country which has organised an event on a particular date one year willhave priority on that date in following years. (FIS CIT FIX Calendar)

- The calendar will be revised each year at the FIS CIT CalendarConference and will be finalised by the FIS CIT Sub-Committee for AlpineRacers.

2.10 ResultsThe complete and official results of a competition must be sent by e-mail bythe organisers immediately after the last event to the FIS office:[email protected].

2.11 National Citizen Race OrganisersThe person representing the Sub-Committee for Citizen Racers from theorganising country must ensure that all the above rules are carried out.

2.12 Exceptional RulesThe ‘Arnold Lunn World Cup Working Group’ preserves the right to alter theRules.



3. THE ORGANISATION OF FIS CIT ARNOLD LUNN WORLD CUP

3.1 OrganisationThe organisers of FIS CIT events and the FIS CIT "Arnold Lunn World Cup"are as follows:- the FIS CIT Sub-Committee for Alpine Citizen Racers- the National Ski Association of the organising country- the local organiser (club or association).

3.2 RulesThe competitions are governed by the FIS International Competition Rules(ICR), the FIS CIT qualifying Rules as well as by the the "Arnold Lunn WorldCup" FIS CIT Rules.

3.3 Calendar"Arnold Lunn World Cup" events are run from the beginning of the season inDecember and end with the final on the third week-end of March. Allcompetitions must take place during week-ends.

It is inadmissible to run two "Arnold Lunn World Cup"s on the same day,irrespective of discipline or Nation.

3.4 Number of Competitions

3.4.1 Technical events (GS/SL):Each organising country may run a maximum of 4 competitions; two differentevents at the same venue. Competitions run can be 4 x Slalom or 4 x GiantSlalom or 2 x Slalom and 2 x Giant Slalom, for both men and women.

3.4.2 Speed Disciplines (DH/SG):In addition each country may organize two (2) speed events; two (2)Downhill’s or two (2) Super-G’s or one (1) Downhill and one (1) Super-Geach, for men and women.

3.4.2.1 A minimum of 4 Downhill and 4 Super-G Competitions must be run duringany one season.If the number of events planned is not reached, every country has the right torun further competitions.

3.4.3 Further CompetitionsFurther available Competitions to run are the Finals of the FIS CIT "ArnoldLunn World Cup", the competitions which count towards the FIS CIT"Criterium Mondial", and FIS CIT "Coupe d’Europe".

3.5 QuotasSee Rules for the Organisation of FIS CIT Alpine Competitions, Article 2.4.

3.6 Calculation of points for the FIS CIT ‘ARNOLD LUNN WORLD CUP’

3.6.1 ClassificationFor the calculation of points to count towards the FIS CIT ‘Arnold Lunn WorldCup’ the 10 best placed from each country in any one race will be taken intoconsideration (see Article 3.11).



3.6.2 Individual classification

Slalom / Giant Slalom:the five (5) best results will count.

Downhill / Super-G:the three (3) best results will count.

The event classifications are only considered if a minimum of 3 competitionscount. No Trophy will be awarded if less than 3 competitions are considered.

3.6.3 Overall classification:All results from the individual classification: SL / GS / DH / SG will count.

3.6.4 In case of a tie: If there is a tie following the finals, the winner will be the one with the most 1st

places. If there is still a tie, the number of 2nd, 3rd, 4th and 5th rankings in theofficial results lists will be used to determine the winner.

3.6.5 Nations CupAll results from each race will count.

3.6.6 FinalsPoints awarded for the finals are doubled and count towards the individualclassification as well as towards the Nations’ Cup.

3.7 Cancellations / Postponements / Moves / Discipline changes

3.7.1 These must in principle be communicated immediately, via telephone, to thenational representative on the FIS CIT Sub-Committee (ICR Article 214.3).

3.7.2 A postponement or cancellation must be notified to the nations invited atleast 2 days before the first Team Captains’ Meeting.

3.7.3 Every re-scheduled race must be the same as the one it is replacing. Onenation cannot replace another nation.

3.8 Publicity and SponsorsThe brand name FIS CIT ‘Arnold Lunn World Cup’ must appear on alldocuments (invitations, posters, start and result lists, press releases etc.).

3.9 FinalsThe Finals must take place during the last third weekend of March of thecurrent season (Fix Calendar). The Finals, a Giant Slalom, will take place onthe first day of the week-end. If the Finals cannot take place on the agreeddate, a postponement is not possible. If this cannot be guaranteed the“Arnold Lunn World Cup” Working Group can assign the event to anothernation or another resort.

Accommodation and organisation must conform to the rule (3.12)

The organizers of the "Arnold Lunn World Cup" Finals are required to invitethe chairman of the FIS CIT Committee, the person i/c "Arnold Lunn WorldCup" and the official i/c of calculating points, for 2 nights accommodation andmeals.



3.10 Prize GivingThe prize giving must take place in a suitable location. The results of the"Arnold Lunn World Cup" must be published on the day of the final race. Thefirst 3 placed must be present at the Prize giving together with nationalrepresentatives. Failure to turn up to prize-giving will result in the cups notbeing awarded. If winners cannot be present the national representativesmust present a written apology.

3.10.1 Provision of Prizes:

Individual results for each discipline:1st place: FIS Trophy.2nd and 3rd place: Trophy or local memento

Individual Overall Result:1st place: FIS Trophy2nd and 3rd place: Trophy or local memento

Nations Result:1st, 2nd, 3rd place: FIS Trophy for each Nation

The organising country is responsible for the prizes for individual andcombined 2nd and 3rd places. The "Arnold Lunn World Cup" WorkingGroup suggests a souvenir from the host country.

3.11 Arnold Lunn World Cup Calculations

3.11.1 The person i/c ranking of the "Arnold Lunn World Cup" will calculate thepoints in accordance to the official result list.

3.11.2 ClassificationAt each Slalom, Giant Slalom, Super-G, Downhill and Combined eventdesignated as qualifying for the "Arnold Lunn World Cup", the followingpoints are allotted:

3.11.3 When two racers or more share a top 20 place each racer will be allocatedthe appropriate number of points assigned for their place on the results list.Racers who follow on receive the number of points assigned to their officialplaces.

3.12 Race office and accommodationThe organisers are responsible for arranging accommodation for the athletesin the race resort or, in any event, close to the race venue. The Race Officemust be close to the resort.

3.13 Press and public relationsThe event organisers are responsible for communication with the localmedia, informing Press, Radio, TV and Internet about the events.

3.14 Exceptions to the RulesSee Rules for the Organisation of Alpine FIS CIT Competitions Article 2.12.



4. RULES FOR THE FIS CIT WORLD CRITERIUM(Criterium Mondiale)

4.1 DefinitionThe FIS CIT World Criterium is organised every second year and the eventscount towards the "Arnold Lunn World Cup".

4.2 OrganizersThe organisers of FIS CIT World Criterium are as follows:• The FIS CIT Sub-Committee for Alpine Citizen Racers (Working Group

Criterium Mondial)• The National Ski Association of the organising country• The local organiser (club or association)

The FIS CIT Sub-Committee appoints a country which has officiallypresented its candidature as organiser of the FIS CIT World Criterium andwhich fulfils the conditions.

4.3 RulesSee Rules FIS CIT "Arnold Lunn World Cup" Article 3.2.

4.4 Invitations, Program, Start and Result Lists See Rules for the Organisation of FIS CIT Competitions. Article 2.2.

4.5 Length of the EventAll events (technical and speed) must take place within the period of oneweek (fixed dates).

4.6 Program and Number of EventsThe FIS CIT World Criterium consists of 4 Competitions; 4 each for men andwomen (Slalom, Giant Slalom, Super-G and Downhill). Combined: Downhill and Slalom optional. The Competitions must be runwithin the one and same event.

4.7 QuotasSee Rules for the Organisation of Alpine FIS CIT Competitions, Article 2.4.Additional right to start: previous year’s FIS CIT World Criterium title holder.

4.8 ClassificationThe individual race results count towards the FIS CIT "Arnold Lunn WorldCup". The combined results will not count towards the individual results, butrather towards the Nations Cup.

4.10 Medals and Prizes

4.10.1 Gold, Silver and Bronze medals will be awarded to the three top places. The



person i/c of the FIS CIT "Arnold Lunn World Cup" furnishes the organiserswith the medals for which they must pay.

4.10.2 The organising country must furnish additional prizes in connection with themedals.

5. RULES FOR FIS CIT EUROPEAN CUP TROPHY

5.1 DefinitionThe FIS CIT Coupe d’Europe will be held every two years, alternating withthe FIS CIT Criterium Mondial. The Competitions count towards the FIS CIT"Arnold Lunn World Cup".

5.2 OrganisationThe organisers of a FIS CIT Coupe d’Euope are:- The FIS CIT Sub-Committee for Alpine Citizen Racers (Groupe de travail

Coupe d’Europe).- The National Ski Association of the organising country.- The local organisers

The FIS CIT Sub-Committee for Alpine Citizen Racers appoints a countrywhich has submitted its candidature and which fulfils the criteria for therunning of such an event.

5.9.1 The organisers are obliged to accommodate the FIS CIT Chairman and theperson i/c of the FIS CIT "Arnold Lunn World Cup" of the Sub-Committee forAlpine Citizen Racers during the 2 days of the running of the FIS CIT Couped’Europe.

5.10 Prize Giving

5.10.1 The organisers are obliged to furnish the winners with appropriate prizes.



5.10.2 The winner of the Combined event will be presented with the "EUROPA CUPTROPHY"The organisers are obliged to furnish prizes for 2nd and 3rd places.

6. RULES FOR THE YOUNG FIS CITIZEN INTERNATIONAL CUP

6.1 DefinitionThe Young FIS Citizen International Cup will be run annually and is subjectto the relevant FIS CIT Rules and the ICR 607.3 Children 1 and Children 2;and ICR Article 608 (new numbering)

6.2 OrganisationThe Organisers of the Young FIS Citizen International Cup are:- The FIS CIT Sub-Committee for Alpine Citizen Racers (Groupe de travail

Young FIS Citizens).- The National Ski Association of the organising country.- The local organisers- The National Ski Association of the organising country the local

organisers.

The FIS CIT Sub-Committee for Alpine Citizen Racers appoints a countrywho has submitted its candidature and which fulfils the criteria for therunning of the race.

6.3 RulesThe competitions will be run according to the ICR and the FIS CIT Rules ofAlpine FIS CIT Competitions.

6.4 Invitation Program / announcements to International ski competitions must be sent tothose National Ski Associations who have citizen racers, per email, fax or bypost, at least 30 days before the event in question and further to themembers of the FIS CIT Sub-Committee for Alpine Citizen Racers.

6.5 Event Time ScaleDuring the month of April (with the exception of Easter)

6.6 Number of EventsThe Young FIS Citizen International Cup will consist of 2 Competitions;Giant-Slalom and Slalom according to the ICR.Further, a speed race may be run.

6.7 Technical Delegate (TD ) and FIS CIT Coordinator(ICR Article 602 regarding TDs and FIS CIT Coordinator duties).

6.8 QuotasTwo boys and two girls from each age group (year); a maximum of 16children per country.

6.9 Entry FeesThe entry fee will be decided upon by the FIS CIT Sub-Committee for AlpineCitizen Racers and collected by the organisers.

The organisers are obliged to furnish every child from a visiting country, themembers of the Jury and the FIS CIT Coordinator with free lift-passes. Inaddition trainers will receive one free lift pass for every 5 competitors.

6.10 DrawThe draw will be conducted according to the rules for Children 1 andChildren 2.

6.11 Classification

6.11.1 Individual Classification Children 1 and Children 2, boys and girls

6.11.2 The Nations’ Classification will be based on the individual classification.

Ranks 1 to 6 of each of Children I and Children II (boys and girls) will count(points according to the World Cup).

6.12 Prize GivingThe three top-placed individuals in each category and (three) top countrieswill receive prizes.

7. JOB DESCRIPTION FIS CIT COORDINATOR

In principle:

A representative – coordinator – of the FIS CIT Sub-Committee for AlpineCitizen Racers, must be present at all FIS CIT "Arnold Lunn World Cup"Competitions. This coordinator will support the FIS TD. His name must bepublished.(Decision FIS Congress Vilamoura 2006)

The Following tasks underpin the Coordinators duties and must be fulfilled:

- Presence at every Team Captains’ Meeting- Support and advice to the FIS TD for the smooth running of the FIS CIT

race- Control of entry, and especially adherence to quotas.- Execution and Support during the draw- Control of and strict adherence to individual rules.- Support during the Prize Giving- Composition of a report according to FIS CIT forms and swift

communication to the FIS CIT Chairman, as well as the person i/c of theFIS CIT "Arnold Lunn World Cup" of the Sub-Committee for AlpineCitizen Racers

VORWORT

Die FIS CIT Skiwettkämpfe dienen der Förderung des internationalen alpinenAmateurskirennsportes und sollen vor allem auch Sportler aus Alpen fernen Ländern dieMöglichkeit zu einem ständigen Leistungsvergleich auf internationaler Ebene bieten.Neben den sportlichen Leistungen sollten auch Völker verbindende Aspekte imVordergrund stehen. Es können Freundschaften über Grenzen hinweg entstehen.

Das FIS-CIT Subcommittee for Alpine Citizen Racers erstellte ein Regelwerk für diealpinen Skiwettkämpfe. Dieses wird in regelmäßigen Abständen überprüft und aktualisiert.

Zu unterscheiden sind:

- FIS CIT Rennen

- FIS CIT Rennen innerhalb des FIS-CIT “Arnold Lunn World-Cup“

- FIS CIT “Critérium Mondial“, dessen Rennen zum FIS CIT “Arnold Lunn World-Cup“zählen und im 2-jährigen Rhythmus stattfindet.

- FIS CIT “Coupe d’ Europe“, dessen Rennen zum FIS-CIT “Arnold Lunn World-Cup“zählen und ebenfalls im 2-jährigen Rhythmus im Wechsel zum FIS-CIT “CritériumMondial“ stattfindet.

- “Young FIS Citizen International Cup“.

Sämtliche FIS-CIT Wettkämpfe sind durch die nationalen Skiverbände demInternationalen Skiverband zu melden.

FIS Statuten, Art. 5.1

Die offiziellen Sprachen der FIS sind Englisch, Französisch, Deutsch und Russisch; für dieAuslegung der Statuten, Reglemente und Beschlüsse ist der englische Wortlautmassgebend.



REGLEMENT FÜR FIS CIT WETTKÄMPFE

Für alle nicht FIS CIT spezifischen Reglemente wird auf die InternationaleWettkampfordnung (IWO) verwiesen. Die FIS CIT Reglemente sind Teil der IWO.

1. QUALIFIKATION ALPINER FIS CIT WETTKÄMPFER

1.1 DefinitionUm sich als FIS CIT Wettkämpfer zu qualifizieren, sind folgende Kriterien zuerfüllen:- Eine Genehmigung besitzend, die von ihrem/seinem nationalen Verband,

in Übereinstimmung mit den Auflagen in Artikel 203 der InternationalenWettkampfordnung (IWO), ausgegeben wurde.

- In einem Ort wohnen, der kein Wintersportort ist und der nicht mit einemSkigebiet durch eine Seilbahn verbunden ist.

Die FIS-CIIT Wettkämpfer verlieren sofort ihren Status wenn sie in einerWettkampfsaison an folgenden Wettkämpfen teilnehmen:Olympische Winterspiele, Ski-Weltcup, Ski-Weltmeisterschaften, JuniorenSki-Weltmeisterschaften, Europa-Cup, NorAm-Cup.

Wenn sie an einem Europa-Cup Rennen ausserhalb ihres Landesteilnehmen, können sie ihren Status am Anfang der darauf folgendenWettkampfsaison wieder erlangen.

Als Ausnahme werden FIS-CIT Wettkämpfer ihren Status als FIS-CITWettkämpfer nicht verlieren, wenn sie an einem oder mehreren Europa-CupBewerben in ihrem eigenen Land teilnehmen.

Alle strittigen Angelegenheiten in Bezug auf die Qualifikation eines alpinenFIS CIT Wettkämpfers - die auch während eines Wettkampfes entstehenkönnen - werden von der "Arbeitsgruppe Arnold Lunn Weltcup" des FIS Sub-Komitees für alpine Städtewettkämpfer behandelt.

2. ORGANISATION ALPINER FIS CIT WETTKÄMPFE

2.1 OrganisationGemäß Artikel 211, 212 und 600 der IWO.

2.2 Ausschreibung / ProgrammAusschreibungen / Programme für internationale Wettkämpfe muss per E-Mail, Fax oder Post - mindestens 30 Tage vor der Veranstaltung an dieNationalen Skiverbände gesandt werden, die FIS CIT Wettkämpfer haben,sowie den Mitgliedern des FIS CIT Sub-Komitees.

2.3 AnmeldungenAnmeldungen müssen Gemäß Art. 215 der IWO vorgenommen werden.

2.4 Quoten (organisierende Nation)IWO Art. 618 (neue Nummerierung / siehe Präzisierungen und Weisungen)sowie die Reglement für alpine FIS Punkte, Art. 9.1.5 sind gültig.

2.4.1 Grundquote:Für die organisierende Nation:- 70 Wettkämpfer für SL und GS- 90 Wettkämpfer für SG und DH

2.4.2 FIS CIT Sonderquoten:Für Nationen die FIS CIT Wettkämpfe durchführen:- 15 Wettkämpfer, nach Bestätigung der Arbeitsgruppe "Arnold Lunn

Weltcup"- 8 Wettkämpfer für alle anderen Nationen

2.4.3 FIS CIT Zusatzquote:Für Nationen, die Gastgeber eines Wettkampfes einer anderenorganisierenden Nation sind:- 5 Wettkämpfer

2.4.4 WettkämpferInnerhalb der FIS CIT Sonderquoten kann jede Nation 8 JuniorenWettkämpfer zu den Wettbewerben anmelden. Diese müssen als "Nicht CIT"deklariert werden, wenn sie nicht den Regeln "Qualifikation Alpiner FIS CITWettkämpfer entsprechen.

2.5 MannschaftsführersitzungDie Mannschaftsführersitzung darf am 1. Tag nicht vor 20:30 Uhr stattfinden.

2.6 AuslosungEs wird besonders auf Art. 217.3 der IWO verwiesen:‘Wenn ein Wettkämpfer bei der Mannschaftsführersitzung nicht durch einenTrainer oder Mannschaftsführer vertreten ist, muss die Teilnahme, umausgelost zu werden, bis zum Beginn der Sitzung durch Telefon,Telegramm, E-Mail oder Telefax dem Organisator bestätigt werden.



2.7 Technische Delegierte und FIS CIT KoordinatorGemäß Art. 602 der IWO und Reglement für den FIS CIT Koordinator.

2.8 NenngelderDie Anmeldegebühren sind vom FIS CIT Sub-Komitee festgelegt undwerden von den jeweiligen Organisatoren der Veranstalter erhoben.

Die Organisatoren stellen für alle Rennfahrer der anderen Nationen, denJurymitgliedern und dem FIS CIT Koordinator einen kostenlosen Liftpass zurVerfügung. Zusätzlich erhalten die Trainer der Nationen für jeweils 5 an denStart gehende Wettkämpfer ebenfalls einen kostenfreien Liftpass.

2.9 KalenderVeranstalter, welche FIS CIT Rennen veranstalten wollen, müssen dieTerminvorschläge dem Verantwortlichen des FIS CIT "Arnold Lunn Weltcup"per Ende Januar jeden Jahres unterbreiten.

- Ein Land, welches ein FIS CIT Rennen an einem besonderen Datum imJahr veranstaltet hat, erhält in den Folgejahren für dieses Datum Vorrang(FIS CIT Fixe Termine).

- Der Kalender wird jedes Jahr an der FIS CIT Kalendersitzung bearbeitetund durch das FIS CIT Sub-Komitee verabschiedet.

2.10 ErgebnisseDie vollständigen offiziellen Ergebnisse eines Wettkampfes müssen per E-Mail durch die Organisatoren unmittelbar nach dem letzten Wettbewerb perE-Mail an das FIS Büro übermittelt werden: [email protected].

2.11 Nationale Veranstalter von FIS CIT WettkämpfenDer Verantwortliche des FIS CIT Sub-Komitees des veranstaltenden Landesmuss sicherstellen, dass alle oben stehenden Reglemente eingehaltenwerden.

2.12 AusnahmeregelungenDie Arbeitsgruppe ‘Arnold Lunn Weltcup’ kann die Bestimmungen verändern.



3. DIE ORGANISATION DES FIS CIT ARNOLD LUNN WELTCUP

3.1 OrganisationVeranstalter der FIS CIT Wettkämpfe um den FIS CIT "Arnold LunnWeltcup" sind:− das FIS CIT Sub-Komitee für Alpine Städtewettkämpfer− der Nationale Skiverband des organisierenden Landes− der lokale Organisator (Verein oder Klub)

3.2 ReglementeDie Wettkämpfe werden nach den Bestimmungen der IWO, den Regeln fürdie Qualifikation alpiner FIS CIT Wettkämpfer, sowie dem Reglement für denFIS CIT Arnold Lunn Weltcup durchgeführt.

3.3 KalenderDie FIS CIT "Arnold Lunn Weltcup" Rennserie startet im Dezember undschließt mit dem Finale am dritten Märzwochenende ab. Die Rennenmüssen an Wochenenden stattfinden.

Es ist nicht statthaft, dass an gleichen Tagen zwei FIS CIT "Arnold LunnWeltcup" Bewerbe, unabhängig der Disziplin und unterschiedlichen Nationendurchgeführt werden.

3.4 Anzahl Wettkämpfe

3.4.1 Technische Bewerbe (GS/SL):Jede Nation darf höchstens 4 Wettkämpfe an 2 Veranstaltungendurchführen, die jeweils an einem Ort stattfinden. Es ist möglich 4 SL oder 4GS oder 2 SL und 2 GS, jeweils für Damen und Herren durchzuführen.

3.4.2 Speed Bewerbe (DH/SG):Zusätzlich zu den technischen Bewerben kann jede Nation 2 SpeedBewerbe durchführen, daher entweder 2 DH oder 2 SG, oder 1 DH und 1SG, jeweils für Damen und Herren.

3.4.2.1 Pro Saison sind mindestens 4 DH und 4 SG Rennen zu organisieren. Wenndie gesamte Anzahl der Rennen nicht erreicht wird, hat jede Nation dasRecht weitere Rennen durchzuführen, damit die Mindestanzahl erreicht wird.

3.4.3 Zusätzliche Wettkämpfe:Zusätzliche Wettkämpfe für die Nationen sind das Finalrennen FIS CIT"Arnold Lunn Weltcup", die Rennen zum FIS CIT "Criterium Mondial" undjene des FIS CIT "Europa Cup".

3.5 QuotenSiehe Reglement für die Organisation von FIS CIT Alpinen Wettkämpfen,Art. 2.4.

3.6 Wertung für den FIS CIT "Arnold Lunn Weltcup"

3.6.1 PunktewertungFür die Punktewertung des FIS CIT "Arnold Lunn Weltcup" werden nur die



10 Erstplatzierten jeder Nation Gemäß der Ergebnisliste der jeweiligenWettkämpfe gewertet (siehe Art. 3.11).

3.6.2 Einzelwertung

Slalom / Riesentorlauf:Die fünf (5) besten Resultate werden gewertet.

Abfahrt / Super-G:Die drei (3) besten Resultate werden gewertet.

Die jeweiligen Bewerbswertungen zählen erst bei der Anerkennung vonmindesten 3 Wettkämpfen. Werden weniger als 3 Wettkämpfe gewertet, sowird kein Pokal vergeben.

3.6.3 GesamtwertungAlle Resultate der jeweiligen Einzelwertungen SL / GS / DH / SG werdenberücksichtigt.

3.6.4 Punktegleichstand Wenn Wettkämpfer beim Finale einen Punktegleichstand aufweisen, wirdder Gewinner derjenige sein, der die meisten ersten Plätze hat. Wenn dieWettkämpfer immer noch Punktegleich sind, werden die Anzahl der zweiten,dritten, vierten und fünften Plätze in den offiziellen Ergebnissenherangezogen um den Gewinner zu ermitteln.

3.6.5 Nationen CupAlle Ergebnisse von allen Wettkämpfen werden gewertet.

3.6.6 FinaleAlle Punkte die im Finalwettkampf erreicht werden, werden verdoppelt undzählen zu den Einzelwertungen sowie zum Nationen Cup.

3.7 Absagen / Verschiebungen / Verlegungen

3.7.1 Tritt eine der oben genannten Situationen ein, ist der Verantwortliche desFIS CIT "Arnold Lunn Weltcup" unverzüglich per Telefon durch denVerantwortlichen der durchführenden Nation (Mitglied des FIS CIT Sub-Komitees) zu informieren (IWO Art. 214.3).

3.7.2 Eine Verschiebung oder Absage muss den Nationen mindestens 2 Tage vorder 1. Mannschaftsführersitzung der Wettkämpfe mitgeteilt werden.

3.7.3 Jedes Ersatzrennen muss im ursprünglich vorgesehenen Bewerbdurchgeführt werden. Eine organisierende Nation darf nicht ersetzt werden.

3.8 Werbung und SponsorenDer Markenname FIS CIT "Arnold Lunn Weltcup" muss unbedingt auf allenDokumenten (Einladungen, Poster, Start- und Ergebnislisten,Pressemitteilungen, etc.) erscheinen.

3.9 FinaleDas Finale muss am 3. Wochenende im Monat März der laufenden Saisonstattfinden (Fixtermin). Das Finalrennen (Riesentorlauf) findet am ersten Tagdieses Wochenendes statt. Wenn das Finale am vereinbarten Datum nichtstattfinden kann, ist eine Verschiebung nicht möglich. Ist dies bei einer



Nation nicht gewährleistet, kann die Working Group „Arnold Lunn World-Cup“ die Finalveranstaltung an eine andere Nation oder an einen anderenOrt vergeben. Die Unterbringung und die Organisation muss nach Reglement (3.12)erfolgen.

Die Organisatoren der Finalveranstaltung des FIS CIT "Arnold LunnWeltcup" sind angehalten, sowohl den FIS CIT Vorsitzenden, denVerantwortlichen des FIS CIT "Arnold Lunn Weltcup", sowie denVerantwortlichen für die Wertung "Arnold Lunn Weltcup" des Sub-Komiteesfür alpine Städtewettkämpfer einzuladen und für deren Unterkunftskosten für2 Nächte sowie Verpflegung aufzukommen.

3.10 PreisverteilungDie Preisverteilung muss in einer angemessenen Lokalität stattfinden. DieErgebnisse des FIS CIT "Arnold Lunn Weltcup" werden am Tag des letztenBewerbes veröffentlicht. Die 3 Erstplatzierten müssen, ebenso wie dienationalen Vertreter bei der Preisverteilung anwesend sein, andernfallswerden die Preise nicht übergeben. Falls Gewinner nicht anwesend seinkönnen, müssen deren nationalen Vertreter dem Verantwortlichen FIS CIT"Arnold Lunn Weltcup" eine schriftliche Entschuldigung abgeben.

3.10.1 Preise

Einzelergebnisse für jeden Bewerb:1. Rang: FIS Trophäe2. und 3. Rang: Trophäe oder landestypisches Geschenk

Gesamtwertung:1. Rang: FIS Trophäe2. und 3. Rang: Trophäe oder landestypisches Geschenk

Die organisierende Nation ist für die Preise der 2. und 3. Ränge derEinzelwertungen sowie in der Gesamtwertung verantwortlich. DieArbeitsgruppe des "Arnold Lunn Weltcup" empfiehlt ein typisches Geschenkder Gastgebernation.

3.11 Arnold Lunn Weltcup Wertung

3.11.1 Der Verantwortliche für die Wertung des "Arnold Lunn Weltcup" berechnetdie Punktewertung gemäß den offiziellen Wettkampfergebnissen.

3.11.2 KlassementBei jedem Bewerb in Slalom, Riesentorlauf, Super-G, Abfahrt undKombination die im Kalender für den FIS CIT "Arnold Lunn Weltcup"aufgeführt sind, werden die Punkte wie folgt vergeben:

3.11.3 Wenn mehrere Wettkämpfer der Top 20 den gleichen Rang erzielen,erhalten sie die Punkte die dem erreichten Rang entsprechen. Dienachfolgend platzierten Wettkämpfer erhalten die ihrem Rangentsprechenden Punkte.

3.12 Wettkampfsekretariat und UnterkunftDie Organisatoren sind verpflichtet für die Unterbringung der Wettkämpferam Wettkampfort oder in unmittelbarer Nähe zu sorgen. DasWettkampfsekretariat (Rennbüro) muss ebenfalls in unmittelbarer Näheliegen.

3.13 Presse und ÖffentlichkeitsarbeitDer Verantwortliche Organisator der den Wettkampf veranstaltet, muss mitden lokalen Medien zusammenarbeiten und die Presse, Radio, Fernsehenund das Internet über die Wettkämpfe informieren.

4. REGLEMENT FÜR DAS FIS CIT WELTKRITERIUM(Criterium Mondial)

4.1 DefinitionDas FIS CIT "Weltkriterium" wird alle zwei Jahre organisiert und dieWettkämpfe zählen zum FIS CIT "Arnold Lunn Weltcup".

4.2 OrganisatorenDie Veranstalter des FIS CIT "Weltkriterium" sind:• Das FIS CIT Sub-Komitee für Alpine Städtewettkämpfer (Arbeitsgruppe

des Criterium Mondial)• Die Nationalen Skiverbände der organisierenden Nationen• Die lokalen Veranstalter (Klub oder Verein)

Das FIS CIT Sub-Komitee für Alpine Städtewettkämpfer wählt eine Nationaus, die offiziell ihre Kandidatur für die Durchführung des FIS CIT"Weltkriterium" abgegeben hat und die Voraussetzung für dieseVeranstaltung erfüllt.

4.5 VeranstaltungszeitraumAlle Wettkämpfe (technische und speed Bewerbe) müssen innerhalb einerWoche durchgeführt werden (Fixtermin).

4.6 Programm und Anzahl der WettkämpfeDas FIS CIT "Weltkriterium" besteht aus 4 Wettkämpfen (SL, GS, SG undDH).Kombination: Abfahrt und Slalom fakultativ. Sie müssen innerhalb dergleichen Veranstaltung durchgeführt werden.

4.7 QuotenSiehe Reglement für die Organisation von Alpine FIS CIT Wettkämpfen, Art.2.4.Zusätzliche Startberechtigung: die Titelverteidiger des letzten FIS CIT"Weltkriterium".

4.8 WertungDie Einzelergebnisse der Wettkämpfe zählen zum FIS CIT "Arnold LunnWeltcup". Die mögliche Kombinationswertung wird nicht zu denEinzelergebnissen gezählt, sondern nur für den Nationencup.

4.9 EinladungDie Organisatoren des FIS CIT "Weltkriterium" sind angehalten, sowohl denFIS CIT Vorsitzenden wie auch den Verantwortlichen des FIS CIT "ArnoldLunn Weltcup" des FIS CIT Sub-Komitees für Alpine Städtewettkämpfereinzuladen und deren Unterkunftskosten für 3 Nächte inkl. Verpflegung zubezahlen.



4.10 Medaillen und Preise

4.10.1 Gold, Silber und Bronze Medaillen werden für die ersten 3 Ränge vergeben.

Der Verantwortliche des FIS CIT "Arnold Lunn Weltcup" stellt demOrganisator die Medaillen gegen Verrechnung zur Verfügung.

4.10.2 Die organisierende Nation muss zusätzliche Preise in Verbindung mit diesenMedaillen bereitstellen.

5.1 DefinitionDer FIS CIT "Europa Cup" wird alle zwei Jahre im Wechsel zum FIS CIT"Weltkriterium" organisiert. Die Wettkämpfe zählen zum FIS CIT "ArnoldLunn Weltcup".

5.2 OrganisationDie Veranstalter des FIS CIT "Europa Cup" sind:- Das FIS CIT Sub-Komitee für Alpine Städtewettkämpfer (Arbeitsgruppe

5.8 WertungDie Einzelergebnisse der Wettkämpfe zählen zum FIS CIT "Arnold LunnWeltcup". Die Kombinationswertung wird ebenfalls zu den Einzelergebnissenund zum Nationen Cup gezählt.

5.9 Einladungen

5.9.1 Die Veranstalter sind verpflichtet, den FIS CIT Vorsitzenden, sowie denVerantwortlichen des FIS CIT "Arnold Lunn Weltcup" des Sub-Komitees fürAlpine Städtewettkämpfer über den Zeitraum des FIS CIT "Europa Cup" (2Tage) einzuladen und für deren Unterkunfts- und Verpflegungskostenaufzukommen.



5.10 Preisverteilung

5.10.1 Für die Sieger sollten, der Veranstaltung entsprechende Preise bereitgestelltwerden.

5.10.2 Den Siegern der Kombinationswertung wird die "EUROPA CUP TROPHY"überreicht.Für den 2. und 3. Platzierten muss der Veranstalter Preise zur Verfügungstellen.

6. REGLEMENT FÜR "YOUNG FIS CIT INTERNATIONAL CUP"

6.1 DefinitionDer "Young FIS CIT International Cup" wird jährlich für junge Wettkämpferorganisiert die den Bestimmungen für FIS CIT Wettkämpfer gleich zu setzensind, IWO 607.3, Kinder 1 und Kinder 2; und IWO Art. 608 (neueNummerierung).

6.2 OrganisationDie Veranstalter des "Young FIS CIT International Cup" sind:- Das FIS CIT Sub-Komitee für Alpine Städtewettkämpfer (Arbeitsgruppe

"Young FIS Citizen).- Der Nationale Skiverband des organisierenden Landes.- Der lokale Organisator (Verein oder Klub)

Das FIS CIT Sub-Komitee für Alpine Städtewettkämpfer wählt eine Nationaus, die offiziell ihre Kandidatur für den "Young FIS CIT International Cup"abgegeben hat und die Voraussetzungen für diese Veranstaltung erfüllt.

6.3 ReglementeDie Wettkämpfe werden nach den Bestimmungen der IWO und den FIS CITReglementen für die Organisation von Alpinen FIS CIT Wettkämpfendurchgeführt.

6.4 EinladungProgramm / Ausschreibungen zu internationalen Ski Wettkämpfen müssenmindestens 30 Tage vor der Veranstaltung per E-Mail, Fax oder Post an dieNationalen Skiverbände die FIS CIT Wettkämpfer haben, und an dieMitglieder des FIS CIT Sub-Komitees für Alpine Städtewettkämpfer gesandtwerden.

6.5 VeranstaltungszeitraumIm Monat April (außerhalb der Osterfeiertage).

6.6 Anzahl der WettkämpfeDer "Young FIS CIT International Cup" besteht aus 2 Rennen, GS und SLgemäß IWO. Als weiteres kann ein Speedrennen durchgeführt werden.

6.7 Technische Delegierte (TD ) und FIS CIT Koordinator(IWO Art. 602 für TDs und das Pflichtenheft des FIS CIT Koordinators).

6.8 QuotenZwei Knaben und 2 Mädchen pro Jahrgang sind zugelassen, maximal 16Kinder pro Nation.

6.9 NenngelderDie Nenngelder sind vom FIS CIT Sub-Komitee für AlpineStädtewettkämpfer festgelegt und werden von den Organisatoren erhoben.

GS und SL € 12.-- CHF 20.--Speedrennen € 15.- CHF 25.--



Die Organisatoren stellen allen Kindern der anderen Nationen, denJurymitgliedern und dem FIS CIT Koordinator einen kostenfreien Liftpass zurVerfügung. Zusätzlich erhalten die Trainer der Nationen für jeweils 5 an denStart gehende Wettkämpfer ebenfalls einen kostenfreien Liftpass.

6.10 AuslosungDie Auslosung erfolgt Gemäß Reglement der Kategorien Kinder I und KinderII.

6.11 Wertung

6.11.1 Einzelwertung in der Kategorie Kinder I und Kinder II - Knaben und Mädchen

6.11.2 Eine Nationenwertung wird anhand der Einzelergebnisse vorgenommen. DieRänge 1 bis 6 je von Kinder I und Kinder II (Knaben und Mädchen) werdenin die Wertung genommen (gemäss Weltcup Punkten).

6.12 PreisvergabeFür die 3 Erstplatzierten jeder Kategorie und für die Nationenwertung sindentsprechende Preise zu überreichen.

7. PFLICHTENHEFT FÜR DEN "FIS CIT KOORDINATOR"

Grundsatz:

Bei allen Wettkämpfen um den FIS CIT "Arnold Lunn Weltcup" muss einVertreter (Koordinator) des FIS CIT Sub-Komitees für AlpineStädtewettkämpfer vor Ort sein. Dieser Koordinator unterstützt den für dieWettkämpfe eingesetzten TD der FIS. Er muss namentlich benannt sein.(Beschluss FIS Kongress Vilamoura 2006)

Folgende Aufgaben unterstehen der Pflicht des Koordinators und sindumzusetzen:

- Lückenlose Anwesenheit bei allen Mannschaftsführersitzungen- Information und Unterstützung des FIS TD für eine reibungslose

Durchführung der FIS CIT Wettkämpfe- Kontrolle der Anmeldungen, insbesondere der Quotenregelung- Durchführung und Mithilfe bei Auslosungen- Kontrolle der strikten Einhaltung der einzelnen Reglemente- Unterstützung/Mithilfe bei Siegerehrungen- Erstellung eines Berichtes Gemäß FIS CIT Formular und sofortige

Übermittlung an den FIS CIT Vorsitzenden sowie an denVerantwortlichen des FIS CIT "Arnold Lunn Weltcup" des Sub-Komiteesfür Alpine Städtewettkämpfer.
